Vietnam¡¦s Economical Transition and Political Development: A Perspective of State Theory

Since the Vietnamese Communist Party passed the resolution to implement the ¡§Doi Moi¡¨ policy in the sixth National Congress in December 1986, Vietnam¡¦s economy has transformed from state-controlled economic system to market and socialism-oriented economy. This change of economic system has contributed to the recent economic improvement in Vietnam, a key point of studying Vietnam¡¦s political development. On the perspective of political economy, modernization theory contends that economic development helps political democratization, whereas stably hegemony theory argues that economic achievement may bring about stability for authoritarian regimes. Based on state theory, this paper takes two dimensions, i.e. state autonomy and state capacity, to examine the issue whether the Vietnamese state will be influenced after Vietnam¡¦s political and economic reforms. This paper concludes that modernization theory is not able to explain the current political economy of Vietnam, because Vietnam did not change from a strong state to a weak state. Rather, Vietnam maintains a strong state, which fits the explanation of state theory.

Harmonic State Estimation and Transient State Estimation

This thesis describes the algorithms and techniques developed for harmonic state estimation and transient state estimation, which can be used to identify the location of disturbance sources in an electrical power system. The previous harmonic state estimation algorithm is extended to include the estimation of time-varying harmonics using an adaptive Kalman filter. The proposed method utilises two covariance noise models to overcome the divergence problem in traditional Kalman filters. Moreover, it does not require an optimal covariance noise matrix of the Kalman filter to be used. The common problems faced in harmonic state estimation applications due to the influence of measurement bad data associated with measurements and the lack of measurement points, hence the system being partially observable, are investigated with reference to the Lower South Island of the New Zealand system. The state estimation technique is also extended to transient state estimation. Two formulation methods are outlined and the development of the proposed methodology is presented. Fault scenarios with reference to the Lower South Island of the New Zealand system are simulated to demonstrate the ability of transient state estimation in estimating the voltages and currents of the unmeasured locations, and applying the estimated results to search for the fault location. The estimation results are compared with PSCAD/EMTDC simulations to justify their accuracy.

An Analysis of a Washington State Policy on the Appraisal of School Administrators by Certificated Subordinates

The present study examined the implementation of a Washington state policy which requires that school administrators give their subordinates the opportunity to appraise their performance. The importance of this topic is suggested by research findings that indicate appraisals of principals by teachers yield information to assess and improve the administrative skills of principals. Research questions sought information on activities at the state level which served to promote implementation of the state policy. Other research questions sought information on the extent and impact of local school district policies and practices that were consistent with the state policy. The methodology for the study combined survey research and interviews. The interview methodology was used to collect qualitative information on the efforts of officials at the state level to promote local implementation of the state policy. Mailed surveys were used to collect data on the extent and impact of local school district policies and practices consistent with the state policy. The results of this study showed that none of the officials interviewed cited any activities at the state level, which promoted the implementation of the state policy. Results of the mailed surveys indicated that only 7% of local school districts had adopted policies on appraisal by subordinates that included the requirements of the state policy. Moreover, only 22% to 29% of school administrators were found to have complied with the requirements of the state policy by giving their subordinates the opportunity to appraise their performance. School personnel in a position to evaluate the effects of appraisal strategies reported that these strategies were beneficial for assessing administrator performance. Some school personnel also reported improvements in administrator performance and the school program, as a result of these appraisal activities. However, elements of the strategy described in state policy neither ensure changes in administrative behavior, nor protect subordinates against reprisals for making the appraisal.
