The role of a clinic manager in a primary health care setting

In this study the researcher attempted to determine the current role expectations of a clinic manager in a primary health care setting, to identify factors determining and influencing the role of a clinic manager, to determine what effect the current role expectations had on the management of primary health care services rendered at the clinic, to establish the developmental needs of clinic managers to enable them to adhere to their role expectations, and to identify and recommend measures to support clinic managers in the execution of their managerial role by addressing the identified deficiencies. The researcher selected a quantitative, exploratory, descriptive and contextual design. Clinic managers of fixed clinics in the Free State province were randomly selected to participate in the study and a questionnaire was utilised as data-collection instrument. The study found that the clinic manager's role is comprehensive and varies from telephonic booking patients to assessment of the quality of primary health care programmes. A number of non-managerial functions were identified, such as consultation of patients, management of medicine, dispensing of medicine and ordering of stock. It was also found that the respondents were not involved in a number of management functions such as financial and human resource management, and adherence to the implementation of standards. Factors that negatively influenced the clinic managers' management role included: * Lack of time due to the large number of patients they had to consult due to the shortage of staff. * Shortage of staff. * The execution of non-managerial tasks. Although it was found that the current role of the clinic manager was confusing as it entailed much more than just clinic management, it is foreseen that the role of the clinic manager could in future be clarified if the recommendations are implemented. / Health Studies / D. Land Government in Bohemia in Relation to the Public between 1900-1908 Abstract At the beginning of the 20th century, the term Czech Kingdom referred to one of the crown lands forming the "West half" of the Habsburg monarchy, called Cisleithania. The Czech Kin- gdom was a public corporation which participated in implementing public administration. Its activities included mainly administrative tasks and to a limited extent also tasks related to exercising state power. The Czech Kingdom as a public body managed in the early years of the 20th century a very complex public agenda ranging from supervision and regulation of the subordinate self-governance bodies, significant activities related to public construction work, tasks related to education on the national level to tasks from the field of culture. Agricultural issues and tasks related to small scale business were of great importance. In 1890s, coalition of conservative nobility and Czech citizenship policy won a majority of parliamentary seats in the representative assembly of the Czech Kingdom. However, the coalition lost its position due to political changes in the civil bloc. The early years of the 20th century already saw long term escalation of the delicate Czech-German relations. This diploma thesis deals with chosen views of human resources management in present state administration and state public enterprise. It is focusing principally on current system that plans needs of employees, their recruitment, adaptation process of new received employees and the Czech Post Office education in České Budějovice. The research via questionnaire was used as the fundamental method for gaining required information of human resources management. Data were analyzed separately for each organization. The further information were gained by the interview, which was not standardized, with the human resources manager of the Czech Post Office. The principal aim was an analysis of procedures and methods of personal work. Further it was investigated how the personal politics operates within the Czech Post Office and Municipal Office nowadays. The next theme was the position of human resources management in our society. Finally there is a proposal for conditions enhancement within some activities of state public enterprise and state administration.

Having in mind the contemporary question of urban social segregation, it specially examines matters of social classes and spatial distribution. Traditionally, Brazilian growth model has been characterized by the social exclusion of growing portions of the society, where a small portion of the population has access to the bulk of income and wealth, including proper housing, urban infrastructure and other basic services like education and health, whereas the great majority of the population is deprived from the access to those minimum basic needs. In this research, we followed two empirical studies that emphasize some aspects that seem particularly important for the understanding of its current trends and the problems affecting the quality of life, spatial segregation and social exclusion: Conjunto Nova Cidade, located in the north zone of Manaus and Condomínio Ponta Negra Village, located in the east zone of Manaus are models of how public intervention and a correct urban planning can materialize social power in the cities. The way the mechanisms of social control, over public investments, works in these areas, will be analyzed in order to verify how economic policies match with social objectives and the promotion of more concrete actions conducted by the Government in order to rearrange the city s urban space and spatial segregation inside Manaus City. / Este trabalho trata da segregação residencial na cidade de Manaus. Assim como nas demais cidades brasileiras, a construção do espaço urbano manauense caracteriza-se pela segregação residencial, polarizada pelas classes sociais. Na divisão social da cidade, as áreas consideradas nobres, onde há uma predominância da população de alto poder aquisitivo, verifica-se a existência dos equipamentos urbanos, enquanto que na periferia distante, onde há uma tendência à concentração dos segmentos de baixo poder aquisitivo, a autoprodução das moradias, senão, a única solução para o défcit habitacional, associada aos padrões mínimos de infra-estrutura urbana. Neste estudo, tomou-se como referência empírica dois empreendimentos residenciais que expressam a dinâmica da segregação residencial: o Conjunto Nova Cidade, situado na Zona Norte e o Condomínio Ponta Negra Village, situado na Zona Oeste da cidade de Manaus. Ambos materializam a espacialização do poder social nas cidades, combinada com a intervenção pública e a gestão do planejamento urbano pelo Estado. Nessa perspectiva, o eixo da abordagem trilhado propõe ir além da aparência estática do espaço construído. Pretende contemplar a dinâmica das relações sociais e a compreensão de que a produção do espaço urbano é um reflexo da sociedade, daí ser desigual e mutável. A forma como essas áreas residenciais foram concebidas pelos agentes sociais que fazem e refazem a cidade, revela por meio de estratégias e ações concretas, o marco jurídico que regula a segregação residencial, conduzido pelo poder estatal - protagonista principal, na (re)localização do espaço urbano e, sobretudo, das classes sociais na cidade.

This Diploma thesis deals with the topic of ethical codes in the state administration of the Czech Republic. This issue is very important for good and efficient functioning of the state administration, but it is still neglected and under-discussed. The diploma thesis aims at explaining the importance of ethical codes in the state administration and conducting a research probe of a specific ethical code. The theoretical grounding of the text is based on the concept of good governance and its principles, the principles of ethics, the definition of the principles of an effective ethical code and the approximation of the current state of functioning of ethical codes in the Czech republic´s administration. The practical part - research probe of a specific ethical code, analyses its quality and effectiveness. The Czech Republic is actively committed to the concept of good governance and its governing bodies are very active in adopting specific ethical codes. However, as the diploma thesis explains, the individual ethical code is not always effective, up-to-date and specific.

The master thesis analyzes the Act No. 234/2014 Coll., On Civil Service, from the aspect of related legislation, Act No. 312/2002 Coll., On Public Officials of the Local Self-Government Units. When the Law On the Civil Service came into force, at the beginning of last year, two categories of officials were created. On the one side there are civil servants who are in service of the Czech Republic, on the other side there are officials who are employed by local self-government units. The analysis is focused on five areas, where it is possible to compare the method of legislation under both laws. After review of these selected areas, the application problems of the civil service are identified. At the end of the thesis, there are legislative proposals for changes that are inspired by relevant legislation.

Kvalita dat a efektivní využití rejstříků státní správy / Data Quality and Effective Use of Registers of State Administration

This diploma thesis deals with registers of state administration in term of data quality. The main objective is to analyze the ways how to evaluate data quality and to apply appropriate method to data in business register. Analysis of possibilities of data cleansing and data quality improving and proposal of solution of found inaccuracy in business register is another objective. The last goal of this paper is to analyze approaches how to set identifier of persons and to choose suitable key for identification of persons in registers of state administration. The thesis is divided into several parts. The first one includes introduction into the sphere of registers of state administration. It closely analyzes several selected registers especially in terms of which data contain and how they are updated. Description of legislation changes, which will come into operation in the middle of year 2010, is great contribution of this part. Special attention is dedicated to the impact of these changes from data quality point of view. Next part deals with problems of legal and physical entities identifiers. This section contains possible solution how to identify entities in data from registers. Third part analyzes ways how to determine data quality. Method called data profiling is closely described and applied to extensive data quality analysis of business register. Correct metadata and information about incorrect data are the outputs of this analysis. The last chapter deals with possibilities how to solve data quality problems. There are proposed and compared three variations of solution. The paper as a whole represents compact material how to solve problems with effective using of data contained in registers of state administration. Nevertheless, proposed solutions and described approaches can be used in many other projects which deal with data quality.

The master thesis focuses on the new Act no. 234/2014 Coll., of State Service, which introduces a new law regulation of labour relations of employees in the state administration. Service Act has been frequently a discussing theme in recent years, especially in connection with a threat from the European Commission which by accepting this law conditioned a drawing of European grants from structural funds for the period 2014 - 2020. This dissertation analyses the issue of the state service, here are an outlined principles of the state service in selected European countries and the historical development of the state service in the Czech Republic. The goal was to highlight the possible problematic provisions which appear in the law, and the problems that have shown up during the implementation of this law, even the example of the Labour Office of the Czech Republic.

The diploma thesis focuses on the cooperation and communication of a social worker in a hospital with state administration bodies when providing alternative family care. The theoretical part defines basic concepts. It also describes the role of a social worker in the hospital in the solution of alternative family care and subsequent cooperation with state administration bodies that are participants in this process. The theoretical part is divided into two chapters. The first deals with social work in general, then specifies social work in health care and in the hospital. It describes the state administration, social investigation and the process of cooperation. The second part is devoted to substitute family care and the typology of mothers.The empirical part contains research, which was attended mainly by hospital social workers who deals with alternative family care in the hospital and pass information to the state administration and the Department of Social and Legal Protection of Children. The discussion part compares theoretical knowledge from the literature with empirical knowledge obtained by quantitative research.
