The problem was to produce a cross-cultural, internationally appropriate, seminar manuscript of journalistic quality that would provide tools, ideas, and motivation which would enable overseas church leaders to formulate strategy for the beginning and the growth of urban Wesleyan churches.With hundreds of millions of people bent toward assumed opportunities of the urban community, and with a high rate of moral, social, and spiritual casualty, the creative research project took on a character of necessity and of service to humanity.To meet the problem, the creative research project was named "Metro-Move;" and in August 1978 the writer, with three team members, conducted an eight-day pilot seminar in Freetown, Sierra Leone, West Africa. Metro-Move incorporated into manuscript format, case studies, Bible studies, growth principles, outlines on keys to culture, a practicum of community involvement, and strategy-making formulas.
