The autonomy of municipalities has increased with the impact of governance. This has contributed to a varying degree of business development. The bachelor thesis aims to explain local business conditions and results in the two neighboring municipalities Vårgårda and Alingsås. This is done through a case study with interviews of business executives and politicians. Additional information is provided through observations and examination of previous research. The results are analysed through network and governance theory. Entrepreneurs are dissatisfied with the political organization and lack of communication in Alingsås which combined with a slow public sector process, various regulations and permits relating to construction affects the business climate negatively. Vårgårda has a well functioning independent business network organized by entrepreneurs themselves. The role of the municipality is to provide service towards business. As a policy, if a business requests a meeting with the politicians the municipality gathers all decision makers in one place for a quick decision. This has resulted in companies relocating from Alingsås to Vårgårda. The conclusions in the essay is that Vårgårda, through more extensive communication and a well functioning network, has found an organization that benefits both the private industry and the municipality which causes a more satisfying business environment for all parties.
