Exploring Critical Success Factors of the Redesigned Military Transitioning Program

A task force commissioned by President Obama overhauled the U.S. Military Transitioning Program (MTP) in 2012-2013. U.S. veterans have continued to struggle with military transitions following the MTP restructuring. The purpose of this phenomenological inquiry was to explore the critical success factors of the MTP after the redesign based on perceptions of 20 military officers intending to transition to the civilian sector in the National Capital Region. The problem studied was that there was no indication that the redesigned MTP was effective in helping officers transition to the civilian workforce. The study included 3 research questions and semistructured interviews were the primary means to collect data. Schlossberg's 4S transition theory, identity theory, and work-role transition theory comprised the conceptual framework. Data analysis included content analysis and the Stevick-Colaizzi-Keen Method. The findings in this study emphasized the importance of several critical success factors of the redesigned MTP: its focus on transition preparedness, its practical applications, individual counseling, and the knowledge and education obtained while attending the MTP. Senior leaders responsible for the MTP can benefit from this study by understanding the challenges the participants encountered while attending the MTP. Implications for social change include informing U.S. government leaders of the MTP of the need for continued improvements to MTP processes, services, and programs to aid transitioning veterans seeking civilian employment.

China's Military Modernization, Japan's Normalization and its Effects on the South China Sea Territorial Disputes

China’s military modernization has allowed it to take a more assertive position on the territorial disputes it currently has with Japan and its Southeast Asian neighbors. The South China Sea (SCS) dispute is a clear example. Meanwhile, Japan is normalizing its military status to play a more proactive security role in the region. Japan’s normalization process has been greatly influenced by China’s growing military capabilities as it fears that China could pose a threat to its sea lanes of communications. Although Japan does not have territorial claims in the SCS, it regards the SCS as a strategically vital area. It is this particular concern that has brought Japan into the current territorial disputes in the SCS. This thesis analyzes how Japan has tried to forge partnerships with Southeast Asian countries in the form of foreign aid and the provision of military equipment and training that can potentially offset China’s assertiveness.

The Implementation of Governance to Counter Islamist Militancy in Pakistan's Khyber-Pakhtunkhwa Province

Militancy inspired by Islamists is escalating globally, and government action is necessary to protect vulnerable populations. Security professionals generally agree that governance may complement the use of force to defeat militants; however, current doctrine does not address the concurrent integration of governance in a comprehensive strategy. This interpretive case study explored Pakistan's application of governance during the 2009 Khyber operation in Swat Valley, code-named Operation Rah-e-Rast. The central research question focused on how governance activities were integrated with military operations to subdue militancy. Data were collected through interviews with 6 planners, Pakistani secondary source survey data, and government artifacts. Data were inductively coded using a progressive axial coding process and validated through methodological triangulation. Data were then analyzed using a case study analytical model, grounded in neo-Clausewitzian theoretical principles, to derive key themes. Key findings indicate that an interministry collaborative approach to regain the public trust was more effective in placating violence than was solely using military action. Sound governance, enabled by strategic communications and intelligence, fostered tribal relationships that promoted confidence and undermined the militant support base. The civil-military planning protocols were successful, but mainly ad-hoc and suboptimized. Formal training, standing civil-military planning forums, and planning process improvements stemming from the Pakistan experience could instill social change by assisting national leaders in developing a cogent countermilitancy strategy to defeat the global Islamist movement.

Senior Army Women's Leader Behaviors and Their Civilian Career Transition

Female retired Army colonels (FRACs) have significant potential to contribute to civilian organizations. To take advantage of that talent, it is important to have a better understanding of their behaviors based on their dual identities as women and leaders. The purpose of this qualitative case study was to understand the under researched factors accounting for the development of FRACs' leader behaviors and the transfer of those behaviors to civilian careers. The 4 underlying meta categories of leadership behavior formed the conceptual framework. The theory of planned behavior was used to explore potential influences on FRAC leader behavior development. The 3 research questions focused on how FRACs developed and used their leader behaviors in their military and civilian careers. Eight FRACs and 6 civilian managers participated in semistructured interviews for this study. The data were analyzed to discern categories and themes to determine the influences that contributed to FRAC leader behavior development. My results indicated FRACs developed leader behaviors through experiential learning, overachieving, and blending masculine and feminine behaviors. The results also suggest that in civilian positions, FRACs employed task-oriented leadership behaviors developed in the military while expanding use of external-oriented leadership behaviors. Consistent Army leader training on the use of blended feminine and masculine leadership behaviors is recommended. Positive social change may result from Army senior leaders and civilian managers using this rich understanding of the FRAC leadership behaviors for leader accession, development, and retention programs.

A QUALITATIVE STUDY OF UNDERSTANDING FEMALE NAVY VETERANS’ EXPERIENCES WITH REPRESENTATION AND INCLUSION IN THE U.S. MILITARY

Research about women in the military helps to address the ongoing concerns about the lack of inclusion of female perspectives, which contributes to oppressive power dynamics and lack of women’s representation in practice, policy, and procedures. The problem this dissertation addressed is the lack of representation and inclusion of female perspectives regarding power and privilege that affect military practices, policies, and procedures. The purpose of this qualitative study was to understand female Navy veterans’ experiences with representation and inclusion in military practices, policies, and procedures. Applying a larger conceptual framing using radical feminism, liberal feminism, and critical theory helped to situate their experiences within a broader social critique. Seven Navy servicewomen answered open-ended questions in audio-recorded semi-structured interviews. Transcribed data were analyzed, leading to five major themes: (a) perceptions of racial and gender bias; (b) lack of mentorship and leadership support; (c) fears of assault, retaliation, shaming, and transitioning; (d) position and colleagues’ effects on inclusivity, and (e) pride in service experience despite challenges.

An Evaluation of the Adequacy of Selected Formal Church Programs in Preparing Male Members to Enter the United States Air Force

The purpose of this study was to evaluate the effectiveness of the Church programs in preparing young Latter-day Saint servicemen to accept and live the gospel of Jesus Christ as determined from the opinions of servicemen and bishops. The teaching programs, counseling, continual Church activity, Church publications, and the preservice and inservice Church orientations were evaluated for their effectiveness in teaching the five objectives: Testimony building; commandment living; continual activity, missionary work, and patriotism. One hundred eighteen servicemen, who had completed basic training and were attending technical training schools, along with seventy-seven bishops provided the information used in this study. The findings indicated that in the opinion of these servicemen and bishops effective training was being provided servicemen in building testimonies, living the commandments, and continuing to be active in the Church. However, missionary work and patriotism were ineffectively taught.

In Man, the State and War, Kenneth N. Waltz claims that for a peace prescription to be valid, it must be based on a proper view of the causes of war. Waltz analyzes the validity of three basic causes of war: man himself, the characteristics of the nation-state, and the international system.I have examined the views of Elder Stephen L Richards on peace and war in the context of the Waltz framework. Elders Richards believed that the failings of men were the primary causes of war. His prescription for peace was widespread acceptance of the Gospel. He disagreed with the Waltz view that men are unchanging and that peace plans based on the reform of men are futile. Elder Richards' views coincided with Waltz' that democracies are more likely to be peaceful than dictatorships. He recognized, too, that aspects of the international system contribute to conflict. Elder Richards was ambivalent, however, about the prospects of the Gospel being accepted by enough people for peace to be established.

A Rhetoric Of Technology: The Discourse In U.S. Army Manuals And Handbooks

This dissertation examines the historical technical publications of the United States Army from 1775-2004. Historical research in Army technical communication reveals the persuasive characteristics of its technical publications. Elements of narrative, storytelling, and anthropomorphism are techniques writers used to help deliver information to readers. Research also reveals the design techniques writers adopted to unite the situated literacies of the troops. Analyses of print, comic, and digital media expose the increasing visualization of information since the eighteenth century. The results of such historical research can be applied to new media designs. Automating processes captured in paper-based technical manuals and adding intelligent functionality to these designs are two of many possible design options. Research also dispels a myth concerning the history of modern technical communication and illustrates the development of many genres and subgenres. Modern technical communication was not born of World War II as many scholars suggest, but was a legitimate field in eighteenth-century America. Finally, historical research in Army technical communication shows the systematic progression of a technological society and our increasing dependence on machine intelligence.

Vitamin D Clinical Relevance in the Recovery From Traumatic Brain Injury Among the Military Population

Background: Traumatic brain injury (TBI) still remains a difficult disorder to treat. TBI has been associated to chronic neuroinflammation and a high risk for neurodegenerative disorders. Since 2001 between ten to twenty percent of all deployed military members have suffered a combat-related TBI. Nearly twenty to thirty percent of those will experience chronic cognitive, behavioral and somatic symptoms after suffering a TBI. Methods: The objective of this review is to evaluate current literature examining vitamin D as a neurosteroid with protective properties and its clinical relevance after traumatic brain injury. Vitamin D is known to participate in neurobiological processes and genomic regulation in the brain. Clinical and laboratory findings support that vitamin D modulates the immune responses to trauma, diminishes oxidative and toxic damage, and inhibiting activation and progression of the neuroinflammation. Inadequate levels of vitamin D have been identified as a common risk factor for many neurological disorders and have been linked to poorer recovery. Results: This review found compelling evidence to support that the pathology of TBI is closely associated with neuroprotective mechanisms of vitamin D. Low vitamin D levels are common among US active duty military and veterans. The findings strongly suggest that optimizing vitamin D prior to injury could improve the recovery for military members after experiencing a TBI. Vitamin D ameliorates brain damage by modulating neuroinflammation, improving cell survival and down-regulating mechanisms involved in the progression of cell damage following a TBI. However, further studies are needed to evaluate the effects of vitamin D optimization in TBI outcomes.

Individual and Organizational Challenges to Implementing Prolonged Exposure Therapy in the Military Health System: A Systematic Review of Client and Provider Perspectives

Military veterans and active-duty service members face high rates of posttraumatic stress disorder (PTSD), a chronic and debilitating condition that is comorbid with other negative psychological and social outcomes. PTSD symptomology in military careers is attributed to unique organizational factors and risks both during and post-deployment. Delivering modern, effective PTSD treatments derived from evidence-based research to the military population is a multi-faceted effort. Among these interventions, prolonged exposure therapy (PE) is a safe and effective trauma-focused treatment for veterans. To yield higher rates of PE success, common challenges faced by both military clients and their clinicians that may be impairing adoption were examined in this systematic review of 136 articles. While military clients face challenges related to treatment access and retention, clinicians entrusted to administer PTSD treatment report limited training and skepticism towards PE as barriers. When these complex barriers converge, PE, while shown successful at reducing PTSD symptomology in randomized controlled trials, may fail to achieve positive outcomes. To aid current understanding of this multi-level issue, a systematic review of existing client and clinician studies was conducted to synthesize common problems and facilitators to PE implementation. Findings suggest that low treatment readiness, complex symptom presentations, and time conflicts remain significant barriers. Providers could benefit from increased organizational support and training while clients experience better treatment retention and outcomes when a strong therapeutic alliance and social support is present.
