Project water (Grahamstown) : a case study of the development of an environmental education project

Environmental education is an approach to education which emphasises the interrelatedness of people and their human and non-human environments and seeks to encourage environmental awareness, concern and action. This case study documents the implementation and development of Project WATER, Grahamstown, a practical environmental education project dealing with catchment conservation and water quality monitoring. The Grahamstown project is one of a number of local water quality monitoring initiatives affiliated to GREEN (the Global Rivers Environmental Education Network). Participants in the project included student teachers from the Department of Education at Rhodes University and pupils and teachers from three farm schools in the district and four high schools in the town. Project WATER, Grahamstown developed as an Action Research and Community Problem-Solving project. The study focuses on fragmentalist and holistic approaches to education, people's responses to Project WATER and the choice of action research as the research method.

Basic service delivery challenges with regards to water and sanitation in Gauteng Province : a case of City of Johannesburg and City of Tshwane Metropolitan Municipalities

The research study focused on the service delivery challenges regarding water and sanitation in the Gauteng Province. Two metropolitan municipalities including the City of Johannesburg and the City of Tshwane were investigated and used for this research study. The study used a qualitative research design and the methodology includes literature reviews and structured interviews to highlight the challenges from an international, South African, and provincial perspective, particularly in Gauteng. An interview schedule was developed and structured interviews were conducted to collect primary data from the selected participants. Although the literature review conducted indicate that the provision of water and sanitation in the Gauteng Province had improved, significant challenges remain. Areas such as informal settlements are still experiencing shortcomings as compared to the metropolitan areas. Institutional challenges such as a lack of appropriate skills still exist. Other challenges such as poor financial management and non-payment for services by the communities persist. Furthermore, the literature indicates that community protests over basic services occur more in the Gauteng Province than in other provinces. This indicates that the challenges of providing basic services such as water and sanitation are still persistent. To deal with the challenges of providing water and sanitation services, the government and agencies involved in the provision of these services implemented several measures. To alleviate the challenges, not only government help is needed, but also help from other sectors, including non-governmental organisations, agencies, and communities. The findings of this study might assist the municipalities to improve the services through its recommendations. The study is also meant to help public officials and political office bearers to understand the dynamics and challenges they are faced with when carrying out their duties. This study will be used to add to the current literature on the basic service delivery challenges in the Gauteng Province, it will also contribute to academic and government related publications for further references and broadens research on the subject. / Public Administration / M. Intergovernmental relations : delivery of potable water to poor communities in Diepsloot of Gauteng Province

In 1994, South Africa adopted intergovernmental relations (IGR) to facilitate service delivery. Sections 40-41 of the Constitution of the Republic of South Africa, 1996, link service delivery with normative aspects of IGR, which include cooperation, transparency, accountability, mutual support, and coherence. A coherent implementation of IGR was subsequently emphasised by the Intergovernmental Relations Framework Act 13 of 2005. However, South Africa continues to experience service delivery challenges, especially in marginalised and poor communities in the current and former informal settlements. The selected Diepsloot was established as an informal settlement in 1995 and has been under an in situ upgrade programme. The study’s focus was on the provision of potable water in the City of Johannesburg with specific reference to Diepsloot. A case study approach was used to assess lived experiences among the actors within the intergovernmental context of cooperative government. A qualitative methodology was utilised to source data about intergovernmental interactions among actors from the public institutions by means of semi-structured interviews and documentary analysis. Lastly, a focus group was utilised for members of the ward committees in Diepsloot. The study concluded that IGR system is not used adequately to support Diepsloot to access potable water in accordance with an established standard. In essence, the IGR system lacks an integrated approach to reverse a legacy of informality. To facilitate an IGR improvement, the study’s recommendations were three-fold: (i) provision of integrated support to the City of Johannesburg for Diepsloot despite erroneous assumption that metropolitan municipalities are self-sufficient, (ii) standardisation of potable water provision in Diepsloot by means of integrating IGR institutional responses, and (iii) institutionalisation of IGR engagements with other cities. To this end, the study proposed a model of integrated intergovernmental support to improve potable water provision and, by extension, other related services in Diepsloot. / Public Administration / D.P.L. Towards sustainable development : a participatory model for the water services sector in South Africa

This study is non-empirical and its design is based on three forms of analysis: conceptualisation, theoretical justification and strategic considerations for a participatory model in the water services sector in South Africa. In terms of the conceptualisation, the study addresses the old and new paradigms of sustainable development. First, it argues that for many years the concept of sustainable development has long dominated the development discourse. Second, the theoretical justification traces the evolution and meanings of sustainable development and also patterns and trends of the legacies of colonialism and apartheid. The descriptive analysis of apartheid and colonialism suggests a new development path for inclusive people-centred development. The study therefore postulates that in the South African context, sustainable development is both a political and a historical construct. This is the basis within which sustainable development should be understood. Third, the study concludes that context plays an important part in understanding and challenging the immoral and unjust practices of colonialism and apartheid which have militated against sustainable human development. The study further provides a description of the local government and water sectors and their underpinned legislative and policy framework, and notes impressive results in the delivery of basic water supply since 1994. However, the study argues that in order for municipalities to fulfil their constitutional responsibilities as water services authorities, they need to adopt a participatory model towards sustainable development since this is currently lacking. In doing so, the water services sector needs to overcome dangers of parochialism which were more evident from the supply-driven policy of the government. The study therefore draws lessons from three Latin American countries: Chile, Bolivia and Nicaragua, and proposes a new developmental path which conforms to the principles of sustainability. This development path is represented in the form of a dynamic, diagrammatic model for participatory sustainable development. This model displays successive stages and cycles of transaction between stakeholders. The model represents a decision support system which provides a conceptual framework for the diagnosis, consolidation and analysis of information. Water sustainability : measurement, management, engagement, and disclosure of selected water-intensive companies on the Johannesburg Stock Exchange

Many parts of the world, but South Africa specifically, are facing a water crisis, not only because of the scarcity of water, but also the quality of the water that is available. Companies are the primary users of water and can therefore have the most significant impact on saving water. It is thus imperative to determine how companies are measuring, managing, engaging with their stakeholders and disclosing water-related risks in their businesses. This study was conducted on the premise that South African companies have not as yet grasped the seriousness of the water crisis. Thirty JSE-listed companies classified as being water intensive were selected for the study. Their sustainability/integrated/annual reports for 2011 and 2013 were downloaded from the internet and analysed to determine if and how they were mitigating their water-related risks. The Ceres Aqua Gauge™ was used as the framework for this study. It was established during the analysis of the selected companies’ reports that, with the exception of food producers and food retailers, the companies had grasped the seriousness of the water crisis. One area of particular concern that was evident in all the companies was the lack of attention directed towards supply chain water management. Companies need to address water risks in their supply chain, and to also turn the water crisis from a threat into an opportunity. The structural arrangements in local government and their role in promoting community participation in basic service delivery: a case study of Emalahleni and Intsika Yethu local municipalities in the Chris Hani District Municipality area

This study analyses the effectiveness of community participation in service delivery. The area of study, the Chris Ham District Municipality (CHDM), is a Water Services Authority, responsible for ensuring access to water services (water and sanitation) by all communities within its jurisdiction. There are eight local municipalities within the CHDM. The objective of this study is to determine whether systems are in place in local government to promote participation by communities in service delivery projects and whether these systems are being utilised efficiently by the role-players concerned. The role-players in this research are people who are involved in community development programmes of the municipality (municipal staff in the relevant departments of the municipalities under study, the social facilitators, civil society organisations, ward committees, ward councillors, traditional authorities as well as the representatives of communities (Project Steering Committees) who are beneficiaries of the projects under study). The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

Membrane bioreactor application within the South African textile industry: pilot to full-scale

Thesis submitted in the requirements for the degree Doctor Technologiae: Chemical Engineering in the Faculty of Engineering at the CAPE PENINSULA UNIVERSITY OF TECHNOLOGY, 2013 / To date, limited information has been published on textile wastewater treatment, for re-use, in South Africa (SA), with treatment processes focusing on conventional wastewater treatment methods. A large contributor to the contamination of water within textile industries is from dyehouse processes. A major concern in textile wastewater treatment is the release of azo dyes and their metabolites, some of which are carcinogenic and mutanogenic, into the environment since they are xenobiotic and aerobically recalcitrant to biodegradation. A necessity therefore exists to find an effective treatment method capable of removing both the strong colour and the toxic organic compounds from textile wastewater. Membrane bioreactors (MBRs) are favoured when treating high-strength wastewater, since the membrane area is determined by the hydraulic throughput and not the biological load; no sludge is wasted and all bacteria are retained within the reactor, including specific bacteria capable of degrading the toxic, non-biodegradable constituents present in textile wastewater. MBR systems, using various configurations have been utilised extensively in the rest of the world to treat textile wastewater at both lab and pilot-scale. This DTech project formed part of a collaborative Water Research Commission (WRC) funded project K5/1900 - Pilot application of a dual-stage membrane bioreactor (dsMBR) for industrial wastewater treatment. The main purpose of this study was the on-site evaluation of a pilot-scale dsMBR incorporating two ultrafiltration (UF) sidestream membrane modules for the treatment, recovery and re-use of textile wastewater. The objectives of this project were to determine the treatment efficiency of the system; to evaluate the degree of colour removal from the textile wastewater; to improve residual colour removal within the system using treatment processes, such as NF and RO, as well as to propose a design and cost for a full-scale plant. A textile industry located in Bellville, Western Cape, was chosen as the industrial partner for the on-site evaluation of a semi-automated pilot wastewater treatment MBR plant using two 5.1 m2 Norit X-flow AirliftTM membrane modules. Since the wastewater treatment system was located on the premises, real continuously changing industrial wastewater was being treated. The industrial textile wastewater was treated in a series of tanks: 1) an anaerobic tank, which cleaved the azo bonds of the reactive dyes; 2) an anoxic tank containing reduced amounts of dissolved oxygen, in which denitrification occurred; and 3) an aerobic tank, in which i) nitrification, as well as ii) mineralisation of the aromatic amines occurred. The UF-membrane modules would account for the removal of any organic material. The wastewater stream was characterised by a chemical oxygen demand (COD) range of between 45 to 2,820 mg/L and an average biological oxygen demand (BOD) of 192.5 mg/L. The dsMBR achieved an average COD reduction of 75% with a maximum of 97% over the 220 day test period. The COD concentration obtained after dsMBR treatment averaged at 191 mg/L, which was well within the City of Cape Town industrial wastewater discharge standard. The average reduction in turbidity and TSS was 94% and 19.6%, respectively, during the UF-MBR stage of the system. Subsequent treatment of the UF permeate with nanofiltration (NF) for 4 days, alternated with reverse osmosis (RO) for 14 days removed both the residual colour and salt present in the UF permeate. A consistent reduction in the colour of the incoming wastewater was evident. The colour in the wastewater was reduced from an average of 659 ADMI units to ~12 ADMI units in the NF permeate, a lower American dye manufacturing index (ADMI) (i.e. method of colour representation) compared to the potable water (~17 ADMI units) utilised by the industrial partner in their dyeing processes. The colour was reduced from an average of 659 to ~20 ADMI units in the RO permeate, a lower ADMI and therefore colour when compared to the potable water. An average conductivity rejection of 91% was achieved with conductivity being reduced from an average of 7,700 to 693 μS/cm and the TDS reduced from an average of 5,700 to 473 mg/L, which facilitated an average TDS rejection of 92%. Based on the composition of the UF permeate fed to the RO membrane a maximum removal of 98.7% was achieved for both conductivity and total dissolved solids (TDS). The proposed full-scale plant would incorporate a UF-MBR system, followed by NF, RO, flocculation and a filter press. Therefore, the two waste products produced during operation of the proposed full-scale plant, would be the solid filter cakes and the liquid filtrate from the filter press. Implementing the proposed full-scale plant it would cost the industrial partner an operating cost of ZAR 113.85 and ZAR 3,415.49 to treat 97.1 m3 and 2,913 m3 of textile wastewater, respectively, per day and per month. This results in an annual saving of ZAR 845,848 on potable water expenses. This research, would provide SA textile industries, with an option to: 1) reduce their water consumption, thereby utilising less of a valuable decreasing commodity; 2) meet the SA government discharge standards and reduce their discharge costs; 3) reduce their carbon footprint (i.e. reduce their impact on the environment) by re-using their treated wastewater and therefore using less water from the municipality; and 4) decrease their annual expenditure on water, since the treated wastewater would be available for re-use.

A situational analysis on the public participation processes in integrated water resources management in the Kat River Valley, Eastern Cape, South Africa

Public participation in water management processes is one of the internationally recognised and adopted principles of Integrated Water Resource Management. The South African Department of Water Affairs and Forestry aims to facilitate the decentralisation of water management powers to the local community level via the establishment of regional and local water management institutions, namely Catchment Management Agencies, Water User Associations and Catchment Forums. The National Water Act (No. 36 of 1998) acknowledges that the discriminatory laws and practices of the past have prevented equal access to water and the use of water resources. The contribution of water management institutions to social and economic development, in particular poverty eradication and food security, is mentioned in the water act. The participation of poor rural communities living in the Kat valley, an area where an elite minority reap the benefits of water use for agriculture, is the focus of this research. Their participation, perceptions and experiences are documented and explored to determine how the promulgation of post-apartheid water policy and legislation has affected their access to water. The results of this research are based on data collected from several methods including surveys, workshops and observation. Analysis of these data revealed the complicated and stagnant nature of participation from Kat valley rural communities in local water management initiatives and organisations. Existing water management organisations were not successful in stimulating poor people’s participation as they were unable to address their primary concerns, namely a secure source of potable water, employment and access to water for agricultural purposes. This thesis asserts that the Department of Water Affairs and Forestry, as the custodian of South Africa’s water resources, has not taken on a supportive, accountable role in assisting marginalised communities with improving their access to water for domestic purposes and securing access to water rights for productive use. This, in turn, has led to dissatisfaction among these communities and a wariness of participatory activities that focus mainly on raising environmental awareness. The establishment of effective accountability relationships among all stakeholders, pro-poor water management structures and initiatives, as well as integrated and co-operative management of natural resources, are needed to revitalise the present participation of poor communities living in rural areas.

Linking institutional and ecological provisions for wastewater treatment discharge in a rural municipality, Eastern Cape, South Africa

The Green Drop Certification Programme, launched in 2008 alongside the Blue Drop Certification Programme, aims to provide the Department of Water Affairs with a national overview of how municipalities and their individual wastewater treatment works (WWTW) are complying with licence conditions set by the National Water Act (NWA) (No. 36 of 1998; DWAF 1998) and the Water Services Act (No. 108 of 1997; DWAF 1998). By publishing the results of each municipality’s performance, the programme aims to ensure continuous improvement in the wastewater treatment sector through public pressure. The programme has been identified by this project as a necessary linking tool between the NWA and the Water Services Act to ensure protection and sustainable use of South Africa’s natural water resources. It does this through assisting municipalities to improve their wastewater treatment operations which in theory will lead to discharged effluent that is compliant with discharge licence conditions. These discharge licences form part of the NWA’s enforcement tool of Source Directed Controls (SDC) which help a water resource meet the ecological goals set for it as part of Resource Directed Measures (RDM). The link between meeting the required SDC and achieving the RDM goals has never been empirically tested. This project aimed to determine the present ecological condition of the Uie River, a tributary of the Sundays River which the Sundays River Valley Municipality (SRVM) discharges its domestic effluent into. It then determined whether the SRVM’s WWTW was complying with the General Standard licence conditions and what the impact of the effluent on the river was through the analysis of monthly biomonitoring, water chemistry and habitat data. Lastly, the project examined the effectiveness of the Green Drop Certification Programme in bringing about change in the SRVM’s wastewater treatment sector, which previously achieved a Green Drop score of 5.6 percent. It wanted to examine the underlying assumption that a WWTW which improves its Green Drop score will be discharging a better quality effluent that will help a water resource meets the RDM goals set for it. The Kirkwood WWTW did not have a discharge licence at the time of assessment and was thus assessed under the General Standard licence conditions. It was found that the Kirkwood WWTW was not complying with the General Standard discharge licence conditions in the Uie River. This was having a negative impact on the river health, mainly through high concentrations of Total Inorganic Nitrogen (TIN-N), orthophosphate and turbidity. The SRVM should see an improvement in its Green Drop score for the Kirkwood WWTW. However, the municipality showed no implementation of necessary programmes. Implementation of these programmes would help the SRVM meet the General Standard licence conditions (part of SDC) which would help the Uie River meet the RDM goals set for it.
