O objetivo principal deste trabalho é propor diretrizes pró-ativas para o planejamento e gestão ambiental das hidrovias brasileiras, no que tange ao transporte comercial de cargas. O trabalho começa com uma abordagem panorâmica sobre o transporte hidroviário no Brasil, as vantagens deste modal, os dados sobre extensões hidroviárias, os entraves ao desenvolvimento do sistema hidroviário e o problema a ser resolvido. Para isso, foi realizada uma pesquisa exploratória buscando informações técnicas e ambientais, além de se embasar no arcabouço jurídico dos órgãos intervenientes na gestão ambiental do transporte hidroviário. O trabalho foi dividido em elementos, fases, etapas e níveis hierárquicos de gerenciamento para um sistema hidroviário. Os elementos analisados foram vias, veículos, terminais, cargas e controles. O projeto hidroviário foi dividido em etapas de planejamento, implantação, operação, manutenção e desativação/descarte. A partir destes elementos foram identificados ações, atividades, os aspectos ambientais, os impactos ambientais associados a estes, e foram propostas medidas mitigadoras para minimizar tais impactos ambientais. O trabalho, ainda, teve outras divisões, bem como aquela que o divide em fases de Planejamento e de Gestão Ambiental. E com relação à hierarquia de gerenciamento, o trabalho foi dividido em estratégico, tático e operacional. Na fase específica de gestão ambiental são propostas duas alternativas de implantação de Sistema de Gestão Ambiental, uma que propõe a aplicação de planos e programas ambientais para assuntos e quesitos ambientais de maior relevância, sem se preocupar em certificações ambientais, e outra, que é a aplicação da Norma ISO 14001 para os sistemas hidroviários. Com isso, como contribuição, este trabalho preocupou-se em propor planos, programas e diretrizes para o planejamento e gestão ambiental de elementos que compõem a infra-estrutura do transporte hidroviário interior no Brasil, porém termina fazendo proposições de políticas públicas, baseadas nas reais necessidades do setor. / The main objective of this work is to propose proactive directives for the environmental planning and management of Brazilian inland waterways, as for as the commercial transport of cargo is concerned. The waterway project was divided into planning stages, implementation, operation, maintenance and deactivation/discard. From these elements, we identified actions, activities, environmental aspects and environmental impacts associated to them, proposing mitigating measures to minimize such environmental impacts. The work also had other divisions, such as the one that divides it into the Environmental Planning and Environmental Management phases. In relation to management hierarchy, the work was divided into strategic, tactic and operational. In the specific environmental management phase, we propose two alternatives for the Environmental Management System implementation, one suggesting the application of environmental plans and programs for environmental issues and queries of greater relevance, without concerns about environmental certifications, and another one, which is the application of the ISO 14001 Standard on waterway systems. Therefore, as a contribution, this work is concerned with proposing plans, programs and directives for the environmental planning and management of elements which constitute the facilities of the inland waterway transport in Brazil, but it also makes propositions of public policy, based on the real necessities of the sector.

Vnitrozemská vodní doprava v ČR / Inland waterway transport in the Czech Republic

Thesis deals with the efficiency of inland waterways in the Czech Republic and its measure which would lead to its greater use. For this precaution is considered a project the Weir in Děčín and without this, the project can not proceed in the construction of other projects in the Czech inland waterways. The first part is devoted to the description of inland waterways as part of the trans-European networks. Furthermore there are institutions in charge of the developement and operation of waterways. Legislation defining the rules to ensure continuity of water transport is also important in the developement and operation. The second part deals with positive relationship between freight water transport and economy of the Czech Republic. I describe in the last chapter of the thesis project the Weir in Děčín and the subsequent project of navigability of the Elbe River to Pardubice and construction of the Danube-Oder-Elbe.

Potential for water yield improvement in Arizona through riparian vegetation management

New knowledge gained over the past 15 to 20 years on the management of riparian zones in Arizona for water yield improvement has been organized and analyzed. Hydrologic processes and principles applicable to riparian zones, the distribution and nature of riparian vegetation in Arizona, and new resource management methods, needs, and constraints have been evaluated, The relationship between vegetation management for water yield improvement and other resource based products and uses of riparian zones such as timber, range for livestock, wildlife and fish, recreation, and aesthetics was also assessed. Past studies and surveys indicate that Arizona has approximately 280,000 to 320,000 acres of riparian vegetation, However, pertinent information such as species composition, vegetation density, depth to groundwater, groundwater quality, and landownership have not been mapped accurately for many riparian zones in Arizona, A continuous survey of riparian vegetation cover by remote sensing supplemented by ground truth is suggested to remedy this situation. Analysis of hydrologic studies indicated the following identifiable trends in water use by riparian species, Saltcedar, arrowweed, cottonwood, and hydrophytes are the heaviest users of water (between four and eight feet of water annually). Intermediate water users (annual use between two and five feet) are seepwillow, mesquite, quailbrush, four-wing saltbush, and greasewood. Lesser amounts of water are transpired by grasses and sedges and evaporated from bare soil (0,5 to three feet annually). Five water yield improvement methods applicable to riparian zones are evaluated; conversion of one vegetation type to another, channelization, cottonwood thinning, antitranspirant and biological control treatments. Conversion treatments to grasses or crops may yield water savings of up to 2,5 acre-feet per acre annually during the first year, However, some or all of this water may eventually be used by replacement vegetation, Several constraints including possible loss of wildlife habitat, contamination of water supplies by chemical herbicides, lowered aesthetic quality, and increased soil erosion with the removal of riparian vegetation reduce the opportunities for converting a large percentage of riparian vegetation in Arizona, To justify operational conversion programs in Arizona follow up studies of current conversion projects should be instituted, Rates at which revegetation takes place, declines in water salvage as revegetation occurs, amount and value of increased herbage production, and long term effects on plant distribution and animal life need to be determined. Channelization projects in the Southwest have been credited with increasing water yields; however, methods for determining these increases are poorly documented. Channelization for flood control purposes is limited because flow of flood water is accelerated in the vicinity of the excavation and may contribute to flooding and sedimentation on unchanneled segments. Cottonwood thinning designed to reduce evapotranspiration and flood hazards has been conducted along the Verde River, Increased water yields have not been measured, Adverse effects on fish and wildlife have been reported as a result of thinning cottonwoods. Limited thinning of cottonwoods to prevent bridges from washing out or to protect existing structures on the floodplain may be beneficial. Application of antitranspirant foliar sprays to reduce plant water use is a potential treatment method for increasing water yield in riparian zones. Antitranspirants were effective in reducing transpiration rates of saltcedar plants by up to 38 per cent for three to five weeks in greenhouse and limited field studies, Research on the feasibility of obtaining supplementary water from riparian vegetation through the application of antitranspirants should be expanded, Antitranspirants, if proven safe and effective, may be mutually acceptable to water, recreation, and wildlife interests. Biological control of saltcedar is not effective at present.

A multi-agent system for tracking the intent of surface contacts in ports and waterways

Maritime security is especially critical for countries like Singapore, an island nation situated on the world's busiest shipping routes, whose economic prosperity is highly dependent on international trade from her busy port, petrochemical complexes and other high value units located along her coastline. This thesis borrows the ideas and techniques suggested for identifying air threats in the Air Defense Laboratory (ADL) and employ them to identify asymmetric maritime threats in port and waterways. Each surface track is monitored by a compound multi-agent system that comprise of the several intent models, each containing a nested multi-agent system. The attributes that define intent models of friendly, neutral, unknown and potentially hostile surface contacts are obtained from movement and communication protocols defined by the Vessel Traffic Information System (VTIS), maritime navigation rules and cues for surface warfare threat assessment. The underlying cognitive mechanism of the models is conceptual blending. The study includes a simulation of a mock VTS for the port of Singapore and surrounding waterways to test the ability of the models to compress data and information regarding multiple simulated surface contacts' into integration networks and then determine the surface contacts intent through the expansion of the integration networks.

[pt] Em um país como o Brasil, de dimensões continentais e extensa costa litorânea, a navegação de cabotagem se apresenta como uma vocação natural para o transporte de cargas. Entretanto, durante muitos anos o modal rodoviário se consolidou na matriz de transportes do país, até o recente ressurgimento da oferta do serviço de cabotagem. O conhecimento dos atributos importantes para os usuários deste transporte motivou a realização deste estudo, que teve como principal objetivo analisar a avaliação dos clientes sobre o serviço de cabotagem. Para isto, foram utilizados como base os modelos de GAPS e SERVQUAL, propostos por Parasuraman et al (1985 e 1988), que buscam identificar lacunas entre a expectativa dos clientes e sua percepção sobre o serviço prestado. Os resultados indicaram que existem lacunas em algumas dimensões de qualidade na empresa pesquisada, assim como serviram para comprovar a potencialidade do modelo utilizado nesta dissertação para medição da qualidade na prestação de serviço de transporte de cabotagem. / [en] In countries like Brazil, with continental dimensions and an extensive coast, the coastal shipping becomes a natural way of transporting goods. Nevertheless, for many years in Brazil roads have been consolidated as the main way of doing so. Recently, however, the country has enjoyed a revival of the coastal shipping service. In order to compete with road transportation service, it is important to know the relevant attributes considered by the customers of coastal shipping services. This was one of the motivations for this study, as well as the evaluation of each variable ranked by the clients operating in Brazil. The method used was adapted from the models proposed by Parasuraman et al, GAPS (1985) and SERVQUAL (1988), which identify differences between the level of expectations and perception from customers about the service offered. A case study shows that from customer´s point of view there are gaps in some dimensions of quality of the service provided by the company analyzed. The results also reveal a potential application of the model proposed in the study to measure quality level of coastal shipping service in general.
