Attitudes towards hunting amongst the economically active public in Port Elizabeth

Wildlife ranching is recognized as one of the important agricultural industries in South Africa, with hunting being the primary segment of the game industry. Hunting is an essential part of wildlife management and it contributes significantly to the conservation of biodiversity and to the economy. Despite this, the social acceptability of hunting is often questioned and negative attitudes towards hunting within the larger society may become a potential threat to the hunting industry. This may jeopardize the effective management of game and have a negative impact on conservation and the economy. This study is an empirical investigation of the attitudes of the economically active public in Port Elizabeth towards hunting. The objectives of this study are to investigate the nature and extent of the public's attitudes towards hunting, as well as to identify factors influencing the public's attitudes towards hunting. The study commenced with the establishment of a theoretical framework, based on a literature study on the psychology of human perceptions and attitudes towards hunting. The theoretical framework was then used to develop the empirical component of the study. A survey was conducted amongst a statistically representative sample of the economically active public in Port Elizabeth during 2009. The data was collected by means of personal interviews and self-administered questionnaires were used as the survey instrument. The study found that the economically active public in Port Elizabeth generally holds favourable attitudes towards hunting, with only a small proportion of the population wanting to ban hunting. The belief that hunting endangers wildlife was the most prominent reason for opposing hunting. Negative attitudes towards hunting were largely based on incorrect beliefs regarding hunting. The extent of a person's knowledge of hunting and exposure to hunting, as well as a person's social ties had a significant influence on their attitudes towards hunting.

A political ecology of community-based forest and wildlife management in Tanzania : politics, power and governance

My research is focused on investigating the socio-political processes taking place within Community Based Natural Resource Management (CBNRM) in Tanzania. I draw on a political ecology approach in an investigation of the politics of struggles over natural resources, their management and the benefits that can be derived from this. I bring together theories of policy processes, African politics and scale into an examination of power within two case studies of CBNRM from the wildlife and forestry sectors. I carry out a comparative analysis of these case studies, employing a qualitative methodology based on semi-structured interviews, focus groups, participatory activities, participant observation and document analysis. My research is clustered around three core themes. Firstly, I trace the process of policy reform that introduced CBNRM in both the forest and wildlife sectors, and examine the differences between the governance systems prescribed in policy as a result of these processes. The contrasts between the two sectors in Tanzanian CBNRM are important and multiple. Different policy pathways were adopted, relating to the distinct political economies of forest and wildlife resources and their politicisation within the context of power devolution for CBNRM. The prescribed governance systems in the two sectors contain important differences in the processes by which local communities can apply to participate in CBNRM, the mechanisms of revenue distribution, and the ways in which power is devolved to the local level. Secondly I examine the implementation of these prescribed governance systems and their performance in reality through an exploration of the configurations of power set out in CBNRM, and the struggles that take place around these in ‘politics of scales’ as actors attempt to benefit from CBNRM. I examine the ways the governance systems have been adopted and adapted from those set out in CBNRM policy. I argue that the distinctions between the prescribed governance systems in the two sectors produce separate contexts of re-configuration into the performed governance systems within the case studies. However, I also argue that while the contexts are specific to each sector, both the case studies revealed the same underlying socio-political process of struggles over power to both manage and benefit from natural resources. These struggles to control and benefit from CBNRM are closely linked to the unequal distribution of benefits that were witnessed in both case studies. Finally I examine the performance of CBNRM as an integration of systems of power set out in policy and hidden, often unacknowledged, local contours of power. I address the themes of how the reality of CBNRM differs from that set out in policy, examine the processes ongoing within the projects that permit and maintain elite capture and unequal distribution of benefits, and investigate the socio-political processes of corruption taking place within devolved environmental management. I argue that the struggles over power, combined with hidden aspects, especially neopatrimonialism, local moral economy and the cultural context of corruption, are central to these unequal outcomes and the capture of benefits by a small group of individuals. My research highlights that power, the politics of its devolution to the local level, the struggles that take place around it, and its subtle, hidden forms, lie at the heart of gaining further understanding of the ways in which policies develop, the unexpected outcomes they produce and the inequalities these often entail.

This study of the compulsory trap line registration system implemented in British Columbia in 1925 examines these conflicts; the jurisdictional arid administrative issues related, to fur conservation that contributed, to the disputes; and the First Nations objections to fur management schemes that validated white appropriation of traditional lands and restricted traditional vocations and access to important sources of food.' supplies. Although First Nations people spoke persuasively about aboriginal rights and justice, their voices remained largely unheard and. unheeded. Cougar predation on bighorn sheep in the junction wildlife management area, British Columbia

Seventeen cougars (Felis concolor) utilizing the Junction Wildlife Management Area (W.M.A.) in central British Columbia were fitted with radio collars. All collared cougars within the area were relocated using ground-based and aerial radio telemetry. Relocations were made daily during intensive field work (December-August), and a minimum of four per week the remainder of the year. General site reconnaissance and direct sampling work from 1986 to 1988 revealed 132 prey species mortalities of which 50 were confirmed as recent cougar kills. Although bighorn ewes and lambs (Ovis canadensis californiana) were not important prey items for the cougars, bighorn rams comprised 77.6% of the total mortality sample and 46.5% of the confirmed cougar kills. Cougars selected rams in greater proportion than would be expected based on the availability of rams in the prey population. Poor post-rut body condition and restricted rear and peripheral vision were factors that increased the rams' vulnerability to cougar predation. Cougar predation rates on bighorn sheep and mule deer (Odocoileus hemionus hemionus) were determined for two females with kittens. Kill rates varied from 0.7 - 3.0 ungulates/week. Interactions between cougars and coyotes (Canis latrans) at kill sites influenced the cougars' utilization of kills and predation rates. In 200 km² of the 425 km² study area, 130 coyotes were removed over a two-year period. The predation rate of a cougar with three kittens within the coyote removal area averaged 1.1 kills/week while that of a female with two similarly-aged kittens in the non-removal area averaged 2.6 kills/week. Moreover, observations of cougars abandoning kills following harassment by coyotes, suggested that cougar/coyote interactions were an important part of the system. Poor lamb recruitment and a decline in the number of mature rams in the Junction herd are a concern for the Ministry of Environment (MOE) Wildlife Branch. I make two recommendations that address these concerns: 1. Maintain the resident cougar population without removing cougars. Cougars were not important predators of the lamb segment, nor were cougars keying on the older, larger rams. Moreover, removal of the resident cougar population will disrupt the intraspecific and territorial dynamics of the cougar population resulting in an influx of transient cougars. This, in turn, will lead to the Junction system stabilizing at cougar numbers equal to or possibly greater than pre-removal levels. 2. Initiate an alternating, two-year on, two-year off, February-April coyote removal program until Iamb recruitment remains above 20 lambs/100 ewes throughout a four-year cycle. This program is preferable to cougar removal in that coyote removal can be implemented more effectively on a temporally and spatially scale. Coyote removal will result in an increase in lamb recruitment to the bighorn population, including the ram component. Moreover, fewer rams from this increased population will be killed because of lower cougar predation rates that also will result from the decrease in coyote scavenging/displacement pressures. / Science, Faculty of / Zoology, Department of / Graduate

Wildlife Tourism and Community-Based Conservation Towards Tanzania Vision 2025

This research goes beyond the traditionally studied intricacies and contentions within northern Tanzania’s community-based conservation by looking at how the state’s engagement, through wildlife tourism, with local communities in and around protected areas impacts the country’s development and conservation of its wildlife. It draws heavily on Tanzania’s Development Vision 2025 and how the wildlife tourism industry feeds into achieving its objectives. This research looks through the theoretical lens of political ecology, the theory of access, and the powers of exclusion. It applies a qualitative content analysis by coding different types of existing literature in NVivo, and includes semi-structured interviews with key respondents. The research concludes that the government’s recentralization of wildlife management is working opposite to its development ambitions as per Vision 2025, and it is doing very little to address the crisis within its ecosystems and to enhance wildlife conservation. Ultimately, it is through the government’s efforts to protect Tanzania’s ecological uniqueness that both conservation and development have faced increased challenges in its efforts to improve.

The effects of the Swedish moosemanagement

The purpose of this study was to examine the effects on the Swedish moose populationof a new moose management system introduced in 2012. To this end, the size of thepopulation had to be measured. The methodology used was an empirical version of theGordon–Schaefer bioeconomic model previously employed to estimate Sweden’s wildboar population. The Effort variable for the model was modified in that traffic accidentsrelative to traffic density served as a proxy for it. The study investigated years for whichdata was available, namely 2004–2017. Nineteen out of Sweden’s 21 Counties wereincluded in the study. The result produced extremely high population estimates,suggesting that the model could not be directly transferred from wild boar to moose.Nonetheless, although the study’s population estimates in absolute terms are unrealistic,their relative sizes indicate that moose populations were somewhat smaller in 2017 thanin 2012 – the latter year being when the new management system was introduced.However, the trend line shows that, over a longer period, the moose population hasincreased in Sweden, and 2017 may just be a temporary deviation from that trend. Itappears, therefore, that Sweden’s latest moose management system does not have thedesired effect on its moose population.

Cougar Resource Selection in Two Mountain Ranges in Utah: A Study on Scale and Behavior

An understanding of habitat relationships is essential for managing hunted species, such as cougar, that are difficult to census. In the first phase of this study, I used aerial telemetry data to examine diurnal cougar resource selection at 2 scales, and compared results between 2 study sites, the Oquirrh Mountains and Monroe Mountain, Utah. In the second phase of this study, I used conditional logistic regression models and GPS collar data from the Oquirrh Mountains to determine whether cougar resource selection varied over 3 behaviors (prey caching, resting at a daybed site, and nocturnal activities) and 2 scales. Results from phase 1 indicated that in general, during diurnal hours cougars selected for woodland cover types, moderate to steep (20-70%) slopes, canyon and steep hillside landforms, and home ranges with a higher density of edge. However, selection for these resources was not consistent at both study sites, scales, or for every cougar. Small sample sizes and poor spatial accuracy of the aerial telemetry data likely precluded the ability to detect selection in every case. Results from phase 2 indicated that cougar resource selection varied by behavior, and selection of some resources was detected only at certain scales. Cougar cache sites were characterized by southern and eastern aspects; lower elevation; avoidance of edge; a greater diversity of land cover types; canyon landforms (ridges were avoided); riparian, deciduous, and coniferous woodland; and deciduous and coniferous forest cover types. Cougars selected daybed sites that avoided western aspects and edges, were further from roads, closer to streams, higher in elevation, on moderate to steep slopes, and in rocky, deciduous woodland, and riparian cover types. During nocturnal activities, cougars avoided northern aspects, and selected areas that were closer to streams and roads, on edges and in canyon landforms, with gentler slopes, and rock, riparian, and deciduous woodland cover types. Results from cross-validation procedures confirmed that the models were reliable and predictive of cougar resource selection. This study provides a comprehensive analysis of cougar resource selection over various scales and behaviors. Managers should use caution when using diurnal data to make conclusions about selection during other times of day or behaviors.

Greater Sage-Grouse Response to Sagebrush Reduction Treatments in Rich County, Utah

Management of greater sage-grouse (Centrocercus urophasianus) in the west has changed over the last several decades in response to environmental and anthropogenic causes. Many land and wildlife management agencies have begun manipulating sagebrush with herbicides, machinery, and fire. The intent of these manipulations (treatments) is to reduce sagebrush canopy cover and increase the density of grass and forb species, thus providing higher quality sage-grouse brood-rearing habitat. However, monitoring of sage-grouse response to such manipulations has often been lacking or non-existent. The objective of our study was to determine the response of sage-grouse to sagebrush reduction treatments that have occurred recently in Rich County, Utah. Our study areas were treated with a pasture aerator with the intent of creating sage-grouse brood-rearing habitat. We used pellet transects, occupancy sampling, and GPS radio telemetry to quantify sage-grouse habitat use in treated and untreated areas. Pellet transect, occupancy, and GPS radio telemetry methods all showed a strong pattern of sage-grouse use of treated sites during the breeding and early brood-rearing periods. Sage-grouse use of treated sites was greatest in lower elevation habitat (1950 to 2110 m), and use was highest during the breeding and early brood-rearing periods. We found very little use of higher elevation (2120 to 2250 m) treated or untreated sites. Our results suggest that sagebrush reduction treatments can have positive impacts on sage-grouse use at lower elevations and can be successful in creating brood-rearing habitat. Elevation differences and period of sage-grouse use were significant factors in our study in determining how beneficial sagebrush reduction treatments were for sage-grouse.

Factors Affecting Gunnison Sage-Grouse (<i>Centrocercus minimus</i>) Conservation in San Juan County, Utah

Due to loss of habitat, Gunnison sage-grouse (Centrocercus minimus) currently occupy 8.5% of their presumed historical range. One population survives in Utah, occurring in San Juan County. The Gunnison Sage-grouse Rangewide Conservation Plan and the San Juan County Gunnison Sage-grouse Conservation Plan recommended management strategies to address identified conservation threats to the Utah population. I addressed three conservation strategies identified in the plans: 1) creation and enhancement of brood-rearing areas; 2) assessment of habitat conditions within the Gunnison Sage-grouse Conservation Area; and 3) prevention or reduction of perching events by avian predators on distribution line power poles. From 2007-2009, I addressed the conservation strategy of creating mesic brood-rearing areas in Conservation Reserve Program fields and native sagebrush areas by evaluating the role of irrigation and dormant season cattle grazing on habitat. Vegetation and arthropod diversity in irrigated versus non-irrigated plots did not differ (p>0.01). Conservation Reserve Program plots exhibited greater arthropod abundance and cover of perennial grass than the native sagebrush plots, but lower diversity of perennial grasses and abundance and diversity of forbs (p<0.01). The second conservation strategy I addressed was the completion of an assessment of habitat conditions within the Gunnison Sage-grouse Conservation Area. I measured vegetation conditions within habitat occupied and unoccupied by Gunnison sage-grouse. Cover and height of grasses exceeded guidelines for occupied and unoccupied habitats. Forb cover was below recommended guidelines in occupied habitat. Sagebrush cover was below guidelines for winter habitat. Habitat restoration efforts should focus on retaining existing sagebrush cover and establishment of sagebrush, forb, and grass cover within Conservation Reserve Program fields. The third conservation strategy I evaluated was the retrofitting of distribution line power poles with perch deterrents to discourage avian predators from perching. I evaluated the efficacy of five perch deterrents. The perch deterrents did not mitigate potential avian predators from perching. A deterrent designed for insulators, in combination with physical deterrents we tested, has potential to prevent perching. These studies provided a sound first step that can be built upon by the Monticello/Dove Creek Local Working Group to improve habitat conditions, reduce the threat of avian predation, and plan future conservation activities within the Conservation Area.
