An evaluation of the University of the Witwatersrand refugee research programme : the impact of research findings on implementation of projects

Thesis (MPA)--University of Stellenbosch, 2001. / ENGLISH ABSTRACT: The viability of a research programme is dependent on its sustainability. The life span of a programme is determined by the sustainability achieved as a result of its activities. Within any successful research initiative, there is a progression from the research findings to the implementation of those findings. This study examines the effect that the implementation of research findings has on the initiation of new research projects within a research programme. The distinctions between academic research programmes and the implementation of the research findings were identified. By unobtrusively applying these definitions to a process of self-evaluation, a theoretical model was identified for the evaluation of the University of the Witwatersrand Refugee Research Programme and one of its projects. Advocacy research, which focused on policy intervention, was not seen as being sustainable as a programme output, as it is dependent on funding. Sustainability in advocacy is linked to research skills enabling pilot intervention. Pilot intervention in tum requires funding that research programmes sometimes use for their basic survival. This should not be interpreted as contributing to the sustainability of the research programme as funding activities are driven by the needs of the pilot intervention. This is significant as these needs can through demands from the funders of pilot intervention, contribute to changes in policies, goals and objectives of the research programme. It was found that the progression to implementation within a rural academic research programme does limit the initiation of new research proposals. Research initiatives tend to become tools of funding agencies with the focus being placed on the implementation of the research findings. This study recommends that the implementation of research findings should be limited to pilot projects, that there should be defined time frames for pilot implementation and, that there should be a clear division of responsibility between research activity and pilot implementation. / AFRIKAANSE OPSOMMING: Om lewensvatbaar te wees moet 'n navorsingsprogram gehandhaaf kan word. Die lewensduur van 'n program word bepaal deur sy handhawing as gevolg van sy aktiwiteite. Binne enige suksesvolle navorsingsinisiatief is daar 'n progressie van navorsingsbevindings tot die implementering van daardie bevindings. In hierdie studie word die effek van implementering van navorsingsbevindings op inisieëring van nuwe navorsingsprojekte binne 'n navorsingsprogram ondersoek. Die verskil tussen akademiese navorsingsprogramme en die implementering van navorsingsbevindings is geïdentifiseer. Deur op 'n onopvallende wyse hierdie definisies toe te pas op 'n proses van selfevaluasie is 'n teoretiese model geïdentifiseer wat gebruik is om die Universiteit van die Witwatersrand se Vlugteling Navorsingsprogram en een van sy projekte te evalueer. Voorspraaknavorsing wat fokus op beleidsintervensie is nie gesien as handhaafbaar in terme van programopbrengs nie aangesien dit afhanklik is van befondsing. Handhawing van voorspraak is gekoppel aan navorsingsbekwaamheid wat dit moontlik sal maak om intervensie te loods. Navorsingsinisiatiewe neig om middels van befondsingsagentskappe te word met die plasing van die fokus op die implementering van die navorsingsbevindings. Hierdie studie beveel aan dat die implementering van navorsingsbevindings tot loods projekte beperk moet word, dat daar 'n gedefinieerde tydraamwerk vir implementering van loodsprojekte moet wees en dat daar 'n duidelike verdeling van verantwoordelikheid tussen navorsingaktiwiteite en loodsprojek implementasie moet wees.

Pupils from informal settlements in Indian secondary schools : guidelines for the educational psychologist

D.Ed. (Educational Psychology) / Since 1989 most of the schools in Lenasia which were under the auspices of the now dissolved House of Delegates, began to 'admit black children. Most of these children live at the informal settlements in Lenasia. Soon after the admission of these children many Indian teachers expressed their difficulties with them, especially with regard to language, teaching and learning. Teachers also complained that children from the informal settlement lacked discipline, they often came to school late and they had difficulty in completing their homework. As a result of the several complaints from teachers the researcher decided to conduct a study on the experiences of children from the informal settlements at predominantly Indian schools in Lenasia. A pilot study revealed that the experiences of the children at the informal settlements also needed to be taken into consideration. Standard six children from the informal settlements, parents from the settlements and members of the camp education committee were identified as the target populations in the study. A qualitative research design that is explorative, descriptive and contextual, specifically to the experiences of standard six children from the informal settlements was used for the study. The study was conducted in two distinct phases. Phase one of the study involved the collection of data on the experiences of standard six children from the informal settlements both at their schools as well as their place of residence. Data was collected through the use of phenomenological interviews, focus group discussions, life studies and a projective test. Phase one of the study also focused on the analysis of the data that were obtained. The influence of the Second World War on black labour in the Witwatersrand area, 1941-1947

M.A. / As a way of demonstrating the truth of the argument that war is a catalyst for social change, the Second World War added impetus to the transformation of the social standing of South African Blacks, black workers in particular. Although the war was not necessarily being fought for their benefit, but because of South Africa's political allegiance to the allied forces and consequent entry into the war, black workers were all the same affected by it. The outbreak of the Second World War, placed immense pressure on the black workers, especially between 1941 and 1947. Shortage of skilled white labour, as a result of their (whites) enlistment for the War effort, created a situation of labour necessity in both mining and manufacturing. As such, hundreds of Blacks migrated from the rural areas to the cities, especially the Witwatersrand in search of better paying jobs that could offer better social conditions. The emphasis on the need for labour and the resultant abundance thereof also influenced the emphasis on the need for cheap labour, more than skill, as a precondition to getting employment. The bottom-line was availability of labour for War production. Furthermore, in order to ensure availability of labour, the pass laws were temporarily suspended. Because of the objective of expending every effort to winning the War against Germany, War-time considerations forced the state and employers to preach about the suspension of pass laws for the sake of lesser restriction of movement of Blacks into towns. As a result, War-time necessity of labour also saw black women increasingly joining the labour world from the rural areas; that is if they succeeded in acquiring work. Failure to acquire work did not necessarily force women back to the rural areas, because they usually opted for alternatives to formal labour to survive War-time inflation and poverty: in other words to at least make ends meet. The alternatives were already familiar to them, maybe this explains why they opted for them. These were domestic labour, beerbrewing and prostitution, among others. Men also chose domestic labour, hawking, the canteen business, as alternatives in the event of failing to benefit from the job opportunities availed by the War. However, the opening up of job opportunities that resulted from the outbreak of the Second World War also had an influence on the issue of wages and conditions of work. War-time economic conditions caused the wages to remain static, increased overtime work and contributed to employment reduction. As War-time inflation continued to bite, the majority of the black population suffered from adverse poverty and shortage of civilian commodities aggravated the situation. These circumstances forced black workers, although it was illegal, to adopt trade unionism as a weapon to fight for better social conditions. The "rebirth" of the black trade union movement was, however, instigated by the inherent objectives of the Communist Party of South Africa (CPSA) and the African National Congress (ANC), which took advantage of the War time social discrepancies that influenced the lives of black workers. The success in revitalizing black trade unionism, after the Industrial and Commercial Workers Union (ICU) had closed shop in the 1930's, can be measured by the success in unionizing, not only manufacturing workers, but mineworkers as well, who were handicapped by being confined to the compounds, where activism was actually prohibited. The success of the trade union movement can also be measured by Wartime socio-economic grievances that were translated into a number of strikes that culminated in the mineworkers' strike of 1946. Although the strike of 1946 was not a great success in realising workers' demands, it certainly shook the government and employers from their ideological numbness, and made them aware that black workers were not to be necessarily taken for granted.

An assessment of metabolic bone disease in the skeletal remains of Chinese indentured mine labourers from the Witwatersrand

An essential part of bioarchaeology is the study of diet and nutrition and its effects on the general health of a person. Interpretation of nutritional and metabolic disease related pathologies often provide additional insight into the daily social and cultural practices of people. It is therefore also an essential part of understanding differences amongst past populations from archaeological contexts and provides an alternative means for cross referencing historical accounts. In this study the skeletal remains of 36 Chinese indentured mine labourers, who worked and died on the Witwatersrand mines during the period AD 1904-1910, were assessed for any signs of metabolic or nutritionally related signs of disease. Historical information suggests that these indentured Chinese labourers came from poverty stricken communities in China where disease and malnutrition were often encountered. Once in South Africa they were again subjected to the harsh living and working conditions associated with mining. Analyses suggest that all 36 individuals were males between the ages of 16 and 45 years, with the majority being of young adult age (20-34 years). Pathology that could be observed included a high prevalence of nutrition-related changes and linear enamel hypoplasia which suggests that the Chinese miners had been subjected to long periods of malnutrition and illness throughout childhood continuing into adulthood. Nevertheless, a large proportion of lesions associated with malnutrition showed some degree of healing. A high frequency of traumatic lesions, specifically peri-mortem fractures, was observed and may have contributed to the death of many of the Chinese miners. It therefore seems that even though the healing of pathological lesions associated with malnutrition indicated a period of improved nutritional intake, possibly during their time on the Witwatersrand mines, the high prevalence of peri-mortem fractures attests to the hazardous working conditions associated with deep-level mining. In order to aid in the interpretation of skeletal pathology associated with metabolic and nutritional diseases non-specific signs of disease observed in a cadaver skeletal sample with known causes of death (related to specific metabolic or nutritional diseases) were compared to pathology observed in the Chinese miners. Educational programs for the mildly mentally disabled children in the black communities of the Witwatersrand

M.A. (Social Work) / Lack of appropriate facilities for the mildly mentally disabled children in the black communities of the Witwatersrand was a source of concern for parents. These parents did not want their children to attend the "training centres for the mentally handicapped children" as they felt their children functioned above the criteria used at these centres. Some parents, as a result, choose to keep their children at home. This study was undertaken to research the hypothesis that mildly mentally disabled children could benefit from educational facilities and programs. Respondents were parents of the affected children and teachers from the training centres in Soweto, East Rand and Alexandra. An exploratory study was conducted. Forty teachers administered the questionnaires and trained interviewers assisted 93 parents to complete their questionnaires. Problems were encountered due to wrong addresses (many houses were then unnumbered in Soweto) and reluctance from some respondents to participate. The results confirmed the hypothesis as both teachers and parents felt that alternative facilities to the training centres were needed for the mildly mentally disabled children, that teachers should be qualified in that special field of teaching, and more contact between teachers and parents was recommended, A multi-disciplinary approach in the treatment program was also an important factor, unfortunately none of the centres had more than three professionals. Social workers were used by other professionals to provide services from the birth of the disabled child as support systems, catalysts and advisers to parents. The social worker's role is to educate, empower, support, mediate, liaise with the external resources and nurture the person to independence and self-reliance.

M.Ed. (Educational Psychology) / Youth form the foundation of society, hence physical as well as emotional stability are vital to their positive development. Currently the changing political and social situation in South Africa is closely associated with unrest and violence. This results in large numbers of black youths being exposed to traumatic incidences. Research indicates that trauma and its related stress can be a causative factor in the development of emotional disturbances and in particular the post traumatic stress disorder. In our new multicultural educational environment it has come to the attention of educational psychologists at educational aid centres that large numbers of traumatised black pupils are in need of assistance. The increasing numbers of traumatised pupils have serious emotional problems, and are now experiencing scholastic problems. The intention of the study was to develop a creative pedotherapeutic programme and to apply it with the purpose of reducing post-traumatic stress symptoms in black pupils. The point of departure of the programme was based on the assumption that the child always requires education. Hence any assistance can only be meaningful in a pedotherapeutic situation. The transcultural nature of the situation was taken into account when applying the programme. Possible obstructions and difficulties were anticipated and corrected by means of creative aid techniques. The programme was applied to four black standard five pupils enrolled at a Model 0 School in Johannesburg. By means of a structured questionnaire symptoms associated with post-traumatic stress disorder, were diagnosed. The creative pedotherapeutic aid programme was then applied during nine sessions extending over a period of nine weeks. The same questionnaire was later applied to determine the extent of the reduction of the stress symptoms. The test results indicated a reduction in intensity of several symptoms as well as symptom reduction in general. It was also reported that the scholastic performances of the four pupils had increased. A higher level of cognitive and emotional functioning was observed.

Preservation or exploitation? : a study of the development of the mining rights legislation on the Witwatersrand goldfields from 1886 to 2008

Elinor Ostrom (2005: 238) assumes that in understanding the make up and behaviour of institutional systems governing natural resources: “Resource users are explicitly thought of as rational egoists who plunder local resources so as to maximise their own short-term benefits. Government officials are implicitly depicted, on the other hand, as seeking, the more general public interest, having the relevant information at hand and the capability of designing optimal policies.” This thesis examines the validity of this assumption through an historical analysis of the deep-level gold mining industry of the Witwatersrand, South Africa. The main focus of the assessment is on the institutions of ownership – that is, the development of mining rights and title legislation between 1886 and 2008. The study looks at the legislations’ transformation and implementation from the perspective of the gold mining industry – made up of the mining finance houses and the Chamber of Mines of South Africa – and that of the state. The transformation of the mining industry’s institutional framework was both a choice by government as well as that of the firms in the mining industry. The theoretical framework is constructed from four areas of economic thought. These include: the neoclassical and Keynesian schools of macroeconomic thought; industrial organisation and its relevance to the relationship between firms and the market; institutional and new institutional economics; and finally property rights. The determinants of policy design and the impact of such design on firms and industry is examined. The development, implementation and use of the aforementioned legislation is examined from two perspectives, namely, that of preserver or exploiter. Throughout the history of this prominent South African industry, the motivation for action from the industry or government has oscillated between the two extremes of preserver or exploiter over the time period examined. The conclusion is drawn on an overall and broad focus of actions – with a strong focus on the most recent developments in mining legislation – post-1992.

Although the various parts of the work were initiated as a result of problems that arose in the Witwatersrand region, the results of the research have in many cases evoked intense interest from other parts of the world. For example, the work on soluble salts in road bases has been taken up in Saudi Arabia and other desert regions, while that on the stability of waste rock dumps has been adopted as a basis for rock dump design in the United States of America. The research revolves entirely about materials, usually, waste, either produced by the mines and reused or disposed of by civil engineers; or reused to provide support by the mines · themselves. Students with learning disabilities : an exploration of university staff perceptions

The number of students with learning disabilities entering the higher education system in South Africa is increasing dramatically. At the same time, the misconceptions about disabilities can have distressing consequences for disabled students. A thorough understanding of current staff attitudes and knowledge of learning disabilities will assist when setting up interventions aimed at improving perceptions. This qualitative, phenomenological case study uses the bio-psycho-social model of disability to explore staff perceptions at the University of the Witwatersrand. Interviews with staff members showed that a wide range of opinions and attitudes exist. Although perceptions varied between participants, the main findings indicated that they presented a poor understanding of what disability, and in particular, learning disability means. The conclusion was drawn that Wits University should be proactive in empowering their staff by providing them with opportunities to learn about disabilities. This investment in staff development should ultimately lead to a richer campus life where all students feel welcome. / Educational Studies / M. Ed. (Adult Education)
