An econometric analysis of oil/non-oil sectors and economic growth in the GCC : evidence from Saudi Arabia and the UAE

As a depletable resource oil is a useful source of economic growth, but may not be relied upon for long-term sustainable development. Diversification from oil is needed to achieve this. This research applies three models to examine the most important determinants of oil and non-oil sector economic growth in two of the largest economies in the Gulf Cooperation Council (GCC), namely Saudi Arabia and the UAE. The empirical analysis applies the Johansen approach and ECM to access the relationship between all variables, both in the long and short-term. Given the governments’ determination to reduce dependence on oil income, this study focuses on the role of non-oil sectors. Explanatory variables in the models included exports, government spending, investment (private and public), tourism (religious and international), labour and capital, while GDP is used as the dependent variable. The results reflect the fact that the main determinants of economic growth in Saudi Arabia are related to the oil sector. The analysis of the long-term relationship between selected variables in the main model find that total exports have the greatest influence on economic growth, while tourism is the least influential variable. Moreover, empirical results show that all variables are important in the growth of the Saudi economy except non-oil exports. The role of religious tourism is not found to be significant in the process of economic growth when the economy as a whole is taken into consideration. Nonetheless, when isolating the non-oil sectors, the effect of religious tourism has a greater influence on economic growth. Concrete evidence also exists as to the importance of the role of an additional variable – government spending – in enhancing economic growth. In the UAE, the impact of both oil and non-oil sectors is highly prominent. This is particularly evident when the economy is divided into two segments (oil and non-oil). With the exception of government spending and public investment in the non-oil sector, the estimated results show that overall both sectors (oil and non-oil) are in fact responsible for this growth. With regard to tourism, the study’s findings confirm its importance in both models. It is found that non-oil exports in the non-oil sectors have the greatest positive impact on economic growth, followed by tourism and private investment respectively. Overall, this study's outcomes suggest that the omission or exclusion of important variables and factors in non-oil sectors such as tourism and the exclusive concentration of empirical studies on the role of oil exports and government spending as the engines of growth, might be both biased and misleading. This thesis has both theoretical and practical implications. Through isolating the non-oil sector from the oil sector, the study is able to detect and highlight the potential role of tourism as a future crucial factor in determining economic growth in oil rich countries, especially in the GCC.

Perceptions of online fraud and the impact on the countermeasures for the control of online fraud in Saudi Arabian financial institutions

This study addresses the impact of countermeasures in the control and prevention of online fraud in Saudi Arabia and the influence of the environmental context. Combatting online fraud is facilitated when the public is fully educated and is aware of its types and of the prevention methods available. People are reliant on the Internet; the possibility of being breached by hackers and fraudsters is growing, especially as socialising, online shopping and banking are carried out through personal computers or mobile devices. Online fraud has been described as an epidemic that has spread to most online activities. Its prevalence has been noted to be in regions where there is high adoption of e-commerce, and, along with it, large online financial transactions. The argument is therefore the measures taken are either are inadequate or have failed to effectively address all the issues because of the organisational and environmental context of the country. This research aims to examine online fraud perceptions and the countermeasures designed and used by financial institutions in Saudi Arabia to control and prevent online fraud in its environmental context, to examine the effectiveness/impact of the countermeasures and to examine the factors that may affect/influence the impact of the countermeasures. The qualitative method approach was chosen to ensure balanced coverage of the subject matter. The nature of the research requires a broader, in-depth, examination of the experiences of the participants from their own perspective. Meanwhile levels of awareness are low, because of lack of knowledge and training, a lack of government sensitisation and the religious inclinations of the population. The findings also confirm the efforts of organisations to put in place countermeasures using various technological means, coupled with procedural controls and checks. The measures create obstacles to most customers, who find it cumbersome to engage in online activities because of those procedures and checks. The findings also show two types of regulations: government and organisational rules, with different foci and purposes, which are mostly centred on the monitoring of Internet operations and operational guidelines. The enforcement of rules in the light of prosecuting offenders has also been minimal and passive. The countermeasures of most banks/organisations mostly focus on prevention and detection. However, the findings suggest that the activities in each component and their interrelationships have a collective impact on combatting online fraud. The success of any effort or approach to combat fraudulent activities therefore depends on the activities of the four countermeasure components.

[EN] Over time, the construction potentialities and traditional architecture of Saudi Arabia have declined substantially. The modern generation in Saudi Arabia has neglected the traditional structural and architectural designs for building towns, cities and homes. The materials used in the construction of traditional structures has been replaced by more westernized building materials such as concrete, cement and glass. Westernized methods of design and architecture often fail to last long due to the climatic and topographical conditions of the country, such as extreme heat and fast sand-blowing winds. Reviving traditional architectural and structural building married with westernized building technologies will yield strong structures that are capable of withstanding the harsh conditions of the country. This research seeks to identify the most applicable methods of structural procedures that can be used in historical earthen buildings in Saudi Arabia for conservation purposes. This dissertation addresses the important structural and architectural perspectives of traditional Saudi Arabian buildings. It also examines the perspectives of the Saudi population that affect the selection of building materials and architectural styles that are widely used. An examination of the old techniques employed in traditional Saudi Arabian buildings, how they can help in the formulation of a new approach for contemporary architecture and how this can be implemented in Saudi Arabia are also discussed in this dissertation. In the preparation of this dissertation, conforming processes were performed in order to fulfil the set objectives of the study. The first step was configured to examine different earthen architectural structures in Saudi Arabia. This stage involved travelling to different locations, observing the structures and also conducting interviews with older contractors. To collect more information on the topic, visits to Yemen and South Morocco were made, as these are two countries that have already married earthen architecture with modern architecture. The traditional architecture of Morocco and Yemen is similar to that of Saudi Arabia, but it has taken longer for these countries to shift to modern architecture. A laboratory examination was carried out to examine the relationship between the soil composition, stability, and strength of the structures that are built. Empirical studies were also conducted to examine the compactness, solidity, dimensional steadiness and permeability of the materials used in the constructions. These factors influence the choice of building materials for the conservation of traditional architecture and to solve the current need for cheap housing in the urban fabric. The results of this study indicate that the Adobe and Cob traditional architectural styles are two of the leading architectural styles in Saudi Arabia, with each style symbolizing the perspective of the people living in a particular locality. This dissertation also found that different architectural patterns were influenced by functionality, convenience, efficiency and availability of the construction materials needed. This explains the reason for different structural and architectural patterns in different parts of Saudi Arabia. This study concludes that mixing traditional architectural methods with modern technologies would serve to construct stronger and longer-lasting houses in Saudi Arabia. The new houses would not only serve to conserve the magnificent architecture of the country but would also help in building cheap houses, hence solving the rising demand for housing in urban areas. This study will add to the literature available on architectures in Saudi Arabia. / [ES] Con el tiempo, las posibilidades de construcción con técnicas tradicionales en Arabia Saudita han disminuido considerablemente. La nueva generación de Arabia Saudita ha dejado caer en el olvido los diseños arquitectónicos y estructurales tradicionales a la hora de construir pueblos, ciudades y viviendas. Los materiales utilizados en la construcción de las estructuras tradicionales han sido sustituidos por materiales de construcción más occidentalizados, tales como el hormigón, el cemento y el vidrio. Los métodos arquitectónicos y de diseño occidentalizados no suelen perdurar mucho tiempo debido a las condiciones climáticas y topográficas del país, tales como el calor extremo y las fuertes tormentas de arena. La revitalización de la construcción de estructuras y arquitecturas tradicionales, unida a las tecnologías de construcción occidentalizadas, dará como resultado unas estructuras sólidas capaces de soportar las duras condiciones del país. Esta investigación busca identificar los métodos de construcción de estructuras más aplicables que puedan ser utilizados en edificios históricos de tierra en Arabia Saudita para fines de conservación. Esta tesis aborda la importancia de las perspectivas estructurales y arquitectónicas para los edificios tradicionales de Arabia Saudita. La tesis también analiza el punto de vista de la población saudí frente a la selección de materiales de construcción y a los estilos arquitectónicos utilizados frecuentemente. En esta investigación también se examinan las antiguas técnicas empleadas en los edificios tradicionales de Arabia Saudita, cómo éstas pueden ayudar en la formulación de un nuevo enfoque para la arquitectura contemporánea y cómo pueden introducirse en la construcción actual en Arabia Saudita. En la preparación de esta tesis se ha trabajado con una metodología que permite cumplir con los objetivos establecidos al inicio del estudio. El primer paso fue examinar las diferentes estructuras arquitectónicas de tierra de Arabia Saudita. Esta etapa consistió en viajar a diferentes lugares para observar las estructuras así como para realizar entrevistas a los antiguos constructores. Para recopilar más información sobre el tema se hicieron también visitas a Yemen y al sur de Marruecos, dado que en estos dos países ya se ha unido la arquitectura de tierra con la arquitectura contemporánea. La arquitectura tradicional de Marruecos y Yemen es similar a la de Arabia Saudita, pero en estos países la nueva arquitectura contemporánea se ha desarrollado más tarde. Se han realizado ensayos de laboratorio para determinar la relación entre la composición del suelo y la estabilidad y solidez de las estructuras construidas. También se realizaron estudios empíricos para determinar la compactación, solidez, estabilidad dimensional y la permeabilidad de los materiales utilizados en las construcciones. Estos factores influyen en la elección de materiales de construcción para la conservación de la arquitectura tradicional y para resolver la necesidad actual de construir viviendas económicas en el tejido urbano actual. Los resultados de este estudio indican que las técnicas constructivas tradicionales del adobe y el cob (pared de mano) son dos de las principales técnicas de Arabia Saudita, y cada una de ellas tiene relación con las particularidades de las poblaciones que viven en un determinado lugar. Con esta tesis también se ha determinado que los diferentes patrones arquitectónicos estaban influenciados por la funcionalidad, la comodidad, la eficiencia y la disponibilidad de los materiales de construcción necesarios. Esto explica la razón por la que existen diferentes tipologías estructurales y arquitectónicas en distintas partes de Arabia Saudita. Feasibility Analysis of a Seabed Filtration Intake System for the Shoaiba III Expansion Reverse Osmosis Plant

The ability to economically desalinate seawater in arid regions of the world has become a vital advancement to overcome the problem on freshwater availability, quality, and reliability. In contrast with the major capital and operational costs for desalination plants represented by conventional open ocean intakes, subsurface intakes allow the extraction of high quality feed water at minimum costs and reduced environmental impact. A seabed filter is a subsurface intake that consists of a submerged slow sand filter, with benefits of organic matter removal and pathogens, and low operational cost. A site investigation was carried out through the southern coast of the Red Sea in Saudi Arabia, from King Abdullah University of Science and Technology down to 370 kilometers south of Jeddah. A site adjacent to the Shoaiba desalination plant was selected to assess the viability of constructing a seabed filter. Grain sieve size analysis, porosity and hydraulic conductivity permeameter measurements were performed on the collected sediment samples. Based on these results, it was concluded that the characteristics at the Shoaiba site allow for the construction of a seabed filtration system. A seabed filter design is proposed for the 150,000 m3/d Shoaiba III expansion project, a large-scale Reverse Osmosis desalination plant. A filter design with a filtration rate of 7 m/d through an area of 6,000 m2 is proposed to meet the demand of one of the ten desalination trains operating at the plant. The filter would be located 90 meters offshore where hydraulic conductivity of the sediment is high, and mud percentage is minimal. The thin native marine sediment layer is insufficient to provide enough water filtration, and consequently the proposed solution involves excavating the limestone rock and filling it with different layers of non-native sand and gravel of increasing grain size. An initial assessment of the area around Shoaiba showed similar sedimentological conditions that could lead into the application of comparable seabed filter design concepts to supply the entire feed water requirement of the plant. Considerations for the construction of a seabed filter should include technical feasibility and life cycle assessment, i.e. capital costs, operating costs and environmental impacts.

Baselines and Comparison of Coral Reef Fish Assemblages in the Central Red Sea

In order to properly assess human impacts and appropriate restoration goals, baselines of pristine conditions on coral reefs are required. In Saudi Arabian waters of the central Red Sea, widespread and heavy fishing pressure has been ongoing for decades. To evaluate this influence, we surveyed the assemblage of offshore reef fishes in both this region as well as those of remote and largely unfished southern Sudan. At comparable latitudes, of similar oceanographic influence, and hosting the same array of species, the offshore reefs of southern Sudan provided an ideal location for comparison. We found that top predators (jacks, large snappers, groupers, and others) dominated the reef fish community biomass in Sudan’s deep south region, resulting in an inverted (top-heavy) biomass pyramid. In contrast, the Red Sea reefs of central Saudi Arabia exhibited the typical bottom-heavy pyramid and show evidence for trophic cascades in the form of mesopredator release. Biomass values from Sudan’s deep south are quite similar to those previously reported in the remote and uninhabited Northwest Hawaiian Islands, northern Line Islands, Pitcairn Islands, and other remote Pacific islands and atolls. The findings of this study suggest that heavy fishing pressure has significantly altered the fish community structure of Saudi Arabian Red Sea reefs. The results point towards the urgent need for enhanced regulation and enforcement of fishing practices in Saudi Arabia while simultaneously making a strong case for protection in the form of marine protected areas in the southern Sudanese Red Sea.
