Otimização de processos semi-automáticos de detecção de alterações aplicadas ao cadastro imobiliário /

Resumo: A implantação de sistemas cadastrais multifinalitários urbanos é conhecida como uma atividade altamente onerosa devido ao volume de dados coletados para se atender às diversas áreas da administração municipal. Embora essencial, a atualização desses dados torna-se também um problema, visto que em muitos casos praticamente realiza-se um recadastramento total do município, gerando altos custos e contribuindo para que a atualização em curtos períodos de tempo seja descartada, levando a administração municipal à trabalhar com dados desatualizados. Esse trabalho apresenta uma nova técnica de atualização, usando os conceitos existentes sobre a manipulação de imagens e banco de dados. Fazendo uso de algoritmos de detecção de alterações para avaliar as mudanças no valor de área construída de cada imóvel de forma semi-automática, utilizou-se do banco de dados cadastral para verificar se a alteração encontrada é relevante para que se execute um novo levantamento cadastral. Caso a alteração seja relevante, é separada a inscrição do imóvel cadastrado em questão, para que juntamente com outras inscrições da mesma região, estejam prontos para serem cadastrados. Experimentos com dados reais permitiram observar que houve uma redução considerável do tempo gasto na atualização cadastral das áreas teste utilizadas, consequentemente reduzindo custos. / Abstract: The implantation of multipurpose urban cadastral systems is known as a highly onerous activity due to data volume collected to support the several areas of the municipal administration. Although it is essential, the updating of those data becomes also a problem, because in many cases, it practically carries out a new cadastral surveying of the municipal district, that generates high costs and it contributes by making the updating, in short periods of time, not be accomplished, which leads the municipal administration to work with obsolete data. This work presents a new updating technique, using the existent concepts in manipulation of images and database. After the application of changing detection algorithms to evaluate changes of built area value of each property in a semiautomatic way, it was used the cadastral database to verify if the change detected is relevant for a new cadastral surveying. In case the change is relevant, it is separated the cadastral inscription in subject so that together with other properties of the same area they can be registered. Facilitating the use of cadastral data through the World Wide Web

Over recent years the cadastral industry has become increasingly reliant on digital data. Many surveyors now submit digital survey plan data to accompany the legally required hardcopy maps and documentation, although it will not be long before total digital lodgement will be possible. In this environment it will be ideal to capitalise on computer networking technology such as the present day Internet and World Wide Web (WWW) to better facilitate the transmission of digital data. This work provides a study of the current climate in the cadastral industry and further identifies how the Internet and its related technologies can be used to facilitate the transmission of digital cadastral data. The focus is to provide a prototype application that facilitates these data transactions in the most effective manner that benefits both user and data provider. This involves a study of the different underlying Internet technologies and how they can be used within the cadastral context. The work presents how the Internet and the WWW can bring benefits in the form of increased data distribution, and, in data integration and update for data maintainers, who need efficient ways of passing digital data to and from different locations.

Spatial cadastral information systems: the maintenance of digital cadastral maps

The management of a cadastral system's digital spatial data has promptedconsiderable research, generally with a focus limited to the organisationmaintaining the cadastral map. The approach of viewing the maintenanceof cadastral maps as a system encompassing the entire cadastral industryhas not been comprehensively studied and documented. This approach isseen as essential to transform cadastral mapping from its currentorganisation specific isolation, into a form that is truly interoperable withthe processing of spatial cadastral information in a digital environment.This dissertation documents a research program that is essentially adefinition and an analysis and design of spatial cadastral systems withparticular emphasis on the Australian State of Victoria. The researchsubstantiates the existence of a spatial cadastral system within the overallcadastral system. A review is presented of the analysis of a number ofinternational, western spatial cadastral systems, and establishes theboundary of the spatial cadastral system. An investigation of systemmethodologies used in cadastral research and information systemsconcludes the applicability of the Zachman Framework to structure anddocument the more comprehensive analysis of spatial cadastral systems.This analysis is undertaken for the spatial cadastral systems of theAustralian State of Victoria.The impacting developments, such as enabling technology, coupled withuser requirements and issues relating to existing spatial cadastralsystems, provides the basis for the presentation of a range of solutionalternatives to manage the spatial data associated with the maintenanceof the multipurpose cadastral map in a digital and Internet enabledenvironment.

The digital lodgement of cadastral survey data in Victoria

An integral part of the Victorian land registration system is the lodgement of cadastral data.Originally data was lodged to support the operation of the land market and the legal rights ofthe individual owner. The purpose for which it was designed, coupled with the technologythat was available at the time, resulted in a paper based system of plans and indexes. Due tomany external factors, the current land registration system has essentially remained the samefor the past 130 years. However the need for cadastral information means that plan lodgementnow serves a wider range of needs, and although changes have been made to the system, itwould seem that document-based systems are reaching the limit of cost-effectiveimprovement.A detailed study of the Victorian system of data lodgement has shown there to be severalinefficiencies within the system, many of which would benefit by the shift to a digitalenvironment. Research has also shown that the Victorian surveying profession is actuallyquite prepared to adapt to a digital environment, with many surveyors already preparing orsubmitting plans digitally.Other jurisdictions that are experiencing similar problems to Victoria have progressedsubstantially in this area and form ideal examples to learn from. The study of thesejurisdictions has shown that although technically the process of lodging data in a digitalformat is quite straightforward, there are still many technical and legal problems that must beresolved.It is envisaged that in the future, data be lodged in a digital format, which would involve there-engineering of the Victorian land registration system as we know it. This thesis exploresthe concept of the lodgement of cadastral survey data in a digital format, the issues associatedwith such a change and the long term benefits it will provide to the surveying, mapping andland development industries.

This thesis deals with comparison of changes in the development of cadastral territory Dobrá Voda a Stožec. Map dated from 1826 and a current orthophotomap are used for the purposes of change comparison. The first part of the thesis is focused on definitiv of basic terms and description of habitation development. The second part describes the development in cadastral from the point of view of the development of soil use and evaluation of differences. The differences are shown by usin different tools - graphs and Arcgis application software information. The individual outputs are drawn according to cadastral condition and accompanied by evaluation of the results.

Para a detecção das alterações a serem atualizadas no banco de dados cadastrais foram utilizadas imagens pancromáticas e multiespectrais de épocas diferentes e empregaram-se técnicas de classificação de imagens para identificar e descrever visualmente os tipos de alvos alterados. De acordo com um limiar adotado, a partir das imagens e processos descritos, as alterações identificadas foram atualizadas no banco de dados cadastrais. As implicações para a seqüência adotada são apresentadas e discutidas nos capítulos desta pesquisa. / The urban cadastre updating is one of the most important questions about urban planning. In this area there are many details when compared to the rural area and urban expansion area that hinds the introduction cadastral updating approach could be generalized to urban areas. The demand of public administration and the reality of the cities must be considered in all process including Cadastre. In this work there is presented a urban area cadastral updating approach with the use of high resolution imagery (Quick Bird satellite). The methods and techniques are employed in the processes of use of the adopted images. The used images are of the city of Presidente Prudente. Images of different times were used for the change detection to be updated in the cadastral database. Image Classifications were used to identify and to describe visually the changes. In accordance with an adopted threshold, from the images and described processes, the identified changes were updated in the cadastral database. The implications for the adopted sequence are presented and discussed in the chapters of this report.

Master´s thesis is about cadastral documentation supersession by revising in the cadastral territory Zakřany. It focuses specifically on the built-up area of the village where is still valid cadastral map in analog form created during technical-economic mapping. The datas provided by the Cadastral Workplace “Brno – venkov“ and own outside measurements were converted to the digital form. The aim of this thesis is creating a digital cadastral map with using MicroGEOS Nautilus programme. Whole data management procedure was carried out in accordance with current legislation.
