實施新巴賽爾資本協定及我國採行建議潘雅慧 Unknown Date (has links)
為因應金融環境及經營風險日益複雜化,改進現行資本協定缺點,及鼓勵銀行加強風險管理,巴賽爾銀行監理委員會(以下簡稱巴賽爾委員會)於1999年6月發布「新巴賽爾資本協定」(The New Basel Capital Accord)第一版草案,在歷經2001年1月第二版修訂草案及三次量化影響評估後,2003年4月29日發布第三版修訂草案,預計2004年中正式定案,自2006年開始實施。
「新巴賽爾資本協定」主要修訂內容包括:1.強調「最低資本需求」、「監理審查程序」及「市場制約機能」等三大支柱;2.除原有信用風險及市場風險外,增加作業風險應計提資本;3.修訂及增訂信用風險及作業風險資本計提方法,除標準法外,允許銀行使用內部風險模型計提信用風險所需資本,並對信用風險抵減及資產證券化作進一步規範。本次修訂幅度頗大,預期對我國銀行業及金融監理機關均將產生重大影響。
美國實施新資本協定預計採雙軌制,亦即國際性大型銀行採用信用風險IRB法及作業風險AMA法,其他銀行則沿用現行資本計提方法,惟其強調原有之槓桿比率及立即導正措施(PCA)仍將繼續適用,將進行量化影響評估以分析公平競爭議題,並已陸續發布企業授信內部評等系統及作業風險進階衡量法之監理準則。英國則採不強迫、不禁止原則,由銀行自行衡酌成本效益,決定是否採用進階方法,並將進一步研擬相關規範。我國係由財政部金融局及銀行公會組成共同研究小組,其下分六組:信用風險標準法組、信用風險IRB法組、作業風險組、市場紀律及資產證券化組、監理審查組、市場風險組,分四階段研究與現行規範之差異、可能衝擊、我國可採行內容及研擬法規修訂。依據中央銀行金檢處92年12月對49家本國銀行進行調查,6家銀行計畫採用內部評等基礎法計提信用風險所需資本,43家銀行則採標準法或簡化標準法;作業風險則19家將採標準法,30家採基本指標法。
為協助我國順利推動新資本協定,研擬實施建議如下:

Relationship between Working Capital Management, Policies, and Profitability of Small Manufacturing FirmsTemtime, Zelealem Tadesse 01 January 2016 (has links)
Working capital optimization, as an act of balancing liquidity and profitability, presents significant challenges when small businesses lack managerial expertise and access to affordable capital and credit facilities. To remain successful through efficient utilization of working capital, small business leaders need to understand the association between working capital management (WCM), working capital policy (WCP), and business profitability (PFT). Anchored in the cash conversion cycle theory, the purpose of this correlational study was to examine the relationship between WCM, WCP, and PFT. The study employed a retrospective secondary analysis of financial data from 2004 to 2013 from a random sample of 176 publicly traded small U.S. manufacturing companies. The regression results incorporating 3 models were significant in predicting profitability in terms of gross operating profit (GOP), return on asset (ROA), and Tobin's q (TBQ). The regression results showed that WCM and WCP were significant predictors of GOP, F (5, 170) = 8.580, p < .000, R2 = .201; ROA, F (5, 170) = 4.079, p < .002, R2 = .107; and TBQ, F (5, 170) = 6.231, p < .000, R2 = .155. The overall result confirmed that WCM and WCP predicted PFT significantly (p < .05). Small business leaders may incorporate working capital optimization practices into overall corporate strategy, thereby aligning working capital needs with the changing business requirements. The implications for positive social change included the potential to provide small business leaders with knowledge of WCM and WCP as drivers of PFT. Profitable businesses may provide employees and communities with better jobs; stock ownership; and development infrastructures such as road, healthcare, and educational facilities.

This study adopts case study method and is assisted with questionnaire survey analysis. This study takes the logistics company as the object company to discuss what are the intellectual capitals that the logistics company emphasizes and the relevant management systems. Furthermore, this study develops the form of internal intellectual capital report. The conclusions are as follows:
1.The company considers 30 intellectual capital items important.
2.The company has the relevant management systems for these 30 items.
3.There are some parts of the management systems that could be improved.
4.The company’s internal intellectual capital report includes the company’s mission, vision, strategy, and strategic goals, moreover, the strategic goals accompany relevant intellectual capital items. The company can develop the appropriate indicators.

在知識經濟時代下,知識與能力等無形資產將凌駕於土地、資金等傳統生產要素之上,並成為支持經濟持續發展的主要動力。其中,企業日常營運流程、組織制度、人力資源、管理能力、品牌形象、資訊科技應用能力、研發創新能力及智慧財產權等,統稱為「智慧資本」,是企業知識資源的主要來源與競爭力所在。
但是,企業並非毫無目的的去累積智慧資本,而是應該有一個明確的目標、策略,才能讓企業能夠因應環境,確保其在市場上之地位。除此之外,企業還必須要有一套完善的管理制度來加以管理,讓企業能夠有效率地創造與累積公司所需之策略性智慧資本。
本研究採個案研究法,再輔以問卷分析加以支持。以我國兩資訊企業為研究對象,探討兩資訊企業所重視之策略性智慧資本及其相關管理制度為何,以及有何異同,經整理分析,做出以下結論:
一、兩個案公司有共同重視之策略性智慧資本,共9項次分類及17項細項。
二、所採取之策略不同,兩家個案公司之策略性智慧資本亦有不同之處,因此策略會影響公司所欲創造、累積之策略性智慧資本。
三、採取不同策略之兩個案公司,由於所欲累積之策略性智慧資本各有異同,因此所採取的管理制度有相同處亦有不同處。
四、為累積策略性智慧資本,兩個案公司現行的管理制度雖已臻於完善,但仍有部分可改進之處。

Bakgrund Rörelsekapitalet är ett företags livsnerv, det kan öppna upp för nya affärsmöjligheter; upprätthålla och förbättra kundrelationer samt föra nya produkter och teknologi till marknaden. Samtidigt kan dess hantering vara avgörande för om företaget riskerar att bli insolvent och gå i konkurs. Hur rörelsekapitalet hanteras är därmed av yttersta vikt för ett företag, då det påverkar företagets lönsamhet, likviditet och risk. Detta borde vara av intresse för investerare som vill maximera sin avkastning och för företagsledare som önskar maximera verksamhetens genererade vinst. Syfte Studiens ämnar analysera vikten av rörelsekapitalets hantering för nyintroducerade svenska företag och hur det påverkar deras finansiella prestation och värdeutveckling i en tid av ekonomisk tillväxt. Metod Detta är en kvantitativ studie med en deduktiv ansats. Finansiella data kommer analyseras över en tidsperiod på fem, fyra eller tre år beroende på när företagen introduceras på börsen vilket gör det till en longitudinell studie. Vidare används korrelationsmatris och regressioner för att analysera variablernas samband och därmed besvara studiens syfte. Slutsats Resultatet pekar på ett negativt samband mellan rörelsekapitalshantering och lönsamhet, positivt samband mellan rörelsekapitalshantering och likviditet samt ett negativt samband mellan rörelsekapitalshantering och värdeutveckling. / Introduction Working capital is the life blood of a company. It is an enabler of business opportunities; a sustainer and improver of businessrelations and also an envoy of new products and technology. The management of working capital decides if a company might become insolvent or even file for bankrupcy. How the working capital is managed is therefore of utmost importancet to a company, since it detirmines the company's performance, liquidity and risk. Hence, it should be of import to prospect investors that want to maximize the return of the investment and also decision makers who wishes to maximize the operational profits. Purpose The purpose of this study is to analyze the importance of efficient working capital management and its effect on financial performance and firm value for Swedish IPO companies during an economic boom. Methodology This is a quantiative study utilizing a deductive approach. Financial data is analysed over a period of five, four or three years depending on when the IPO occured, which classifies this as a longitudinal study. A correlation matrix and regressions will be used to establish the relationships between the variables and thereby fulfill the purpose of the study. Findings The resuslts indicate a negative correlation between CCC and profitability, a positive correlation between CCC and liquidity and a negative correlation between CCC and Tobin's Q.

Previous issue date: 2016 / The aim of this research is to empirically test if the working capital management adopted by multinational companies can be altered in foreign market entries of complex countries like Brazil. Based on the results of a survey of 182 companies in the electro-electronics and machinery sectors in Brazil, tests were conducted to analyze the correlation between the decisions of companies to use factoring with psychic distance and elapsed time of operation in Brazil. Results led to a higher propensity in the use of factoring as an alternative tool for short-term financing by multinationals companies with a greater psychic distance and with less elapsed time of operation in Brazil. Research on international business suggest that greater psychic distance of multinationals companies increase the uncertainty and risks avoidance, thus leading to a higher demand in cash holdings. Depending on the elapsed time of operation in the foreign market, psychic distance can be shortened through a process of organizational learning / O objetivo desta pesquisa é testar empiricamente se a gestão de capital de giro adotada pelas empresas multinacionais em outros países se altera na internacionalização em países complexos como o Brasil. Baseado nas respostas a um questionário obtido de uma amostra de 182 empresas do setor eletroeletrônico, elétrico, e de máquinas e equipamentos do Brasil, testes foram conduzidos para encontrar correlação na decisão de uso de cessão de direitos creditórios com a distância psíquica e o tempo de experiência dessas empresas no Brasil. Resultados apontam a maior propensão no uso de cessão de direitos creditórios como ferramenta alternativa de financiamento de curto prazo pelas empresas multinacionais sediadas em países mais distantes psiquicamente e com menor tempo de experiência no Brasil. Estudos sobre finanças internacionais indicam que uma maior distância psíquica das empresas multinacionais aumenta a aversão a incertezas e riscos, e, logo, a necessidade de manutenção de maiores níveis de caixa. Dependendo do tempo de experiência das empresas no mercado estrangeiro, a distância psíquica pode ser minimizada por meio de um processo de aprendizagem organizacional.

Abstract in Xhosa and English / This study aimed to examine the relationship between working capital management and the financial performance of listed food and beverage companies in South Africa. Despite the existing literature on this relationship, no notable studies have investigated it in this particular industrial sector. Various data from a sample of 12 food and beverage companies listed on the JSE during the period 2007 to 2016 were collected from iress McGregor databases. Econometric regression analysis was then conducted on the data to determine the magnitude of relationships between working capital components and the financial performance of these companies. The researcher found that adopting an aggressive working capital management strategy assists in creating shareholder wealth through improved financial performance of the firm. Previous issue date: 2018-07-10 / The main goal of this study was to evaluate to what extent working capital management - mesasured through the Cash Conversion Cycle - is related to a higher profitability and to a higher creation of value for the shareholders - measured through the Tobin’s Q. The central hypoteshis are that (1) firms' with lower Cash Conversion Cycle present higher profitability and (2) companies with lower Cash Conversion Cycle show higher value generation for shareholders. This study used a database extracted from Economática, with financial details from 46 different companies listed within the INDX (BM&FBOVESPA Industrials Index as of April 18th 2018), which represents the most representative traded stocks among industrial companies in Brazil. The regressions shown herein were built using the Panel Dataset Methodology, estimated on a quarterly basis from the period between 1986 to 2017, totaling 31 years. Regression analysis were made in order to assess the relation between variables, using both Multiple OLS (Ordinary Least Square) and Fixed Effects models. The results show strong evidences that industrial companies in Brazil that have a lower cash conversion cycle also present (1) higher profitability and (2) higher creation of value for its shareholders. Breaking down the Cash Conversion Cycle into its components (Days Sales Outstanding, Days Payables Outstanding, Days Inventory Outstanding), the study found negative and significant relation between profitability and generation of value with the Days Inventory Outstanding, suggesting that companies with lower average inventory days presents higher profitability and generates more value to shareholders. The results showed a positive and significant relation between the Days Payables Outstanding with both the Gross Operating Profit and Tobin’s Q, indicating that companies that have more extended payment terms present higher profitability and higher generation of value for the shareholders. The research also found a statistically significant negative relationship between the Days Sales Outstanding and the and the Tobin’s Q, suggesting that firms with lower average collection period shows higher creation of value. The study did not find a statistically significant relation between the DSO and the GPO.According to the research, from the three components of the cash conversion cycle, the Days Payables Oustanding was the one with the higher relation with both profitability and creation of value, followed by the Days Inventory Outstanding and Days Sales Outstanding. / O principal objetivo deste estudo foi avaliar em que medida a gestão do capital de giro - representada pelo índice Ciclo de Conversão de Caixa - está relacionada a uma maior lucratividade e uma melhor percepção de valor pelos acionistas e pelo mercado - medido pelo Q de Tobin. As hipóteses centrais são: (1) as empresas com menor Ciclo de Conversão de Caixa apresentam maior lucratividade e (2) as empresas com menor Ciclo de Conversão de Caixa apresentam maior geração e percepção de valor para os acionistas. Este estudo utilizou um banco de dados extraído do sistema Economática, com dados financeiros de 46 empresas listadas no Índice INDX (Índice do Setor Industrial da BM&FBOVESPA com data base de 18 de abril de 2018), que representam as ações mais representativas entre as empresas industriais no Brasil. As regressões aqui apresentadas foram construídas utilizando o método de dados em painel, cujos dados foram extraídos em uma base entre o período de 1986 a 2017, totalizando 31 anos. Análises de regressão foram feitas para estimar a relação entre as variáveis, usando os modelos de Mínimos Quadrados Ordinários (MQO) e Efeitos Fixos. Os resultados mostram fortes evidências de que as empresas industriais no Brasil que possuem um ciclo de conversão de caixa mais curto também apresentam (1) maior lucratividade e (2) maior criação e percepção de valor para seus acionistas. Através da quebra do Ciclo de Conversão de Caixa em seus componentes (Prazo Médio de Estocagem, Prazo Médio de Pagamento e Prazo Médio de Recebimento), o estudo encontrou relação negativa e significante entre lucratividade e geração de valor com o Prazo Médio de Estocagem, sugerindo que empresas com menor média de dias de estoque apresentam maior rentabilidade e geram maior percepção de valor para os acionistas. Os resultados também mostram uma relação positiva e significante entre o Prazo Médio de Pagamento tanto com o Lucro Operacional Bruto quanto com o Q de Tobin, indicando que as empresas que possuem prazos de pagamento mais alongados apresentam maior rentabilidade e maior geração e percepção de valor para os acionistas. A pesquisa também encontrou uma relação negativa estatisticamente significante entre o Prazo Médio de Recebimento e o Q de Tobin, sugerindo que as empresas com menor período médio de recebimento apresentam maior percepção de valor. O estudo não encontrou uma relação estatisticamente significante entre o Prazo Médio de Recebimento e o Lucro Bruto Operacional. De acordo com a pesquisa, dos três componentes do ciclo de conversão de caixa, o Prazo Médio de Pagamento apresentou a maior relação com rentabilidade e com a percepção e criação de valor, seguido pelo Prazo Médio de Estocagem e Prazo Médio de Recebimento.

Therefore, it is common to find studies that show people as valuable resources, rare, non-replaceable and non-imitable. Thus, people are considered, at least in discourse, such as Intellectual Capital, as scarce and hardly imitable, are seen as generators of value and therefore, as a strategic resource and source of competitive advantage. This study sought to identify those attributes relevant to the management of Intellectual Capital, according to the perception of managers of Sanofi Aventis Brazil from the perspective of the Resource Based View (RBV) in order to propose indicators for the management of these elements, aligned economic environment of the pharmaceutical industry. The research is a case study, supported by a protocol, and which held the triangulation of information obtained in the content analysis of interviews and statistical analysis of data obtained by questionnaire. Factor analysis was used for data reduction. The results showed that there is alignment between the perception of senior management with an insight into operational management. / De acordo com a Visão Baseada em Recursos (VBR), os Recursos Humanos (RH) são apresentados como um dos principais fatores na busca por competitividade. Diante disso, é freqüente encontrar-se estudos que apontam pessoas como recursos valiosos, raros, não-substituíveis e não-imitáveis. Assim, as pessoas são consideradas, ao menos no discurso, como Capital Intelectual, como recurso raro e dificilmente imitável, são vistas como geradoras de valor e, portanto, como recurso estratégico e fonte de vantagem competitiva. Este estudo buscou identificar quais são os atributos relevantes para a gestão do Capital Intelectual, de acordo com a percepção dos gestores da Sanofi Aventis Brasil sob a ótica da Visão Baseada em Recursos (VBR) de forma a se propor indicadores de gestão desses elementos, alinhado ao ambiente econômico de uma indústria farmacêutica. A pesquisa é um estudo de caso, apoiado em um protocolo, e para a qual realizou-se a triangulação das informações obtidas na análise de conteúdo das entrevistas e nas análises estatísticas dos dados obtidos com o questionário. Foi usada a análise fatorial para redução dos dados. Os resultados apontaram que existe alinhamento entre a percepção da alta gestão com a percepção da gerencia operacional.
