Some governmental and non-governmental initiatives in Latin American and European countries have promoted increased civilian legislative participation through the internet, but it is noted that more than digital tools are needed for the effectiveness of e-democracy in the country. The behavior of the new generations points to a new posture of the citizen who is increasingly leaving from just consuming of laws to be a co-creator of the solutions of their problems with the use of the internet and collaborative virtual environments of Web2.0. The characteristics of virtual communities such as Wikipedia, Mozillians and Waze’s Global Champs were analyzed to understand how their concepts and good practices can be interpreted and applied in the creation of participatory and innovative communities in the legislative sphere. / O objetivo deste trabalho é investigar como a aplicação do co-design, ou design colaborativo, pode incentivar os cidadãos brasileiros a se envolverem com a democracia de forma mais direta e participativa através da criação de leis de iniciativa popular, ferramenta essa pouco aproveitada, embora prevista na Constituição Federal de 1988. Algumas iniciativas governamentais e não governamentais em países da América Latina e Europa têm promovido o aumento da participação civil legislativa pela internet, mas nota-se que é preciso mais do que ferramentas digitais para a efetividade da e-democracia no país. O comportamento das novas gerações aponta uma nova postura do cidadão que está cada vez mais deixando de apenas consumir de leis para ser um cocriador das soluções de seus problemas com o uso da internet e ambientes virtuais colaborativos da Web 2.0. Foram analisadas as características de comunidades virtuais, como Wikipédia, Mozillians e os "Global Champs" do Waze, a fim de entender como seus conceitos e boas práticas podem ser interpretados e aplicados na criação de comunidades participativas e inovadoras no âmbito legislativo.
