Community leadership in a new democracy

The concept of community leadership as a field of study has attracted the attention of researchers for many years across the globe. The role of municipality councils is of great importance as an aspect of democratic governance. Councils have a significant role to play as partners to the central government in providing community services. This research attempts to explore community leadership in a new democracy focusing on the relationship between community members, community leadership and government organisations compared to the same of established democracies. The specific focus of the research investigation is community leaders and community members in the Kingdom of Bahrain as a new democracy. This thesis is an investigation of the success factors and barriers that influence the performance of municipal councils' members as community leaders. It also investigates how community leaders have practiced their roles and duties and assesses their performance and characteristics in new democracy compared to those of established democracies as exemplified in the UK, Canada, Australia, and the Philippines. The research objectives are: (1) to identify success factors that influence community leadership performance in a new democracy as perceived by community leaders; (2) to identify barriers that hinder community leadership performance in a new democracy as perceived by community leaders; (3) to identify the roles and duties practiced by community leadership in new democracies as perceived by community leaders and community members; (4) to assess community leadership performance in new democracy as perceived by community members; and (5) to identify characteristics practiced by community leadership in a new democracy as perceived by community members. Three sequential pilot studies were undertaken to gain better feedback from respondents and to build a strong foundation for the main survey. Two sets of questionnaires were developed for this study; the first set of questionnaires dealt with community leaders in new democracies, where they evaluated the success factors, barriers and roles and duties practiced by community leadership in established democracies. The second set of questionnaires dealt with community members in a new democracy, where they evaluated their community leaders through roles and duties, performances and characteristics practiced by community leadership in established democracies. The findings showed that municipal councils‘ members agreed on the importance of success factors and barriers that influence communities in established democracies and they were very positive about their own perceptions of their roles and duties in municipality work. On the other hand community members were negative about their own perception of their municipal leaders‘ roles and duties, performance and characteristics. The results also revealed an absence of clear demarcations of roles between government agencies and councils, and disproportionate demarcation of the constituents. The respondents agreed that awareness programs could be an important undertaking to improve and enhance the effectiveness of council leaders. This study may contribute to the literature by filling the gap related to success factors and barriers that influence community leadership performance in new democracies, focusing on problems facing community leadership and the solutions to overcome these problems. Furthermore, the governments of new democracies can use the empirical evidence to create and adopt new laws, policies and regulations that will redound to community improvement services, leadership enhancement and goal achievement.

An ethnography of community leadership through community-based community education

The purposes of the study were: 1) To describe important characteristics of an ongoing, viable "community-based" community education project, 2) to determine whether the critical-principles postulated at the beginning of the study would be illustrated by considering a community-based community education project in one community, and 3) to describe the leadership behaviors utilized in a successful community-based community education project, and 4) to generate hypotheses for future research studies in community education.The data were collected and analyzed using a modified version of Spradley's Developmental Research Sequence Writing methodology, including interviewing participant observation, supplemented with document analysis and surveys.Eight of nine postulated critical principles were present in the organization studied. A partial listing of proposed hypotheses follows:1. The general principles, values, and leadership actions outlined in the agency summary can be successfully transplanted to another community.2. The director of a successful community-based community education agency must be good at controlling the flow of information, adept at negotiating, and politically persuasive.3. A tax levy is a sound, stable means for providing primary local financial support.4. The non-profit corporation is an effective structure capable of building on the resources of the major political bodies (the city council, the public school board, and the township trustees) while maintaining integrity in decision making and service provision.5. The political bodies, the people of the community, and the businesses and community organizations must all be represented in the governing body of a commuity-based community education organization.6. Detailed procedures and policies play a critical role in bridging the transition period when a new director is hired.

The study focuses on the interface between the democratic governance and traditional leadership in rural development at EmaQadini Tribal Authority. The study tries to explore whether this institutions can or are suitable enough to function collaborate in developing rural communities. A combination of sociological classical theories has been used since they are interrelated. The data from the two communities forming this tribal authority (ward 3 and ward 59) was collected by means of questionnaires and an interview schedule was administered to the two councilors of the wards. The results and findings that, is there any development in these communities at the hands of these institutions are also presented. The main conclusion of the study relates to whether is there any role of traditional leadership in rural development in the new democratic dispensation. The status of community leadership programs in Indiana

The research study had three purposes for examining community leadership programs. First, the study described the status of community leadership programs in Indiana. Second, the study compared current data with data collected by Lynch in 1987. This comparison identified trends and changes in planning, administering, and evaluating community leadership programs. Third, the study included a search of literature and an analysis of data which confirmed theoretical and practical linkages between the community leadership, adult education, and community education domains.The study was initiated with a telephone investigation to identify 50 community leadership programs in the state. A questionnaire was then mailed to program directors. The instrument, an expanded version of Lynch's 1987 questionnaire, collected data about program staff, budgets, curricula, participants, alumni, and evaluation. Forty-seven program directors responded by mail and three by telephone.Final data, which provided a profile of the 50 programs, were collated and published as a directory of Indiana community leadership programs. Data showed 43 programs were active, two were inactive, two were pilot programs in 1990 and 1991, and 15 were newly organized in 1990.Analysis revealed several changes and trends which occurred in the three years between 1987 and 1990. The most notable change in the three years between 1987 and 1990 was the 100% increase in the number of programs (from 25 to 50). Two significant trends were seen in the increase of programs in smaller communities (under 50,000 population), as well as, a shift in curriculum emphasis from community orientation toward community trusteeship.Data analysis also indicated that community leadership programs embodied the values of social responsibility and community action espoused by adult education and community education fields. Although no collaboration was noted with local community education programs, many community leadership programs had partnerships with adult education providers.This study concluded that economic pressures on, and an increasing sense of social responsibility within communities appeared to contribute to the popularity of community leadership programs. This study suggested further research: (a) designing more effective ways to assist community leadership program directors, and (b) identifying more effective models and procedures for cooperation between community education and leadership development programs. / School of Continuing Education and Public Service

Community leadership in Grahamstown

In this study an analysis was made of the leadership structure of the community of Grahamstown. It was hypothesized that the leadership structure is pluralistic i.e. that leaders are divided along themselves on different issues. An historical and documentary analysis of various aspects of community life revealed that leaders were not united on almost all issues. An analysis of the voluntary associations in which the top leaders took an active part revealed great discrepancy in terms of orientation toward the community, society, and social exclusiveness. A schedule was administered to 90 leaders who were identified by the Cooperating- Informant Technique. Data. were collected about their background characteristics, attitudes toward certain local issues and their general ideological orientations. It was found that stands taken on local issues can best be interpreted in terms of ideological orientation. We conclude that local community leadership is pluralistic. In view of the relationship between local issues and the larger society, several selected problems merit further investigation.
