Local governance and traditional leadership : a case study of Umgungundlovu, Umzinyathi, Uthukela, and Amajuba Districts in KwaZulu-Natal.Ndlela, Rejoice Nomusa. January 2008 (has links)
The purpose of this study was to examine aspects of rural local governance within the
democratic local government system in the Umgungundlovu, Umzinyathi, Uthukela and
Amajuba districts of KwaZulu-Natal. This study could feed into the management and
policy making systems of the Department of Local Government and Traditional Affairs of
the Province. It would also inform a practical traditional administration centre model. It
also intends to provoke a debate on issues of rural local governance in particular within
the democratic local government system in South Africa.
The study looked at the evolution of the institution of traditional leadership over the
years. Policy issues with regard to the functioning and structuring of traditional
leadership institutions in local governance were used as a basis for this discussion.
Different items of legislation relating to local government and traditional leadership in
South Africa generally and in KwaZulu-Natal in particular were analysed to give insight
into the issues of rural local governance. It was found that traditional leaders have
always worked hand in hand with government and that the government has and still is
making deliberate efforts to keep traditional leadership under its control by paying their
salaries and controlling all processes and systems in the functioning of traditional
authorities. National and Provincial policies were found to be giving government (both
National and Provincial) too much discretionary powers regarding the roles and
functions of traditional leaders.
The KwaZulu-Natal Department of Local Government and Traditional Affairs (DLGTA)
had transformed tribal courts into Traditional Administration Centres (TACs) in line with
the government's call to bring government services closer to the people. There are sixty four
TACs in the Umgungundlovu, Umzinyathi, Uthukela and Amajuba districts of
KwaZulu-Natal. This study reviews the level of functionality of these TACs over a period
of 6 months. The activities of all TACs were monitored and recorded daily for the
duration of the study. The study revealed that the TACs were generally not being used
to their full potential. A combination of well equipped centres coupled with motivated and
committed support staff is crucial for the effective functioning of TACs.
The
study also looked at different community centre models and compared them with
the traditional administration centre model to help develop a practical traditional
administration centre model. The study further recommends that TACs be linked to the
Multipurpose Community Centres (MPCCs) either as extensions or satellites thereof. In
terms of ownership, it is recommended that TACs be handed over to the local
municipalities in order to ensure proper maintenance and sustainability thereof.
As part of rural local governance, the study also investigated synergistic partnerships
between the institution of traditional leadership and municipalities. This was done
through focus group discussions with government officials, traditional councils, municipal
councillors and community members. The focus group discussions also revealed the
level of understanding on the roles of traditional councils and municipal councillors by
different groupings i.e. government officials, traditional councils, municipal councillors
and community members. The study concludes that conflict between traditional leaders
and municipal councillors is inevitable and that it is difficult but not impossible to form
functional linkages between the two. South Africa has seen remarkable improvements in
the transformation of the institution of traditional leadership in terms of composition,
functions and legal manifestations. There is a reasonable understanding on the roles of
municipal councillors but traditional councils seemed not to be clear about their roles
and policy issues in general. Many subjects believed that direct intervention by National
and Provincial governments was desirable if sound local governance was to be attained.
The study also recommends that agency agreements be entered into between
traditional councils and municipalities and between traditional councils and provincial
governments to allow traditional councils to perform certain functions on behalf of

The aim of this thesis is the specification and analysis of aspects of human resources and their culture, and the impact on quality of life and stabilization in selected municipality with the suggests possible improvement the current state. The theoretical part deals with rural development and population stabilization. In the practical part is the current state of the village Dunajovice in South Bohemia being analyzed. Data source is a questionnaire survey, consisting of two questionnaires and one test, also interview with the mayor of the municipality and my own observation of the current state. In the conclusion there are formulated recommendations for changes to improve the quality of life in this municipality.

visitação diaconal a pessoas doentes em contexto urbano. Além disso, tem o objetivo
de pesquisar a importância da criação de equipes de visitadores/as no intuito de
atender às necessidades e aos anseios dos membros em lares, hospitais e clínicas, e
nas comunidades . O primeiro capítulo mostra a Pesquisa Social com sua análise e
respectivos resultados. O segundo capítulo apresenta a compreensão da terminologia
e a conceituação de diaconia e visitação, a partir de pesquisa bíblico-teológica, com
base em textos dos evangelistas: Marcos 10.35-45, Mateus 25.42-44, João 13.1-15, e
Lucas 22.24-30. Além disso inclui a pesquisa sobre diaconia comunitária, diaconia e a
visitação comunitária e o serviço da visitação na comunidade. O terceiro capítulo
apresenta indicativos para a prática da visitação a pessoas doentes em comunidades
urbanas. A pesquisa conclui com a constatação de que as pessoas doentes numa
comunidade eclesial urbana pre cisam ser visitadas. A visitaç ão promove a
reconciliação, a cura e o fortalecimento da fé no sofrimento. / The purpose of this dissertati on is to investigate the neces sity and the
importance of diaconal visitation to ill people in an urban context. Besides that, it has the
objective of researching the creation of teams of visitors in order to assist the members
needs and expectations at their homes, hospitals, medical clinics and communities. The
first chapter displays the Social Research, its analysis and its respective results. The
second chapter presents the comprehension of diakonia terminology and the concept of
diakonia and visitation from a biblical and theologica l research based on some
evangelists texts such as: Marcos 10.35-45, Mateus 25.42-44, João 13.1-15, and Lucas
22.24-30. It also brings out a resea rch concerning community diakonia, diakonia and
visitation, and visitation as a service in the community. The third chapter presents some
suggestions for the practice of visitation to ill people in an urban community. The research
concludes that ill people in an urban ecclesiastic community need to be visited. Visitation
provides reconciliation, cure and the faith strength on suffering.

The research seeks to evaluate the co-operative interaction between municipal political office-bearers and chief officials in the rendering of housing services in the King Sabata Dalindyebo local municipality. The introduction provides the general overview of the study and provides a background to the intention of the research to evaluate the co-operative interaction between municipal political office-bearers and chief officials. The problem statements briefly describe the problem identified in the study and the objectives of the study are set. The theoretical framework is provided and the theories used to evaluate the performance are discussed which are classical theory and the system theory. The importance of conducting the research is discussed and the limitations of the study are discussed in the research. Importantly, the study plan directs the researcher in the direction towards the goals of the research. Also the terms used in this study that are not clear were defined to avoid misinterpretation; misunderstanding and confusion of words and terms. The review of the current literature on the theoretical framework and the base for policy making and controlling role of municipal political office-bearers and chief officials in public administration was discussed. The nature of systems theory and the different phases of systems theory were explained. The nature and place of policy making in public administration was discussed as well as policy making alternatives in the public sector. The policy making levels i.e. political policy making level; executive policy making level; administrative/departmental policy making level; operational policy making level were explained and discussed. The co-operative interaction between municipal political office-bearer and chief officials was discussed to understand the administrative and political dichotomy in the public sector. The policy implementation for the rendering of housing services as well as the programming and delegation of authority were discussed in the context of housing service delivery. The legislative framework for housing services in South Africa was discussed as it influence and affects the housing service in King Sabata Dalindyebo Municipality. The role of municipal authorities in the rendering of housing services as well as the housing situation in South Africa together with the obligations of both the provincial and municipalities were discussed. The permission to conduct research was received from King Sabata Dalindyebo local municipality. The scope of the study explains the range or extent of matter to be dealt with in the research and the survey area is dearly provided. The research design which is qualitative and quantitative research are discussed and used in adopting the study. The case study as research strategy is discussed and clarified. The data collection instruments which are interviews, questionnaires and the literature study the subject were briefly explained. Population details and sampling were clearly explained before a sample is provided in the study. The research provides data collection procedures as well as how the data will be analysed. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The criteria for data analysis as well the response rate were discussed. The demographics of chief officials and political office-bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The role of political office-bearers and chief officials in the initiation of policy which the input phase of the Systems theory analysis was conducted and the role of political office-bearers and chief officials in the process phase were analysed and discussed. The co-operative interaction in policy formulation and the steps in the policy formulation were analysed and discussed. Also the analysis was conducted on the delegation of authority to chief officials by the political office-bearers as well as the role of political office-bearers and chief officials in the approval of executive policy. An evaluation of the rendering of - 11 - housing services at Phola park informal settlement as well as the evaluation of housing services as an output phase in policy formulation were analysed and discussed. And lastly, the analysis of the impact of existing legislation or policy on housing services was conducted. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Kind Sabata Dalindyebo local municipality to improve the co-operative interaction between municipal political office-bearers and chief officials to improve housing services and to provide better service delivery. Intervention and resistance: the Batau of Mphanama, Limpopo province and external governanceShai, Namanetona Joel 02 1900 (has links)
Text in English / The Batau of Kgaphola are of Swazi origin and migrated to Sekhukhuneland Limpopo Province in South Africa. The community has been involved in chieftainship disputes which date back to 1954 after the death of Chief Lobang III. Within the broader national political framework and execution of policies, the community became divided between the Makhuduthamaga and the Rangers. The Makhuduthamaga were anti-government and the Rangers pro-government. Each of the two groups gained the support of community members. The failure of the royal family to agree on who should lead the community after the death of Chief Lobang III led to a division from within. The former Lebowa government and the current Limpopo government intervened into the Batau chieftainship disputes without success. Commissions such as the Lekoloane, Ralushai and Nhlapo were established to deal with chieftainship disputes but this did not assist communities including the Batau of Kgaphola. The Kgatla Commission was also established and communities are still appearing before it and the Batau are still waiting to present their case. The study explores how the Batau of Mphanama dealt with their differences relating to chieftainship within the community and this instituted external intervention. It also uncovers how disputes within the royal family have affected members of the community and led to divisions.
