The purpose of the thesis is to evaluate the real impact of anti-corruption policies of the Czech Government. Therefore, the thesis firstly deals with the phenomenon of corruption and the fight against it in general. Subsequently, various anti-corruption strategies from 1999 to 2010 are introduced. Fundamental part of the thesis is devoted to an analysis of the Government's strategy in the fight against corruption between the years 2011 and 2012. Measures taken according to this strategy are examined in the light of the recommendations of NGOs that are engaged in the anti-corruption fight. The thesis sets out the strengths and the weaknesses of the strategy and points out the major flaws that need to be resolved as soon as possible. The third part suggests a solution to each of the problems that have emerged from the analysis. The proposals are mainly based on the recommendations of the anti-corruption organizations in the framework of the Reconstruction of the State and the Government's strategy in the fight against corruption between the years 2013 and 2014. Conclusion of the study shows to what extent is the current Czech government's anti-corruption policy successful.

The subject of the thesis is the institutional framework of anti-corruption policy, in particular its anchorage in the form of specialized anti-corruption bodies, referred to as anti-corruption agencies. The aim is to address three main research questions: What specialized anti-corruption bodies exist in the world? How do specialized anti-corruption bodies operate in individual countries? What anti-corruption bodies do exist currently in the Czech Republic and what recommendations can be drawn from the foreign institutional arrangements? To answer them, the current state of research, recommendations and standards for the design and operation of specialized anti-corruption bodies is analysed first. The comparison of anti-corruption agencies in Lithuania, Latvia and Slovenia follows. On this basis, the current situation in the Czech Republic is assessed and recommendations are made. Partial aim of the thesis is to present international discussions and documents, the current state of reseach on this topic in the Czech language, as a comprehensive professional processing of this field is still missing.

This research aims to investigate the causal linkages between the EU democratic legitimacy and the crises of representative democracies in the field of anti-corruption. The threats of corruption to the EU democratic legitimacy and the approach in handling this negative phenomenon is seen as a symptom of a more profound crisis of the EU integration project. The mutual interdependence between the EU and it is member states in delivering the standards of democracy, it's values and principles is seen through legitimation as an act of actual justification. This actual exercise of the EU indirect legitimacy in normative terms is translated into action through the key actors of representative democracies on a national level, the national parliaments and the political parties. However, the role of the parliaments and the party democracy in the broader EU context, especially evident in Central-East Europe (CEE), has been challenged and weak, suggesting hollowness of democracy. This status has been also challenged by the misuse of political power for private gains, as a general understanding of corruption, also adopted by the EU. ベトナムでは汚職・腐敗問題は依然深刻な問題として位置づけられいるものの近年、新たな展開が見られるようになった。政府政策の変化は市民の汚職行為に対する容認度の低下につなぎ、マスメディアの活躍も一段と目立ってきている。本論文社はベトナム政府の汚職取締と法的・制度的枠組みの歴史と制度改変について考察した後、今日のマスメディアと市民社会組織の活動を検証し、汚職問題を取り巻くベトナム社会の今日的意義を問う。 / Although corruption is continuously regarded as a pressing matter in Vietnam, there have been new developments in this aspect. Specific changes in government policies empowered anti-corruption agencies and nurtured the participation of mass media and civil society organizations, which ushered in a decline in public tolerance for corruption.
