Assessing knowledge management systems implementation in Ghanaian universities

Knowledge management (KM) is regarded as a strategic asset and a source of competitive advantage for organisations. While the issues of KM have been widely discussed by many researchers, there is a paucity of studies pertaining to the role of KM in enhancing the performance of universities, especially Ghanaian universities. Similarly, there is the lack of formal strategy that would provide an appropriate framework for these systems to ensure maximum utilisation of available knowledge for competitive advantage. Due to this, Ghanaian universities have been continually reinventing the wheel each time they lose knowledge through expertise leaving the universities. This loss of knowledge through expert staff exiting raises the need to have systems and strategies in place that will help the universities to capture that relevant knowledge. The research thus set out to address these problems by assessing the implementation of KM systems in Ghanaian universities and the strategies that could be adopted to manage and safeguard knowledge as a competitive advantage and for future use. A survey and a mixed method research approach, which encompasses a questionnaire and interview schedules, were used to collect data from the stratified sampled respondents. One hundred and eighteen (80.27%) questionnaires were successfully received from the respondents, while all nine interviewees successfully responded to the interviews. Pattern matching, content analysis and explanation-building were used to analyse the qualitative data. The Microsoft spreadsheet and SPSS software were used to analyse the quantitative data and descriptive statistics in the form of tables, pie charts and histograms were used to present the findings. The findings of this study showed that: the concepts of KM was universally understood by the respondents; KM processes were effective; systems and facilities such as internet, intranet, e-mails, mobile technology and DVD/VCD/CD were used to facilitate KM at the universities; leadership, culture, technologies and strategies were the KM enablers; e-learning, coaching and mentorship, communities of practice, and storytelling were the main strategies used to manage and safeguard knowledge; and KM systems had a positive impact on the universities. Developing an integrated assessment framework for mergers and acquisitions : a case of the South African banking industry

This study investigated the critical success factors that affect the effectiveness and efficiency of mergers and acquisitions, by soliciting responses from bank Chief Executives and case evidence from the South African banking industry for the period 1990 to 2015. The study applied a mixed-use methodology. The case study evidence was drawn from the formation of the “Big Four Banks” in South Africa, namely, Absa (“Barclays Africa Group”), First Rand Group, Nedbank Group and Standard Bank Group. The study found that when visions and values of merging banks were aligned, there was a greater chance of success. The study further found that culture compatibility of merging entities is paramount. Stakeholder acceptance was also found to have a strong impact on the chance of success or failure in mergers and acquisitions (M&A). The case evidence corroborated and substantiated that there was a positive Deal Value Added (DVA) trend before the merger activity and immediately thereafter, evidenced by positive share price appreciation resulting in increased market capitalisation. The quantitative results found that 56% of the sampled CEOs indicated that an 80% majority of bank mergers in the South African banking sector had created value over the long term, evidenced by 10-year return trends. This study contributes to the corpus of knowledge by generating an integrated assessment framework that can be applied even beyond the South African environment, by practitioners involved in mergers and acquisition activities. / Graduate SBL / D.B.L.

Towards a conceptual framework for information security digital divide

In the 21st century, information security has become the heartbeat of any organisation. One of the best-known methods of tightening and continuously improving security on an information system is to uniquely and efficiently combine the human aspect, policies, and technology. This acts as leverage for designing an access control management approach which not only avails parts of the system that end-users are permitted to but also regulates which data is relevant according to their scope of work. This research explores information security fundamentals at organisational and theoretical levels, to identify critical success factors which are vital in assessing the organisation’s security maturity through a model referred to as “information security digital divide maturity framework”. The foregoing is based on a developed conceptual framework for information security digital divide. The framework strives to divide end-users, business partners, and other stakeholders into “specific information haves and have-nots”. It intends to assist organisations to continually evaluate and improve on their security governance, standards, and policies which permit access on the basis of each end-user or stakeholder’s business function, role, and responsibility while at the same time preserving the traditional standpoint of confidentiality, integrity, and availability. After a thorough review of a range of frameworks that have influenced the information security landscape, COBITTM was relied upon as a baseline for the development of the framework of the study because of its rich insight and maturity on IT management and governance. To ascertain that the proposed framework meets the required expectation, a survey targeting end-users within three participating organisations was carried out. The outcome revealed the current maturity level of each participating organisation, highlighting strengths and limitations of current information security practices. As such, for new organisations relying on the proposed framework for the first time, the outcome of such an assessment will represent a benchmark to be relied on for further improvement before embarking on the next maturity assessment cycle. In addition, a second survey was conducted with subject matter experts in information security. Data generated and collected through a questionnaire was then analysed and interpreted qualitatively and quantitatively in order to identify aspects, not only to gauge the acceptance of the proposed conceptual framework but also to identify areas for improvements. The study found that there was a general consensus amongst experts on the importance of a framework for benchmarking information security digital divide in organisations. Modelling the critical success factors of agile software development projects in South Africa

There are several critical success factors suggested for why agile software development projects succeed, including organisational and process factors. Although there are an increasing number of identified critical success factors, IT professionals lack the modelling techniques and the theoretical framework to help them meaningfully understand their influences. To solve this problem, this study developed a model by employing the following theories: Theory of Reasoned Action (TRA), Theory of Planned Behaviour (TPB), and Unified Theory of Acceptance and Use of Technology (UTAUT) to create a fit model for agile software development projects. The research sought to answer the question: What are the critical success factors that influence the success of agile software development projects? The literature review considers the continued failure of agile and traditional software development projects which have led to the consideration of, and dispute over, critical success factors — the aspects most vital to a methodology’s success. Though TRA, TPB and UTAUT have previously been applied to agile methodologies, empirical models have not been completely integrated to develop a fit model. This research sought to fill this gap. Data was collected in South Africa through a web-based survey using structured questionnaires and an interview guide. Face-to-face interviews were done to identify the critical success factors in agile projects. The data was captured and analysed for descriptive statistics, convergent and discriminant validity, composite and internal reliability, and correlation in order to inform the structural equation modelling (SEM). SEM was used to test the research model and hypotheses to answer the research questions. The results informed development of a comprehensive model that could provide guidelines to the agile community. The study contributes towards understanding the critical success factors for agile projects. It examined direct, indirect and moderating effects, and the findings contribute towards developing a framework to be used by agile professionals. These key result shows that organisational factors have a great influence on performance expectancy characteristics. To ensure success of agile projects, managers are advised to focus on the effect of the organisation’s environment, culture and policies on performance and effort expectancy. / School of Computing / Ph. Allt fler organisationer börjar se nyttan med Business Intelligence och varför det bör implementeras i sin verksamhet. Genom att använda sig av beslutsstödsystem kan organisationer samla ihop och bearbeta affärs-data och på så sätt få ut mer av sin verksamhet. Idag räcker det inte längre att ha tillgång till endast företagsinformationen inom verksamheten utan det behövs också kunna utnyttja realtids datan genom de mobila enheterna, detta genom Mobile Business Intelligence. Det handlar om en mobil variant av den traditionella business Intelligence (BI).  Med tanke på den mobila användningen ökade tillgängligheten samt prestandan i mobila enheter, så finns det stora möjligheter för Mobile BI ute i verksamheterna. Mobile BI som vilket nytt system som helst kommer även en viss problematik, kritiska framgångsfaktorer har analyserats och utvärderats. Inom dimensionen organisationsstöd identifierades två framgångsfaktorer som kunde styrkas vid namn managementsupport och skickligheter & kunskaper. Utöver dessa kunde även ytterligare två framgångsfaktorer styrkas som kritiska, nämligen datasäkerhet och användbarheten genom den begränsade skärm-ytan. Med denna studie ska det underlätta och göra det enklare för verksamheter att implementera Mobile BI i sin verksamhet. Studien tar upp viktiga framgångsfaktorer vid en implementation av Mobile BI och vad organisationer bör ha i åtanke. / More and more organizations are beginning to see the benefits of Business Intelligence and why it should be implemented into their business. By using decision support systems, organizations can merge and process business data and thus get more out of their business. Today, access to business information within the business is no longer sufficient, but it also needs to be able to use real-time data through the mobile devices. This through Mobile Business Intelligence, which is about a mobile variant of the traditional business intelligence (BI). Given the current mobile usage and how it has increased accessibility and mobile device performance, there are great opportunities for Mobile BI in the business. Mobile BI as any new system will also come with a certain problematic and critical success factors have been analyzed and evaluated. Within the organizational support dimension, two success factors were identified that was confirmed critical by name management support and knowledge and skills. In addition to these, another two success factors could be proved critical, named data security and usability through the limited screen area. With this study, it will facilitate and make it easier for businesses to implement Mobile BI in their operations. The study addresses key success factors in implementing Mobile BI and what organizations should keep in mind.

The control chart is a central element of the SPC; and these, statistical tools whose efficiency depends on certain skills and organizational behavior. With regard to the results to the organization, it is observed that the use of control charts can be divided into two groups: those that can be directly attributed to reduced variability called hard; and those associated with the motivational aspects, or organic, called Soft. Despite the arguments in favor of SPC survey, a study conducted in the automotive sector shows that about 70% of companies have some difficulty in conducting their activities related to the SPC. On this, the literature indicates that factors related to methodological, statistical and managerial aspects of control charts of the implementation process are conditions for the success of a structured plan of implementation of the SPC. Given this situation, it is objective of this thesis contribute to an effective use of control charts by national companies, and to advances in research. To this end, we opted for a field survey to capture and describe the perceptions of experts who use control charts and working in the automotive industry. The field research was structured in three basic dimensions - statistics, methodology and management, and the results achieved by the use of the SPC, divided into Soft and Hard. The method used was based on a survey, which has a population of interest was the managers of SPC programs that use the control charts for more than 01 years in the auto parts industry. This survey was sent to 98 individuals in the population of interest, identified in the Official Guide Auto parts Industry (2014), which resulted in 37 questionnaires and valid for analysis. The results of this field research validated the hypotheses in part the theoretical framework, but showed, besides the complexity and importance of methodological and managerial aspects in the implementation of the SPC, there is a significant gap between theory and practice. This may partly be explained by the dissonance between the main scientific advances in the field, especially in the statistical aspects, and the controversies about the real benefits of SPC program. As a result of this thesis is recommended that field research has been done for that to report real success stories of the SPC; whose cases are examined in depth so that good practice is disseminated in the academic environment. / O Controle Estatístico de Processo (CEP) é reconhecido na literatura como uma das principais ferramentas para o controle e melhoria da qualidade e da produtividade. Constata-se que as cartas ou gráficos de controle é um elemento central do CEP; sendo essas, ferramentas estatísticas cujo uso eficiente depende de determinadas habilidades e comportamentos organizacional. No que se refere aos resultados para a organização, observa-se que o uso das cartas de controle pode ser dividido em dois grupos: aqueles que podem ser diretamente atribuídos à redução da variabilidade, denominado de hard; e aqueles associados aos aspectos motivacionais, ou orgânicos, denominados de Soft. Apesar dos argumentos favoráveis ao CEP, pesquisa realizada no setor automotivo aponta que cerca de 70% das empresas apresentam alguma dificuldade na condução das suas atividades relacionadas ao CEP. Sobre isso, a literatura indica que fatores relacionados aos aspectos metodológicos, estatísticos e gerenciais do processo de implantação das cartas de controle são condicionantes para o sucesso de um plano estruturado de implantação do CEP. Diante deste quadro, é objetivo desta tese contribuir para um efetivo uso das cartas de controlo pelas empresas nacionais, e também para avanços no campo da pesquisa. Para tal, optou-se por uma pesquisa de campo para captar e descrever as percepções de especialistas que usam gráficos de controle estatístico e que atuam na indústria automotiva. A pesquisa de campo foi estruturada em três dimensões básicas - a estatística, a metodológica e a gerencial, e nos resultados alcançados pelo uso do CEP, subdivididos em Soft e Hard. O método utilizado baseou-se em uma pesquisa de campo por amostragem, cuja população de interesse foi os gestores dos programas CEP que utilizam as cartas de controle estatístico por mais de 01 ano na indústria de autopeças. Foi enviado um total de 98 questionários para indivíduos da população de interesse, identificados no Guia Oficial do Setor de Autopeças (2014), que resultaram em 37 questionários respondidos e válidos para análise. Os resultados desta pesquisa de campo validaram em parte as hipóteses do referencial teórico, porém mostrou, além da complexidade e a importância dos aspectos metodológicos e gerenciais na implantação do CEP, que há uma lacuna significativa entre a teoria e a prática. Isso em parte pode ser explicado pela dissonância entre os principais avanços científicos na área, sobre tudo nos aspectos estatísticos, e as controvérsias sobre os reais benefícios de um programa CEP. Recomenda-se, como resultado desta tese, que pesquisas de campo sejam realizadas para que se relatem casos reais de sucesso do CEP; cujos casos sejam analisados em profundidade, para que boas práticas sejam disseminadas no ambiente acadêmico.

The product development is critical for these firms and the management of this process affect the performance of it and consequently the competitiveness of these firms. The work has for objective to identify and to analyze the practices adopted by those firms and the main problems in the management of product development in small and medium sized technology-based firms of the State of São Paulo in the sector of health care equipment production, as well as the critical success factors in the management of the projects ahead developed. The diagnosis encloses the identification and analysis of practices of organization and the management adopted by the firms for this process and the main problems faced in the management of it, as well as the performance gotten for the firms in the product development. The field research enclosed a sample of 30 firms distributed among the cities of Campinas, Ribeirão Preto, Rio Claro, São Carlos, São José do Rio Preto and the metropolitan region of São Paulo. This work was developed by means of: 1. bibliographical research on the subject (Product Development Management and Management in small and medium sized technology-based firms); 2. Field research of the type survey (data-collecting) in small and medium sized technology-based firms through questionnaires applied in visit to the firms; 3. compilation and analysis of the data. In general, it was observed that the firms searched in its majority exports to other markets, the most use the platform concept, in general, the firms invest between 5 and 10% of invoicing in R&D, most of firms developed 5 new products in the last 5 years. For the considered products of success for the firms, joined the critical success factors had been: the activities of pre-product development well had been carried through, focus on the requirements of the consumers; integration among firms departments for creation and selection of new ideas and the head of the project was able to motivate the team. / O tema abordado por esta dissertação é a Gestão do Processo de Desenvolvimento de Produto (PDP) em Empresas de Base Tecnológica (EBT s) de Pequeno e Médio Porte (PMP) do setor de equipamentos médico-hospitalares (EMH). O desenvolvimento de produto é crítico para essas empresas e a gestão deste processo condiciona o desempenho do mesmo e, conseqüentemente, a competitividade dessas empresas. A dissertação tem por objetivo geral identificar e analisar as práticas adotadas e os principais problemas na gestão do PDP em EBT s de PMP do Estado de São Paulo no setor de equipamentos médico-hospitalares, bem como os fatores críticos de sucesso na gestão dos projetos desenvolvidos. O diagnóstico abrange a identificação e análise das práticas de organização e gerenciamento adotadas pelas empresas para este processo e os principais problemas enfrentados no gerenciamento, bem como o desempenho obtido pelas empresas no desenvolvimento de produtos. A pesquisa de campo abrangeu uma amostra de 30 empresas distribuídas pelos municípios de Campinas, Ribeirão Preto, Rio Claro, São Carlos, São José do Rio Preto, e da região metropolitana de São Paulo. A pesquisa foi conduzida por meio de: 1. pesquisa bibliográfica sobre o tema (Gestão do Processo de Desenvolvimento de Produtos e de EBT s), 2. pesquisa de campo do tipo survey (levantamento de dados) nas EBT s por meio de questionários aplicados em visita às empresas; 3. compilação e análise dos dados. De modo geral, observou-se que as EBT´s pesquisadas em sua maioria exportam para outros mercados, utilizam o conceito de projeto plataforma, um terço das empresas investem entre 5 e 10% do faturamento em P&D e quase metade desenvolveram e lançaram pelo menos 5 novos produtos nos últimos 5 anos. Para os produtos considerados de sucesso pelas empresas, os fatores críticos de sucesso destacados na gestão do PDP são: realização das atividades de pré - desenvolvimento, foco nas necessidades dos clientes e no mercado alvo, integração das diversas áreas nas atividades de geração e seleção de idéias e motivação pelo líder do projeto das pessoas da equipe do projeto do novo produto.

Critérios de avaliação do desempenho de gerenciamento de projetos: uma abordagem de estudos de casos. / Project management performance evaluation: a multiple case study approach.

O objeto de estudo deste trabalho são os critérios de avaliação do desempenho de gerenciamento de projetos, ou em outras palavras, aqueles critérios que podem ser utilizados pelos stakeholders para avaliar se o projeto está sendo, ou foi, bem gerenciado. O objetivo é contribuir para a pesquisa e melhoria do desempenho de gerenciamento de projetos. A primeira fase da pesquisa consistiu de uma revisão na literatura para mapeamento de critérios identificados por outros autores. Uma relação com 20 critérios foi utilizada no questionário aplicado nos estudos de casos para averiguar se tais critérios são utilizados pelas empresas estudadas, e se a seleção e a atribuição de importância dos critérios são influenciadas pelo papel desempenhado pelo entrevistado no gerenciamento dos projetos (gerente, membro de equipe e patrocinador, mais especificamente), pelas características dos projetos ou pela maturidade da empresa em gerenciamento de projetos. Os estudos de caso foram conduzidos em duas grandes empresas multinacionais com alta maturidade e em uma empresa brasileira de médio porte com baixa maturidade. Concluiu-se que, nas empresas estudadas, a seleção dos critérios está altamente associada à natureza e aos objetivos do projeto, não sendo perceptível a influência do papel desempenhado pelo entrevistado. Além disso, nas três empresas a questão da avaliação do desempenho do gerenciamento de projetos foi considerada muito importante tanto para o sucesso dos projetos como para o sucesso da própria organização, fato explicado pela forte contribuição dos projetos para os resultados das empresas e pela interpretação de que projetos bem gerenciados têm maior chance de satisfazer às necessidades e expectativas dos clientes e, desta forma, aumentam a capacidade da empresa de realizar novos negócios com o mesmo cliente e de se posicionar no mercado para realizar negócios com novos clientes. Concluiu-se, também, que a empresa com baixa maturidade apresenta uma tendência a preferir critérios financeiros para avaliação do gerenciamento de seus projetos, enquanto as empresas com alta maturidade preferem um conjunto de critérios multidimensionais. / The object of study of this research is the criteria for project management performance evaluation, in other words, those criteria used by the key stakeholders to assess whether or not a project is being or has been well managed. The objective is to contribute to the research and improvement of the project management performance. The first phase of the research consisted by the review of the literature for mapping criteria identified by other authors. A list of 20 criteria has been created and utilized for the preparation of the questionnaire applied to the case studies to verify if those criteria are used by the studied companies and if the selection and importance given are influenced by the role played in the project management by the interviewee (manager, team member and sponsor, more specifically), by the projects characteristics or by the maturity in project management of the company. The case studies were conducted in two large multinationals companies with high-maturity in project management and in a medium size Brazilian company with low maturity in project management. It was concluded that in the companies studied the selection of criteria is highly associated with the nature and objectives of the project and not influenced by the role played by the interviewee. Moreover, the three companies considered the issue of project management performance assessment very important for the success of the projects as well as the companys, fact explained by the strong contribution that projects bring to the results of the companies and by the interpretation that well managed projects are more likely to meet the customers needs and expectations, increasing the company\'s ability to conduct new business with existing clients and to position itself in the market to do business with new clients. Another conclusion is that the low maturity company is more likely to prefer financials criteria to the project management performance assess; on other hand the high maturity companies are more likely to adopt a multidimensional set of criteria.

O desenvolvimento da Indústria Automobilística mundial como também a brasileira, se caracteriza pela importância cada vez maior de projetos conjuntos entre montadoras e seus fornecedores, os quais passaram de meros fornecedores de componentes, para parceiros de desenvolvimento e tecnologia, compartilhando investimentos e riscos, tornando a gestão dos projetos com fornecedores um fator estratégico de suma importância para as montadoras. Para pesquisar a evolução dos fatores críticos de sucesso na Gestão de Projetos Automotivos no Brasil, foram estudados 3 projetos sucessivos de desenvolvimento de painéis para veículos comerciais, ocorridos em uma grande montadora no período de 1988 a 2002. Baseado em avaliações bibliográficas relativas à Qualidade, à Gestão de Projetos e à Gestão de Fornecedores, definiu-se pela utilização do modelo de excelência do EFQM, o Project Excellence Model para pesquisa e classificação dos fatores críticos de sucesso dos projetos. Participantes desses três projetos e stakeholders nos diversos níveis hierárquicos da montadora e dos fornecedores foram entrevistados e através da metodologia dos incidentes críticos, levantados os principais fatores positivos que levaram à sucessos e fatores negativos que ocasionaram insucessos ao projeto. A classificação desses fatores através de Critérios e Categorias permitiu a comparação sistemática dos projetos e a definição dos fatores críticos de sucesso e dos fatores de sucesso. Pesquisas na literatura e consultas aos autores e a participantes de projetos de desenvolvimento de painéis em outras montadoras mostraram tendências semelhantes aos dos três projetos, realçando o aumento das responsabilidades dos fornecedores pelo desenvolvimento e fornecimento de sistemas com base na engenharia simultânea e codesign. Estas pesquisas mostraram a aplicabilidade dos Critérios do Project Excellence Model para a classificação dos fatores críticos na gestão dos projetos e a necessidade de uma subdivisão destes em Categorias. / The worldwide development of the Automotive Industry, as well as the Brazilian one, is characterized by the increase of importance of common projects of the automotive industries and their suppliers, which have passed from merely part suppliers to partners of development and technology, sharing investment and risks, transforming the project management with suppliers into a strategic factor of huge importance for the automotive industries. To investigate the critical success factors of Brazilian Automotive Project Management, it was studied three successive development projects of panels for commercial vehicles occurred between 1988 and 2002 in an important automotive industry. Based on literature research related to Quality, Project Management and Supplier Management, it was defined the application of the EFQM Project Excellence Model to research and classify the critical success factors of those projects. Participants of the three projects and stakeholders at different levels from the Automotive Industry and their Suppliers were interviewed and through the critical incident methodology, were detected the main positive factors, that lead to success and the main negative factors that lead to unsuccessfulness of the projects. The classification of those factors in Criteria and Categories allowed a systematic comparison of the projects and the definition of the critical success factors and the success factors. Research of the literature and interviews with participants on panel ´s development projects in other Automotive Industries showed the same tendencies of the three projects, which emphasized the increased responsibilities of the suppliers regarding the development and supplying of systems based on simultaneous engineering and co design. These researches showed the applicability of the Project Excellence Model Criteria in the classification of the project’s critical success factors and success factors and also showed the necessity of a subdivision, in Categories.

Esta tese tem por fim facilitar o desenvolvimento da indústria marítima brasileira. Os clusters industriais são amplamente reconhecidos como fontes de promoção da evolução tecnológica e por impactar positivamente em muitos aspectos do desenvolvimento regional. Por outro lado, os estaleiros de construção e reparo naval são tidos como estratégicos a soberania de muitos países, função do largo emprego de mão-de-obra e por produzir bens que possibilitem o fortalecimento das relações comerciais entre estados e países. Sendo a convergência destas duas situações bastante promissoras, decidiu-se focar esforços em propor um modelo de referência que pudesse ser empregado para desenvolvimento de clusters de indústrias marítimas. Estudos empíricos sobre clusters de indústrias relatam algumas externalidades positivas características, observadas em clusters bem-sucedidos. Outros trabalhos desenvolveram estudos sobre alguns fatores que são fundamentais ao sucesso de clusters. Existem ainda aqueles que externam algumas ações que foram tomadas para o desenvolvimento de clusters diversos. Esta tese propõe confluir estes trabalhos, encontrando as relações entre as ações, os fatores que condicionam o sucesso de clusters de indústria marítima e suas externalidades positivas para estabelecer uma proposta de modelo de ações para o desenvolvimento e consolidação de clusters de indústria marítima. Neste trabalho foi feita também, a avaliação dos reflexos das externalidades destes fatores que são fundamentais para o desenvolvimento de clusters nos fatores críticos de sucesso das empresas individuais. Para materialização desta proposta, estudou-se diversos trabalhos teóricos e empíricos sobre clusters industriais, situados tanto em países desenvolvidos como nos ainda em desenvolvimento. A premissa básica do trabalho foi determinar que fatores são determinantes para o desenvolvimento de clusters e quais objetivos estratégicos deveriam ser seguidos para que se pudesse consegui-los. Os esforços de pesquisa resultaram na materialização de uma proposta de modelo estratégico genérico, que, com as devidas adequações as características e necessidades regionais específicas, pode ser empregado para o desenvolvimento de qualquer cluster de indústria marítima. Em uma segunda etapa do trabalho, foi proposta a aplicação do modelo de referência para o desenvolvimento do cluster marítimo da região de Itajaí e Navegantes, em Santa Catarina. Para tanto, foi feita pesquisa de campo em pouco mais de 40 atores regionais, com a finalidade de determinar o estágio de desenvolvimento do cluster e qual nível de evolução e presença dos fatores que levam um cluster a ser bem-sucedido. Após a aplicação hipotética da proposta do modelo, os resultados foram colocados para avaliação de 4 gestores de empresas da região que acenaram positivamente para identificação dos resultados com a realidade regional. O modelo estratégico proposto mostrou-se sólido e abrangente, com boas perspectivas de sucesso na aplicação para o desenvolvimento de clusters de indústrias marítimas. / This thesis aims to facilitate the Brazilian maritime industry development. Industrial clusters are widely recognized as a source of technological evolution promotion as well as for bringing positive impact over a range of aspects in the regional development. On the other hand, construction and repair boatyards are taken as strategic for many countries sovereignty, having the function of widespread hand labor and employment, and goods production that allow strengthening trade relations among states and countries. Considering the convergence of these two situations much promising, it was decided to focus efforts towards a reference model to be used for the development of maritime industries clusters. Industries clusters empirical studies report some characteristic positive externalities observed in successful clusters. Other studies discussed on some fundamental factors for clusters success. There are also those studies that point out some actions taken for the development of a variety of clusters. This thesis propose to converge these works, joining the actions relations, the conditioning factors for the maritime industries clusters and its positive externalities in order to establish an actions model proposal for the maritime industries clusters development and consolidation. This thesis includes also the assessment of the externalities consequences of these factors, which are essential for the clusters development in the critical success factor of individual companies. Several theoretical and empirical studies on industrial clusters, located in developed and underdeveloped countries were studied in order to achieve this proposal. The basic premise of the study was to determine decisive factors for clusters development and the strategic objectives that should be followed for their accomplishment. The research efforts resulted in the materialization of a generic strategic model proposal, which the appropriate adjustments to the specific regional needs and characteristics, can be used for the development of any marine industrial cluster. In a Second stage, it was proposed the reference model to be used to develop the maritime cluster in Itajaí and Navegantes region, state of Santa Catarina. Therefore, a field survey was conducted over a few more than 40 actors, in order to determine the cluster development stage and evaluate the evolution level and presence of the factors that may enable a cluster to be successful. After the hypothetical application of the proposed model, the results were placed for evaluation of 4 region companies\' managers who waved positively to identify the results to the regional reality. The proposed strategic model proved to be solid and comprehensive, with good prospects of application success for the maritime industrial clusters development.
