Exploratory research was used to identify how Supply Logistic is recently being applied, and Stated Preference Techniques to determine the most important supply logistic attributes for the formation of the ideal scenery in this correlation. Mate s Industrial operations and productive regions were included, and a brief historical on this activity in Paraná State, as well as its recent position in this chain. The theoretical referential is based in the Business Logistic and the Supply Logistic considering these activities as strategic management tools in the search for the competitive edge. Stated Preference Techniques have been successfully used in the marketing and logistic areas as a way to evaluate hypothetical, although realistic, scenarios of the interviewer preferences on products and services. The choosing of this technique was important for the development of this work allowing comparison between real scenarios and wanted hypotheses. Results obtained can be considered meaningful since they demonstrate that Supply Logistic can be improved between suppliers and industries in which some attributes, determined as important in this relation by the Stated Preference Techniques such as the quantity of maté supplied and thickness of the stem, are not being met by the current scenario, and has interfered in the competitive capacity of the entire mate agro industry chain in the state. / Neste trabalho o objetivo foi analisar a Logística de Suprimento entre fornecedores e indústrias do sistema agroindustrial da erva-mate no Paraná, realizado com as indústrias cadastradas na FIEP- Federação das Indústrias do Estado do Paraná, ano 2005. Para tal, utilizou-se de pesquisa exploratória a fim de identificar como a Logística de Suprimento está atualmente sendo empregada e as técnicas de preferência declarada, para determinar os atributos logísticos de suprimentos mais importantes para a formação do cenário ideal nesta relação. Foram abordadas as regiões produtoras de erva-mate e as operações de industrialização, além de apresentar um breve histórico sobre esta atividade no Paraná, bem como seu atual cenário neste sistema. O referencial teórico fundamenta-se na Logística Empresarial e Logística de Suprimento, considerando estas atividades como ferramentas de gestão estratégica na busca pela vantagem competitiva. As técnicas de preferência declarada têm sido utilizadas com sucesso nas áreas de marketing e logística, como forma de avaliar cenários hipotéticos, porém realistas, das preferências dos entrevistados acerca de produtos e serviços. A escolha desta técnica foi importante para o desenvolvimento deste trabalho, possibilitando comparar os cenários reais com os hipotéticos desejáveis. Os resultados alcançados podem ser considerados significativos, pois demonstram que a Logística de Suprimento pode ser melhorada entre fornecedores e indústrias, na qual alguns atributos determinados como importantes nesta relação pelas técnicas de preferência declarada, como quantidade de erva-mate fornecida e espessura dos ramos não são atendidos satisfatoriamente pelo cenário atual, e tem interferido na capacidade competitiva de todo o sistema agroindustrial ervateiro do Estado.

The offsetting rule prescribes the calculation relationship, extinguishing the tax obligation of the taxpayer and his debit relation with the tax authorities. In the end, the purpose is to demonstrate in the Federal tax legislation that regulates the offsetting institute, the restrictions imposed by the ordinary law maker to the administrative proceeding of offsetting in the hypothesis of no-declared offsetting. Those restrictions should not prevail because they are against the due process of law, guaranteed by the Federal Constitution. The method adopted is the constructivism logic-semantic, approaching the law as a communicational process that constitutes, modifies and extinguishes itself through a unique legal language which is the language of the proofs admitted in law / O objetivo do trabalho consiste na análise do instituto da compensação tributária, enquanto mecanismo de extinção do crédito tributário e do débito do Fisco. A norma de compensação realiza o cálculo relacional, extinguindo a obrigação tributária e a relação de débito do Fisco. O intuito é ao final demonstrar, no âmbito da legislação tributária federal que rege a matéria, as restrições impostas pelo legislador ordinário ao processo administrativo da compensação nas hipóteses de compensação não-declarada. Tais restrições não podem prevalecer porque ferem o princípio do devido processo legal, assegurado constitucionalmente. For this study, the research environment was the conglomerate of singular cooperatives bound to the Cooperativa Central Agroindustrial Ltda CONFEPAR, cooperatives which form one of four dairy products alliances. After a decade of existence of this alliance, this study tried to know the aspirations of milk producers bound to it, that is, subsidies were sought for a reevaluation of the strategies adopted by this alliance. The study deals with the following theme: A study of the strategic alliance CONFEPAR, from the viewpoint of bound to the alliance milk producers preferences , with its main goal as to verify the preferences of milk producers bound to the singular cooperatives that form this strategic alliance. In order to guarantee growth and to obtain competitive advantages for the group and the maintenance of these producers, it is necessary to continuously reevaluate business strategies. From this viewpoint, the value of such a study is stressed, because knowing these preferences may represent an important differential to structure new strategies, and to satisfy the involved producer s individual needs. To obtain the goals proposed by this study, a research using Declared Preference technique was conducted, a technique which made possible, after statistical treatment through the software LMPC, to evidence which are the most statistically relevant preferences from the bound to the alliance milk producers viewpoint. / As transformações econômicas ocorridas na década de 1990 condicionaram a formação de alianças estratégicas entre as cooperativas singulares de produtores de leite no Paraná. Para esse estudo, o ambiente de pesquisa foi o conglomerado de cooperativas singulares vinculadas à Cooperativa Central Agroindustrial Ltda CONFEPAR, cooperativas as quais formaram uma das quatro alianças de produtos lácteos. Após uma década de existência dessa aliança buscou-se, com esse estudo, conhecer as aspirações dos produtores de leite vinculados a ela, ou seja, buscaram-se subsídios para uma reavaliação das estratégias adotadas por essa aliança. Nesse sentido, o estudo aborda o tema: Um estudo da aliança estratégica da CONFEPAR, sob a ótica das preferências dos produtores de leite vinculados , tendo como objetivo geral verificar as preferências dos produtores de leite vinculados às cooperativas singulares que compõem essa aliança estratégica. Com o intuito de garantir o crescimento e a obtenção de vantagens competitivas para o grupo e a manutenção desses produtores, é necessário continuamente reavaliar estratégias de negócios. Nesse sentido, salienta-se o valor de tal estudo, pois conhecer essas preferências pode representar um diferencial importante na estruturação de novas estratégias, e ainda satisfazer os anseios individuais dos produtores envolvidos. Para atingir os objetivos propostos por esse estudo fez-se uma pesquisa utilizando a técnica de Preferência Declarada, técnica com a qual foi possível, após tratamento estatístico com o software LMPC, evidenciar quais são as preferências estatisticamente mais relevantes na visão dos produtores de leite vinculados à aliança estratégica estudada.
