A metodologia utilizada pautou-se na pesquisa bibliográfica e na análise documental para fundamentação dos conceitos relacionados ao tema. O campo empírico teve como alvo o Núcleo de Memória da Pontifícia Universidade Católica do Rio de Janeiro (PUC-Rio) e o Projeto Memória do Sistema de Bibliotecas e Informação (SiBI) da Universidade Federal do Rio de Janeiro (UFRJ). Os resultados demonstraram que a preservação e acesso aos documentos contribui para fortalecer a identidade, a história e a memória das Instituições, pois facilitam a recuperação de informações que dificilmente seriam encontradas em outros documentos. Concluiu-se que na ausência de uma política governamental para garantir a preservação documental, as Universidades devem incorporar esses centros em sua estrutura e criar, a nível institucional, políticas de seleção, preservação e acesso à sua produção documental de caráter histórico/memorialístico. / This study aims to identify if the procedures adopted by Memory Centers of Highter Education Institutions are in keeping with the Policies for the Preservation of Documentary Heritage in Brazil. The methodology used was based on the bibliographical research and document analysis for foundation of concepts relation to the topic. The empirical field had targeted the Core Memory of the Pontifícia Universidade Católica do Rio de Janeiro (PUC-Rio) and Memory Project of the Sistema de Bibliotecas e Informação (SiBI) of the Universidade Federal do Rio de Janeiro (UFRJ). The results demonstrate that the preservation and access to documents contributes to strengthen the identity, history and memory of Institutions, because they facilitate the recovery of information that would hardly be found in other documents. Conclude that in the absence of a government policy to ensure the preservation of documents, the Universities should incorporate these centers in their structure and create the institutional level, selection policies, preservation and access your document production of historical/memorialistic.

This dissertation is presented as the result of the master's research developed at the Professional Postgraduate Program in Cultural Heritage from the Federal University of Santa Maria (PPGPPC/UFSM). The theme oh this work is the diffusion of cultural heritage. As object of the study, we present the photographic collection of the Historical Collection of the Museum of the City of Rio Grande - RS. The development consists on the study and planning actions for the diffusion of heritage, from the recognition of photographs as Documentary Heritage. Therefore, we present the characterization of the research, its objectives and methods, as well as reflections on the theoretical reference used, encompassing cultural heritage photographs as documentary heritage and the ways and kinds of diffusion. Furthermore, we propose a discussion about the institutional activities that must be performed before implantation of diffusion actions. As the result and product, we present diffusion strategies that integrate the Diffusion Program of the photographic collection of the Museum of the City of Rio Grande, for which we use a sample of the collection, with the theme of Customs and Port of Rio Grande City. / Esta dissertação é apresentada como resultado da pesquisa de mestrado desenvolvida junto ao Programa de Pós-Graduação Profissional em Patrimônio Cultural da Universidade Federal de Santa Maria (PPGPPC/UFSM). A temática desse trabalho é a difusão do patrimônio cultural. Como objeto de estudo, apresentamos o acervo fotográfico da Coleção Histórica do Museu da Cidade do Rio Grande - RS. O desenvolvimento consiste no estudo e planejamento de ações voltadas para a difusão de bens patrimoniais a partir do reconhecimento das fotografias como Patrimônio Documental. Para tanto, apresentamos a caracterização da pesquisa, seus objetivos e métodos, assim como, reflexões acerca do referencial teórico utilizado, abarcando patrimônio cultural, fotografias como patrimônio documental e as formas e tipos de difusão. Além disso, propomos uma discussão sobre as atividades institucionais que devem ser realizadas antes da implantação de ações de difusão. Como resultado e produto são apresentadas às estratégias de difusão que integram o Programa de Difusão do acervo fotográfico do Museu da Cidade do Rio Grande, para o qual utilizamos uma amostra do acervo, com a temática do Porto e Alfândega da Cidade do Rio Grande.

The Anthropological Director Pestana Museum (MADP), maintained Integration Foundation, Development and the Northwest Education (FIDENE), a private institution of technical and educational-cultural character, becomes part of the development environment of this study with respect to the collection sound made cassette tapes. This file gathers historical documentation Integration Foundation, Development and Education of the Rio Grande do Sul state Northwest - FIDENE installation of FAFI in 1956, the establishment of FIDENE in 1969 and the recognition of UNIJUI in 1985, the regionalization of this in 1993, continued until the present day. The historical building of this institution, as well as custody audio collection and preserved, justify the conduct of this research, while these sound documents require special care and handling, linked to life expectancy of magnetic tape directly attached to the support and technological obsolescence. This research aims to investigate the light of current references of typological identification and the consequent integration of sound documents in the Classification Plan, the methodology and the definition of an arrangement of systematic and preservation for the sound collections generated from scanning cassettes of the Anthropological Museum Director Pestana - MADP belonging to FIDENE File. The need to discuss the inclusion of sound documents in archival management programs part of the whole document assumption is a registration unit independent support information, and the sound file is integrated by sound recordings resulting from public institutions activities, private, person or family in the performance of their activities and regardless of the nature of the support. The motivation for this study is in line with Resolution No. 41 of Conarq - provide for the inclusion of audiovisual, iconographic, sound and musical documents in archival document management programs for their preservation and access. To accomplish this goal, the diagnosis of the sound collection was performed in order to verify the organization and arrangement of these documents. The theoretical framework of this research was based on the themes cultural heritage, archival sound document - cassette, archival description and standardization, dissemination and access, digital preservation and conservation strategies, reliable digital archival repositories and contemporary diplomatic. The foundation of this research consisted in the identification of funds and the use of typological identification of concepts to define the species and preparation of documentary arrangement framework that culminated in the development of research tools Guide, Inventory and catalog in an electronic environment via ICA AtoM. It is an applied research, qualitative approach, conducted through desk research and direct observation, and on the technical procedures consisted in a case study. This research allowed to work out an arrangement framework and establish an arrangement systematically for sound documents FIDENE file and prepare to master product research instruments guide, inventory and catalog to access and dissemination and available online at ICA-AtoM platform documents sound. / O Museu Antropológico Diretor Pestana (MADP), mantida da Fundação de Integração, Desenvolvimento e Educação do Noroeste do Estado (FIDENE), instituição privada de caráter técnico-educativo-cultural, passa a compor o ambiente de desenvolvimento deste estudo no que tange ao acervo sonoro composto de fitas cassete. Este arquivo reúne a documentação histórica da Fundação de Integração, Desenvolvimento e Educação do Noroeste do Estado do Rio Grande do Sul FIDENE da instalação da FAFI, em 1956, à constituição da FIDENE em 1969, ao reconhecimento da UNIJUI em 1985, à regionalização desta, em 1993, mantida até aos dias atuais. A construção histórica desta instituição, assim como a acervo de áudio custodiado e preservado, justificam a realização dessa pesquisa, ao passo que estes documentos sonoros necessitam de cuidados e manuseio especiais, atrelados a expectativa de vida útil da fita magnética diretamente ligada ao suporte e a obsolescência tecnológica. Esta pesquisa tem como objetivo principal investigar à luz dos referenciais atuais da identificação tipológica e a consequente inserção dos documentos sonoros no Plano de Classificação, a metodologia e a definição de uma sistemática de arranjo e de preservação para os acervos sonoros gerados a partir da digitalização de fitas cassetes do Museu Antropológico Diretor Pestana MADP pertencentes ao Arquivo FIDENE. A necessidade de discutir sobre a inserção dos documentos sonoros em programas de gestão arquivística parte do pressuposto de que todo documento é uma unidade de registro de informações independente do suporte, e o documento sonoro é integrado por registros sonoros resultantes das atividades de instituições públicas, privadas, pessoa ou família, no desempenho de suas atividades e independente da natureza do suporte. A motivação para este estudo vem ao encontro da Resolução nº 41 do Conarq - dispõem sobre a inserção dos documentos audiovisuais, iconográficos, sonoros e musicais em programas de gestão de documentos arquivísticos visando a sua preservação e acesso. Para cumprir tal objetivo, foi realizado o diagnóstico do acervo sonoro, a fim de verificar a organização e arranjo desses documentos. O referencial teórico desta pesquisa foi embasado nos temas Patrimônio cultural, documento sonoro arquivístico fita cassete, arquivologia, descrição e normalização, difusão e acesso, preservação digital e estratégias de preservação, repositórios arquivísticos digitais confiáveis e diplomática contemporânea. O alicerce desta pesquisa se constituiu na identificação dos fundos e a utilização dos conceitos de identificação tipológica para definição das espécies e elaboração do quadro de arranjo documental que culminaram na elaboração dos instrumentos de pesquisa Guia, Inventário e Catálogo em um ambiente eletrônico, via ICA-AtoM. Trata-se de uma pesquisa aplicada, de abordagem qualitativa, realizada por meio de pesquisa documental e observação direta, e quanto aos procedimentos técnicos constituiu-se em um estudo de caso. Esta pesquisa permitiu elaborar um quadro de arranjo e estabelecer uma sistemática de arranjo para os documentos sonoros do Arquivo FIDENE e elaborar como produto de mestrado os instrumentos de pesquisa guia, inventário e catálogo para acesso e difusão e disponibilização online na plataforma ICA-AtoM dos documentos sonoros.

A framework for access and use of documents heritage at the national archives of Zimbabwe

The study sought to develop a framework for access and use of documentary heritage at the National Archives of Zimbabwe (NAZ). This followed the realization that access and use is the raison d'être for national archival institutions yet the level of utilization has for a long time been lamented to be low. The researcher therefore took a holistic approach and investigated the issues of bibliographic, intellectual and physical access to archives. Using a grounded theory research approach framed within the constructivism ontology and the interpretivism epistemological research paradigm, this study employed the observation technique, interviews and content analysis to collect the empirical evidence that was needed to develop a framework for access and use of the documentary heritage in the custody of NAZ. The study extensively discussed the methodological issues involved in the study as grounded theory is a rarely used approach in Information Science studies. An extensive discussion was therefore offered to enable readers to follow and appreciate how the not so common approach was actually employed. The findings of the study showed that the position of NAZ as a public information resource centre was threatened by many obstacles that were compromising the accessibility and use of the documentary heritage in its custody. Such hindrances included the absence of a national policy on access to public archives, the absence of an institutional access policy, the absence of a standing committee on access and use of archives, lack of a budget, increasing backlogs of unprocessed archives, misconstrued public perception, the absence of special facilities for the physically challenged, centralised access to archives, access restrictions placed by legal instruments as well as limited use of digital technology, no use of the print media and Web 2.0 technologies. Using the findings of the study, the researcher offered a framework for enhanced access and use of archives to serve as a baseline on which archivists may reflect and improve on their practices. / Information Science

Digital preservation and access to the South African documentary national heritage at the National Library of South Africa

Thesis (M.A. (Information Studies)) -- University of Limpopo, 2022 / Digitisation of library materials offers Library and Information Services (LIS) organisations, national libraries in particular, opportunities to preserve and manage fragile and unique materials, by protecting their physical, saving them from deteriorating and facilitating unmediated access to such collection. The aim of the study was to examine processes involved in the digitisation of the South African National Documentary and Cultural Heritage for the purpose of preservation and access at the national library of South Africa (NLSA). The study was guided by the systems theory by looking into the selection, processing and disseminating of digital records at the NLSA. The study examined adherence to the policies and national legislative frameworks, the technologies used for digitization and access to digitized collections, tools used for accessing digital collections, as well the challenges experienced in the NLSA digitization project. Qualitative research methodology was adopted, through a case-study research whereby, semi-structured interviews, document analysis and observations were triangulated as data collection methods for the study. The key findings showed that the digitisation project at the NLSA adheres to pieces of national legislation and international guidelines such as International Standards Organization (ISO), the and draft digitisation policy developed by the Department of Sports, Arts and Culture which takes into consideration the national legislative framework such as the RSA Constitution, the NLSA Act, the Legal Deposit Act, Copyright legislation, and the Promotion of Access to Information Act (PAIA). However, the content analysis of these legislation did not mention anything about the handling and management of digital collections. Technologies and equipment used in the digitisation process included high quality scanners, servers and hard drives with software such as Optical Character Recognition, Content document management software and the NLSA website. The challenges uncovered in the study in relation included duplication of digitisation efforts and lack of expertise in digitisation. This study recommends that given the evolution of technology, the NLSA should migrate to a more convenient cloud storage that has a large advantage in case of unlimited storage, and keep up to date with the trends of digitisation technology. Legislation governing the LIS in South Africa also needs amendment to cater for the handling and management of digital collections. v

La théorie sociale de la connaissance et la gestion du patrimoine documentaire à l’ère numérique

Les institutions de mémoire et de savoir (par exemple, les bibliothèques, les archives, les musées) font face à des défis importants dans leurs responsabilités d’assurer la pérennité du patrimoine documentaire à l’ère numérique. Citons la surabondance de l’information numérique, la possibilité de production, théoriquement illimitée, offerte aux individus comme aux groupes sociaux, les limites dans les capacités de stockage et de diffusion de l’information numérique qui sont à la disposition des institutions mandataires du patrimoine documentaire. De plus, il est apparu que les approches et les méthodes utilisées pour identifier, gérer, préserver et diffuser le patrimoine documentaire de la société canadienne dans un environnement analogique n’étaient transférables à un environnement numérique. Nous suggérons que la théorie sociale de la connaissance peut servir de base à une réflexion portant sur le développement d’une politique publique qui viserait à encadrer l’identification, la sélection, la gestion et la préservation du patrimoine documentaire d’une société à l'ère numérique. Nous définissons la problématique puis proposons des réponses à travers trois articles scientifiques. Les résultats indiquent que les connaissances et les pratiques professionnelles utilisées demeurent persistantes et limitent la formulation et l'application de nouveaux cadres théoriques, de politiques administratives et de techniques associés à l'identification et la sélection du patrimoine documentaire. Cette recherche propose un cadre conceptuel qui permet de développer des politiques publiques sur le patrimoine documentaire du Canada. / Memory and knowledge institutions (for example, libraries, archives, museums) face significant challenges in their responsibilities to ensure the long-term preservation of documentary heritage in the digital age. The overabundance of digital information, the potential unrestricted ability to create and produce digital information by individuals and social groups; the lack of storage capacity and ability to disseminate digital information by documentary heritage institutions are only a few of these challenges. Moreover, the approaches and methods used in an analogue environment to identify, manage, preserve and disseminate Canadian documentary heritage have proven to be non-transferable to the digital environment. We suggest that social epistemology can support the development of public policy approach for documentary heritage institutions to identify Canada's documentary heritage in the digital age. We explored this issue and we tried to respond to it through three scientific articles. Our research indicates that existing professional practice and objective knowledge remains persistent and limits the formulation and application of new theoretical frameworks, administrative policies and instruments related to the identification and selection of documentary heritage. To remedy this situation, our research identifies a conceptual framework that can be used to develop public policies on Canada's documentary heritage.

臺灣文獻遺產登錄世界記憶之研究 / The study of Taiwan’s documentary heritage register on the memory of the world

聯合國教科文組織於1992年發起世界記憶計畫,目的是為了保護世界瀕臨危機的文獻遺產。世界記憶是一個長期的計畫,主旨在於改變國家、政府、社區及個人能重視、保護進而利用圖書館、檔案館及博物館典藏之文獻遺產。目前世界記憶名錄中,共有245項文獻遺產被登錄。名錄中的文獻遺產項目涵蓋了各種類型的文獻和藏品,包含了古籍、石碑、錄音檔案…等。   臺灣曾於2010年以中央研究院典藏之甲骨文申請世界記憶的經驗。本論文將以此議題為基礎,探討世界記憶之申請流程、標準及其他有資格申請名錄的文獻遺產。同時藉由深度訪談,瞭解國內典藏單位人員對於世界記憶之看法,以及眾多館藏中是否有具有申請資格的藏品。參酌上述訪談資料,提出相關建議,以供我國典藏單位未來欲申請世界記憶名錄之參考。   根據研究結果,本論文提出以下幾點建議:(一)建立社會對文獻遺產的認同感;(二)整合與推廣文獻遺產資源;(三)循序漸進申請世界記憶。 / UNESCO established the Memory of the World Programme in 1992. The purpose is to protect documentary heritage of the world which is in great danger. Memory of the World is a long-term plan, the main objective is to make nations, governments, communities and individuals treasure, safeguard and access the documentary heritage of libraries, archives and museums. There are 245 items of documentary heritage that registered in the list of Memory of the World at present. These items cover all types of literature and collections, including the rare book , inscription, audio files...etc.   In 2010,Taiwan has had the experience of the application of the Memory of the World. According to this issue, this paper aims to explore the application process, criteria of the Memory of World and investigate the documentary heritage that are eligible to apply for the register of Memory of the World. Furthermore, the study uses the in-depth interview to understand the repositories' staffs' opinions about the Memory of the World and to select the eligible documentary heritage in numerous collections. Synthesize the above interview data that propose the conclusions and suggestions in order to provide reference for the repositories that will apply for the Memory of the World List in the future.   Based on the research conclusion, these are three suggestions as follows: (1) To establish the social identity of the documentary heritage; (2) To integrate and popularize the documentary heritage resources; (3) To apply for the register of Memory of the World step by step.

Os desafios da organizaÃÃo do patrimÃnio documental arquivÃstico nos equipamentos culturais da Universidade Federal do Cearà / The challenges of the organization of the cultural heritage document archival equipment of the Federal University of Ceara

nÃo hà / Apresenta os resultados da pesquisa que tem como objetivo investigar o modo como a Universidade Federal do Cearà (UFC) està tratando o patrimÃnio documental arquivÃstico de seus equipamentos culturais na perspectiva da preservaÃÃo da memÃria histÃrica e da difusÃo e acesso deste patrimÃnio documental à comunidade cearense e aos demais interessados. Metodologicamente, trata-se de uma pesquisa do tipo exploratÃria descritiva, adotando-se fontes documentais primÃrias e secundÃrias para o levantamento e anÃlise do estado da arte referente ao objeto de estudo. A coleta de dados foi feita por meio da observaÃÃo direta simples e do questionÃrio aplicado junto Ãs equipes que atuam nos equipamentos culturais da UFC, Campus de Fortaleza. A pesquisa foi feita em trÃs etapas: a primeira constou da revisÃo de literatura; na segunda etapa, fizemos o mapeamento dos equipamentos culturais da UFC e, por ultimo, o estudo empÃrico com alguns gestores e profissionais atuantes nos arquivos, bem como na administraÃÃo desses equipamentos culturais. Entendemos que os equipamentos culturais compreendidos nessa pesquisa sÃo espaÃos de prÃticas, de produÃÃo artÃstica e cultural, criados e consolidados por meio de atos legais da AdministraÃÃo Superior, que apresentam tambÃm quadro de pessoal em suas respectivas unidades de atuaÃÃo. Como resultados do mapeamento, constatamos na UFC dez (10) equipamentos, legalmente institucionalizados, que possuem peculiaridades, tanto em que concerne ao patrimÃnio documental arquivÃstico tanto como a organizaÃÃo desses acervos. TambÃm ficaram evidentes que as aÃÃes relativas à conservaÃÃo e difusÃo da histÃria e cultura universitÃria ainda sÃo tÃnues para o reconhecimento da identidade da InstituiÃÃo e de sua comunidade, mesmo que jà se evidenciem que esses equipamentos, sÃo em sua essÃncia espaÃos de memÃria da Universidade Federal do CearÃ. No que diz respeito ao tratamento e a organizaÃÃo informacional desses documentos as iniciativas sÃo isoladas e, consequentemente nÃo obedecem aos critÃrios estabelecidos pelo Conarq, mais especificamente ao Sistema de GestÃo de Documentos de Arquivo da AdministraÃÃo PÃblica Federal (SIGA) e tambÃm pelo Sistema Informatizado de GestÃo ArquivÃstica de Documentos (SIGAD). Diante desses resultados, sugerimos que sejam criados mecanismos que venham a contribuir para a estruturaÃÃo de uma polÃtica de arquivos na Universidade Federal do CearÃ. / It presents the results of research that aims to investigate how the Federal University of Cearà (UFC) is dealing with documentary heritage archival of its cultural facilities in view of the preservation of historical memory and the dissemination and access of this documentary heritage of Cearà community and other interested parties. Methodologically, it is a survey of descriptive exploratory, adopting primary and secondary documentary sources for the survey and analysis of the state of the art relating to the subject matter. Data collection was done by simple direct observation and questionnaire addressed to staff working in cultural facilities of UFC Campus of Fortaleza. The survey was conducted in three stages: the first consisted of literature review; in the second stage, did the mapping of cultural facilities of UFC and, finally, the empirical study of some managers and professionals working in the archives, as well as the management of these cultural facilities. We understand the cultural facilities included in this research are spaces practices, artistic and cultural production, created and consolidated through legal acts of the Upper Management, which also have staff in their performance units. As results of the mapping, we found the UFC ten (10) equipment, legally institutionalized, which have peculiarities, both in regard to archival documentary heritage as much as the organization of these collections. It also became evident that the actions relating to the conservation and dissemination of the history and university culture are still tenuous for the recognition of the institution and its community identity, even if they already are apparent that these devices are in essence memory spaces of the Federal University Ceara. With regard to treatment and informational organization of these documents the initiatives are isolated and therefore do not meet the criteria established by Conarq, specifically the File Document Management System of the Federal Public Administration (SIGA) and also by the Computerized System Document Archival management (SIGAD). Given these results, we suggest that creates mechanisms that may contribute to the development of a policy file at the Federal University of CearÃ.

[ES] El Archivo Nacional de Chile tiene la obligación legal de reunir, organizar y preservar el patrimonio documental público de Chile, que incluye aquellos documentos producidos en territorio chileno desde la época colonial hasta nuestros días, con el fin de dar acceso y facilitar a la ciudadanía la información administrativa, jurídica e histórica que contienen. Es entonces cuando la garantía del derecho al acceso de la información pública y el financiamiento de esta necesidad, se enfrentan. Idealmente, se podría esperar que la documentación resguardada se encontrara en acceso a través de reproducciones digitales, sin embargo, esto requiere un alto costo de inversión que es inabordable para un organismo público. Por lo tanto, la entrega de acceso físico sigue siendo la principal oferta desde la institución hacia la ciudadanía. De este modo, la necesidad de conocer al detalle el estado de conservación en el cual se encuentran los documentos, permitiría proyectar la factibilidad de digitalización, como también la necesidad de estabilización física que requieran previo a esto o como fin en sí mismo. La estabilización física se resuelve por medio de un conjunto de tratamientos de restauración, esto entrega certezas de pervivencia de los documentos al prolongar su vida útil. Esta tesis usó como caso de estudio el fondo documental de la Real Audiencia del Archivo Nacional de Chile y sus 3.272 unidades documentales, siendo parte de los fondos documentales más antiguos que se resguardan. Se centró en encontrar una solución metodológica que integrara un diagnóstico del estado de conservación, para construir una base de datos eficiente que contemplaba toda la información y características físicas de cada unidad documental, junto a la aplicación de un proceso innovador como el Analytic Hierarchy Process (AHP) como estrategia de priorización de los tratamientos de restauración. Dada la versatilidad del método AHP se pudo aplicar en distintos escenarios y mostró resultados que podrían facilitar el trabajo de planificación de la tareas de intervención técnica, transformándose en un aporte concreto para la preservación de los documentos y la posibilidad de mantenerlos accesibles en el futuro. / [CAT] L'Arxiu Nacional de Xile té l'obligació legal de reunir, organitzar i preservar el patrimoni documental públic de Xile, que inclou aquells documents produïts en territori xilé des de l'època colonial fins als nostres dies, amb la finalitat de donar accés i facilitar a la ciutadania la informació administrativa, jurídica i històrica que contenen.
