Research On Public Officials Election Practice of Our Country Poll Investigation of Election Staff of Kaoshiung City

Abstract Our country stroke the path of democratic politics by enforcing the local election since 1950¡Abut we merely imitated electoral system of Japan¡AAmerica¡Aand so forth due to each incomplete electoral system at the initial stage. However ¡Mthere are still many problems failed to operate normally in practical application of electoral affairs arising from our exceptional national conditions. Hence¡Aour Public Officials Election and Recall Law experienced several amendments though decades, and resulted two Election Laws¡A¡©President & Vice-president Election and Recall Law¡A¡ªand ¡©Public Officials Election and Recall Law.¡ª Notwithstanding ¡Athere is still a great deal of system in the process of amending laws based on the consequence produced by the negotiation and compromise of political parties¡Abut not the trend of the negotiation and Compromise of political parties¡Abut not the trend of the public will completely. Therefore¡Aon the contrary some system become incompatible with abiding customs of the real society after amending laws. The most conspicuous side effects of amendment are that¡©Qualification conditions of residence period¡ªof the candidate and voter was amended from 6 months to 4 months in September 1994¡Aresulting in that a candidate can change the household register within fleeting 4 months¡Aand cause the problem of bogus population¡Awhich is still cannot be solved efficiently¡F ¡©The legend of valid vote and invalid vote¡ªwas amended that the marking position of the valid vote should be on the ¡©Marking Column¡ªcausing numerous invalid votes when transacting the 11th president ¡® Vice-president Election in 2004¡Aand brought the incessant conflict of ¡©Invalid Election¡ª of President ¡® Vice-president Election. This shows that the trait of a democratic county is the democratic electoral system¡Aand whether the electoral system of a country conforming to the national conditions of the country is the key of being heading for democracy. This study is to discuss and figure out problems with respect to Election Laws and practical operation process extensively¡Aand further classify these problems to design a poll. The targets are the staff of district offices and household registries of Kaohsiung City¡Aand expect to find out problems¡Aand discuss the cruxes by these experienced staff. At last¡Aexamine the problems and propose improvements through percentage analysis and cross analysis after finishing the poll.

An ineffective reform: the failed experiment with fixed date elections in Canada

Fixed date election legislation has been enacted throughout most of Canada by the federal government and governments of British Columbia, Saskatchewan, Manitoba, Ontario, New Brunswick, Prince Edward Island, Newfoundland and Labrador, and the Northwest Territories. The two most common reasons used for adopting fixed dates were to reduce the power of first ministers to manipulate election dates and to improve rates of voter turnout. Due to the non-binding nature of this reform it is unlikely that it will have much impact on the power of first ministers. Four out of the first five Canadian elections to be held on fixed dates saw decreases in the rates of participation. Despite the importance of the issues that this reform was intended to address, it seems that this is an insufficient approach. In order for real improvements to take place, a concerted effort on the part of legislators, academic researchers, and the public will be required.
