Dokumenthantering inom företag / Document Management within companies

För många företag är hanteringen av dokument en stor del av vardagen. Dokumenten är viktiga och måste hanteras. Detta är viktigt för att säkerställa att dokument inom verksamheter är under kontroll och kan hanteras effektivt. Dokumenthantering kan utföras på olika sätt. Det finns den traditionella fysiska pappershanteringen och den digitala dokumenthanteringen som har blivit vanligt förekommande till följd av utvecklandet av effektiva digitala verktyg. Denna studie undersöker hur företag generellt hanterar dokument och hur de förhåller sig till elektronisk hantering av dokument jämfört med fysisk och varför. Om företag efterfrågar en förbättring av nuvarande dokumenthantering studeras även. Studien genomförs med djupintervjuer på olika utvalda företag. Från dessa djupintervjuer insamlas information om de utvalda företagens dokumenthantering. Informationen analyseras och jämförs. Resultatet av studien är att företagen förhåller sig positivt till digital dokumenthantering och att det är denna som används till största del. Den fysiska hanteringen föredras att behållas till en viss nivå av olika skäl. De intervjuade företagen upplever att det finns ett behov av förbättring av deras nuvarande dokumenthantering. Baserat på detta resultat ges en rekommendation för dokumenthantering på företag. / For many companies, the handling of records is a daily routine. The records are important and must be managed. It is important for ensuring that records within businesses is under control and can be managed efficiently. Records management can be done in different ways. The ways are traditional physical paper handling and the digital records management which has become more usual as a result of the development of efficient digital tools. This study investigates how companies generally are handling records and how they relate to electronic handling of records compared to physical and why. If companies request an enhancement of the current records management is investigated as well. The study is accomplished through in-depth interviews at selected companies. From these in-depth interviews, information about the selected companies records management is collected. This information is analyzed and compared. The result of the study is that the businesses relates positively to digital records management and that is what is mostly used. The physical handling of records is preferred to be kept to a certain level for various reasons. The interviewed businesses is experiencing that it exists a need of enhancing of their current records management. A recommendation for records management at companies is presented, based on the result.

Document management is a key issue to any modern organization. In order to efficiently cope with managing large document sets, many organizations employ Electronic Document Management (EDM) systems. Although many EDM software solutions currently exist, there are few alternatives based on Free Software, i.e., computer programs which can be freely used, shared, studied, modified and redistributed by their users. Moreover, most EDM systems do not take into account some rules and recommendations issued from archivistics, that is a science which concerns itself with managing the document life cycle inside any organization. In such context, this work aims to associate archival principles for document management with the advantages of Free Software, as an approach to develop an original and flexible EDM software, which can be easily adapted to what an organization needs. To achieve this goal, we performed a requirements analysis for archival document management systems and designed a software system named PlonArq, which provides users with fundamental instruments for document management. We implemented this software as an extension of Plone, a largely usedWeb content management system. In order to validate PlonArq functionalities, we conducted a software evaluation from a final user point of view. As a result of this work, we obtained an EDM software which can be enhanced and distributed as a Free Software product. Another result is a data model which complies to several archival rules and recommendations and could be a starting point for developing new EDM systems. / O gerenciamento eficiente de documentos constitui um diferencial estratégico em qualquer organização. A fim de agilizar o processo de gestão documental, muitas instituições empregam ferramentas de software para Gerenciamento Eletrônico de Documentos (GED). Embora exista atualmente uma grande oferta de ferramentas de GED, observa-se que há poucas alternativas baseadas no conceito de Software Livre, isto é, programas que possam ser livremente executados, compartilhados, estudados, modificados e aperfeiçoados por seus usuários. Além disso, grande parte das soluções não leva em conta recomendações e normas oriundas da Arquivologia, uma ciência que se preocupa com a gestão de todo o ciclo de vida dos documentos produzidos e recebidos pelas organizações. Neste contexto, este trabalho visa associar os princípios arquivísticos de gestão documental às vantagens do Software Livre, como uma abordagem para desenvolver-se uma ferramenta de GED original e flexível, que possa ser adaptada às necessidades das organizações. Para isso, realizou-se uma análise de requisitos para sistemas de Gerenciamento Eletrônico de Documentos Arquivísticos (GED/A) e projetou-se um software denominado PlonArq, capaz de prover instrumentos fundamentais de gestão documental. Esse software foi implementado como uma extensão da ferramenta Plone, que é amplamente utilizada para gestão de conteúdo em sistemas baseados na Web. O software PlonArq foi avaliado sob o ponto de vista de um usuário final, validando suas funcionalidades. Como resultado desse trabalho, obteve-se um software de GED que pode ser aprimorado e transformado em um produto distribuído como Software Livre. Obteve-se também um modelo de dados que contempla diversas normas e recomendações arquivísticas e que pode ser utilizado no desenvolvimento de novas ferramentas de GED.

Научная новизна данной магистерской диссертации заключается в совершенствовании уже существующих информационных моделей организации внутрикорпоративных систем с целью создания новой системы, которая будет соответствовать принципам работы конкретного предприятия, его организационной структуре и подстраиваться под определенные нужды данной компании. Практическая значимость данного исследования состоит в применении результатов магистерской диссертации на предприятии ОАО «АПМ ГРАДАР», перед руководством которой стоит задача по частичному переходу с бумажного документооборота на электронный, а также в оптимизации бизнес процессов компании, разработанные конкретно под данную компанию модули информационной системы, могут послужить толчком к дальнейшим действиям и реализации. / The purpose of this master's thesis is the design and development of elements of an information system for the future intracorporate IP of the company APM GRADAR OJSC, which will include the development of requirements for the system, the basic principles of its operation, the data scheme and the relationships between them. The scientific novelty of this master's thesis is to improve existing information models for the organization of internal corporate systems in order to create a new system that will correspond to the principles of a particular enterprise, its organizational structure and adapt to the specific needs of this company. The practical significance of this study lies in the application of the results of a master's thesis at the enterprise, whose leadership is faced with the task of partially switching from paper workflow to electronic, as well as optimizing the company's business processes, information system modules developed specifically for this company can serve as an impetus for further actions and implementation.

Créées au fil du temps et adaptées à une réalité qu’elles avaient internalisée, elles doivent aujourd’hui comprendre et s’adapter au changement. L’écrit est une de ces institutions. Sa place dans le droit civil est le fruit de centaines d’années de cohabitation et le droit y a vu un allié stable. Mais autrefois facilitateur, l’écrit devient obstacle alors que les technologies de l’information, affranchies du papier, sont utilisées dans des situations juridiques. Comment adapter la notion d’écrit – et celles de l’original et de la signature – alors qu’il n’est question que de données abstraites sous forme numérique ? C’est là l’objet de ce mémoire. Suite à une étude de la notion d’écrit dans le temps, de son affirmation à son bouleversement, nous étudierons les outils juridiques (traditionnels ou récents, comme les principes de neutralité technologique et d’équivalence fonctionnelle) à la disposition du droit civil pour constamment s’adapter à des situations changeantes. Enfin, dans une perspective plus pratique, nous verrons le traitement qu’ont fait divers législateurs, de l’écrit électronique. These changes have also affected numerous institutions. Developed over many years and adapted to a reality they internalised, they now have to understand the nature of the changes taking place and adapt to them. The legal concept of “writing” is such an institution. Its place in the realm of civil law is the result of hundreds of years of cohabitation. The legal system has found a great ally in “writings”. However, although “writing” has been seen as an enabler in the past, the use of information technologies in legal circumstances has turned it into an obstacle. How are we going to adapt the notion of writing – and those of original and signature – when talking about digital data ? This is the topic of our thesis. Following a historical study of the concept of “writing”, from its inception to its current state of crisis, we will analyse the legal tools made available to civil law (whether they be traditional or recent, such as the technological neutrality, and functional equivalence principles) in order to adapt to a constantly changing technological landscape. On a more practical level, we will study how different legislators have addressed electronic documents. Our study will conclude with an analysis of Quebec legislation pertaining to electronic documents. The principles studied in this thesis should be applicable to other similar situations.

Digitala testamenten : Behöver formkraven för upprättande av testamente moderniseras? / Digital wills : Are the formal requirements for establishing a will in need of a modernization?

Genom ett testamente kan en person se till så att han får sin yttersta vilja fram efter hans bortgång. Vid upprättande av testamente måste dock en testator ta hänsyn till de formkrav som gäller för handlingen, vilka är kraven på skriftlighet, underskrift och bevittning. Dessa formkrav brukar traditionellt sett bestå av en fysisk del, så som att testamentet ska upprättas på papper, testatorn ska egenhändigt skriva under testamentet och bevittningen ska ske genom fysisk närvaro. Vi lever dock i ett allt mer digitaliserat och teknikvänligt samhälle och en naturlig följd av det vore om en person kunde upprätta ett digitalt testamente. Syftet med denna uppsats är att fastställa gällande rätt avseende testamentets formkrav och utreda om de kan uppfyllas genom ett digitalt testamente. Eftersom formkraven inte kan uppfyllas elektroniskt traditionellt sett, kommer författaren istället att utgå ifrån syftena bakom formkraven. Bakom kravet på skriftlighet ligger främst bevis- och äkthetsfunktionen som syftar till att säkerställa ett testamentes tillblivelse, giltighet och innehåll. Kravet på underskrift grundas främst på viljeförklaringsfunktionen, med andra ord att testatorn ska intyga om att testamentet utgör hans yttersta vilja. Kravet på bevittning syftar till att kunna säkerställa testamentets legala upprättande och underskriftens äkthet. Syftena bakom kraven på skriftlighet, underskrift och bevittning kan uppfyllas även vid användning av elektroniska rutiner. Dock finns inte idag den teknik som behövs för att spara och arkivera elektroniskt underskrivna handlingar under en längre period. Därmed kan inte ordinära testamenten upprättas i digital form, medan holografiska testamenten som bara är giltiga i tre månader borde kunna upprättas digitalt. / Through a will, a person can make sure that he gets his last wishes taken care of after his death. When establishing a will, however, you have to take into account the formal requirements of the act, such as that the will have to be in writing, signed and witnessed. These procedural requirements traditionally consist of a physical part, for example the will shall be written on paper, the testator must personally sign the will and the witnessing shall be achieved through physical presence. However, we live in an increasingly digitized and technology-oriented society and the natural consequence of this would be if a person could establish a digital will. The purpose of this paper is to determine the applicable law in respect of the formal requirements of a will and investigate whether they can be met by a digital will. Since the formal requirements can not traditionally be met electronically, the author will instead look at the underlying aims of the formal requirements. Behind the requirement of writing is primarily the evidence and authenticity feature which aims to ensure the wills creation, validity and content. The requirement of signature is based primarily on the intent function, in other words, the testator must certify that the will contains his last wishes. The requirement of witnessing aims to ensure the wills legal establishment and signature authenticity. The purposes behind the requirements of writing, signed and witnessing can be met even when using electronic procedures. However, the technology available today is not able to save and archive electronically signed documents for a longer period. Because of this ordinary wills cannot be drawn up in digital form, whereas holographic wills, that are only valid for three months, should be able to be drawn up in digital form.

In the public sector, even with the growing concern about the use of information technology for administration, such as the development of so-called Electronic Government (e-government), it is clear a gap and felt great opportunities for administrators to motivate for a wider adoption of Secure Electronic Documents (DES) in organizational processes. Starting from this context, it is envisioned this research work, which aims to identify the indicators for evaluating investments in the use of DES in public organizations. In studies in the City of Florianopolis, the evidence points to substantial gains in organizational processes that were directly influenced by use of DES, with immediate implications in time and costs expended by the activities / O documento eletrônico é uma realidade em muitas instituições modernas e os benefícios operacionais decorrentes da adoção desse recurso tecnológico vêm sendo experimentados, a cada dia, por um número maior de organizações. O setor privado tem se beneficiado das Tecnologias da Informação de maneira bastante intensa, propiciando novas formas de gestão e uma nova dimensão aos negócios, transpondo barreiras geográficas e aprimorando os processos para a oferta de serviços e produtos. No setor público, mesmo com a crescente preocupação no uso de Tecnologias da Informação pela administração, a exemplo do desenvolvimento dos chamados Governos Eletrônicos, evidencia-se uma lacuna e se percebe grandes oportunidades para que os administradores se motivem a uma adoção mais ampla dos Documentos Eletrônicos Seguros (DES) nos processos organizacionais. A conduta e a abordagem tradicionais na gestão dos escritórios de advocacia não mais garantem o sucesso e sobrevivência, sendo fundamental a adoção de uma forte orientação ao cliente e o conhecimento da concorrência para o sucesso nos dias atuais. O volume de informações jurídicas produzidas é muito grande, tornando a recuperação da informação desejada mais difícil. As constantes atualizações da legislação dificultam o trabalho dos advogados, pois tornou-se uma árdua tarefa para o profissional do direito encontrar a melhor informação dentre as várias disponíveis. Diante disso, este estudo de caso propôs a criação de um planejamento de gestão da informação para os escritórios de advocacia. A partir das informações coletadas nos questionários com os sócios, no levantamento de documentos e na observação direta foi realizada uma análise dos dados, a fim de determinar as forças e fraquezas do negócio. Essas serviram de base para determinar os objetivos estratégicos, tendo como destaque, aumentar o número de clientes, atender as demandas num tempo relativamente menor, melhorar a qualidade técnica na prestação dos serviços advocatícios e criar um banco de dados disponíveis para a atuação dos advogados dentro da organização. A grande dificuldade dos escritórios de advocacia é a recuperação das informações necessárias em tempo hábil, tendo em vista que em sua maioria não possuem um sistema estruturado de gestão de informação, foco desse estudo. Para isso usaremos o Gerenciamento Eletrônico de Documentos e Enterprise Content Management como ferramentas para o armazenamento das informações. Todo esse contexto acaba por exigir que os escritórios de advocacia se preocupem em ter um planejamento, bem como um posicionamento de mercado para que possam manter-se competitivos na gestão de seu negócio. / Information is an intrinsic component of every process in an organization. Global changes, new technologies, and increased customer expectations create a growing need for structured planning that is consistent with reality. Traditional conduct and approach in the management of law firms no longer guarantees success and survival, and it is fundamental to adopt a strong customer orientation and knowledge of the competition for success in the present day. The volume of legal information produced is very large, making the retrieval of the desired information more difficult. The constant updating of the legislation makes it difficult for lawyers to work, as it has become an arduous task for the legal professional to find the best information among the available ones. Given this, this case study proposes to create an information management planning for law firms. From the information collected in the questionnaires with the partners, in the collection of documents and direct observation will be performed an analysis of the data, in order to determine the strengths and weaknesses of the business. These will serve as a basis for determining the strategic objectives, with a focus on increasing the number of clients, meeting the demands in a relatively short time, improving the technical quality in the provision of legal services and creating a database available for the Organization. The great difficulty of law firms is the retrieval of necessary information in a timely manner, since most of them do not have a structured information management system, the focus of this study. For this we will use electronic document management and Enterprise Content Management as tools for storing information. This whole context ultimately requires law firms to be concerned with planning as well as market positioning so that they can remain competitive in running their business.

The study was conducted by an explanatory, quantitative approach and identified the main academic authors of resistance. Based on their assumptions, the most relevant factors regarding resistance applied to Electronic Document Managament Systems were shown. The created metamodel, which was used for statistical analysis, identified the following predecessors to resistance behavior: individual characteristics, systems and interaction. This last vector is divided itself into two subsystems: power and politics interaction and socio-technical interaction. As from the identification of these vectors and construction of the proposed model, a survey has been applied on the Internet. 133 responses from users who had been through with a least one Electronic Document Management implementation were obtained. The data were then submitted to statistical analysis in SPSS software through factorial analysis and multiple linear regression. The results allowed the identification of the main factors responsible for resistance behavior and confirmed/refused the original proposed hypotheses. The final metamodel also allowed the elaboration of a discussion of the results based on theory, bringing new insights for the understanding of resistance behavior within the EDM context. / O trabalho a seguir objetivou o desenvolvimento de um meta-modelo de análise para estudo do fenômeno da resistência durante a implementação de um sistema de gerenciamento eletrônico de documentos (GED). O estudo foi conduzido por meio de uma abordagem quantitativa e explanatória e buscou elencar os principais expoentes da literatura acadêmica no tema da resistência. A partir de suas concepções, os fatores mais relevantes no campo da resistência contextualizada a um sistema de gerenciamento eletrônico de documentos foram evidenciados. O meta-modelo gerado, o qual serviu de base para a análise estatística, identificou os seguintes antecedentes ao comportamento de resistência: características pessoais, sistemas e interação. Este, por sua vez, divide-se na interação poder e política e na interação sócio-técnica. A partir da identificação desses vetores e montagem do meta-modelo, foi elaborado um questionário de investigação, o qual foi distribuído via Internet. Foram colhidas 133 respostas de usuários que tivessem vivenciado pelo menos uma experiência de implantação de um sistema de gerenciamento eletrônico de documentos. Os dados foram então submetidos a tratamento estatístico na ferramenta SPSS por meio de análise fatorial e regressão linear múltipla. Os resultados obtidos permitiram identificar os fatores de maior influência no comportamento de resistência e confirmar/refutar as hipóteses originalmente propostas. O meta-modelo gerado também promoveu a discussão dos resultados com base na teoria utilizada, gerando novos insights para o entendimento do comportamento de resistência no contexto do GED.
