Listening to the stories of women in the South African rural water services sector to understand how their traditional roles intersect with government gender mainstreaming initiatives

The Department of Provincial and Local Government (DPLG) recognizes the need to engage with power relations at different levels between men and women, and that traditional beliefs and practices are important here. However, the most recent strategy of the Department of Water Affairs and Forestry (DWAF) fails to address the impact of cultural dynamics on gender mainstreaming. This study was conducted to increase the understanding of how this might be dealt with. To yield personal information on how individuals are affected by traditional culture, narratology was used. Five women were engaged in three in-depth interviews of approximately two hours each. The purpose was to discuss their life stories and their involvement in the water projects, and then to integrate the life stories with the projects to highlight complexities around specific roles such as that of daughter, wife and development facilitator. The researcher therefore conducted the study from the point of view of the women, rather than from the traditional perspective of the development practitioner or government official. The empirical results were related to literature reviewed on topics such as complexity, feminism and sustainability. Thus, it was possible to highlight underlying complexities related to culture that might impact on gender mainstreaming in the following areas: (1) Women’s time and labour (2) Women’s power within African societies (3) The Butterfly effect in women’s lives (4) Fundamental human desires in women’s lives (5) Utilising social capital (6) The approach of funding and donor organizations (7) Society as a complex system (8) The effects of migration on women’s lives Some aspects highlighted by the study are the following. Development and funding organizations often use a one-size-fits-all individualistic approach whereas the societies they work in have a more collective mindset. Furthermore, women’s time and labour are exploited by the developmental organizations as rural women offer their services voluntarily. And in African society mothering boys is a source of power for women, which influences resource allocation. In terms of a recommended approach to addressing the impact of traditional culture on gender mainstreaming, it was found that a practitioner does not have to tackle traditional culture head-on by for instance proposing defiance against certain norms. Rather, the practitioner should obtain information about the wider system (the society, the prevailing culture and the project context) to provide insight into how women are affected and how the system might be manipulated to eventually bring about the desired changes for the specific context. The processes of change in culture and gender relations must be viewed as on-going and exact time-frames are usually not appropriate in measuring such. As the study emphasized the importance of both men and women working together on projects, a limitation of the current study is that it focused only on the stories of women. A follow-up study should include the views and stories of how gender mainstreaming and traditional culture impact on men.

星空下的玻璃天花板現象─以警政單位女性警官升遷為例 / Glass ceiling effect among female police officers

台灣女性勞動參與率逐年提高,越來越多的女性勞動力進入就業市場,然而,女性晉升至中高階層職位之人數並無明顯增加。顯然女性的職涯發展似乎受到一定程度的限制,此限制即為玻璃天花板現象。玻璃天花板現象存在於各行各業中,但於警界之程度更為嚴重。此現象之原因乃警界人為與體制上的排除女警官人數,導致整個警界中的女性人數稀少,更遑論通往高階之女性所遇之玻璃天花板現象更甚一般企業或公務體系人員。因此本研究透過質性訪談方式,藉此試圖探討警政中、高層女性所占比例極低的原因何在,其中人為或非人為因素為何?   本研究發現警界升遷制度隱性侷限女警升遷發展,以績效導向為主導致功獎多寡牽制著積分排名順序,而主管評分比重過高亦會影響女警官升遷;再者由於警察組織性別化的工作指派,在偏好男性的外勤工作能夠快速與大量的累積分數之下,女警官敘獎機會較少,相對不容易累積積分;此外警界必須運用交際應酬的手段維繫良好的人際關係,但女警官不擅進入男性應酬圈,男性網絡之官場文化間接造影響女警官們的升遷發展;最後女性被賦予養兒育女之母職天性,家庭責任之重擔落在女性身上,一但女警官走入婚姻,即必須在工作與家庭上做取捨,工作與家庭實為難以兼顧。   因此建議國家應放寬警大入學名額的性別設限並推動國家照顧工作;對於警界之職務分派勿侷限性別,重視女警人才,並且減少組織內外勤工作差異,再者建議主官建立公平的考核原則,破除性別刻板印象之成見,以及建立兩性平等的教育訓練;建議女警官破除自我設限的迷思,並強化女警官之人際網絡;以及女警官人力資本之維持。 / The female labor participation rate has gradually increased in Taiwan, more and more Female labor force has been entered the labor market. However, the number of female senior positions who is not increases significantly. Women's career advancement has seemed to be limited to a certain extent; this restriction shall be the glass ceiling. The glass ceiling exists in all walks of life; particularly the police are more serious than the general business and public service system. The reason is artificial and institutional exclusion, not to mention the number of women with the senior positions. Therefore, this study through qualitative interviews so as to explore the low proportion of women in senior positions. The study found that promotion system limited women's career advancement, the performance-oriented approach the award amount in order to contain the standings, while the chief rates with a high proportion will also affect female police officer promotion; Furthermore, due to the gender-based assignment of work in police organizations, female police officers award fewer opportunities that is not easy to accumulate points; In addition to maintain good interpersonal relationships in police, female police officers is hard to enter the male entertainment circle; the last is that women has the nature of motherhood, so family responsibilities falls on women which must be choice between work and family. The government should be relax the gender-based retractions of Central Police University and to promote the care work of the state; the Police should not limit the duties assigned in gender and to value the talent of female police officers ,also it should reduce the differences in the police work of the organization .Moreover the chief should set the fair principal on assessment, and break the gender stereotypes with the prejudices. Also it should be establish the gender equality in education and training; finally suggesting that female police officers should get rid of the myth of self-handicapping, and to strengthen the interpersonal networks of female police officers; as well as the maintenance of female police officers in human capital.

Les chiffres sur la participation et les résultats scolaires sont nettement à l’avantage des filles dans les îles anglophones de la Caraïbe, à l’inverse de ce qui se passe dans les pays dits en voie de développement, à l’exception de l’Amérique latine. L’écart entre les deux sexes est tel qu’une théorie, née il y a une vingtaine d’années, sur la marginalisation des garçons continue à alimenter les débats. En dépit du sentiment que les filles et les femmes sont en passe de prendre le dessus, une analyse de la situation globale de la société caribéenne, révèle la contradiction des inégalités qui persistent à leur détriment, dans le monde économique, professionnel et politique. La situation révèle les limites du rôle de l’éducation mais aussi les failles du système hérité du colonialisme et la valence différentielle des sexes. Les politiques de développement dans la Caraïbe, doivent intégrer la dimension du genre. Elles ne peuvent pas non plus ignorer les perspectives que pourrait lui offrir un leadership féminin en train de s’affirmer. / The Caribbean school system reveals a gender gap in favour of girls and a reverse trend from other developing countries, except in Latin America. Girls outperform boys at all levels in term of academic success as well as attendance, to a point that the boys’ underachievement and under-attendance as well as repetitions at school are of a growing concern for governments in the region and have brought about a controversial theory about the marginalization of boys and men. Despite the general feeling that boys are being threatened by the empowerment of women, a detailed analysis of their situation shows the contradiction of the discrimination women still face locally in the economic, professional and political world. The situation bears evidence to the limitations of education and the failings of a post-colonial system as well as gender differentials. Can Caribbean development policies privilege gender mainstreaming so as to tap the potential of both men and women, while women should be viewed as equal agents of development?

Jämställdhetsintegrering genom målstyrning inom kommunal verksamhet : En fallstudie på Luleå kommun

Jämställdhet är ett omdebatterat ämne som får allt mer uppmärksamhet i dagens samhälle och blivit en allt viktigare del av den svenska politiken. För att arbeta för jämställdhet har Sveriges regering beslutat att ha jämställdhetsintegrering som strategi. 2013 skrev Luleå kommun under den europeiska deklarationen för jämställdhet (CEMR-deklarationen) vilket innebär ett tydligt engagemang för att arbeta mot att bli en jämställd kommun. Examensarbetet syftar till att skapa förståelse för hur en kommunal verksamhet tillämpar målstyrning för att integrera jämställdhet i organisationen och hur målstyrning i praktiken används ur ett vertikalt perspektiv. För att besvara studiens syfte har en fallstudie på Luleå kommun genomförts, där fem anställda på olika hierarkiska nivåer inom kommunen deltagit i intervjuer. Utöver intervjuer har interna styrdokument studerats. För att vidare besvara våra forskningsfrågor har begreppen anpassning- och omvandlingstolkning använts för att skapa förståelse för jämställdhetsarbetet. Uppsatsen bygger på en deduktiv metod med induktiva inslag där tidigare forskning kring jämställdhetsintegrering använts för att förstå det empiriskt insamlade materialet. Resultatet från studien visar att Luleå kommuns styrdokument huvudsakligen förhåller sig till anpassningstolkning med fokus på kortsiktiga mål. Resultatet visar också att samspelet mellan de organisatoriska nivåerna inte ger rätt förutsättningar för jämställdhetsarbetets vertikala resa. Resultatet visar att medvetenhet kring att omvandlingstolkningen finns, men att arbetet idag främst handlar om att synliggöra obalanser och reglera omedelbara orättvisor med fokus på anpassningstolkning. Uppsatsens slutsats är att den kunskap inom ämnet stannar högt upp i organisationen vilket medför att jämställdhetsarbetet huvudsakligen innefattar anpassningstolkningen. Studien visar att styrning mot jämställdhet är komplex och att målstyrning medför att jämställdhetsintegrering huvudsakligen tolkas utifrån anpassningstolkning. Avslutningsvis konstateras att om än medvetenhet kring omvandlingstolkningen verkar finnas, tycks de kvalitativa aspekterna av jämställdhet i dagsläget inte “fångas” genom målstyrning. / Gender equality is a discussed topic that is gaining increasing attention in today's society and has become an increasingly important part of Swedish politics. To work towards gender equality, the Swedish government has decided to have gender mainstreaming as a strategy. In 2013, Luleå municipality signed the European Declaration for Gender Equality (The CEMR- declaration), which implicates a clear commitment to work towards becoming an equal municipality. The purpose of this study is to create an understanding of how a municipality applies management by objectives to integrate gender equality into the organization and how management by objectives is used in practice from a vertical perspective. To answer the study's purpose, a case study at Luleå municipality has been carried out, where five employees at various hierarchical levels within the organization participated in interviews. In addition to interviews, internal documents have been studied. In order to further answer our research questions the concepts of adaptation and conversion interpretation have been used to create an understanding of gender equality work.   The thesis is based on a deductive method with inductive elements, where previous research on gender mainstreaming has been used to understand the empirically collected material. The result of the study shows that Luleå municipality’s governing documents mainly relate to the adaptation interpretation with a focus on short-term goals. The results also show that the interaction between the organizational levels does not provide the right conditions for the vertical journey of gender equality work. The result shows that awareness of the transformation interpretation exist, but that the work today mainly is about making imbalances visible and regulating immediate inequalities with a focus on the adaption interpretation. The conclusion of the thesis is that the knowledge on the subject stays on higher levels in the organization, which indicates that gender equality work mainly involves the adaptation interpretation. The study shows that governance towards gender equality is complex and that management by objectives allows gender mainstreaming to be interpreted primarily on the basis of adaptation interpretation. Finally, it is stated that, although awareness of the transformation interpretation seems to exist, the qualitative aspects of gender equality does not seem to be "caught" by management by objectives.

Arbetet med jämställdhetsintegrering : En fråga om samordning inom Stockholms läns kommuner

The main strategy of gender equality policies has since the 1990s been gender mainstreaming. Many government inquiries show how much the Swedish government, provincial governments and municipalities are working with gender mainstreaming. The purpose of this paper is to investigative how the municipalities within the county of Stockholm handle gender mainstreaming demands in relation to other demands that the municipalities face. This is in order to closer investigate the hidden factors that create barriers to gender mainstreaming efforts. Given the study's purpose and the formulation of research question, qualitative method is the most suitable method to fulfill the purpose. The theoretical starting points used in this study was organizational theories with discussion of concepts such as institutional isomorphism, rationalized myths, organizational hypocrisy, parallel processes, and especially the theory of loosely coupled systems. The conclusion of this study is that the municipalities within the county of Stockholm handle demands from the environment in different ways. Some municipalities loose couple their system as a temporary solution to deal with various demands placed on the municipality. The result is that there is a lack of coordination within municipalities and their various governments, which in turn results in many municipalities working with the gender issue in parallel processes, hence they lack an overview of the activities in the municipality. These factors are common barriers to gender mainstreaming efforts in the studied municipalities.

I denna uppsats används diskursanalys för att undersöka vad som framställs som problemet i jämställdhetspolitiken och vilka konsekvenser problemets framställning får för jämställdhetsarbetet och jämställdhetsintegrering som politisk åtgärd.  Studien har gjorts i en lokal kontext genom att analysera Karlstad kommuns jämställdhetspolicy, två jämställdhetsplaner samt ett samordningsmöte för jämställdhetsfrågor. Den diskursanalytiska metoden som ligger till grund för analysen är Carol Lee Bacchis policyanalysverktyg ”What is the problem represented to be?”. Det är ett angreppsätt som analyserar policys med syftet att skapa förståelse för hur problem ”skapas” i policys problemformulering. Efter att materialet analyserats framkom det att jämställdhetsarbetet utgick från flertalet olika problem som inte alltid hade en självklar koppling till jämställdhetsbegreppet. Jämställdhetsarbetet används till smått som stort för att förbättra den kommunala verksamheten. Detta kan medföra en avpolitiserande effekt på jämställdhetsintegrering som politisk åtgärd.  Analysen visade även att avsaknaden av en tydlig problemformulering, med utgångspunkt i ett könsmaktsperspektiv, utgjorde en försvårande faktor för att åstadkomma en positiv förändring mot ett mer jämställt samhälle. Det som i synnerhet lämnas oproblematiserat i jämställdhetsarbetet är ett strukturellt maktperspektiv, så som könsmaktsordningen. Könsmaktsordningen kan sägas utgöra ”elefanten i rummet” i jämställdhetsarbetet eftersom den är närvarande som teoretisk utgångspunkt men kan samtidigt inte benämnas utan att väcka motstånd. / This paper uses discourse analysis to examine what is portrayed as the problem of gender equality policies and the consequences of the problem representation for gender equality and gender mainstreaming as a political measure. The study was performed in a local context by analyzing Karlstad municipality's equality policy, two gender equality programs as well as a coordination meeting on gender equality issues. The discourse analytic method which is the basis for the analysis is Carol Lee Bacchis policy analysis "What is the problem represented to be?". It is a method approach that analyzes policies with the aim to create an understanding of how problems is "created" in the policies of problems. After the material has been analyzed, it emerged that gender equality was based on several different issues that had not always an obvious connection to the concept of equality. The gender equality work is used for both large and small to improve municipal operations. This can cause a depoliticize effect on gender mainstreaming as a policy measure. The analysis also showed that the lack of a clear problem, starting with a gender perspective, constituted an aggravating factor to effect a positive change towards a more equal society. What in particular is left un-problematised in gender equality work is a structural perspective of power, as gender power relations. Gender power relations can be said to be "the elephant in the room" for gender equality, since it is present as a theoretical basis, but can also not be named without arousing opposition.

Viešojo sektoriaus ekonomikos magistro baigiamojo darbo tema yra aktuali, kadangi lyčių aspekto integravimas į biudžetą – viena iš aukštos ekonominės galios garantijų. Įstatymų leidyba yra nepakankama priemonė užkirsti kelią lyčių nelygybei, kuri yra stipriai įsišaknijusi mūsų visuomenėje ir kurią palaiko stereotipinis požiūris į vyrų ir moterų vaidmenis. Pagrindinė problema, kuriai skiriamas šis darbas: biudžetas – vienas svarbiausių įrankių įgyvendinant politikų priimtus sprendimus, o nuomonė, jog jis yra ir turėtų būti neutralus lytims, klaidinga ir, žiūrint iš valstybės ekonomikos augimo bei šalies gerovės perspektyvos, per brangiai kainuojanti visuomenei. Tyrimo objektas – lyčiai jautrus biudžetas, kuris gali patobulinti lyčių analizę valstybės biudžeto ir išteklių paskirstymo plotmėje. Lyčių aspekto integravimas į biudžetą – tai procesas, kurio metu nagrinėjamas valstybės biudžetas, siekiant nustatyti, ar jis įvertina skirtingus socialinius vyrų ir moterų vaidmenis, ir siūlomi pakeitimai faktinės lyčių lygybės įgyvendinimui. Darbo tikslas – įrodyti lyčių aspekto svarbą, formuojant valstybės biudžetą. Šiuo metu biudžeto skirstymas Lietuvoje neatsižvelgia į lytis, taip tik didindamas nelygybę tarp moterų ir vyrų. Legislation is insufficient to prevent gender inequality, which is deeply rooted in our society and supports the stereotypical approach to men's and women's roles. The main problem in this work: budget – one of the most important tools in implementing the decisions taken by politicians, that is way the opinion that it is and should be gender-neutral is false and, from a state of economic growth and the country's welfare perspective, costs a lot to society. The research subject is gender-sensitive budget, which may improve the gender analysis of the state budget in the context of resource allocation. The integration of gender aspect in the budget is a process when the the state budget is being considered, in order to determine whether it evaluates different social roles of men and women, and modifications are being suggested in order to implement the actual gender equality. The aim of this work is to demonstrate the importance of gender aspect, when the state budget is being formed. Currently, the allotment of budget in Lithuania does not consider gender, hereby inequality between women and men increases. Understanding how the interpersonal social network works helps not only a person fulfill goals but an organization resolve problems and spread its ideas. In recent years, under the influences of the gender mainstreaming policy, the idea of two genders has shifted to the idea of various genders with the hope to encourage a tolerant attitude toward LGBTIQ community and promote equal interaction among all people. The study intends to combine the dissemination of LGBTIQ community awareness and social network analysis. The intention is to depict online dissemination of LBGT community awareness and to dissect the collective behaviors of LGBTIQ community with social network analysis. The analysis of interpersonal interaction is employed to see how the LGBTIQ community awareness has been disseminated. The result not only helps understand differences among genders but also gives insights to know that the most important is to combine LGBTIQ community awareness with information management with the purpose to create a friendlier environment for LBGTIQ community combined with information management.
