Salience of Inherited Wealth and the Support for Inheritance TaxationBastani, Spencer, Waldenström, Daniel 21 June 2019 (has links) (PDF)
We study how attitudes to inheritance taxation are influenced by information
about the role of inherited wealth in society. Using a randomized experiment in
a register-linked Swedish survey, we find that informing individuals about the
large aggregate importance of inherited wealth and its link to inequality of opportunity
significantly increases the support for inheritance taxation. The effect
is almost uniform across socio-economic groups and survives a battery of robustness
tests. Changes in the perceived economic importance of inherited wealth and
altered views on whether luck matters most for economic success appear to be the
main driving factors behind the treatment effect. Our findings suggest that the
low salience of inherited wealth could be one explanation behind the relatively
marginalized role of inheritance taxation in developed economies. / Series: INEQ Working Paper Series

Effects of the Austrian Income Tax Reform 2015/2016 on Private Consumption: Survey FindingsKronberger, Ralf, Schmid, Christoph 12 1900 (has links) (PDF)
We use survey findings to analyse the effects of the Austrian income tax reform 2015/2016 on private consumption differentiated by income classes. Using survey data, we also estimate the corresponding average marginal propensities to consume and compare them to applied average marginal propensities to consume in economic models used to analyse the previous two income tax reforms in Austria. The estimated average marginal propensity to consume amounts to approximately 0.46, whereby in tendency increasing from the lowest income class (0.42-0.43) to the highest income class (0.48-0.50). Our estimated average marginal propensity to consume across all income classes basically corresponds to those used in economic models to evaluate the income tax reform 2015/2016. However, our estimated marginal propensities to consume by income classes fundamentally differ from those used in the economic models. / Series: Department of Economics Working Paper Series

This paper investigates several possible reasons for the exceptional period of growth in the nineties in the US.. These years can be characterised as a case of an expansionary fiscal consolidation as strong growth and structural surpluses were observed. Five different channels, the literature suggests for relationships between government spending and consumption are investigated. There are hints that the economy did not work in a Keynesian way but there is no proof of the existence of a Non-Keynesian effect. Expectational effects could not be separated empirically from asset wealth. Whereas standard consumption estimations failed, a model adding a factor containing asset wealth and expectations was finally able to explain consumption from 1996 onwards. This has important implications for policy. Moreover, compositional effects were found to be important. The two main findings of the paper, namely an asset wealth/expectations effect and compositional effects support the interpretation of a positive link between public savings, asset values and growth. Due to high incidence, medical and socioeconomic burden and impact on individual quality of life and productivity, allergic disorders are a crucial issue for 21st century immunology. Much still remains to be elucidated, particularly regarding the very early processes in allergy development. In order to introduce timely, effective preventive measures, novel, more reliable predictive factors of allergy risk also need to be established. Dysregulation of proper balance between the branches of immune response, particularly unwarranted dominance of Th2, is the underlying cause of allergy. After birth, new immune balance needs to be established to prepare the neonate for adequate reactivity towards newly encountered environmental stimuli. Regulatory T cells (Treg) play a central role in finely setting this balance and inducing tolerance towards harmless environmental antigens, including allergens. Interactions with external factors, most importantly microbiota, modulate this process during the early postnatal "window of opportunity." Analysis of cord blood Treg of children of allergic mothers uncovered decreased presence of function-associated surface markers and lower production of IL-10. We study the effect of the size of the welfare state on family outcomes in OECD member countries.
Exploiting exogenous variation in public social spending, due to varying degrees of political fractionalization (i.e. the number of relevant parties involved in the legislative process), we show that an expansion in the welfare state increases the fertility, marriage, and divorce rates with a quantitatively stronger effect on the marriage rate.
We conclude that the welfare state supports family formation. Nevertheless, we also find that the welfare state decouples marriage and fertility, and therefore, alters the organization of the family. (authors' abstract) / Series: Department of Economics Working Paper Series

The prevalence of allergy is increasing and it is becoming a serious problem not on- ly in medicine, but also in social and economic terms. The most effective way to minimize the development of allergic diseases is preventive measures. In recent years, many studies have attempted to confirm or rebut the hypothesis that early administration of probiotic bacteria to newborns and pregnant women before birth could have preventive effects on the development of allergy. In the Czech Republic, the probiotic strain Escherichia coli O83:K24:H31 (EC O83), being registered with the State Health Institute for Drug Control under the name Colinfant Newborn, has long been used to prevent allergies and paediatri- cians have long been known and used it against various diarrhoea. The aim of this work was to elucidate the effect of EC O83 on CBMC (cord blood mononuclear cells) and to compare the ability of CBMC of healthy mothers (children with a relatively low risk of developing allergic disease) and allergic mothers (children at high risk of developing allergies) to form cytokines in response to EC O83 stimulation. (EN) Reduced microbial stimulation of an immature neonatal immune system can lead to a poor balance adjustment of immune responses, thus contributing to the development of allergic diseases, whose incidence continues to rise. One of the promising precautionary measures seems to be an early preventive administration of probiotic bacteria to pregnant or nursing mothers, or to newborns. Previous works have described a beneficial effect of Escherichia coli O83:K24:H31 (E. coli O83) in the prevention of allergic diseases. In order to contribute to the clarification of E. coli O83 effects on the neonatal immune system, its immune- modulating properties were tested in vitro on umbilical cord blood cells. The ability of E. coli O83 to support the maturation of in vitro-derived dendritic cells from cord blood precursors (moDCs) of the children of healthy (children with a relatively low risk of allergy) and allergic (children at a relatively high risk of developing allergies) mothers was tracked by flow cytometry, qPCR and ELISA. The use of probiotics has emerged in the last decades as a promising strategy when it comes to the treatment of inflammatory diseases. Through modulation of composition of the intestinal microbiota and the signalling it provides, probiotics can favourably tune the immune system. Beneficial effects of probiotic treatment have been documented in multiple animal inflammatory disease models. The effect of probiotic treatment on uveitis-a sight- threatening disease-has however not yet been described. In our study, we have tested two commercially available probiotics-Escherichia coli Nissle 1917 (EcN) and Escherichia coli O83:K24:H31 (EcO)-in the treatment of experimental autoimmune uveitis (EAU). The disease severity was assessed by ophthalmoscopy and histology, proportions of leukocyte populations and intracellular expression of cytokines were evaluated by flow cytometry and the gut immune environment was analysed by tissue culture and ELISA. We found that prophylactic and early oral treatment with EcN reduces the severity of EAU. However, EcO treatment does not.
