Tais pesquisas, tendem a analisar o uso das tecnologias da informação e comunicação (TIC) na gestão em si ou no nível transformativo de desenvolvimento social. Em visão suplementar, esta pesquisa teve como ponto de partida investigar ideias pré-concebidas pelo governo a respeito do programa de inclusão digital, em específico, da implantação dos telecentros comunitários, inventariar as distorções existentes, configurando miragens sobre as práticas do governo eletrônico (e-gov), e lastrear tais impressões no olhar da comunidade e de seus vultos, para então buscar as constatações advindas das percepções desses usuários, sobre o desenrolar dessas práticas nesse ambiente. Assim, o objetivo traçado para a pesquisa consistiu, então, em resgatar a percepção dos usuários quanto à apropriação dos serviços de e-gov nos telecentros comunitários na cidade do Recife. Para alcançar o objetivo traçado, o estudo investigou tal fenômeno por meio de práticas qualitativas, via estratégia baseada em estudo de caso. O caso escolhido foi o telecentro comunitário localizado no museu interativo de ciência, Espaço Ciência, na cidade do Recife, capital de Pernambuco. Tal telecentro mostrou-se como o mais estruturado e alinhado às diretrizes que regem o funcionamento de um telecentro, quando comparado aos outros onze telecentros comunitários distribuídos nas distintas regiões político-administrativas do Recife. A incursão, em campo, valeu-se de entrevistas e da pesquisa documental. O resultado, analisado sob várias dimensões, trouxe várias constatações que, de maneira geral, evidenciaram um hiato entre as ideias pré-concebidas para o e-gov e o que de fato se percebeu sobre sua atuação, via a voz dos usuários do telecentros. Espera-se que o resultado deste estudo lance luz sobre reflexões acerca da real percepção da comunidade sobre o e-gov, e contribua na melhoria da experiência de uso dos serviços do governo eletrônico, bem como para o desenvolvimento de elementos como bem-estar social e inclusão digital. / The behavior and knowledge adaptation from government and society to the new information era has been explored by many scientific researches. These researches tend to analyze the information technology and communication (ITC) on the perspective of management itself or on the transformative potential in social development. In addition, this research has as aim investigate preconceived government ideas about the digital inclusion program, specifically, the community telecentres deployment, obtain printouts of distortions, the mirages, about the electronic government (e-gov) practice from the perspective of the community and their figures, and then look for the findings from these users perception about develop these practices in this environment. So, the main objective of this project consisted in rescuing the user's perception about the e-gov services appropriation inside the community telecentres in the city of Recife. To reach the objective defined, the study investigated this phenomenon by qualitative practices, using as strategy the study of the case. The case chosen was the community telecentre localized in the interactive museum of science, "Espaço Ciência", in the city of Recife, capital of Pernambuco. This telecentre proved to be the most structured and aligned to the guidelines governing of a telecentre operation, when compared to eleven other community telecentres distributed in different political-administrative regions of Recife. The incursion, in the field, was undertaken through interviews and documentary research. The result, analyzed in several dimensions revealed findings that, in a general way, showed a gap between the e-gov preconceived ideas and what really is noticed about its operation in the voice of the telecentre users. It is expected that the result of this study causes a reflection about the true perception of the e-gov by the community to improve the experience of using the electronic government services, and yet the development of elements as social welfare and digital inclusion.

Buscamos entender o Conselho Tutelar nas suas atribuições, segundo o artigo 136 da Lei Federal 8.069/90 – Estatuto da Criança e do Adolescente e a sua atuação na gestão 1999 – 2002, quando fomos conselheira tutelar. Os sujeitos de nossa pesquisa foram adolescentes evadidos das escolas estaduais do município de Barretos e atendidos pelo Conselho Tutelar. Pudemos constatar como procede o Conselho Tutelar para o retorno de muitos adolescentes à escola. A investigação do problema da evasão escolar foi também realizada através das entrevistas com profissionais que trabalham direta ou indiretamente com esta questão. Pudemos constatar que o adolescente é vítima de um sistema escolar excludente, elitista e obsoleto. Ao adolescente é necessário oferecer oportunidades e criar formas de participação na construção da sua própria história, sendo sujeitos de direitos e deveres na sociedade à qual se insere. / In the present master’s degree dissertation in Social Service, we presented necessary knowledge of the municipal organ – Guardian Council for the performance in the serious problem of the school escape that are slays so children and adolescents of our society. We looked for to understand the Guardian Council in your attributions, according to the article 136 of the Federal law 8069/90 – Statute of the Child and of the Adolescent and your performance in the administration 1999-2002, when we went guardian counselor. The people of our research were adolescents avoided of the state schools of the municipal district of Barretos and assisted by the Guardian Council. We could verify how it proceeds the Guardian Council for the many adolescents’ return to the school. The investigation of the problem of the school escape was also accomplished through the interviews with professionals that work direct or indirectly with this subject. We could verify that the adolescent is you/he/she slays of an excluding, elitist and obsolete school system. To the adolescent it is necessary to offer opportunities and to create participation forms in the construction of your own history, being subject of rights and duties in the society to which interferes.
