Study and application of the Inherent Optical Properties of coastal waters from the Phaeocystis-dominated Southern Bight of the North Sea.

The Belgian Coastal Zone (BCZ) in the Southern Bight of the North Sea is a highly dynamic and optically complex area. This is due to high non-algal particles (NAP) and coloured dissolved organic matter (CDOM) content which in spring adds together with undesirable blooms of the haptophyte Phaeocystis globosa. There is a need for improving the algorithms for chlorophyll a (chl a) retrieval in these highly turbid waters and for developing algorithms for species detection in order to attempt to create an early warning bloom system. This information will contribute to the knowledge of the extent and magnitude of the P. globosa bloom in Belgian waters. In this study, pure cultures of the main taxa present in the BCZ, diatoms and P. globosa, were combined with field measurements of light absorption of total particles, phytoplankton and dissolved material, pigment determination and phytoplankton counts to address the main objectives. Sampling was performed during 8 cruises covering winter, spring, summer and late summer, and along nearshore-offshore gradients from 2003 to 2006. The area is characterised by a high spatio-temporal variability of IOPs due to the high dynamics of the area in terms of currents, salinity gradients and biological production. During spring the presence of P. globosa modulates the IOPs across all the area, the particle absorption is significantly higher than summer and there is no significant coast-offshore variability for phytoplankton and CDOM. The design of chl a retrieval algorithms assumes negligible absorption of NAP and CDOM in the near infrared (NIR) and the use of a fixed value of specific phytoplankton absorption. It is shown that neglecting the NAP and CDOM absorption in the NIR will have a significant overestimation impact in retrieval of chl a. On the other hand, the specific phytoplankton absorption was found to be highly variable (0.015 „b 0.011 m2 mg chl a-1). Both results will affect directly the retrieved chl a. The spatial variability of CDOM was significant varying between 0.20-1.31 m-1 in the marine area and between 1.81-4.29 m-1 in the Scheldt estuary. CDOM was found to be related to salinity with conservative mixing within the Scheldt estuary and during some seasons in the BCZ, however deviations from conservative mixing suggest other inputs to the CDOM pool. Analyses of the spectral slope of the CDOM absorption curve revealed two main CDOM pools in the area, an allochthonous one delivered by the Scheldt estuary and an autochthonous one associated with the phytoplankton spring bloom decomposition. Algorithms for CDOM retrieval will be affected if the variability in the relation between CDOM and salinity is not taken into account. The optical characterisation of diatoms and P. globosa from the BCZ in pure cultures revealed that the main differences in the phytoplankton absorption spectra were found at 467 and 500 nm corresponding to the absorption of the pigments chlorophyll c3 (chl c3) characteristic of P. globosa and fucoxanthin, respectively. Accordingly, both the absorption at 467 nm and the ratio 500/467 nm were successfully used to discriminate the two taxa in cultures and field samples. This latter indicator was not preserved in the reflectance signal due to degradation of the signal when passing from absorption to reflectance, and thus could not be used for algorithm development. The spectral feature at 467 nm was later used as the basis for the development of a flag-type algorithm to detect chl c3 using either absorption or water-leaving reflectance data. Also, the correlation between the algorithm¡¦s retrieved chl c3 and P. globosa cell number allowed the quantification of the bloom. The main findings of this thesis highlight the importance of the IOPs characterisation for the improvement and development of ocean colour retrieval algorithms in these highly complex waters.

Bien que la juridiction inhérente des cours superIeures constitue une notion souvent utilisée par les tribunaux au Canada, plusieurs facettes importantes de cette notion demeurent inconnues et incomprises. Le présent mémoire s'attarde à retracer l'origine et les fondements des pouvoirs inhérents afin d'en expliquer la constitutionnalisation dans l'ordre constitutionnel canadien contemporain. Pour ce faire, nous avons retracé l'essence des pouvoirs inhérents au moyen d'une démarche historique afin d'énoncer une théorie constitutionnelle cohérente des pouvoirs inhérents qui permettra de juger du bien-fondé de leurs nombreuses manifestations contemporaines. L'enchâssement de la juridiction inhérente dans la Constitution canadienne repose sur le statut, la nature et les caractéristiques uniques des cours supérieures. Plus particulièrement, le principe constitutionnel de l'indépendance judiciaire constitue le fondement contemporain de la constitutionnalisation de la juridiction inhérente. Cette constatation permet alors d'avancer l'idée selon laquelle les pouvoirs inhérents nécessaires au maintien de l'indépendance judiciaire des cours supérieures doivent être élevés au rang de normes constitutionnelles supralégislatives. / The inherent jurisdiction of the superior courts is frequently used by the courts in Canada. However, many of its major aspects are still unknown or misunderstood. This paper tries to identify the origins and foundations of the inherent jurisdiction to explain its constitutionalization in contemporary Canadian constitution law. To achieve this purpose, we retrace the essence of the inherent powers by way of an historical approach. This allows us to construct a coherent constitutional theory of the inherent jurisdiction which will be useful to evaluate the legitimacy and appropriateness of its manifold modern uses. The constitutionalization of the inherent jurisdiction rests on the unique status, nature and characteristics of the superior courts in Canada. More specifically, the constitutional principle of judicial independence is the modern foundation of the constitutionalization of the inherent jurisdiction. This assertion allows us to advance the idea that the inherent powers needed to maintain the judicial independence of the superior courts must be elevated to the level of supralegislative norms.

O estudo foi composto por três grupos experimentais com fases de pré teste, prática, retenção e transferência. Participaram do experimento 45 adolescentes, de ambos os sexos, pareados e randomizados em três grupos: concepções de capacidade fixa (CCF), concepções de capacidade maleável (CCM) e controle (C). Para o grupo CCF as instruções induziam a concepção de que a capacidade para driblar é inata, nasce com os indivíduos, enquanto para o grupo CCM as instruções induziam a concepção de que a habilidade pode ser aprendida. Para o grupo controle não era dada nenhuma indução de concepções de capacidade. A tarefa consistia em ir e voltar conduzindo uma bola de futsal com o pé não dominante, no menor tempo possível, contornando em ziguezague cones posicionados em linha reta, numa distância de um metro um do outro. A fase de prática consistiu em 15 tentativas, enquanto as fases de retenção e transferência, de 5 tentativas cada. Questionários de auto eficácia, afetos positivo e negativo e motiviação foram aplicados após o pré-teste, após a prática, antes da retenção e após a transferência. Os resultados mostraram que não houveram diferenças no desempenho e aprendizagem da tarefa, assim como nos questionários, entre os grupos. Concluindo, tais achados indicam que as instruções utilizadas, induzindo diferentes concepções de capacidade, não afetaram a aprendizagem da habilidade motora do drible do futebol em adolescentes. / The objective it was to check the effects of different capacity concepts on performance and learning of futsal motor skills in teenagers. The study consists of three experimental groups with the following phases each: pretest, practice, retention and transfer. It was 45 male and female teenagers participated in the experiment, randomly grouped into three diferente groups: fixed capacity conceptions (FCC), malleable capacity conceptions (MCC) and control (C). For the FCC group the instructions prompt to the idea that the ability to dribble is innate, born with individuals, while for the MCC group the instructions prompt to the idea that the skill can be learned. The control group was given no induction ability concepts. The task was to get to and conducting a futsal ball with the non-dominant foot in the shortest time possible, bypassing zigzag cones positioned in a straight line at a distance of one meter from each other. There 15 trials on the practice phase and 5 trials on the retention and transfer phases. Self-efficacy, positive and negative affects and motivational questionnaires were applied after the pretest, practice and transfer phases as well as before the withholding phase. The results showed that there were no differences in the performance and learning tasks. That was also seen in the questionnaires results from the different groups. Concluding the results indicate that the instructions used, prompting to different conceptions of ability, did not affect the learning of the motor skills necessary for dribbling in soccer in teenagers.

Reinforcement Learning for Racecar Control

This thesis investigates the use of reinforcement learning to learn to drive a racecar in the simulated environment of the Robot Automobile Racing Simulator. Real-life race driving is known to be difficult for humans, and expert human drivers use complex sequences of actions. There are a large number of variables, some of which change stochastically and all of which may affect the outcome. This makes driving a promising domain for testing and developing Machine Learning techniques that have the potential to be robust enough to work in the real world. Therefore the principles of the algorithms from this work may be applicable to a range of problems. The investigation starts by finding a suitable data structure to represent the information learnt. This is tested using supervised learning. Reinforcement learning is added and roughly tuned, and the supervised learning is then removed. A simple tabular representation is found satisfactory, and this avoids difficulties with more complex methods and allows the investigation to concentrate on the essentials of learning. Various reward sources are tested and a combination of three are found to produce the best performance. Exploration of the problem space is investigated. Results show exploration is essential but controlling how much is done is also important. It turns out the learning episodes need to be very long and because of this the task needs to be treated as continuous by using discounting to limit the size of the variables stored. Eligibility traces are used with success to make the learning more efficient. The tabular representation is made more compact by hashing and more accurate by using smaller buckets. This slows the learning but produces better driving. The improvement given by a rough form of generalisation indicates the replacement of the tabular method by a function approximator is warranted. These results show reinforcement learning can work within the Robot Automobile Racing Simulator, and lay the foundations for building a more efficient and competitive agent.

Inherent Safety Features and Passive Prevention Approaches for Pb/Bi-cooled Accelerator-Driven Systems

This thesis is devoted to the investigation of passivesafety and inherent features of subcritical nucleartransmutation systems - accelerator-driven systems. The generalobjective of this research has been to improve the safetyperformance and avoid elevated coolant temperatures inworst-case scenarios like unprotected loss-of-ow accidents,loss-of-heat-sink accidents, and a combination of both theseaccident initiators. The specific topics covered are emergencydecay heat removal by reactor vessel auxiliary cooling systems,beam shut-off by a melt-rupture disc, safety aspects fromlocating heat-exchangers in the riser of a pool-type reactorsystem, and reduction of pressure resistance in the primarycircuit by employing bypass routes. The initial part of the research was focused on reactorvessel auxiliary cooling systems. It was shown that an 80 MWthPb/Bi-cooled accelerator-driven system of 8 m height and 6 mdiameter vessel can be well cooled in the case of loss-of-owaccidents in which the accelerator proton beam is not switchedoff. After a loss-of-heat-sink accident the proton beam has tobe interrupted within 40 minutes in order to avoid fast creepof the vessel. If a melt-rupture disc is included in the wallof the beam pipe, which breaks at 150 K above the normal coreoutlet temperature, the grace period until the beam has to beshut off is increased to 6 hours. For the same vessel geometry,but an operating power of 250 MWth the structural materials canstill avoid fast creep in case the proton beam is shut offimmediately. If beam shut-off is delayed, additional coolingmethods are needed to increase the heat removal. Investigationswere made on the filling of the gap between the guard and thereactor vessel with liquid metal coolant and using water spraycooling on the guard vessel surface. The second part of the thesis presents examinationsregarding an accelerator-driven system also cooled with Pb/Bibut with heat-exchangers located in the risers of the reactorvessel. For a pool type design, this approach has advantages inthe case of heat-exchanger tube failures, particularly if wateris used as the secondary uid. This is because a leakage ofwater from the secondary circuit into the Pb/Bi-cooled primarycircuit leads to upward sweeping of steam bubbles, which wouldcollect in the gas plenum. In the case of heatexchangers in thedowncomer steam bubbles may be dragged into the ADS core andadd reactivity. Bypass routes are employed to increase the owspeed in loss-of-ow events for this design. It is shown thatthe 200 MWth accelerator-driven system with heat-exchangers inthe riser copes reasonably well with both a loss-of-ow accidentwith the beam on and an unprotected loss-of-heat-sink accident.For a total-loss-of-power (station blackout) and an immediatebeam-stop the core outlet temperature peaks at 680 K. After acombined loss-of-ow and loss-of-heat-sink accident the beamshould be shut off within 4 minutes to avoid exceeding the ASMElevel D of 977 K, and within 8 minutes to avoid fast creep.Assuming the same core inlet temperature, both the reactordesign with heat-exchanger in the risers and the downcomershave similar temperature evolutions after a total-loss-ofpoweraccident. Unfair discrimination based on pregnancy within the mining industry / Viglia Elizabeth Bester

This dissertation scrutinises the impact of pregnancy challenges on the mining industry, taking the right of equality and unfair discrimination into consideration. Pre-employment pregnancy testing is an acceptable practice within the current legal framework whereby the MHSA and section 26 of the BCEA place an obligation on the employer to protect employees before and after the birth of a child. This section provides that no work may be performed by an employee that is hazardous to her health or the health of her unborn child. The dissertation synthesises and reviews the practical implications of pregnancy and related challenges of underground employees and all the problems surrounding this matter are dissected. The liability of the employer and the failure of the employee to report her pregnancy status to the employer as soon as she becomes aware of it, can be justifiably treated as misconduct. The justification of the dismissal of an underground employee based on pregnancy is confirmed in light of the legislative obligations placed on the employer. Current legislative measures, which justify an automatically unfair dismissal due to pregnancy, cannot be implemented without considering the Constitution and the employers’ right to economical sustainability. A literature study will be done using current and relevant sources such as books, legislation, court decisions, conference papers and journal articles.
