Polisens underrättelsetjänsts arbete mot ensamagerande / The swedish police intelligence units work with lone actors.

Uppsatsen visar de svårigheter och framgångsfaktorer som handläggarna inom Polismyndighetens underrättelsetjänst beskriver i letandet efter ensamagerande gärningsmän. I uppsatsen intervjuas fem handläggare som arbetar inom eller med polismyndighetens underrättelsetjänst. Uppsatsen använder en tematisk ansats och analysmetod. I empirin framträder framgångsfaktorerna med att använda sammansatta team och att använda riskreducerande insatser för att förhindra brott. Min analys bekräftar och visar på vikten av att i förberedelsefasen utbilda handläggarna. Detta stöds av krishanteringsteorin och rikshanteringsteorin. Anledningen till att det är viktigt med utbildning är att handläggarna ska vara redo att förhindra attacker men även att hantera de attacker som inte går att stoppa.

This thesis serves as an introductory phase to a research project that aims to explore the intersectional dimensions of urban green spaces in the Holma neighborhood of Malmo, Sweden. By adopting a multi-faceted approach, the study delves into various interconnected themes, including intersectionality, spatial justice, neoliberal planning, the right to the city, green spaces, sensory ethnography, and the potential of community mapping. Through this comprehensive analysis, the research endeavors to offer a nuanced understanding of the challenges faced by vulnerable populations in the context of urban renewal. Drawing upon the foundational works of scholars in urban studies and social theory, the research underscores the significance of spatial considerations in the manifestation of social inequalities. It acknowledges the role of intersecting social identities and experiences, highlighting how these factors collectively shape the lives of individuals residing in marginalized neighborhoods. Utilizing a mixed-method methodology, the study combines interviews, observations, and sensory ethnography to capture the diverse perspectives and experiences of residents within the selected community. Acknowledging the limitations imposed by time constraints and available resources, the thesis approaches its findings with a critical awareness of potential partial representations. The research outcomes shed light on the multifaceted dimensions of spatial inequalities, particularly concerning the availability of green spaces, access to adequate housing, and opportunities for meaningful participation in decision-making processes. By involving community members in the planning process, this methodology seeks to amplify the voices of residents and engender more inclusive and equitable urban development. In conclusion, this thesis stands as a critical exploration of the intricate dynamics between urban transformation and marginalized communities. It advocates for transformative urban planning practices that prioritize spatial justice, recognizing the intersecting complexities that define urban experiences. By promoting inclusivity, sustainability, and participatory approaches, the research endeavors to contribute to the creation of urban spaces where every resident can assert their right to the city, accessing its resources and opportunities equitably. This study serves as a pilot initiative for a broader project with a profound mission: advocating for people's inherent right to urban green spaces. It lays the foundation for an expansive endeavor centered on community mapping, a powerful tool to illuminate and preserve the significance of these vital spaces within the fabric of urban life. By portraying these green areas as they are experienced and cherished by residents in their daily lives, the project seeks to prevent a recurrence of the situation witnessed in Rosengård, where these spaces were unjustly left unmapped and overlooked. 2 The larger project aspires to give voice to the community, emphasizing the invaluable role of these green spaces in shaping their identity, fostering connections, and enhancing their overall well-being. Through the lens of community mapping, these areas will be depicted with the authenticity they deserve, ensuring that their presence is acknowledged, understood, and integrated into urban planning and development initiatives. To find a Ferrari but get a salary range for a Fiat: A qualitative study on salary-setting managers' experiences regarding salary setting upon new employment in a trust-based municipality. This study’s aim is to investigate managers' experiences regarding communication and room for action when setting salaries upon new employment. The municipality uses a trust-based management philosophy that aims to increase the room for action and reduce detail management. The management philosophy is relatively new and there is an ongoing debate in Swedish society about its advantages and disadvantages. Thestudy was carried out through focus group interviews with managers within the municipality using a thematic analysis. A communication and trust model were used as well as a theoretical concept of powerfor the analysis. The main result show that the communication between the managers and the personnel department is sometimes deficient. Where factors such as the importance of feedback, in salary setting upon new employment, hinder or enable the managers room for action. Furthermore, the result shows that managers in this process need to take the role as active actors to influence their room for action.Since this study is conducted as a critical case study focusing on managers rom for action in a small and concrete process the results are applicable in contributing to knowledge about implementation of trustbased management philosophy in this municipality and in public management in general.Keywords; trust, trust-based management, room for action, salary setting, communication.

Institutional Orphanhood of Venezuelans Displaced Abroad – A Comprehensive Analysis of the Venezuelan Crisis

This research paper provides a comprehensive analysis of the systematic failure of Venezuelan institutions to guarantee the fundamental rights of its citizens, the insufficient support and protection of Venezuelan migrants by the international community, and the devastating humanitarian implications of its consequent “institutional orphanhood”.  In order to carry out this investigation, we have resorted to a combined approach that integrates the description, analysis and critique of our theoretical and empirical findings. The theoretical research encompasses review of specialized literature on migration theories, humanitarian crises, and human rights, while empirical research utilizes qualitative data to obtain a general picture of the economic, political and social situation in Venezuela, the functioning of the current migrant protection system, States’ and international institutions’ responses and their implications for the human rights of Venezuelan migrants.  Following a comprehensive analysis whose objective is to cover all the aspects and elements necessary to understand the situation in Venezuela, the results reflect that the Venezuelan migratory exodus composes a new migratory pattern described by Alexander Betts as “survival migration”, in which individuals rather than fleeing for economic reasons, flee from the generalized violation of human rights, the collapse of the rule of law, the increased prominence of “new wars” in the country and public disorder. However, the traditional approach of the existing protection framework that limits persecution as the sole criterion for the guarantee of protection, leaves Venezuelan migrants in a situation of “institutional orphanhood". As a result, States and international institutions have taken advantage of this legal vacuum to tailor their responses to their political interests rather than humanitarian principles, generating thus unequal and inadequate, which have ultimately hindered Venezuelan survival migrants’ subsistence and even generated humanitarian crises.  In this context, we have concluded that it is imperative to review the existing protection system, and instead prioritize measures and policies based on a human rights-based approach that addresses the specific needs of Venezuelans displaced abroad and advocates for a more coordinated and effective response to the human rights crisis in Venezuela.

Utveckling av instruktioner för förstöring av materiel : vad bör ingå vid skapandet av nya instruktioner inom området? / Development of instructions for destruction of equipment : what should be included when creating new instructions?

Under det pågående anfallskriget i Ukraina har båda sidor tvingats att överge materiel av olika anledningar. Övergivna system har i vissa fall fallit i motståndarens händer. När materiel omhändertas av en motståndare så kan den nyttjas på två huvudsakliga sätt: undersökning och eget nyttjande av materielen. För att undvika fientligt nyttjande kan förstöring genomföras innan materielen överges.  Tidigare har förstöring och förstöringsinstruktioner varit spritt på bred front inom Försvarsmakten men idag är det ett område som behöver återutvecklas så att fienden inte kan nyttja eller undersöka vår materiel.  I arbetet diskuteras vad som bör ingå i utvecklingen och skapandet av förstöringsinstruktioner för olika materielsystem och materielslag. Arbetet har genomförts genom att analysera äldre instruktioner för förstöring från både Försvarsmakten och den amerikanska armén.  Slutsatsen som arbetet gav visar på att: försåt bör behandlas i instruktioner, olika metoder bör kombineras, begränsad förstöring bör ingå, detaljnivån bör vara hög men inte innehålla svaga punkter i exempelvis pansar, bilder bör finnas i instruktionen, och prioriteringsordning är en viktig del för att all förstöring skall genomföras rätt. / During the ongoing war in Ukraine, both sides have been forced to abandon equipment for several reasons. Some of this abandoned equipment has fallen into the hands of the opposing forces. When an adversary seizes equipment, it can be utilized in two main ways: examination and use of the equipment by the enemy. To prevent this use, destruction can be conducted before equipment is abandoned.  Previously, destruction and instructions for it were widely spread within the Swedish Armed Forces, but today it's an area that needs to be redeveloped to prevent the enemy from utilizing or examining our equipment.  The discussion in the work revolves around what should be included in the development and creation of destruction instructions for several types of equipment systems. The work has been conducted by analyzing older instructions for destruction from both the Swedish Armed Forces and the U.S. Army.  The conclusion drawn from the work indicates that booby traps should be addressed in the instructions, different methods should be combined, limited destruction should be included, the level of detail should be high but not include weak points in armor, images should be included, and prioritization is an important aspect for ensuring that all destruction is carried out correctly.

In a world characterized by a constantly changing labor market through increased globalization and great digitalization opportunities, organizations face major challenges to attract and retain the right skills. The public sector, especially, faces major challenges with competence supply. In 2030, Generation Z will make up a third of Sweden's labor market. Hence, it is important that organizations work to strengthen their employer brand to attract the next generation to the public sector. The overall aim of this study is to investigate how public organizations should design their employer branding to attract Generation Z. The question of interest is which attributes Generation Z values in a future employer. The study used qualitative methods with semi-structured interviews. The sample consisted of three people working with employer branding in public organizations and three of last year's students belonging to Generation Z. The results of the study indicate that Generation Z value work-life balance, organizational culture, a meaningful work, salary, and development opportunities in a future employer. In conclusion, organizations within the public sector should apply these attributes in the design of their employer branding in order to attract Generation Z.
