“Uten kunnskap har vi tapt”

Dette er en kvalitativ studie med intervju som metode. Studien har tatt for seg det interkulturelle motet i offentlig sektor, hvor informantene har vart NAV-ansatte i Sor-Trondelag. Studien er blitt designet for a kunne si noe om hvordan de NAV-ansatte opplever og forstar det interkulturelle motet. Malet har vart a kunne sette data fra intervjuene i sammenheng med NAV som institusjon. Det er gjort lydopptak av intervjuene, og de er transkribert ordrett. Analysen av dataene har skjedd trinnvis, med utgangspunkt i Giorgis fenomenologiske analysemodell. I analysen har jeg kombinert perspektiver fra fenomenologisk sosiologi og samtaleanalyse, med et sarlig utgangspunkt i sosiolog Alfred Schutz' relevansbegrep. Slik har jeg kunnet handtere kompleksiteten i dataene, slik dataene har gjort seg gjeldende for problemstillingen. De framtredende funnene er disse: Kulturrelaterte utfordringer er ikke satt i system; informantene ser ikke ut til a vare forent i handteringen og forstaelsen av hva et interkulturelt mote innebarer. Informantene er samstemte i forstaelsen omkring spraklige utfordringer – det ser ut til at NAV har satt de spraklige utfordringene i et system som er kjent og velbrukt av de NAVansatte: De spraklige utfordringene er mer eller mindre handterlige. Toleransebegrepet ser ut til a vare en felles verdi, men uten en felles forankring. Forstaelsen av toleransebegrepet ser ikke ut til a forenes med kulturell kompetanse; toleranse som verdi blir av flere informanter sett pa som synonymt med at ulikheter skal ignoreres. Informantene er stort sett samstemte i sine utgreiinger om spraklige utfordringer i interkulturelle moter, og synes at de tilgjengelige ressursene pa dette omradet har lettet arbeidet. De etterspor imidlertid mer interkulturell kompetanse i arbeidet. It is a qualitative study of NAV employees using in-depth interviews. The study is designed with the purpose of extracting the NAV employees' experience and understanding of the intercultural encounter. The aim has been to assess the data as expressions of both the employees' experiences and NAV's institutionalized cultural competence. The interviews are recorded, and transcribed verbatimely. The analysis of the data has been incremental, with a basis in Giorgis model for fenomenological analysis. In the analysis perspectives from fenomenological sociology and conversation analysis are combined, with Alfred Schutz' theories of relevance as the central perspective. This approach has made the complexity of the data manageble. The significant findings of the study are: Culturally related challenges are not dealt with systematically; the informers do not seem to be unified in dealing with and understanding of what the intercultural encounter entails. The informers are unified in their understanding of lingual challenges. It appears that NAV has systematically adressed the lingual challenges, and that the concerned tools and resources are well known and used by the employees; the lingual challenges are more or less manageable. The notion of tolerance seem to be a shared value, yet without a common grounding. The understanding and application of the tolerance value seem difficult to unify with cultural competence; the tolerance value is by several informers viewed as synonymous with ignoring differences. The informers are generally coherent in their statements about lingual challenges in intercultural encounters, and feel that the available resources in this area facilitate their work. They request, however, more intercultural competence in their work.
