This diploma thesis "Principles of Equalizing the Tractions-engines Power Output of Foreign Provider of Railway Services" aims to delineate how inequalities in power output emerge and how they are later equalized by provider of railway services. This is one of the crucial topics for operating and putting together international trains. The theoretical basis is then used in the applied part of this thesis to describe and evaluate tractions-engines power output of selected foreign provider of railway services on Czech railway network. For better description there is also a balance of tractions-engines of power output enclose at the end of this thesis to illustrate the position of Czech Railways abroad. The analysis made in the applied part put stress on differentiating the long distance transport from cross-border international transport of passengers. Furthermore, this thesis deals with the implementation of the European Rail Traffic Management System (ERTMS) in the connection with compatibility of the Czech railway network to neighbouring rail networks with emphasis on train safety appliances and the project European Train Control System (ETCS).

V diplomové práci je analyzován systém standardizace informačních systémů veřejné správy jednak na úrovni Evropské unie, jednak ve vybraných členských státech EU (Česká republika, Slovenská republika, Spolková republika Německo). Následně je hodnocena harmonizace systémů standardizace informačních systémů veřejné správy vybraných členských států s EU a dále propracovanost těchto systémů.

This dissertation thesis are concerned about the Geographic Information Systems (GIS) and spatial analyses inside of the Building Information Models (BIM). BIM and GIS are compared from different points of view like data organization, geometry types and modelling paradigms. Results of this comparisons are applied in the first case study where BIM data in IFC format are converted to the SHP format usable for spatial analyses in GIS. The results of the case study are evaluated and new approach for spatial analyses in BIM models is proposed based on the results. The new proposed approach is based on the semantic relations existing in the BIM models. Thesis are concluded with the future development which is in line with authors actual focus.

The thesis discusses legal aspects of software interoperability, which is one of the basic requirements for the functioning of ICT. The main aim of the thesis is to provide a critical analysis of selected legal issues regarding software interoperability from the perspective of Czech as well as European law. The thesis consists of introduction, four chapters and conclusion. The first chapter describes the technical as well as economic aspects of software interoperability and specifies the basic terms. The second chapter outlines copyright protection of software in general, including its rationale, emphasizing that software copyright is based on economic principles which distinguishes it from traditional copyright. The third chapter analyses copyright protection of software interfaces, which are the parts of the program that provide interoperability. With regards to the rationale of software copyright, the thesis analyses decisions of the Court of Justice of the European Union, mainly in cases C- 393/09 (Bezpečnostní softwarová asociace - Svaz softwarové ochrany v Ministerstvo kultury) and C-406/10 (SAS Institute Inc. v World Programming Ltd.). This thesis deals with the issue of interoperability of electronic toll systems in road transport. The first chapter contains basic information from the charging of infrastructure with a focus on technology EFC systems. The second chapter focuses on chosen toll systems. The third chapter is focused on the European Electronic Toll Service and the basic concepts of interoperability. The fourth chapter is a key part dealing with interoperable EFC systems in Europe. The final part of this thesis evaluates this topic and summarizes the basic knowledge, while also evaluates the state of charging infrastructure in the Czech Republic and its possibility of development in the field of interoperability EFC.

The thesis deals with electronic fee collection systems and their interoperability within European Electronic Toll Service. It closely looks on future of Czech EFC system with scope on dealing with obligations of European Electronic Toll Service legislation. In the first part the basic terms of EFC systems are described and basic technologies to be used within EFC systems are explained. The second part then deals with European Electronic Toll Service matters, its legislation and present stage of implementation. In the third part, there are specific technological applications on national EFC systems of chosen European Union countries described. The last part closely describes Czech EFC system, its history, present and its possible future outcomes.

Due to the increasing number of threats, which daily affect and endanger human lives and health, is proportionally increasing the need for their protection. The society is characterized by its development, adjustment and by effort to improve all areas of life priorities are especially life and health. Cooperation and the need for it in fighting different events have resulted in urge for a collective legislative protection. Integrated rescue system cannot be understood as a firm institution, instead as an expression of rules of cooperation, and as a tool for cooperation and coordination of its bodies. Emergency events which stroked Czech Republic, whether it was a serious floods, windstorms, mass road accidents or disruption of public order, putted emergency preparedness of Integrated rescue service bodies to the test and brought the attention to the problematic areas in overcoming those events. Primary part in response to a request for assistance play Operational center of Integrated rescue service main bodies. Emergency call is one of the fundamental element of being notified of the emergency situation and requesting the assistance from IRS bodies. Through this service is provided protection of basic human rights: protection of life and health, acceptable environment and asset protection . In the beginning of the theoretical part of the thesis are specified IRS terms and operational management issues on a level of IRS operational centers. Further is mentioned system of receiving emergency calls and historical development of emergency call centers of 112. The next chapter describes how to ensure interoperability in the operational management of IRS. The main objective of the thesis is to show the importance and benefits of implementation of the Project of the IRS information systems and in the same time point out the resulting quality of services provided to the population. Also the evaluation was conducted of the environment in receiving the emergency call and communication of IRS before and after the implementation of the Project. The practical part is further supplemented by surveys of tables, graphs and photos that inform about the current technical state of operations centers and an overview of cooperation of the Integrated rescue system. The obtained results were processed in SWOT analysis, which clearly describing the status of operational management before and after the introduction of information centers of IRS. Surveyed group of operational centers of IRS main bodies was limited to the environment of the Integrated rescue system in the South Bohemian Region. The results show that the introduction of the Project of the IRS information systems within the IRS Integrated Operational Programe is to improve cooperation between operational centers of the IRS main bodies and at the same time increase the standard of services provided to the population. The results will be beneficial as information material for each body of the IRS, it can serve as a tool increasing awareness among the public about emergency calls. The thesis will be used as study material and also for internal use of Fire and Rescue Service of the Czech Republic.

The work targets the very important part of service oriented architecture -- web services. It is focused at one of its practical implementation, from the Microsoft Corporation, especially in the last two releases of .NET Framework. The main target of this work is comprehensive summary and demonstration of Microsoft web services development. The principles of web services and their base in the .NET Framework are described here. At the beginning of this work the web services are put into the scope of service oriented architecture and their main principles are described. Subsequently the .NET Framework is explained with its main principles and with the comparison to the JAVA technology. This part is finished with the explanation of classic ASMX web services. The main part of this work focuses at detailed description of the theoretical and practical aspects of web services in the Windows Communication Foundation and the Windows Workflow Foundation context. Even the development of Windows Forms application is not left out, because they also have done a large progress and they are often consumers of web services. The options of securing web services in the .NET Framework are shown both theoretically and practically including authentication and authorization. The methods of transactional behavior are shown too. The work also focuses at the orchestration of web services including the explanation of workflows with the deployment example. At the end of the work there is revealed how to guarantee interoperability with other technologies, how to manage web services and how to ensure their versioning.

The thesis aims to explore and describe the relationships between scientific results and research projects, both in general and in three given sources: the National Repository of Grey Literature (NUSL) in the Czech Republic, the Czech Research, Development and Innovation Information System (IS VaVaI) and OpenAIRE. The theoretical part presents relationships between results and projects in the field of research information in the Czech Republic and the EU, as well as the Levels of Conceptual Interoperability Model (LCIM) and its application to the relationships between results and projects. Furthermore, the thesis examines the analyzed resources in terms of acquisition, technical processing and interoperability of links between results and projects. The research part quantifies the presence of these links in the given sources, examines the multiplicity of the links to projects, and a possible dependence of the occurrence and quantity of these links on language and type of the research results.
