Krajské volby 2012 v Jihočeském kraji / Regional elections 2012 on example of South Bohemia regionMARCHALOVÁ, Miroslava January 2014 (has links)
The topic of this thesis is the regional elections 2012 on example of South Bohemia region. In the theoretical part were described the regional administrative bodies and principles of regional elections. The practical part dealt with the analyses of the elections results and application of features of the second-order elections, which were described by Karlheinz Reif and Hermann Schmitt in the 70s years of the last century. In the theses was verified, that the government parties in the second order elections lose. These parties reached a minimum at mid-term of the legislative period and in this period lost a lot of their popularity. The most important aspect of second-order elections is that there is less at stake. This is the reason why the level of participation was lower in this type of elections. The last part of thesis deals with Theory of political coalitions. In the regional elections 2012 was established the minimal winning coalition, which included two left-wing political parties.

The theoretical basis of the thesis is the theory of coalitions. The aim of the thesis is to answer the questions why the anti-Islamic subjects of the coalition or other forms of co-operation follow up and why they do not follow them, even if they are offered because of their situation. Another aim of the thesis is to point out the possibility of using part of the theoretical approaches of the theory of coalition with certain modifications to the specific environment of the anti-Islamic scene in the Czech Republic, which is quite different from the national environment, for which the concepts of coalition theory were predominantly created. The thesis is divided into two parts. The theoretical part introduces theoretical concepts and approaches that have been used in the work. The second, empirical, part presents the development of individual subjects and, above all, the established coalition ties and cooperation. The last chapter summarizes the...

This thesis deals with the position of small parties in the Czech parliamentary system after the elections to the Chamber of Deputies in autumn 201. The main focus is holding on the period from the official start of the election campaign on 2 May 2017 until the press release of selected parties after signing Coaliton on 10 July 2018. At the same time this paper focuses on the strategies of small political entities in the negotiations on the government in a situation where the election winner became the ANO movement and the only candidate for the prime minister is the prosecuted Andrej Babiš. Attention is paid to the strategy of the small political subjects, when they are faced with deciding whether to give priority to offices in the government and the opportunity to push through their political agenda or decide to keep the voters' promise and remain in opposition. The issue is examined from the perspective of the smallest political entities in the Chamber of Deputies - KDU-ČSL, TOP 09 and STAN. Emphasis is also placed on putting the issue into the context of the Czech party system and the ability of small parties to promote their program in the past. The aim of the thesis is to create a case study giving an explanation of the coalition strategy of small political parties and movements, which got...

Need to form a coalition accompanies most of legislative bodies in multi-party systems without directly-elected executive, including party system in the Czech Republic. This thesis analyses coalition building processes and coalitions formed after regional elections in 2000, 2004, 2008 and 2012. In order to achieve these goals, diachronic and synchronous comparative analyses was used together with quantitative method of voting power measurement. Text is divided into four chapters. First chapter is devoted to discussion about American and European approach to the study of theory of coalitions. Two points of view of motivation of political parties to compete in the elections are presented: Office and Policy seeking. Second part of this chapter is focused on multi-level governance with emphasis on specifics of the coalition formation process and relationships between parliamentary and regional systems. Second chapter presents method of voting power indices. In the third chapter regional political system of Czech Republic, its organs, powers and voting system are described. Politika inkluzivního vzdělávání: Výsledek advokačních koalic? / Policy of Inclusive Education: Result of Advocacy Coaltitions?Durdová, Karolína January 2019 (has links)
The topic of this diploma thesis is the development of the policy of inclusive education in the Czech Republic from the 1990s to 2018. Its objective is to describe this development and at least partially clarify the reasons for the controversy created by this policy and the increase in the public interest about this topic after the amendment of the education law in 2015. Using the process tracing method, it is testing if these reasons can be described by the theory of the advocacy coalition framework. The work finds out that considering the set hypotheses the explanation using this theory cannot be disproved. During this testing, main actors are identified and divided into advocacy coalitions. Therefore, an overview of the theory of advocacy coalition framework is included in this work, set in the context of the inclusive education policy, together with a quantitative media analysis looking at the number of relevant articles in the three most-read newspapers, a description of the interviews with the involved actors and an extensive qualitative analysis of available resources. In the last part of this work, there is an attempt to suggest measures that could at least partially calm down the discussion about the current inclusive education policy. The attachment to this work includes the scenario...

Česká republika jako nastupující dárcovská země a změna politiky směrem k účinnosti pomoci / The Czech Republic as an Emerging Donor Country and the Policy Change towards Aid EffectivenessTrousil, Pavel January 2012 (has links)
In an analysis of the development of the Czech foreign aid policy, I use the advocacy coalition framework (ACF) to examine what policy change towards aid effectiveness has occurred from the mid-1990's to the present. Using this explanatory framework, I suggest that the changes towards aid effectiveness, which have occurred during this period, are minor rather than major ones. I argue that during this time the Czech foreign aid policy has been dominated by a belief system of the majority coalition that represents a realistic approach to foreign aid policy based on self-interested interests such as mutual interests, commercial motives or political and strategic interests. By the application of the ACF, I attempt to explain the policy process and the reasons why a major policy change has not occurred. In this analysis, I argue that in spite of the processes external to the policy subsystem (e.g. the occurrence of aid effectiveness movement), the minority coalition, whose belief system is mainly represented by altruistic motives and the support for increasing aid effectiveness, has not had enough policy-relevant resources to press for a major policy change. I argue that the conflict between the coalitions is driven by normative beliefs and that it is more likely that there will be incremental policy...
