This diploma thesis is devoted to the comparative analysis of presidential elections in Ukraine in relation to the theory of hybrid regimes. First, the thesis illuminates the events that happened in the beginning of the Ukrainian independence which affected the distribution of power between executive and legislative branches. The comparative analysis is applied to the particular elections in the years 1999, 2004 and 2010 with emphasis on the pre-electoral campaigns, legislative changes, election process, respect to rules, election results and the fundamental events which influenced the elections. Next, the thesis analyses elections mentioned above on the ground of the elected theories of hybrid regimes with the goal to assess to their democratic character.

Partese da premissa de que os veículos analisados se inserem em um contexto de profunda concentração de propriedade dos meios de comunicação, em que, no entanto, diferentes forças seguem em disputa pela hegemonia. Essa compreensão se faz necessária para que os resultados da pesquisa não sejam simplificados em microanálises. Além da revisão bibliográfica, utiliza-se análise documental e a metodologia de pesquisa participante. O estudo se concentra na circulação de veículos comunitários do bairro Cidade de Deus, no Rio de Janeiro, especificamente um jornal comunitário, conduzido, desde 2010, por moradores da Cidade de Deus. A notícia por que vive foi construído a partir de uma experiência anterior de apropriação das mídias nesta comunidade O estudo busca relacionar Comunicação Comunitária, sociedade civil e socialização da política, no intuito de expor as batalhas cotidianas que se inserem dentro destes campos. Também são incluídas no trabalho reflexões acerca do papel do Estado nas favelas e na promoção das mídias. Por fim, experiências pelas quais o veículo em questão passou ao longo de sua trajetória no que tange à arrecadação de recursos - como a participação em editais, a campanha de crowdfunding e eventos locais - e ao uso de publicidade serão reavaliadas e diagnosticadas, para que, em diálogo com os atores sociais, ainda se possam encontrar possíveis soluções éticas para o problema da autonomia financeira e sobrevivência material / This present research has the pretension to analyze e value how media of Community Communication deal with the necessity and difficulty of material self-support and autonomy, pointing new strategies to be constructed with the organizers of such Media. We start with the premise of what these media analyzed are in a context of deep media’s property’s concentration in which, however, different forces dispute hegemony. This comprehension is necessary in order to the results of research not be simplified in microanalysis. In addition to bibliographic review, we use documental analysis and Participatory Research Methods. The study concentrates in media of Cidade de Deus’s neighborhood, specifically a community journal conducted, since 2010, by locals. The study tries to relate concepts such as Community Communication civil society and politics socialization, in a way to expose the everyday battles that’s into these fields of knowledge. Also it’s included reflections about the relevance of State in communities and its promotion of media. The experiences through that these medium has passed in its trajectory in which concerns resource collection – such as public notices, the crowdfounding campain and the use of publicity – will be reassessed and diagnosticated, in order to, in dialogue with social actors, possible solutions and goals be founded to the problem of financial autonomy and material survival
