Analýza hospodaření vybrané municipality - Mikulov

The diploma thesis focuses on the analysis of management of selected municipality -- the town of Mikulov, in the time period 2005 -- 2014. For these purposes financial analysis of income, expenditure and balance is selected. Furthermore, there are calculated and evaluated informative and monitoring economic indicators according to the methodology of the Ministry of Finance under which it can be claimed that management of Mikulov is very good. The findings are compared with data of the town Hustopeče. This thesis also includes the identification of factors that affect the current situation of Mikulov and possibilities for the direction of its further development. To improve the current state of the town it is recommended to attract new investors and raise the level of involvement of local inhabitants in the planning process. A new amount of collected local taxes is also suggested to increase municipal revenues.

The diploma thesis Economic analysis of selected towns considers the economic status of the cities of Teplice and Most in the 2010 when 2014 period. The first, theoretical, part focuses on the legal framework and the background of the field of municipalities, especially the system, budget and its structure, financial analysis, inspection and audit. The practical part analyzes the budgetary income and expenditure within its structure, closing account as well. The thesis includes also the questionnaires aiming to find out how the citizens see the financial and economic management of their city. The third part of the diploma thesis places several recommendations, opinions and summaries for the economic status improvement.

Efektivnost vybrané investice na obecní úrovni / Effectiveness of selected investment on municipal level

The subject of this thesis is to evaluate the effectiveness of the investment project at the municipal level, which is building a center of social services in Jeseník. The theoretical part is focused on understanding the processes associated with investment decisions, financial analysis, financing sources and a list of major investment efficiency evaluation methods. The conclusion was devoted to possible risks of investment projects and their effective management. The practical part applies theoretical knowledge to real investment project. Feasibility study has been processed focusing on market analysis, technological project, human resources, organizational management and financial analysis. Socio-economic effects are expressed using cost-benefit analysis. Evaluation of the effectiveness and sustainability of the project is based on the cash flow of financial analysis, indicators of economic analysis and risk analysis. Based on the results obtained from the research are formulated specific investment recommendations.

Faktory ovlivňující dobrovolné slučování obcí: případ České republiky v evropském srovnání / The Factors of Voluntary Municipal Amalgamations: the Case of the Czech Republic in European Comparison

The diploma thesis analyzes the issues of voluntary consolidation of municipal structures in the European countries. The period between the 1990 and 2013 was chosen as the time frame for the thesis because of the possibility to incorporate the countries of the former Soviet bloc to comparison. The text is divided into two main parts, where different perspectives are used. The first part is mainly theoretical using the top-down, state-focused perspective. The European countries are distributed into different categories according to the type and degree of voluntariness in the consolidation process. The cases of the countries are individually analyzed to illustrate the tools and factors that influenced success or failure of the municipal merger processes. The second part of the text, using the bottom-up perspective, is focused on the individual cases of the municipal amalgamation in the Czech Republic. It describes every case alone and analyzes assumptions and factors affecting decisions of small municipalities to merge. The combination of the two perspectives allows creating a basic set of strategies and instructions which, under certain circumstances, may convince small municipalities to merge.

Implementace finanční a majetkové analýzy municipalit pomocí open-source BI nástrojů / Implementation of the Financial and Property Analysis of Municipalities Using Open Source BI Tools

The objective of this thesis is a complete implementation of the Financial and Property Analysis of Municipalities (FAMA) methodology using open-source Business Intelligence (BI) tools. The FAMA methodology was developed at the Institute of Public Administration and Regional Development at University of Economics in Prague and monitors wide range of aspects of management of municipalities. The main objective of this work is to create an application that would allow users to clearly analyze the management of municipalities with indicators of this methodology, using open source BI tools. The first, theoretical part, consists of two parts. The first half of the theoretical part of this thesis is devoted to the analysis of municipal finances and describes the FAMA methodology itself. Furthermore, methods used by the Ministry of Finance to evaluate municipalities are described. The second half of the theoretical part introduces readers to principles and components used in BI, some of which are used in the actual implementation. The second, practical part, initially deals with selection of suitable open-source BI tools and these tools are subsequently used to create an application that is used to analyze the management of municipalities. The implementation itself is divided into several parts. Firstly an initial study is performed, which is based on analysis of source data and user requirements. Based on the initial analysis, data warehouse is designed. Subsequently, an ETL project is created to process financial reports of municipalities and store them in the data warehouse. After filling the data warehouse, several OLAP cubes are created, which are used for multidimensional data analysis and finally, the presentation layer of the application is introduced and suitable graphical outputs for data presentation are designed. The main contribution of this thesis is the actual implementation of the FAMA methodology using the selected tools. The solution includes all indicators of the methodology and covers financial data of all municipalities of the Czech Republic in the years 2001 to 2012. Due to the scope of this work, a complete solution was made, that is ready for use.

The thesis deals with the analysis of the tax on real estate in Turkey and the Czech Republic, the functioning of this tax and its impact to the local budgets. Proves that both systems are otherwise for the determination of the tax base and tax collection. Turkey is based on market value and the tax levied by the State. Czech Republic assessed acreage real estate and tax levied the appropriate municipality. On the basis of the questionnaires submitted by the two mayors in both countries shows that in Turkey is very limited decision-making power of municipalities and the system is built on a centralized approach. In contrast, the Czech Republic fulfils the requirements of decentralization. Finally, uses the deduction due to the level of decision-making powers in the field of drawing of funds from taxes in both countries.

This master thesis deals with the software support of one Financial and Property Analysis of Municipalities (FAMA). The co-author of this method is Doctor Petr Toth from the Institute of Public Administration and Regional Development at University of Economics in Prague. The method is supported by Microsoft Access database application and two C++ applications ArisDestiller and Prognoza at present time. The aim of this thesis is to evaluate the present software support of Financial and Property Analysis and implement an alternative solution based on Business Intelligence tools. Chosen part of analysis is implemented in the pilot project using Microsoft SQL Server 2005 environment. The thesis focuses mainly on using integration tools for XML data. The contribution of the thesis is to implement data warehouse, which uses the municipalities'annual bills in XML format from the database of Ministry of Finance of the Czech Republic. The Financial and Property Analysis method and the current software support are discussed in the first half of this thesis. The other half of the work is dedicated to the Business Intelligence pilot project. Both means of software support are reviewed and compared from various perspectives in the conclusion.
