Estimating the impact of third-party evaluator training and characteristics on the scoring of written organizational self-assessments

This study examined the process of third-party scoring of organizational self-assessments. An experiment was conducted to illustrate the magnitude of score consistency and accuracy among evaluators, estimate the impact of frame-of-reference (FOR) training on score consistency and accuracy, and explore the relationship between evaluator characteristics and score accuracy. The organizational self-assessment used was the 1995 Malcolm Baldrige National Quality Award Colony Fasteners Case Study. The subjects were 81 graduate students enrolled in two televised graduate engineering courses with considerable quality management content. Subjects were randomly assigned to groups and randomly assigned to four of the seven categories of the Baldrige Award. Each subject evaluated the case study against two categories prior to the treatment. Subjects in the control group evaluated two additional categories and then a two and one-half hour FOR training intervention was provided to all subjects. Next, subjects in the treatment group evaluated their two additional categories. Finally, a questionnaire was administered regarding evaluator characteristics related to previous experience and education. Accuracy was assessed by comparing subjects’ scores to experts’ scores and calculating indices (elevation and dimensional accuracy) for each subject’s scores on each category. Prior to training, no statistical differences were found between groups, but a leniency effect was observed for all subjects. Category 6.0, Business Results, and Category 7.0, Customer Focus and Satisfaction, had statistically smaller score variances than the other five categories. After training, group x time ANOVAs found evidence of an interaction. Examination of simple effects found significant differences between the group mean scores for all three items from Category 6.0 and two of the four items from Category 5.0. Significant simple time effects were found for all three items from Category 6.0 for the treatment group. No meaningful differences were found between group score variances. A significant difference in category score variance was seen across categories for the untrained group. Training improved elevation accuracy, but no evidence was seen of effects on DA. Exploratory regression produced a prediction equation for DA with an adjusted R-square of 0.538. Predictors included work experience, QA/QC experience, employer’s industry and employer’s size. / Ph. An Empirical Analysis of Rating Effectiveness for a State Quality Award

This research clarified existing inconsistencies in self-assessment literature, and added to the body of knowledge for rating effectiveness of organizational assessments by defining relationships among rating effectiveness criteria (ratee, rater, rating scale, rating process) and measures (interrater reliability, halo error, leniency and severity, range restriction) based on extensive literature review. A research framework was developed from this review, and was employed in computing rating effectiveness measures at the individual (i.e., examiner or eight rating scale dimensions) and sector (e.g., Private Manufacturing Sector, Private Service Sector, Public Local Sector, Public State & Federal Sector) levels for a State Quality Award (SQA) using data from the 1998 applications. Interrater reliability (measured by intraclass correlations for each rating scale dimension) was low to moderate, and differed by dimension. Halo error (measured by the determinant of the dimension intercorrelation matrices for each examiner) was present for all examiners. Leniency and severity (measured by presence of statistically significant Rater main effect for each dimension) was present for 11 of 32 cases, and differed by dimension. Range restriction (measured by variance analysis for each dimension) was present for 22 of 32 cases, and differed by dimension. A post-hoc principle component analysis indicated poor internal reliability for the rating scale. To improve, the SQA should replace the existing rating scale and provide in-depth training on all elements of the rating process. The importance of the SQA using boxplots, histograms, and rating effectiveness measures to make fully informed decisions was discussed. / Master of Science

Profitable, Alternative Income Generation and Improved Quality of Life Among Global Beekeepers

Interventions that promote alternative income generation (AIG) to address social determinants of health are associated with increased household income and improved health outcomes. Organizations have used beekeeping to address poverty and other development goals with mixed outcomes. Beekeeping presents a viable option to promote AIG. Organizations increase their risk of failing to achieve positive outcomes when beekeeping interventions are inadequate. This project aims to develop an organizational assessment tool that measures organizational position in relation to evidence-based factors for income generation and improved quality of life among global beekeepers. The assessment is organized into seven domains that correspond with PRECEDE-PROCEED and may be a useful iterative diagnosis, evaluation, and monitoring tool. The instrument was developed through a literature review and adapted to PRECEDE-PROCEED to include organizational, ecological, and evaluation factors. The instrument was pretested among content experts and revised before being administered to BEECause Gambia (BCG). BEECause’s mission is to reduce poverty and promote pollinator and honeybee populations. The assessment results were analyzed to propose recommendations to BCG to consider in future strategic planning processes. The pretest included a survey and cognitive interviews to identify and revise problematic statements. Pretest survey statements were evaluated using a five-point Likert scale. Scores £ 3 directly informed the cognitive interview protocol, which allowed respondents to explicate their feedback and concerns. Interview results were analyzed for trends between respondents and corroborated against evidence-based factors. Statements were revised to consider optimal domain alignment, content validity, and meaningfulness. The revised survey included seven domains, 49 statements and one open-ended response. BEECause’s overall assessment score was 4.1. By domain their scores were 4.1 in design, 4.1 in implementation, 4.2 in predisposing factors, 3.1 in enabling factors, 3.8 in reinforcing factors, 4.2 in impact, and 5.0 in outcomes. Domain and statement scores underwent SWOT analysis. Scores ³ 4 were considered strengths. Scores < 4 were considered weaknesses, opportunities, and threats. The assessment resulted in three recommendations to BCG including 1) build financial security, 2) build stakeholder confidence, and 3) address enabling and reinforcing factors. This project may serve as a model for public health efforts in AIG.

The organization defines the MAS structure and the rules which the agents must follow, increasing the MAS efficiency. Given an application domain, however, the choice of a particular organization that better solves the problem is still an open problem. Therefore, empirical approaches to the evaluation of organizations are important since they provide valuable evidences about the costs and benefits of different organizational settings, helping developers and designers to define the organization to be adopted. In this context, this work compares and evaluates the impact of organizational changes in the performance of a MAS, whose goal is to evolve in the \"Agents on Mars\" scenario proposed in the Multi-Agent Programming Contest (MAPC).

With military organizations is no different, they operate in a highly competitive environment with unique characteristics, which forces them to play their processes with maximum excellence, especially those factors considered most relevant to your performance. Thus, the use of tools and performance indicators, as Slack model, assist in directing the organization through perspectives that align the company's shares with their strategies, allowing thus the performance evaluation and guiding organizational management. In this context, the present study is guided by linking the deployment of the five premises of Slack model, the multi-criteria approach technique Analytic Hierarchy Process and the use of traditional Delphi method as a way to validate the indicators, thus developing a system to register and evaluation of suppliers. Therefore, research is presented as a case study with a qualitative and quantitative approach applied nature and inductive method. As a result of this integration, proposing It will be a system for registration and evaluation of suppliers in Military Organizations based on criteria, with the emphasis on support for organizational management. / Na atual conjuntura do cenário econômico, as organizações necessitam direcionar seus esforços para maximizar a eficácia de sua gestão organizacional. Com as Organizações Militares não é diferente, elas estão inseridas em um ambiente altamente competitivo e com características peculiares, o que as obriga a desempenhar seus processos com máxima excelência, principalmente naqueles fatores considerados como os mais relevantes para o seu desempenho. Assim, o uso de técnicas e indicadores de desempenho, como Modelo de Slack, auxiliam no direcionamento da organização através de perspectivas que alinham ações da empresa com suas estratégias, permitindo, dessa forma, a avaliação de desempenho e norteando a gestão organizacional. Neste contexto, o presente estudo está pautado em vincular o desdobramento das cinco premissas do Modelo de Slack, a técnica de abordagem multicritério Analytic Hierarchy Process e a utilização do método Delphi tradicional como forma de validação dos indicadores, desenvolvendo desta forma uma sistemática para cadastro e avaliação de fornecedores. Assim sendo, a pesquisa apresenta-se como um estudo de caso, com abordagem qualitativa e quantitativa, de natureza aplicada e com método indutivo. Como resultado dessa integração, foi desenvolvida uma sistemática para cadastro e avaliação de fornecedores em Organizações Militares, baseada em critérios, tendo como ênfase o apoio à gestão organizacional.
