As assimetrias dentro de suas fronteiras levaram a Comunidade à adotar políticas para evitar ou minimizar os efeitos negativos do processo de liberalização trazido pela integração. No presente trabalho, a História da integração européia e o caso de Portugal permitem ao leitor observar como, desde o primeiro Tratado da Comunidade até hoje, espera-se que as autoridades políticas européias ajam em busca de coesão econômica e social. O principal instrumento utilizado pelas autoridades comunitárias para atingir a coesão econômica e social é a política regional européia, implementada por meio dos fundos estruturais. Quando Portugal aderiu à Comunidade, o país se tornou o mais atrasado entre os Estados-membros, e um dos principais receptores desses fundos. Ao estudar o caso de Portugal e de sua região do Alentejo, é possível compreender alguns aspectos importantes acerca da economia política da coesão econômica e social na União Européia, sua História, seus atores, seus valores políticos e seu funcionamento. __________________________________________________________________________________ ABSTRACT / As the deepest process of regional integration today, the European Union is a reference for every other experience of regional integration in the world. The asymmetries within its boundaries led the Community to the adoption of policies to avoid or minimize negative effects of the process of liberalization brought by the integration. In these work, the History of the European integration and the case of Portugal enable the reader to observe how, since the first Community Treaty until today, the European political authorities are expected to act seeking social and economic cohesion. The main instrument used by the Community authorities in order to achieve social and economic cohesion is the European regional policy advanced by structural funds. When Portugal joined the Community, it became the poorest country among the Member-states, and one of the major receivers of these funds. By studying the case of Portugal and its region of Alentejo, it is possible to understand some important aspects of the political economy of the social and economic cohesion in the European Union, its History, its actors, its political values and its functioning.
