No. of bitstreams: 2 license_rdf: 0 bytes, checksum: d41d8cd98f00b204e9800998ecf8427e (MD5) Dissertacao_PoliticaDesenvolvimentoMunicipal.pdf: 1954524 bytes, checksum: 15e29b6a482dbec21f07e8884e03779d (MD5) Previous issue date: 2012-03-21 / Com o processo de redemocratização do Brasil e a autonomia legal firmada pela Constituição Federal de 1988 e regulamentada no Estatuto da Cidade (2001) para os municípios elaborarem e implementarem seus instrumentos de planejamento e gestão municipal, muitos são os casos paraenses que por se deparar com uma realidade de baixa Capacidade Institucional Municipal, apresentam dificuldades no processo de integração e implementação das políticas setoriais e a consequente desarticulação dos instrumentos de planejamento urbano municipal. Com base nessa premissa é que se realizou um estudo de caso em um município paraense (Belterra) que foge à regra dessa estatística, no momento em que no processo de planejamento urbano e uma gestão inovadora, ocorre um processo de fortalecimento institucional municipal, com uma importante participação da sociedade civil, mesmo que, em alguns momentos seja de forma induzida no decorrer do processo e conduzida por consultorias de ordem pública e/ou privadas, porém, que, em muito vem contribuindo para o embrionário processo da cultura da participação no Estado do Pará. Neste estudo, se analisa qualitativamente os produtos deste planejamento (as leis do Plano Diretor e do Plano de Habitação de Interesse Social - instrumentos da política urbana municipal), bem como, a participação dos atores sociais e realiza- se uma primeira avaliação da implementação do Plano Diretor Municipal aprovado com previsão de revisão para o ano de 2012. A análise se realizou com o embasamento teórico à luz da Ciência Política (considerando a Capacidade Institucional Municipal) e caminhos metodológicos delineados e sistematizados nas etapas da pesquisa bibliográfica, documental e de campo. Teoricamente as instituições exercem influência sobre as situações políticas e assim afirmar-se com clareza que os neo-institucionalistas (North, 2006) fornecem apontamentos teóricos importantes. No que se refere à política urbana executada pelo poder municipal, verifica-se a possibilidade de fortalecimento da democracia, no que tange à participação da sociedade. Contudo a análise da gestão da política urbana demonstra que, a esfera Federativa Municipal, não tem infraestrutura administrativa e técnica suficiente, para gerir no nível local a política desenhada na Esfera da União e é neste sentido que se verifica que o modelo descentralizador no Estado do Pará a exemplo de Belterra, deve ser acompanhado de as ações de apoio efetivo de outros níveis de governo para potencializar as ações de implementação das políticas urbanas municipais. / With the democratization process in Brazil and legal autonomy signed by the Constitution of 1988 and regulated by the Statute of the City (2001) for municipalities to develop and implement their instruments of planning and municipal management, there are many cases which in the people of Pará come across a reality of low-capacity municipal Institutional present difficulties in the integration process and implementation of sectoral policies and the consequent dislocation of the municipal urban planning instruments. Based on this assumption is made that a study in a city in Pará (Belterra) exception to the rule that this statistic, at the time in the process of urban planning and an innovative management, there is a process of institutional strengthening city with a important participation of civil society, even though at times be so induced in the process and conducted by consultants for public and / or private, however, that much has been contributing to the process of embryo culture of participation in the State Para in this study, we analyze qualitatively the products of this plan (the laws of the Master Plan and the Plan for Social Housing - municipal urban policy instruments), as well as the participation of social actors and carried out an initial assessment implementation of the approved Master Plan with forecast revision for the year 2012. The analysis was conducted with the theoretical basis in the light of Political Science (considering the Institutional Capacity Hall) and methodological approaches outlined in steps and systematic bibliographical research, documental and field. Theoretically institutions exert influence on the political situations and thus be stated clearly that the neo-institutionalists (North, 2006) provide important theoretical approaches. With regard to urban policy implemented by the municipal government, there is the possibility of strengthening democracy, regarding the participation of society. However the analysis of the management of urban policy shows that the ball Federal Hall, has sufficient administrative and technical infrastructure to manage the local policy designed in the Sphere of the Union and in this sense it appears that the model of decentralization in the State of Pará example of the Belterra, must be accompanied by the actions of effective support from other levels of government actions to enhance implementation of the municipal urban policies.
