Trata-se de pesquisa qualitativa em que foi realizado estudo de caso. A utilização do método qualitativo justifica-se por ser forma adequada para entender a natureza de um fenômeno social complexo. A metodologia utilizada teve como objetivo verificar se o padrão de atuação descrito na literatura se aplica ao caso específico da interação entre Executivo e Legislativo na alocação e execução orçamentária do programa governamental. O estudo abarca o período referente à criação do Programa Oferta de Água, em 2012, a partir do Plano Plurianual 2012-2015, até a publicação da Lei Orçamentária para 2014. Foram analisados normativos, estudos e auditorias que versam sobre o programa. Além disso, o trabalho debruçou-se sobre o tipo e o conteúdo das emendas parlamentares incidentes sobre o programa. A pesquisa abrange a realização de 10 entrevistas semiestruturadas junto aos responsáveis pelo programa e pela elaboração, execução e acompanhamento da lei orçamentária nos Poderes Executivo e Legislativo. A análise da alocação e da execução orçamentária levou à discussão detalhada sobre os conflitos e ajustes entre os dois Poderes. Nesse sentido, a pesquisa demostrou as implicações decorrentes do arranjo institucional do processo orçamentário no desenrolar do programa Oferta de Água. Constatou-se que as emendas parlamentares individuais destinadas ao Oferta de Água podem ser enquadradas no conceito do Pork Barrel. Todavia, tais emendas tem importância limitada frente aos demais aspectos da atuação parlamentar. Dessa maneira, de forma geral, verificou-se que as agenda dos dois poderes, para o caso específico do programa são complementares. _________________________________________________________________________ ABSTRACT / The study investigates the relationship between the Executive and the Legislative Powers in the allocation of governmental resources on the Program Oferta de Água, included in the Multiannual Plan - PPA 2012-2015. This case study uses qualitative methodology, appropriate form to understand the nature of a complex social phenomenon. The objective was to verify if the patterns of action described by the literature apply to the specific case of the governmental program. The study covers the period initiated with the PPA law, 2012, until the publication of the federal budget law for the year 2014. Laws, regulations, studies and audits concerning the program were analyzed. Furthermore, the work analyzed the type and the contents of the parliamentary amendments related to the program. In-depth interviews were carried out with 10 members of the governmental staff, located in the Executive and Legislative Powers, responsible for the program and for the elaboration, execution and monitoring of the federal budget law. The analysis of the budgetary allocation and execution led to a detailed discussion about the conflicts and adjustments among the two Powers. In that sense, the study demonstrates the implications of the institutional arrangements of the budgetary process on the conduction of the program. The evidence suggests that the individual amendments related to the program can be categorized as pork. However, those amendments have limited importance if compared to other aspects of the parliament action. In general, the agenda of the two federal powers, in the specific case of the oferta de Água, can be described as complementary.
