Proposed interpretation for public-private partnership, as a new environment socio-economic process in the paradigm of social responsibility, considers current forms of state-private partnership, the interrelation of public-private partnerships and corporate social responsibility while meeting community needs, describes the competitive advantages of the acquired businesses from the practice of implementing the principles of corporate social responsibility. / В работе рассмотрен совокупный эффект применения инструментов частно – государственного партнерства и корпоративной социальной ответственности при обеспечении существующих общественных потребностей экономическими социально ориентированными методами.
Предложена трактовка государственно-частного партнерства, его как новой среды организации социально-экономического процесса в парадигме социальной ответственности, рассмотрены современные формы государственно-частного партнерства, выявлена взаимосвязь государственно-частного партнерства и корпоративной социальной ответственности в процессе удовлетворения общественных потребностей, описаны конкурентные преимущества, приобретаемые бизнес структурами от практики реализации принципов корпоративной социальной ответственности.

PRIVATE AUTHORITY AND GLOBAL HEALTH GOVERNANCE: PUBLIC-PRIVATE PARTNERSHIPS AND ACCESS TO HIV AND AIDS MEDICINES IN THE GLOBAL SOUTHBrown, Sherri 04 1900 (has links)
<p>The global HIV/AIDS pandemic has emerged alongside a changing world order marked by the growing power and authority of business, new constraints on public authority and policy autonomy, and new global hierarchies, inequalities, and contradictory tendencies. These conditions have helped midwife new configurations of public and private power, authority, and relations and shaped normative and operating environments for global health governance. In these contexts, public-private partnerships emerged as an institutional experiment, ostensibly to address health governance gaps and failures, including access to HIV and AIDS medicines in the global South. This study investigates the growth and roles of private authority in health governance through the lens of four case studies of public-private partnerships intended to enhance access to HIV and AIDS medicines in the global South. The study reveals that public-private partnerships in health emerged from this history as institutional experiments, yet not convincingly as functionalist responses to governance gaps and failures. The history demonstrates that private business actors opted to engage in partnerships in the contexts of a convergence of social, political, and commercial pressures, and normative and structural transformations in the world order. The case study partnerships emerged as accommodation or <em>trasformismo </em>strategies which offered concessions in an attempt to neutralise and co-opt social contestation around treatment access, without succumbing to demands for deeper structural and legislative reforms. These strategies offer bilateral, narrow, and tactical contributions in a framework of poor design, governance, accountability, and equity considerations and obligations, and are ultimately unconvincing in their commitment or capacity to expand access to HIV and AIDS medicines. Ultimately, public-private partnerships in health present practical, strategic, and normative consequences that necessitate new approaches to reform and/or serious reconsideration of their role and prospects in global health governance.</p> / Doctor of Philosophy (PhD)

[pt] Este trabalho tem como objetivo principal analisar e debater as possibilidades e potencialidades do Environmental, Social and Governance (ESG) para impulsionar parcerias entre os setores público e privado que promovam benefícios para a gestão do território, especialmente no Rio de Janeiro. Nesse sentido, esta pesquisa busca explorar como os referenciais, também chamada de agenda, ESG podem ser aplicados na gestão territorial, tendo como estudo de caso a parceria entre a empresa Osklen e a Prefeitura do Rio para a recuperação das restingas de Ipanema e Leblon, demonstrando que a colaboração entre o público e privado pode ser uma estratégia eficaz na promoção da conservação e do desenvolvimento sustentável de áreas e ecossistemas da cidade. Por meio de uma cuidadosa revisão bibliográfica, análise de estudo de caso e saídas a campo, esta dissertação busca identificar as principais oportunidades e benefícios da agenda ESG na conjuntura das parcerias entre o setor público e privado. Os resultados e conclusões deste estudo podem contribuir para a compreensão do ESG como uma oportunidade para promover arranjos mais sólidas e eficientes entre os setores público e privado. / [en] The present study aims to analyze and discuss the possibilities and potential of Environmental, Social, and Governance (ESG) to boost partnerships between the public and private sectors that promote benefits for territory management. In this sense, this research seeks to explore how these ESG principles and guidelines can be applied in territory management, taking as a case study the partnership between the company Osklen and the Rio City Hall for the recovery of the Ipanema and Leblon restingas, demonstrating that collaboration between the public and private sectors can be an effective strategy to promote the conservation and sustainable development of these areas. Through a literature review, case study analysis, and fieldwork, this work aims to identify the main opportunities and benefits of adopting the ESG Agenda in the context of cooperation between the public and private sectors. The results and conclusions of this study can contribute to understanding the potential of the ESG agenda as a tool to promote stronger and more efficient arrangements between the public and private sectors in territory management.

Fundamentos para incorporar la cláusula de progreso de seguridad vial en las concesiones viales encargados de la infraestructura nacional”, es el contenido que se ha desarrollado en este presente tema, habiéndose realizado un tipo de investigación cualitativa, junto a un método analítico, con un análisis documental, tomándose como objeto de estudio el proponer la implementación de la cláusula de progreso de Seguridad Vial en las carreteras concesionadas de la Red Vial Nacional, explicando la relevancia de implementar esta condición en los contratos de concesión, debido a que establece la obligación continuada por parte del concesionario de incorporar normas que permitan la ejecución, desarrollo y cumplimiento de una obra pública. En ese mismo orden de ideas, se realizó un estudio de distintos autores con aportes importantes, que hablen sobre los contratos de concesión y cláusula de progreso, complementado con al análisis de las Asociaciones Público Privadas (en adelante APP) y
seguridad vial. De tal manera, se pudo concluir que es muy común ver accidentes de tránsito y que éstos, en lugar de disminuir, siguen aumentando, debido a hechos imprevisibles, como casos fortuitos o fuerza mayor, que no se pudieron prever o predecir, sin embargo, no son las únicas causas, pues, también está el factor humano, como la imprudencia de los peatones o los conductores, y el factor mecánico, que serían aquellas fallas que puedan tener los vehículos automotores, por tanto, implementar una cláusula de progreso para la seguridad vial, resultaría una medida que busca reducir accidentes de tránsito mediante el equilibrio económico en los contratos de concesión ante normativas que puedan surgir después de celebrado dicho acto. / Fundamentals for incorporating the road safety progress clause in the concession contracts of the national road network, is the content that has been developed in this topic, having carried out a type of qualitative research, together with an analytical method, with an analysis documentary, taking as an object of study the proposal to implement the Road Safety progress clause on the concessioned highways of the National Road Network, explaining the relevance of implementing this condition in the concession contracts, since it establishes the continued obligation for part of the concessionaire to incorporate regulations that allow the execution, development and fulfillment of a public work. In the same order of ideas, a study was carried out by different authors with important contributions, who talk about concession contracts and progress clauses, complemented by the analysis of Public Private Associations (hereinafter APP) and road safety. In this way, it was possible to conclude that it is very common to see

Partnerships and Crime Prevention : A Scoping ReviewMårtensson, Elin January 2024 (has links)
Partnerships within crime prevention have been considered an efficient approach in reducing crime rates. However, there is not enough information on how the partnerships are structured. This study aims to research what different partnerships are used in crime preventative work, who are involved and the main targets of intervention. The purpose of the study is also to draw conclusions of which motivations are behind the implementation and how the term ‘partnership’ is generally conceptualized. This will be examined through a scoping review followed by an analysis of the identified variables connected to the research questions. The findings of the study show that there are a large variety of working in partnership with various actors, but mainly the Police and Local authorities. The community and non-governmental organizations also contribute to the preventative work, creating school-based and community-based strategies to reduce crime. Based on the results it is noticed that the common targets of partnership approaches are focused on either social or situational prevention. There is a wide range of crimes, such as violent crime, drug-related crimes or social and/or physical disorder. The partnerships’ focus is directed towards either the individual or the overall community. The results indicate that the topic of ‘partnership’ definition or its conceptualization are not often mentioned, instead motivations for the implementation of partnerships are more prominent. By working in partnerships, it will contribute to a stronger tie between communities and actors. And with the correct methods applied, such as better information- sharing and regular meetings, the efficiency of partnerships will fortify.

activities in Zambia. Its capacity to transport a great mass of people at a low cost has
had a profound appeal, especially amongst the low-income segment of society, in this
country. This research report sought to examine the concessioning process for Railway
Systems of Zambia Limited in relation to international best practice, to examine the
extent of passenger train delays in relation to acceptable international standards and to
recommend policy and remedial measures.
A review of relevant literature on public-private partnerships in infrastructure projects
including passenger railway concessioning and passenger train punctuality, in relation to
international standards was undertaken. The research covered the period 2002 to 2007,
with an average sample size of 11% (144 passenger train trips out of 1 344). Data from
timetables and train logbooks, relating to arriving and departing trains, enabled the
computation of the extent of delays or punctuality of trains. While international best
practice requires passenger trains to operate at between 90% and 95% punctuality rate
within 10 to 15 minutes of the timetable, Railway Systems of Zambia’s passenger trains,
for the period 2004 to 2007, recorded between 92% and 100% delay rates for trains
expected to arrive within 10 and 15 minutes of the timetable. The maximum delay for the
arrival of a train in 2005 was 1 422 minutes (23 hours 42 minutes).
Therefore, this research report recommends the formulation of a policy framework, a
legal and regulatory framework and the establishment of an institutional arrangement
that will be responsible for public-private partnerships projects in Zambia. In addition,
increased investment in the railway infrastructure by the concessionaire is recommended
in order for trains to increase speed and therefore improve their punctuality. / AFRIKAANSE OPSOMMING: Histories het spoorweg passasiersdienste nog altyd ‘n deurslaggewende rol in die sosio-ekonomiese
aktiwiteite van Zambië gespeel. Die kapasiteit om groot massas mense teen
‘n lae koste te vervoer, was baie aanloklik in hierdie land, veral vir die lae-inkomstegroep van die gemeenskap. Hierdie navorsingsverslag poog om die konsessioneringsproses van die Spoorwegsisteem van Zambië Beperk, in verhouding tot internasionale
toppraktyke, te ondersoek; om die omvang van passasierstreinvertragings in
verhouding tot internasionaal aanvaarbare standaarde te ondersoek en ook om beleid en
herstellende veranderings aan die hand te doen.
‘n Verslag van toepaslike letterkunde oor publiek-private vennootskappe in infrastruktuurprojekte, wat spoorweg passassiers konsessionering en stiptelikheid van passasierstreine vergelyk met internasionale standaarde, is onderneem. Sustainable development is achieved through the equal promotion of environmental protection, economic development and social equity. Urban planners play a key role in sustainable development through the mediation of tensions inherent between these priorities. Using urban planning theory that focuses on the conflicts between the priorities of sustainable development and lessons learned from planning practice provides a basis from which to evaluate the claims of sustainability present in the Greater New Orleans Urban Water Plan. Outreach initiatives, policy frameworks and ecosystem co-management are suggested to make the planning and implementation processes of the Greater New Orleans Urban Water Plan more feasible in terms of its ability to foster sustainability. Additionally, conceptualizing integrated stormwater management for Greater New Orleans within the context of the Louisiana coastal crisis can help to make the goals of the Urban Water Plan more realistic in the long term and boost institutional capacity to promote regional resilience.

Engagée à l’occasion de l’introduction en France de contrats de commande publique de type "partenariat public-privé" [PPP] – elle fut initiée peu après la promulgation de l’Ordonnance du 17 juin 2004 créant les « Contrats de Partenariat » – notre recherche explore les PPP, modalités de commande publique complexe à caractéristiques financières, en tant qu’ils constituent un marché émergent pour des acteurs financiers, fournisseurs de capitaux et de techniques de financement, potentiellement porteurs de valeurs, modes de raisonnement, et logiques économiques, exogènes au monde de la commande publique. Aiguillonné par notre désir de participer aux débats disciplinaires des mondes de la sociologie économique, des études sociales de la finance, et d’autres approches hétérodoxes des phénomènes économiques, par notre souci de contribuer à la compréhension des formes d’organisation des services publics et des infrastructures urbaines, stimulé également par notre curiosité à l’égard des mutations des économies occidentales, interpellé évidemment par l’actualité incontournable de la grande crise financière, puis économique, entamée en 2007-08, notre travail prend prétexte de ce "phénomène" – l’immixtion, par l’entremise des PPP, de nouveaux acteurs financiers dans une partie de la commande publique de grands équipements – pour nous inscrire dans le programme de recherche qui vise à caractériser le mouvement socio-économique plus large parfois qualifié de "financiarisation". Previous issue date: 2017-02-21 / The public-private partnerships proposed since the Reform of the State, from the Fernando Henrique Cardoso government to the current one, are part of a group of reform goals that advocates a new model of public management focused on managerialism. One of the purposes of neoliberalism and the third way is that such partnerships can minimize public costs with social policies - not by guaranteeing the efficiency of private and philanthropic institutions, but by the precariousness of the service provided, the loss of the universality dimension and the distortion of the Citizen's rights. In this sense, laws have been created to encourage the development of non-governmental organizations, philanthropic business, voluntary service, social marketing and other activities to create an image that such services, when carried out by the private sector and philanthropic institutions, are more efficient and of better quality including the educational ones. In this context, the strategies of public-private partnerships were taken as the object of study, in order to rationalize public spending with social policies, especially with the Basic Education policy, reorienting the use of the public fund in favor of big capital. It was sought, in particular, to understand how the philanthropic schools of the municipality of Volta Redonda/RJ are reacting to the management reform of the State, its motivations and its management strategies. The purpose of the research is to explain the nature and dynamics of the public-private partnerships established between the State and philanthropic schools in the offer of Basic Education in Volta Redonda / RJ. It is a basic research, of qualitative analysis, of an explanatory character, which falls into the category of research of the survey type; In addition to semi-structured interviews and the application of questionnaires with public managers, managers of philanthropic institutions and presidents of social control councils. We also used, in addition to primary bibliographic sources for data collection, a descriptive analysis of the data collected in the interviews. As a result of the research, it is possible to point out that none of the papers found presented the same objectives and the clipping of the research object proposed here, based on a bibliographical survey about the subject investigated, carried out in the SciELO, Educ @, Anped and IBICT websites. Therefore, there is a lack of in-depth studies on this object of study. In addition, from the empirical research, we observed great incentives of the public power in directing the execution of the social policies for the philanthropic institutions, these incentives of fiscal, financial and legislative character. In conclusion, we recognize that the management reform of the state aims at maintaining bourgeois hegemony in a context of structural crisis of capital. The strategies of public-private partnerships and the privatization of social policies prevail, and the regulation of the performance of philanthropic institutions in the educational field serves to adjust their relationship with the state to meet the interests of bourgeois reconstitution. / As parcerias p?blico-privadas propostas a partir da Reforma do Estado, desde o governo Fernando Henrique Cardoso at? o atual, integram um conjunto de metas de uma reforma que preconiza um novo modelo de gest?o p?blica voltada para o gerencialismo. Um dos prop?sitos do neoliberalismo e da terceira via ? que essas parcerias possam minimizar os custos p?blicos com pol?ticas sociais ? n?o pela garantia de efici?ncia das institui??es privadas e filantr?picas, mas pela precariza??o do servi?o prestado, pela perda da dimens?o de universalidade e pela distor??o do atendimento aos direitos do cidad?o. Nesse sentido, criaram-se leis de incentivo ao desenvolvimento das organiza??es sociais, da filantropia empresarial, de servi?o volunt?rio, de marketing social e outras atividades, para criar-se uma imagem de que tais servi?os, quando realizados pelo setor privado e pelas institui??es filantr?picas, s?o mais eficientes e de melhor qualidade, inclusive os educacionais. Diante deste contexto, tomaram-se como objeto de estudo as estrat?gias de parcerias p?blico-privadas, de modo a racionalizar gastos p?blicos com pol?ticas sociais, especialmente com a pol?tica de Educa??o B?sica, reorientando o uso do fundo p?blico em favor do grande capital. Buscou-se, particularmente, compreender como as escolas filantr?picas do munic?pio de Volta Redonda/RJ est?o reagindo ? reforma gerencial do Estado, suas motiva??es e suas estrat?gias de gest?o. O objetivo da pesquisa ? explicar a natureza e a din?mica das parcerias p?blico-privadas estabelecidas entre o Estado e institui??es escolares filantr?picas na oferta de Educa??o B?sica em Volta Redonda/ RJ. Trata-se de pesquisa b?sica, de an?lise qualitativa, de car?ter explicativo, que se insere na categoria de pesquisa do tipo levantamento; al?m de entrevistas semiestruturadas e da aplica??o de question?rios com gestores p?blicos, gestores de institui??es filantr?picas e membros de conselhos de controle social. Utilizaram-se tamb?m, al?m de fontes bibliogr?ficas prim?rias para a coleta de dados, a an?lise descritiva dos dados coletados nas entrevistas. Como resultado da pesquisa, a partir do levantamento bibliogr?fico acerca do tema investigado, realizado nos websites SciELO, Educ@, Anped e IBICT, pode-se apontar que nenhum dos trabalhos encontrados apresentou os mesmos objetivos e o recorte do objeto da pesquisa aqui propostos. Portanto, existe certa car?ncia de estudos aprofundados acerca desse objeto de estudo. Al?m disso, a partir da pesquisa emp?rica, observamos grandes incentivos do poder p?blico em direcionar a execu??o das pol?ticas sociais para as institui??es filantr?picas, incentivos esses de car?ter fiscal, financeiro e legislat?rio. Como conclus?o, reconhecemos que a reforma gerencial do Estado tem como prop?sito a manuten??o da hegemonia burguesa em um contexto de crise estrutural do capital.
