Analýza financování českého zdravotnictví v roce 2015 a vliv zrušení regulačních poplatků na jeho udržitelnost / Analysis of financing the Czech healthcare system in 2015 and the impact of the abolition regulatory charges on its sustainability

The final thesis analyzes funding of Czech healthcare system in 2015 and shows its sustainability in future years in order to answer the question, what is the impact of the abolition of regulatory fees, which were introduced in 2008, subsequently in 2014 and cancelled in 2015. Many demographic changes, specifically age structure of the nation, occurred over recent decades in the Czech Republic. This fact caused disproportionate changes on the expenditure side and the revenue side of the health system. The state tried to balance this disparity with short-introduced charges, but those were abolished due to the political pressure. The final thesis assesses the appropriateness of this measure. The theoretical part explains the healthcare system in the Czech Republic and all its entities, explains different approaches to the concept of health and issues of regulatory charges. The practical part is devoted to analysis of statistical data. There is the state of health care through the last of the statistics and demographic prognosis described. Following part talks about the issues of charges in a broader context of health care. There are also global trends and the biggest problems that the Czech Republic faces in that direction defined. The conclusion evaluates the role and effectiveness of regulatory charges and the impact of their abolition, offers possible solutions or recommendations, which are formulated on the basis of evaluated data. The final thesis concludes that regulatory charges are suitable complement to the overall reform, but this arrangement is not capable of comprehensively addressing current and possible future problems by itself.

I describe to you the functioning of the system of public health insurance and commercial insurance options. Also, as the reader will learn some background information functioning medical facility. As a result, I will summarize the effects of reform and attempt to assess.

Kvantifikace dopadů zavedení jednoho inkasního místa / Quantifying the impacts of introducing a Single Collection Point

In this diploma thesis, "Quantifying the impacts of implementation of the second phase of the introduction of a Single Collection Point", the reader will become familiar with the impacts of the implementation of the second phase of a Single Collection Point - the law on public insurance and administration of income tax of individuals and some provisions of the Act to amend the Acts relating to the establishment of a Single Collection Point and other changes in tax and insurance laws. The first descriptive part is devoted to the development of the project "Single Collection Point" as a whole. The main goal of this work is to identify the impacts on different groups of taxpayers because of the full implementation of the second phase of a Single Collection Point. Processing of the obtained information, I come to the main conclusion that the full implementation of the second phase of a Single Collection Point entails a reduction in the tax burden for the self-employed people, increase the tax burden for the people without taxable income and then also shift the tax burden from the employer to the employee.

Thesis title: Right to health and legitimate expectations in perspective of the standards and above-standards in Czech health care system This diploma thesis deals with the legal regulation of the right to health as a social right. In the first chapter, the genesis of the social rights, their specific characteristics and the social rights' role in relation to civil and political rights are analysed for the purpose of interpretation of the right to health. The actual problematics of legitimation crisis based on the states' inability to fulfil the obligations and expectations rising from social rights are later discussed. In relation to the socio-legal context, the international legislation as well as some specific national legislation of the right to health are analysed in detail within subsequent chapter. With this regard, the practice of the courts as well as the practice of the quasi-judicial bodies is considered in the following chapter, especially with respect to the right to health and its relation to some civil and political rights. The standardization process of right to health within this decision-making practice is also examined. Moreover, the right to health is explored in perspective of the Czech legislation.
