O papel dos municípios na segurança pública : relações entre CONSEG e administração municipal (1985-2008) /

É nesse contexto de afirmação do Estado de direito, de ampliação da participação popular na gestão pública, mas também de resistência às mudanças nas instituições de controle social, que surge o Conselho Comunitário de Segurança (CONSEG). A pesquisa parte da análise da literatura recente sobre políticas locais de segurança pública, mas especificamente das pesquisas e iniciativas voltadas para avaliar o papel dos municípios na segurança. Para tanto, a pesquisa investiga se o reconhecimento do papel dos municípios na segurança pública pode representar um reforço importante na atuação e eficácia das propostas dos CONSEGs. Após os esforços de vários atores sociais, Diadema reduziu o alto índice de homicídios. Esse processo de implantação de políticas públicas, entre 1991 e 2008, é o objetivo principal de análise. O presente estudo propõe que as relações entre CONSEGs e poder público municipal são marcadas por divergências político-partidárias, mas também por convergências no modo de agir de caráter estatal com viés policial no controle do crime e dos problemas sociais. A dissertação conclui que a cidadania e comunidade são resignificadas pelos conselhos e poder público municipal, resultando em um dispositivo racional centrado no controle das condutas dos indivíduos desviantes da norma social, esse controle é marcado pelo viés policial / Abstract: The 1980s were marked by debates and practices around the democratization of Brazil, the Constitution of 1988 is the legal framework of this political process. In this context of affirmation of the rule of law, increase popular participation in public management, but also of resistance to changes in the institutions of social control, it appears the Community Security Council (CONSEG). The research part of the analysis of recent literature on local public security policies, but specifically the research and initiatives aimed at assessing the role of local security. For this, the research investigates whether the recognition of the role of municipalities in public safety may represent an important enhancement in the performance and effectiveness of the proposed CONSEGs. After the efforts of various social actors, Diadema reduce the high murder rate. This process of implementation of public policies between 1991 and 2008, is the main purpose of analysis. This study suggests that the relationship between CONSEGs municipal government and are marked by partisan political differences, but also by convergences in the way of character to act with bias state police to control crime and social problems. O problema foi estabelecido a partir do autodiagnóstico do governo federal, apontando um baixo nível de eficiência do aparato estatal no controle da criminalidade e na contenção da violência. Os objetivos estabelecidos foram de investigar as disfuncionalidades que levam à baixa eficácia desse aparato estatal, verificar se essas disfuncionalidades foram adequadamente enfrentadas nos debates da 1ª Conferência Nacional de Segurança Pública à vista das diretrizes traçadas e analisar o papel Conselho Nacional de Segurança Pública para sua implementação. Na abordagem foi utilizado o método de triangulação por uma múltipla perspectiva, estabelecendo-se análise qualitativa e quantitativa dos dados obtidos a partir das técnicas de pesquisa bibliográfica e documental, da observação participante, do "survey" aplicado aos membros do Conselho Nacional de Segurança Pública (2011-2012) e de entrevista com o ex- Secretário Nacional de Segurança Pública (2008-2010). A tese descarta as alternativas da desmilitarização, da unificação e da municipalização, e sustenta a adoção do "ciclo completo de polícia" como medida corretiva de parte dessas disfuncionalidades, capaz de reduzir o nível de ineficácia do aparato estatal / Abstract: The thesis was the research object state classic bureaucratic administration of Brazilian public security, as an organic system of the state, from a theoretical review of the subject, the deliberations of the participants elected in 1st National Conference on Public Security, the positions of the model directors of the National Council of Public Security and the National Secretariat of Public Security. The problem was established from the self-diagnosis of the federal government, pointing a low level of efficiency of the state apparatus to control crime and curb violence. The foregoing objectives were to investigate the malfunctions that lead to decreased effectiveness of the state apparatus, check if these dysfunctions were adequately addressed in the debates of the 1st National Conference on Public Security in sight of the sketched guidelines and analyze the role the National Public Security Council to implement. In the approach we used the triangulation method by a multiple perspective, establishing qualitative and quantitative analysis of data obtained from the techniques of literature and documents, participant observation , the survey applied to members of the National Council of Public Security (2011-2012) and interview with former National Secretary of Public Security (2008-2010). Privacy-Preserving Location-Aware Data Availability and Access Authorization in Public Safety Broadband Networks

The increased demand for interoperability among Emergency Responders (ERs) and timely accessibility to a large amount of reliable, accurate, context and location aware, and privacy-preserved data (e.g., environmental data, health records, building plan, etc.), mandates the emergence of dedicated Public Safety Broadband Networks (PSBNs). However, realizing PSBNs and addressing such requirements encounters substantial challenges. For example, several security and privacy vulnerabilities have been detected in the Long Term Evolution (LTE) which is the leading enabler of PSBNs. Nonetheless, the more significant challenge lies under the corresponding data requirements. This is because data is unstructured, its volume is enormous, and it includes inaccurate, irrelevant, and context-free data. Moreover, the data sources are heterogeneous and may not be reachable in an emergency. Furthermore, the data contains personally identifiable information for which privacy and access authorization should be respected. In this thesis, we investigate and address the aforementioned challenges. Here, we propose an efficient and secure algorithm to mitigate the main security and privacy vulnerability of LTE. In addition, to provide context and location aware data availability during an emergency, we propose a secure data storage structure and privacy-preserving search scheme. Furthermore, we propose a location-aware data access model to filter irrelevant data with regards to an incident and prevent unauthorized data access. To envision our access model, we propose a location-aware fine grained access authorization scheme. Our security analysis shows that our search scheme is secure against a chosen keyword attack and the proposed authorization scheme is formally proven secure against a selective chosen ciphertext attack. Concerning performance efficiency, our search scheme requires minimal data search and retrieval delay and the proposed authorization scheme imposes constant communication and decryption computation overheads. Finally, we propose a context-aware framework, which fully complies with emergency response requirements, based on the concept of trust to filter-out inaccurate and irrelevant data. The integration of our contributions promises highly reliable, accurate, context and location aware, and privacy-preserved data availability and timely data accessibility.

New Concepts in Front End Design for Receivers with Large, Multiband Tuning Ranges

This dissertation presents new concepts in front end design for receivers with large, multiband tuning ranges. Such receivers are required to support large bandwidths (up to 10's of MHz) over very large tuning ranges (30:1 and beyond) with antennas that are usually narrowband, or which at best support multiple narrow bandwidths. Traditional techniques to integrate a single antenna with such receivers are limited in their ability to handle simultaneous channels distributed over very large tuning ranges, which is important for frequency-agile cognitive radio, surveillance, and other applications requiring wideband or multiband monitoring. Direct conversion architecture is gaining popularity due to the recent advancements in CMOS--based RFIC technology. The possibility of multiple parallel transceivers in RF CMOS suggests an approach to antenna--receiver integration using multiplexers. This dissertation describes an improved use of multiplexers to integrate antennas to receivers. First, the notion of sensitivity--constrained design is considered. In this approach, the goal is first to achieve sensitivity which is nominally dominated by external (environmental) noise, and then secondly to improve bandwidth to the maximum possible consistent with this goal. Next, a procedure is developed for designing antenna-multiplexer-preamplifier assemblies using this philosophy. It is shown that the approach can significantly increase the usable bandwidth and number of bands that can be supported by a single, traditional antenna. This performance is verified through field experiments. A prototype multiband multimode radio for public safety applications using these concepts is designed and demonstrated. / Ph. D.

Darbo tikslas – išanalizuoti urbanistinių struktūrų, kaip veiksnio, darančio įtaką kriminogeninei aplinkai, sąsajas ir pasiūlyti miestų struktūrų formavimo būdus, leidžiančius mažinti neigiamą riziką miestiškoje aplinkoje. Darbe aptarti pagrindiniai kriminogeninės aplinkos teoriniai modeliai ir užsienio šalių patirtis saugios miestiškos aplinkos formavimo srityje. Pateikta užsienio šalių patirtis formuojant skirtingas miestų teritorijas. Skirtinguose erdvinio detalumo lygmenyse geostatistinės erdvinės analizės priemonės atlikti 5 tyrimai. Tyrimams atlikti naudota ArcGIS programinė įranga. Remiantis išanalizuota medžiaga ir gautais rezultatais, nustatytas ryšys tarp urbanistinių sistemų nei posistemių ir kriminogeninio aktyvumo lygio charakteristikų skirtingais vertinimo aspektais. Darbo pabaigoje pateiktos išvados bei rekomendacijos, kuriose, atsižvelgus į tyrimų rezultatus, apibrėžtos prevencinės miestų ir teritorijų planavimo priemonės bei jų taikymo galimybės. Darbą sudaro įvadas, 3 skyriai su išvadomis nei rekomendacijomis, literatūros sąrašas. Darbo apimtis – 78 p. teksto be priedų, 48 paveikslai, 8 lentelės, 50 bibliografiniai šaltiniai. Atskirai pridedami darbo priedai. / The aim of Master thesis is to analyze the influence of urban structures to criminogenic influence and suggest ways how to create a safety environemt and reduce negative risk in the context of Vilnius city as a example for a common case. The thesis explains main criminogenic theoretical models and foreign experience creating of safety environment in a city. The thesis reveals good and bad foreign practices in creation of different functionality areas. There are accomplished 5 researches by tools of geostatistic spatial analyze in different Vilnius city scale levels. The researches accomplished by using ArcGIS software. Based on analyzed materials and achieved results, there are defined a relationship between urban system, subsystems and characteristics of criminogenic activity in respect of different aspects of assessment. At the end of the thesis there are presented conclusions and recomendations, where taking into account the results of researches, defined preventive urban planning measures and its range of application. The thesis consists of introduction, 3 sections with conclusions and recomendations and the list of literature. The scope of the work is 78 pages without appendixes, 48 pictures, 8 tables and 50 references. The appendixes (drawings) are added separately.

Standardized training to improve readiness of the Medical Reserve Corps : a Department of Health and Human Services program under the direction of the Office of the Surgeon General

CHDS State/Local / The Medical Reserve Corps (MRC) was formed to provide a cadre of trained medical volunteers to support and strengthen the public health infrastructure and improve its' emergency preparedness level. Training policies and standards are left to the discretion of the local MRC coordinator so the program maintains its flexibility to meet community needs. Training varies from unit to unit, and there are no protocols in place to measure or evaluate the effectiveness of that training. According to recent studies and surveys, disaster operations are an unfamiliar role for most MRC volunteers and the public health workforce in general. Evidence also suggests that few medical and public health workers receive this important preparedness training. In 2005, MRC working group members developed a list of core competency recommendations to provide training guidance, but specific educational content to satisfy those competencies were not defined. This thesis offers specific training content guidelines and strategies for achieving competency. The MRC must be able to integrate into the disaster environment while working safely, effectively and efficiently. Standards will set the mark for success, enabling the MRC to respond in a coordinated manner and at a consistently higher level to any public health emergency. / Captain, Texas State Guard-Medical Rangers

As government entities strive to meet this priority in the National Strategy for Homeland Security, it is crucial that communication systems be interoperable. Ironically, the groundwork for establishing an interoperable communication system nationwide is dependent upon effective human communication and coordination among policy makers, homeland security professionals, first responders and technologists. Accurate and complete information, in the right hands at the right time, can prevent, deter or mitigate a terror event or other mass casualty event. As hosts of the 2002 Winter Olympics, Utah understood that communication was critical to incident command and control and created a world-class 800 MHz communication system to support that mission. Since the 2002 Winter Olympics, with the leadership of former Governor Olene S. Walker and hard work and dedication from multiple agencies, Utah has developed that basic Olympic communications blueprint into the Utah Wireless Integrated Network (UWIN). The problem of this study was to survey the perceived effectiveness of a human relations training program for a select group of Public Safety Officers at the Dallas/Fort Worth Airport. In relation to this select group of Public Safety Officers, the purposes of the study were as follows: (1) to describe the selection procedures, (2) to provide a general overview of the procedures involved in a thirteen-week police training program, (3) to describe the human relations training aspects of the thirteen-week police training program, (4) to describe the public safety officer trainees in terms of their performance on various criteria measurements, (5) to assess and describe the personality characteristics of the Public Safety Officer trainees, and (6) to determine the Public Safety Officers' perceptions of, and reactions to, the human relations training aspects of the thirteen-week police training program.

As atividades que envolvem planejamento urbano e de transportes vêm sendo cada vez mais introduzidas, diagnosticadas e modeladas em Sistemas de Informações Geográficas (SIG), fornecendo respostas rápidas e racionais às questões levantadas em diversas áreas de atuação. A localização de serviços públicos de emergência, dentre outros, está diretamente ligada ao atendimento à comunidade. Nesta pesquisa apresenta-se o mapeamento de pontos de comércio, manipulação e armazenamento de produtos combustíveis e explosivos, os quais representam grande potencial de risco de incêndio na cidade de São Carlos (SP). Em adição elabora-se estudo de regionalização destes locais considerando as posições geográficas das centrais de atendimento do Corpo de Bombeiros do município. A partir daí, efetuam-se as análises das facilidades oferecidas na implantação do SIG. A implantação de projeto dessa natureza poderá auxiliar também nos atendimentos aos chamados de socorro, com um tempo de resposta mínimo. / The activities that involve urban and transportation planning have been introduced, diagnosed and modeled in Geographical Information System (GIS), supplying fast and rational answers to the questions in severaI areas of performance. The location of emergencies public services, among others, this directly envolves the attendance to the community. This research displays mapping of trade, manipulation and storage points of combustible and explosive products, that represent great potential of fire risk in São Carlos (SP). In addition, it is studied regionalization of such points considering the geographical positions of the headquarters of attendance of the fire department of the district. Since then, it is executed analysis of the facilities offered in the stablishment of GIS. The implantation of project of this nature will also be able to aid in the attendances to the calls of help, with a minimum time of answer.
