Industrias Forestales B.J. S.A.C. es una organización con más de 20 años en el rubro de extracción, transporte fluvial, primera transformación de troncos y comercialización de madera aserrada. La empresa está ubicada en Manantay, Pucallpa, región Ucayali. En el servicio de consultoría que se realizó a la empresa, se pudo identificar el problema central y se lograron formular alternativas de solución viables. En primer lugar, en la etapa de recolección de datos y análisis empresarial, se llevaron a cabo reuniones virtuales con la alta gerencia de la organización. Como resultado, se identificó que factores externos como la pandemia del Covid-19 y cadenas de suministros globales interrumpidas, pero, principalmente, factores internos como la ausencia de organización y sistematización de algunos procesos contribuyeron a la disminución en ventas de madera en el período 2022. Para ampliar el alcance e impacto de la organización, y, principalmente, para fortalecer el nivel de ventas, se propuso: (a) la implementación de un software a medida que gestione procesos eficientemente; (b) el diseño, desarrollo y mantenimiento de un sitio web propio; (c) la contratación de un gestor de redes sociales; (d) la compra de equipos de medición láser y (e) la renovación de equipos de corte. La implementación de dichas alternativas de solución representa una inversión de S/270,765.22, la cual será recuperada en cuatro meses y 20 días. Finalmente, se obtuvo un valor actual neto (VAN) de S/1’719,013.83 y una tasa interna de retorno (TIR) de 263%, así como un análisis de costo/beneficio de 7.35, datos que garantizan la idoneidad, rentabilidad y viabilidad de las propuestas de solución. / Industrias Forestales B.J. S.A.C. is an organization with more than 20 years in the industry of timber extraction, river transportation, primary processing of logs, and sale of sawn wood. The organization is in Manantay, Pucallpa, Ucayali region. In the business consulting provided to the organization, the main problem was identified, and viable solutions were formulated, too. First, in the data collection stage, virtual meetings were held with the top management of the organization. As a result, it was identified that external factors such as the Covid-19 pandemic and disrupted global supply chains, but mainly internal factors such as the lack of organization and systematization of certain processes, contributed to the decrease in sawn wood sales in 2022. To amplify the reach and impact of the organization, and, mainly, to strengthen the sales levels, the following alternatives were proposed: (a) the implementation of custom software to efficiently manage processes; (b) the design, development, and maintenance of its own website; (c) the hiring of a community manager; (d) the purchase of laser measurement equipment, and (e) the renewal of cutting equipment. The implementation of these alternative solutions represents an investment of S/270,765.22, which will be obtained back in four months and 20 days. Finally, a Net Present Value (NPV) of S/1’719,013.83 and an Internal Rate of Return (IRR) of 263%, were obtained, as well as a cost/benefit analysis of 7.35. These data ensure the suitability, profitability, and viability of the proposed solutions.

El presente proyecto ha identificado como problema público la alta incidencia de extracciones no autorizadas de volúmenes de madera, en el marco de títulos habilitantes, otorgados a comunidades nativas en la región Ucayali en los años 2016 al mes de setiembre de 2018. Se identificaron cuatro causas principales de dicho problema, escogiéndose como causa priorizada el hecho que el aprovechamiento forestal, en el caso de las comunidades nativas, es ejecutado por terceros, quienes no reciben suficiente control por parte del Estado. Es así que, habiéndose escogido como causa priorizada la número 3, se ha propuesto como innovación la creación de un Registro Nacional de Operadores Forestales para Comunidades (ROC), de carácter gratuito y voluntario, administrado por la Autoridad Nacional Forestal y de Fauna Silvestre (SERFOR). De esta manera, se busca que las empresas mejoren su posición en el mercado al figurar en un registro nacional como operadores de títulos habilitantes, contribuyan a que las comunidades tomen mejores decisiones al poder consultar el Registro; asimismo, permitir al Estado identificar a este tipo de actores que no suelen ser visibles en la cadena productiva de la madera y, de esta manera, involucrarlos en el proceso de aprovechamiento forestal que actualmente está enfocado hacia la comunidad que es titular de título habilitante. Todo ello contribuirá a que el manejo forestal y cuidado del bosque en las tierras de las comunidades mejore y, por ende, se reduzca el alto índice de extracciones no autorizadas de madera que son causadas en los títulos habilitantes otorgados a comunidades. / This project has identified as a public problem the high incidence of unauthorized extraction of volumes of wood, within the framework of enabling titles, granted to native communities in the Ucayali region in the years 2016 to September 2018. Four main causes of this problem were identified, choosing as a priority cause the fact that forest use, in the case of native communities, is carried out by third parties, who do not receive sufficient control from the State. Thus, having chosen number 3 as a priority cause, the creation of a National Registry of Forest Operators for Communities (ROC), free and voluntary, managed by the national authority of forest resources (SERFOR) has been proposed as an innovation. In this way, it seeks that companies improve their position in the market by appearing in a national registry as operators of qualifying titles, helping communities make better decisions by being able to consult the Registry; Likewise, allow the State to identify these types of actors that are not usually visible in the wood production chain and, in this way, involve them in the forest harvesting process that is currently focused on the community that is the holder of the enabling title. All of this will contribute to improving forest management and forest care on community lands and, therefore, reducing the high rate of unauthorized timber extractions that are caused by the enabling titles granted to communities.
