Gestion des déchets solides ménagers dans la ville d'Abomey-Calavi (Bénin) : Caractérisation et essais de valorisation par compostage

Face à la forte croissance démographique et spatiale de la ville d'Abomey-Calavi, l'augmentation qualitative et quantitative des déchets solides ménagers, la pratique de plus en plus généralisée du remblai des bas fonds par les déchets solides ménagers, l'inexistence des décharges intermédiaires et finales autorisées et, la fragilité de la nappe phréatique de par sa faible profondeur, il est impérieux que les actions idoines soient entreprises en vue d'une gestion efficace et pérenne des DSM de cette ville. L'objectif de cette étude a été, donc, de proposer une filière efficace et pérenne de gestion des déchets solides ménagers de la ville d'Abomey-Calavi afin de contribuer à la réduction des flux de ses déchets.La connaissance du gisement des déchets solides ménagers, dans son approche sociologique et qualitative en termes de composition étant la première étape dans la mise en oeuvre efficace d'une filière de gestion des déchets. Une enquête sociologique a été faite auprès de 200 personnes, actrices à différents niveaux de la gestion des DSM de la ville d'Abomey-Calavi. De même, le présent travail a, d'une part procédé à une caractérisation des déchets solides ménagers en fonction du standing et de la saison, d'autre part étudié l'impact des déchets solides ménagers sur les eaux des puits situés sur les bas fonds et, enfin s'en est suivi des essais de fabrication de compost en fonction des différents constituants. Nos résultats ont révélé qu'indépendamment du standing de vie, les quantités de déchets solides ménagers produits sont plus élevées les week-ends et particulièrement, le dimanche où elles sont le double des quantités produites les autres jours de la semaine. / Considering the, (i) high population and spatial growth of the Abomey-Calavi city (Benin), (ii) qualitative and quantitative increase of the household solid waste in the town of Abomey - Calavi, (iii) a more and more generalized practice of embankment of wet zones by household solid waste (HSW), (iv) non-existence of municipal landfills and, (v) fragility of the groundwater due to its weak depth, it's necessary that appropriate actions are achieved with the aim of an effective and long-term management of the household solid waste. The aim of this study was to propose an effective and long-term plan of management of Abomey-Calavi HSW. Knowledge of household-solid-waste quality and sociological point of view are the first step in an effective implementation of waste management spinneret. A sociological investigation was made with 200 persons, dealing on various levels with solid wastes in the Abomey-Calavi city. Also, the present study has, on one hand, characterized HSW according to standing of life and season, on the other hand, has investigated the impact of the HSW on waters of wells located in waste-impacted zones and, finally carried out tests of composting taking in account various compositions. Our results revealed that whatever the standing of life, the production of household solid wastes is more important during weekends and specially, on Sundays: twice more larger than those produced the other days of the week. About 0.89 kg of HSW per capita is produced on average every day. The management of HSW in Abomey - Calavi city, which can be termed pre-collection-based, is felt as bad by 80 % of HSW-careers and 50 % of the town council investigated employees.

In the case of the city of Fortaleza, with the deactivation of the former landfill located in the neighborhood Jangurussu, these workers migrate and multiply throughout the city, showing the poverty and other social issues were previously restricted to the periphery of the city, reflecting mainly a social condition , economic, political and environmental dimensions of a territory. The recent enactment of a law that effectively the National Policy on Solid Waste awakens to the importance of intensifying dialogue on waste management issues in large cities, the role of the interventionist state, especially the inclusion of those workers and public awareness on environmental issues and social urgency. In general, aims to analyze the meaning assigned by recyclable material "catadores" and representatives of both government and civil society initiatives in the face of the organization and management groups of scavengers, promoted by entities linked to public policies. For the research, were used mainly focus groups and participant observation as a collection technique, and a field diary and interviews for further analysis based on the content. It is noticed that despite the discussions generated around the law, are necessary and concrete actions planned with the participation of all actors involved and engaged in the issue of solid waste in Fortaleza, mobilized, especially by public authorities. Unfortunately, the actions remain so going off, isolated and discontinuous, weakening and wasting resources which if well managed, could promote important changes, especially to the strength and cohesion of groups and activity / A atividade do catador de material reciclável surge no contexto do sistema capitalista que aprofunda as diferenças sociais, intensifica a pobreza e vulnera direitos, ao expulsar trabalhadores do mercado formal, dadas as exigências oriundas de investimento tecnológico que acirra a competitividade, tornando a atividade numa alternativa precária de sobrevivência. No caso da cidade de Fortaleza, com a desativação do antigo aterro localizado no bairro Jangurussu, esses trabalhadores migram e se multiplicam por toda a cidade, evidenciando a pobreza e outras problemáticas sociais, antes restritas à periferia da cidade, refletindo, sobretudo, a condição social, econômica, política e ambiental de um território. A recente aprovação da lei que efetiva a Política Nacional de Resíduos Sólidos desperta para a importância de intensificar diálogo sobre a problemática dos resíduos nos grandes centros, para o papel do estado interventor, especialmente, na inclusão desses trabalhadores e conscientização da população diante de questões ambientais e sociais urgentes. Em linhas gerais, visa-se analisar o significado atribuído pelos catadores de material reciclável e representantes tanto do poder público como da sociedade civil diante de iniciativas de organização e de gestão dos grupos de catadores, promovidas por entidades vinculadas às políticas públicas. Para a realização da pesquisa, foram utilizados fundamentalmente grupos focais e observação participante como técnica de coleta, além de diário de campo e entrevistas individuais para posterior análise fundamentada no conteúdo. Percebe-se que apesar das discussões geradas em torno da lei, são necessárias ações planejadas e concretas, com a participação de todos os atores envolvidos e engajados na temática dos resíduos sólidos em Fortaleza, mobilizados, especialmente, pelo poder público. Potential to grow informal waste recycling in semi-urban areas: case of the P.E.A.C.E. recycling buyback centre in Senwabarwana, Limpopo

This research aimed to investigate an area of research that has largely been overlooked in the past, that is, the efficiency, profitability and sustainability of informal waste recycling in semi-urban areas. In exploring the research topic, a recycling buyback centre was used as a case study. The centre facilitates collection, sorting and selling of waste and is located in Senwabarwana, Northern Limpopo Province. Here the P.E.A.C.E (Planning, Education, Agriculture, Cooperatives and Environment) Foundation, an organisation looking at rural poverty alleviation in South Africa, initiated a flagship recycling buyback centre as a community project. This research picks up on prior research that was conducted on a similar project initiated by the same organisation in Ndumo, KwaZulu Natal. Even though the location is different from KwaZulu Natal, both Senwabarwana and Ndumo are faced with similar challenges affecting social, economic and environmental circumstances. Five objectives were identified to provide structure to this research. Through action research, the study assessed the sustainability of this recycling buyback centre with regard to the impact on social, economic and environmental factors within Senwabarwana. It also covered problems experienced in rolling out waste management initiatives within the semi-urban study location and assessed the municipal framework with regard to waste and how waste is managed and recycled. Furthermore, analyses of the waste data generated at the recycling centre was examined that culminated in offering solutions to the identified problems. Recommendations for acceptable practices in semi-urban waste management are made to enable further research and potentially up-scaling the project for application in other geographic areas. The study reports both qualitative and quantitative data collected through the investigation of the case study in the start-up phase. The data gathering was done through administering questionnaires to waste pickers associated with the case study centre. Telephonic and face-to-face interviews and secondary data were interchangeably used to address each of the five objectives. The results from the data gathered show that, if properly coordinated and structured, informal waste recycling in semi-urban communities is possible and can contribute positively to the socio-economic and environmental development of these areas. It is envisaged that this study would contribute to the body of knowledge already in existence, whilst also creating an opportunity for further academic research and input within this field to enable the scaling-up of such initiatives. / Environmental Sciences / M.
