Previous issue date: 2013 / Resumo: O presente trabalho é fruto de uma pesquisa realizada na cidade de Sobral-CE. Distante 230 km da capital, Fortaleza, e conhecida como "Princesa do Norte", Sobral desde o século XVIII tem destaque na política e economia do estado. Sua fase primeva de destaque foi privilegiada pela atividade criatória de gado vacum, que juntamente com Aracati, formavam os maiores núcleos de produção locais. No século XIX a atividade criatória ganhou o reforço do cultivo do algodão para exportação, se fortalecendo com a criação das indústrias de beneficiamento deste produto, enaltecendo o papel que a cidade construíra na região norte do Ceará. Esses fatos promoveram a organização política e urbana da cidade. No campo da política oligarquias se formaram e colaboraram com o poder coronelista que dominou o estado por todo o século XIX e início do XX, deixando resquícios em práticas políticas nos dias atuais. No espaço urbano, congregou uma arquitetura que simboliza o poder dos tempos históricos referidos. Na segunda metade dos anos 1990, a insígnia da modernidade política instaurada no Ceará por Tasso Jereissati, um grupo político liderado por "filhos da terra", conclama os sobralenses a romperem com o "atraso" político que assolava a cidade com consequências que colocavam em risco o seu reconhecimento de cidade potência. Então, apropriados do discurso modernizador os Ferreira Gomes, representados por Cid Ferreira Gomes, conseguem chegar ao poder executivo da cidade, executando um processo de transformação que se iniciou com a política de ajustes financeiros e perpassou por todos os setores que congregam e afirmam a gestão moderna. Dentre as transformações grandes investimentos foram dedicados ao espaço urbano iniciados com a monumentalização do sítio histórico pelo IPHAN. Por consequencia, o poder público planejou e executou a requalificação de espaços para proteção do patrimônio e valorização de lugares não enaltecidos no centro da cidade, onde se concentra o sítio histórico. Ações que construiu a percepção de que Sobral é uma "outra cidade" após a administração de Cid Gomes, o que analiticamente nomeio por "Cid marketing". O objetivo desta pesquisa é compreender os sentidos que os moradores da cidade constroem, a partir de suas práticas, apropriações e experiências nos lugares requalificados na gestão de Cid Gomes, que perdurou por dois mandatos (1997-2000/2001-2004). A pesquisa enfoca valores e sentidos evocados pelo poder público e os técnicos responsáveis pelos projetos calculados para a cidade, mas enfatiza sobremaneira, os sentidos construídos pelos usuários dos lugares. Com isto, identifica-se uma ressignificação de espaço urbano, cidade, patrimônio, desenvolvimento etc. a partir dos que constroem cotidianamente os lugares e nem sempre estão presentes nos "desejos", previstos pelos projetos do poder público de sobral / Abstract: This work is the result of a research conducted in the city of Sobral-Ce. Located 230 km away from the capital city, Fortaleza, it is known as "Princess of the North" and since the eighteenth century has been standing out in the politics and economy of the state. Its primary outstanding phase was privileged by raising vacum cattle and together with Aracati it formed the major nuclei of local production. In the nineteenth century, the cattle-raising activity was strengthened by the cultivation of cotton for export, getting even stronger with the establishment of processing industries of this product, enhancing the city's importance in northern Ceará. These facts promoted the political and urban organization of the city. In the political field, oligarchies were formed and cooperated with the so-called "colonel power" which dominated the state throughout the nineteenth century and the beginning of XX, leaving its traces in the political practices of current days. In the urban space, it gathered an architecture that symbolizes the power of the historical times referred to. In the second half of 1990, the insignia of the political modernity introduced in Ceará by Tasso Jereissati, a political group headed by "sons of the land", which convokes the sobralians to break with the political "backwardness" that devastated the city with consequences that put at risk its recognition as a powerful city. Then, appropriated by a modernizing discourse, the Ferreira Gomes, represented by Cid Ferreira Gomes, manage to get to the executive power of the city, performing a process of transformation that started with the policy of financial adjustments and prevailed in all sectors that bring together and affirm modern management. Among the changes, big investments were dedicated to the urban space, which started with the IPHAN monumentalizing the historic sites. As a result, the public power planned and executed the reclassification of the spaces for asset protection and recovery of the sites not exalted in the city center, where the historic site is. Actions that built the perception that Sobral is "another city" after the administration of Cid Gomes, which I analytically name "Cid marketing". The aim of this research is to understand the meanings that the residents of the city build from their practices, appropriations and experiences in the re-qualified sites in Cid Gomes' administration, which lasted for two terms (1997-2000/ 2001-2004). The research focuses on values and feelings evoked by the public power and the technicians responsible for the projects calculated for the city. However, it mainly emphasizes the meanings constructed by the users of these sites. With this, there is a re-signification of urban space, city, heritage, development and so on, by those that daily build the sites and are not always present in the "desires" predicted in the projects of the public power of Sobral / Doutorado / Ciencias Sociais / Doutora em Ciências Sociais

Abstract
The demand for sustainability has challenged us to shift towards a culture of holistic urban redevelopment and efficient collaboration. The motivation for this study stems from the need to gain a clear understanding of integrative urban redevelopment, from the point of view of public urban planning and development organizations.
The skill required to bring together expertise has been analyzed. The revised research questions were: What is the position of holistic urban planning in the field of integrative urban redevelopment? What kind of challenges can be detected in integrative urban redevelopment? The theory of the development of work (Victor & Boynton 1998) is utilized as a theoretical framework. The theory lacks an object of work, thus the framework has been complemented with activity theory (Engeström 1995). Processual analysis and multiple methods were used in the process. The empirical material consists of five recent cases located in the Eastern Vantaa area, and includes interviews with urban designers, developers, planners and strategy workers.
The study shows that the notion of holistic urban planning has been changing, which makes the term an object of work in itself that has to be redefined case by case. Holistic urban planning turned out to be an approach of integrative urban redevelopment work, while the others are seen as sustainable co-configuration and linking work. The main challenge in integrative urban redevelopment work is to be able to identify a genuine object of work and to apply a type of work complementing it. This is due to the fact that the nature of collaboration seems to be attached to a certain type of work, and each type of work was lead and managed differently. The main processes of integrative urban redevelopment work proceed with different tempos, thus in order to integrate these processes with each other, setting a process owner based on shared leadership seems to be a precondition for integrating all the necessary expertise. Other challenges are the disintegration of the expertise of the social and health sector and strategic economic governance into the processes of urban planning and redevelopment. Land use planning could be better recognized as a process owner of integrative urban redevelopment. Finally, the significance of new strategic practices and resources of land use planning are also highlighted. / Tiivistelmä
Kestävyyden vaatimus on haastanut meidät siirtymään kokonaisvaltaisen suunnittelun kulttuuriin sekä integroivaan ja tehokkaaseen yhteistyöhön, jonka kehittämiseksi on analysoitava, millaisia haasteita siihen liittyy. Tämän tutkimuksen taustalla on tarve lisätä ymmärrystä integroivasta kaupunkikehitystyöstä julkisen kaupunkikehitysorganisaation näkökulmasta. Institutionaaliseen näkökulmaan on kiinnitetty toistaiseksi vähän huomiota kaupunkikehittämisen tutkimuksessa.
Tutkimuksessa on analysoitu työn yhdistämisen taitoa ja rakenteita. Tarkistetut tutkimuskysymykset ovat seuraavat: 1) Mikä asema eheyttämisellä on integroivan kaupunkikehittämisen kentällä? 2) Mitkä ovat integroivan kaupunkikehittämisen haasteet? Teoreettisen viitekehyksen muodostaa työn kehityksen teoria (Victor & Boynton 1998), jonka avulla on tarkasteltu integroivan kaupunkikehitystyön työtyyppejä osatekijöineen. Teoriasta puuttuvan työn kohteen tarkastelemiseksi viitekehystä on täydennetty toiminnan teorialla (Engeström 1995). Tapaustutkimuksessa on sovellettu prosessuaalista analyysiä ja monimenetelmällistä metodologiaa. Empiirinen aineisto koostuu viidestä tuoreesta tapauksesta Itä-Vantaan alueelta, täydennettynä detaljisuunnittelun, yleispiirteisen suunnittelun ja strategisen kaupunkikehitystyön tekijöiden haastatteluin.
Osoitan käsityksen eheyttämisen sisällöstä muuttuvaksi, jolloin se on terminä tapauskohtaisesti määriteltävä työn kohde. Eheyttäminen on myös integroivan kaupunkikehitystyön lähestymistapa muiden ollessa kestävä kehittely ja yhteyttäminen. Tulokseni paljastavat integroivan kaupunkikehitystyön päähaasteena olevan aidon työn kohteen tunnistaminen ja sitä vastaavan työtyypin soveltaminen, sillä yhteistyön luonne riippui työtyypistä, joista kutakin johdettiin erilaisella otteella. Lisäksi eri tempolla etenevien kaupunkikehitystyön ydinprosessien keskinäinen integrointi sekä osallisten integrointi niihin vaikuttaa edellyttävän jaettuun johtajuuteen perustuvaa prosessinomistajuutta. Muita haasteita ovat sosiaali- ja terveystoimen asiantuntemuksen ja kuntatalouden integrointi kaupunkikehitystyön ydinprosesseihin, sekä maankäytön ja ympäristön toimialan potentiaalin huomioiminen integroivan kaupunkikehitystyön prosessien omistajana. Myös viitesuunnittelun merkitys, työn resursointi ja kiinteistötalouden asiantuntemus korostuvat.

FINANCIAL IMPACTS OF MILITARY BASE CLOSURES ON LOCAL COMMUNITY PROPERTY VALUESJoyner, David Lee 15 October 2012 (has links)
The dissertation explores the financial ramifications of US military base closure on local community real estate property values. The dissertation examines an area that has not received sufficient research. Previous works on military base closure by Bradshaw, Kroll, Corley, Kirshenbaum and Harlan (1995); Dardia, McCarty, Malkin, and Vernez, (1996); Hooker and Knetter (2001) and Krizan (1998) examine more generalized economic factors such as employment and macroeconomic activity. More recent published dissertation work by authors Hall (1998) and Poppert (2002) have provided interesting explanatory hypotheses to assist municipal and state leaders in crafting working plans to assist communities where base closure occurs. This dissertation intends to look into the effects on real estate property values in the wake of military base closures. The dissertation expands the study of base closure effects into a relatively new area on the fluctuation of real estate property values. An enhanced understanding of how military base closures affect real estate values will have implications for real estate investors, developers, city and county government planners, and budget directors from local school districts to state government.

Redeveloping waterfronts : A study in planning strategies, waterfronts and heritageTellow, Katarina January 2020 (has links)
Redeveloping centrally located waterfronts took of properly in the late 1990’s. Before that, the old brownfields were left untouched for years, often resulting in the connection between them and the city centre worsening. The thesis aims to explore strategies and approaches for waterfront developments. This was done by analysing the strategies used whilst planning the following three sites; Västra Hamnen in Malmö, Nordhavn in Copenhagen and Cardiff Bay in Cardiff. In addition to this, a waterfront site in Gothenburg was chosen and used to put the theoretical discoveries into practice. The theoretical foundation is made up of a literature and document study, where the three case studies and the designated site acted as the main topics of research along with general information about waterfronts and architectural and cultural heritage. The case studies were analysed using a combination of field studies and a literature study. A matrix consisting of ten columns and four rows was created and used as a base for analysing the approaches of the three cities. The site analysis was done with the help of a document study and field study. Both field studies were executed using the method of walk-throughs. The thesis resulted in six suggestions for future actions when redeveloping waterfronts as well as an urban framework proposal. The results are meant to work as a basis for future projects. / Utvecklingen av centralt belägna hamnområden tog fart ordentligt under det sena 1990-talet. De gamla industriområdena hade innan dess inte prioriterats, något som ofta resulterade i att förbindelserna mellan dem och stadskärnan försämrades. Syftet med uppsatsen är att utforska strategier och tillvägagångssätt som används vid utveckling av hamnområden. Detta gjordes genom att analysera de strategier som använts under planeringsfasen av tre olika stadsdelar; Västra Hamnen i Malmö, Nordhavn i Köpenhamn och Cardiff Bay i Cardiff. Utöver detta valdes ett hamnområde ut i Göteborg som användes för att använda den teoretiska informationen i praktiken. Den teoretiska basen är uppbyggd av en litteratur- och dokumentstudie, där de tre stadsdelarna och den utvalda projektplatsen figurerade som de huvudsakliga forskningsobjekten, tillsammans med generell information om vattennära områden tillsammans med arkitektoniskt och kulturellt arv. De tre stadsdelarna analyserades med hjälp av fältstudier i kombination med en litteraturstudie. En matris med 10 olika teman skapades även för att bättre utforska dem. Analysen av projektplatsen genomfördes även den med hjälp av en dokumentstudie och fältstudier. Alla fältstudierna genomfördes genom att följa metoden för gåturer. Forskningen resulterade i framtagningen av sex stycken förslag på framtida åtgärder vid förnyelse av hamnmiljöer tillsammans med ett förslag för en urban struktur för Gullbergsvass. Resultaten är tänkta att användas som bas för fortsatta studier.

The aim of the diploma thesis was the elaboration of a study of the rehabilitation of the sewerage network in the part of the town of Znojmo. The work is conceived in the form of accompanying and technical reports. The accompanying report contains a brief description of the interest site, basic information about the sewerage system operator and land data. The technical report contains a description of the individual segments of the sewer network, supplemented by photo documentation of the selected faults located on the selected sections. In addition, the evaluation of the structural state of the sub-sections is carried out here. The following subchapter draws up two hydraulic models and their modifications after the recovery of the sewer system. Another part of the technical report describes possible options for remediation technologies. The last part deals with the conclusions and recommendations for the sewer network operator including a briefly outlined economic page in the selection of remediation technology.

THE WALKABLE CITY: ALONG THE EDGE OF STOCKHOLM. Developing the edge to reconnect a former industrial site to the cityAlbertini, Vittoria January 2014 (has links)
Stockholm is an archipelago of islands connected by water that historically has been an important resource for the city and for the industries, which found an easy access for ships and therefore they settled on strategic positions along the edges. This thesis investigates the topics of water, industrial heritage and edges in the city of Stockholm: these aspects are strong in their individual identity but they also interact in a powerful and interesting way. This work intervenes where this pattern is still visible -due to the presence of water and industries- but not accessible because it lacks the third element of connection with the city. The aim is therefore to investigate strategies that increase and reconnect the potential of these aspects that got disconnected through time. To obtain accessibility and usability, the edge was transformed and redefined to enhance the experience of walking along it. An analysis was carried out and a proposal was designed for the site of Lövholmen, which has these characteristics -the water, a strong industrial heritage and proximity to the city- that are now disconnected. The opening of the edge and possibilities of walking will transform and reconnect the site - and the richness in it- with the city of Stockholm.

Die subklinische Staphylococcus aureus-Mastitis - Sanierung eines hessischen Milcherzeugerbetriebes und epidemiologische Untersuchungen mittels Staphylokokken-Protein A (spa)-TypisierungSauerwald, Claudia 08 October 2013 (has links)
In der vorliegenden Studie wurde die Sanierung einer durch S. aureus verursachten Eutergesundheitsstörung in einem hessischen Milchviehbestand mittels klassischer Sanierungsmaßnahmen über einen Zeitraum von 18 Monaten begleitet.
Durch konsequente Einhaltung der Sanierungsmaßnahmen nach dem Fünf-Punkte-Plan und die räumliche Trennung der Herde in eine S. aureus-positive und -negative Gruppe sank die S. aureus-Prävalenz im Betrieb innerhalb von 15 Monaten von 30% auf <1%. Nach 18 Monaten waren erstmalig keine Neuinfektionen mehr mit S. aureus zu verzeichnen.
Zusätzlich zu den im Abstand von drei Monaten durchgeführten Viertelanfangsgemelk (VAG)- Gesamtbestandsuntersuchungen wurden Umweltproben bakteriologisch auf das Vorhandensein von S. aureus untersucht. Diese Untersuchungen verliefen ausschließlich mit negativem Ergebnis.
Die im Untersuchungszeitraum asservierten 218 S. aureus-Isolate aus diesem Betrieb wurden genotypisch mittels PCR untersucht. Thermonuklease-Gen, Protein A-Gen (IgG-bindende Region) und Polymorphismen bei Protein A-Gen (Xr-Region) sowie Koagulase-Gen ermöglichten die Unterscheidung in sechs Typen.
Zusätzlich wurden 80 dieser Isolate mittels Pulsfeldgelelektrophorese (Pfge, Gold Standard) typisiert. Es konnten zwei Pfge-Typen gefunden werden: Pfge-Typ I mit insgesamt 10 Subtypen (bei 78 Isolaten) und Pfge-Typ II (bei zwei Isolaten). Der Pfge-Typ II wurde ausschließlich bei einem Zukaufstier nachgewiesen, das vor der Einstallung in diesen Betrieb nicht zytobakteriologisch untersucht worden war.
Die 12 unterschiedlichen Pfge-Typen bzw. -Subtypen wurden zusätzlich mittels Staphylokokken-Protein A- (spa)-Typisierung untersucht. Dabei zeigte sich, dass alle Subtypen des Pfge-Typs I dem spa-Typ t2067 zugeordnet werden konnten und der Pfge-Typ II dem spa-Typ t2112 entsprach.
92 weitere bovine S. aureus-Mastitisisolate wurden möglichst randomisiert über das Landesgebiet Hessens entnommen und mittels dieser Typisierungsmethode untersucht. Die Isolate stammten ebenfalls aus S. aureus-Problembetrieben und wurden aus VAG von (sub-) klinischen Mastitiden in Reinkultur isoliert. Insgesamt konnten 28 spa-Typen unterschieden werden. Durch den Algorithmus BURP wurden 57 dieser Isolate dem Clonal Complex CC543 zugeordnet und waren demnach genetisch eng miteinander verwandt. Der in dem Sanierungsbetrieb vorherrschende spa-Typ t2067 war dem CC543 nicht zuzuordnen.
Die Anwendung der spa-Typisierung in der Routinediagnostik und damit die Möglichkeit der laborübergreifenden, möglichst zentralisierten Datendokumentation der Ergebnisse könnten zukünftig die Identifizierung besonders häufig vorkommender und damit hochkontagiöser S. aureus-Stämme ermöglichen.

Die vorliegende Dissertation hat die Leerstandsrisiko-Bewertung bei einer Wohnanlagen-Sanierung zum Gegenstand. Ausgangspunkt dieser stellt die Situation auf dem Mietwohnungsmarkt in Ostdeutschland dar, der sich nach dem Ende der 90er Jahre stark verändert hat. Die neue Situation brachte ein Problem mit sich, mit dem die Wohnungsbau-Unternehmen früher kaum gerechnet haben- den Leerstand. Wird unter diesen Leerstandsbedingungen saniert, laufen die Wohnungsbau-Unternehmen die Gefahr, ihren sanierten Bestand nicht vollständig zu vermieten. Daraus resultieren etliche Probleme, die die Existenz derer aufgrund nicht eingenommener Mieten und teuerer Sanierungskosten gefährden. Um solche unwirtschaftliche Gegebenheiten zu vermeiden, ist es bei einer Wohnanlagen-Sanierung notwendig zu ermitteln, mit welchem Umfang das Leerstandsrisiko verknüpft ist und wie dem Mietausfall entgegenzuwirken ist. Auf dieser Basis liefert die Dissertation wichtige Hinweise, wie die Wohnungsbau-Unternehmen passende Sanierungsstrategien ausrichten können, um dieses ernsthafte Problem unter bestimmten Gegebenheiten zu lösen.
