A review of provincial land-use planning in the Western Cape.

Planning administration in the Western Cape is at a critical juncture. It is faced with having to address planning issues and housing needs whilst at the same time demonstrating through its practices the promotion of environmentally sustainable development. This paper will discuss planning and environmental legislation and the impact that the application of the legislation has on development proposals. Current legislation addresses issues of spacial development in developed areas and new development proposals but lacks the ability to address issues within informal settlements. Although socio-economic factors are not currently considered when assessing the viability of applications, the courts seem to consider these factors. Since new housing settlements are often developed for the poor and industrial developments in close proximity to these areas have direct impact on these individuals, planning could only gain if these factors are taken into consideration.<br /> <br /> If planning administration in the Western Cape is to continue successfully and without endless litigation against the Department of Environmental Affairs and Development Planning administrators will have to find a balance between promoting development and protecting the environment. To promote environmentally sustainable developments will require closer cooperation between the land use planning and environmental management components. The loopholes, which permit incremental development in the present legislation, have to be identified and addressed. Guidelines, which will standardize the conditions under which applications can be approved or refused, will have to be drafted to ensure decision-making that is consistent and defensible. If having a liquor store within an affluent environment is not considered desirable such applications should not be considered within lower income areas. The same should apply when dealing with applications to establish factories or industry which will have an impact on the living conditions of communities in close proximity. The MEC will have to ensure that all decision taken are within the legal framework and that such decisions benefit entire communities and protect the rights of the poorest communities as well as that of the wealthy and influential.<br /> <br /> Environmental legislation and the growing importance of environmental protection is also having an impact on the way in which new settlements are planned and on the rights of property owners. Although, we are responsible for the preservation of the environment for the next generation, socio-economic conditions, HIV and a myriad of other considerations may have to take precedence over environmental concerns.

Firstly theis describes the life and familly of the publisher and follows by gradual work of an publisher. The subsequent chapter focuses on photography as a commodity and presents briefly life and work poof a French photographer Eugène Atget. The next part of the thesis devotes on the main photographic topics of the work od Zikmund Reach including an extensive collection of "Prague types" which is a sociological reflecion of society in the second half of 19th century compared with a similar collection of "Viennies types". The main topic is based on the photographic albums of "Disappeared Prague" which aren't known yet. In conclusion the thesis focuses on archives in which the collection of Zikmund Reach is stored in and their mutual thematic coherence.

La reconversion des friches industrielles constitue depuis les années 1950 un phénomène important en Europe. Bien qu’elle soit connue comme un mouvement de réaménagement urbain, elle porte aussi un sens particulier en ce qui concerne les pratiques culturelles et artistiques d’aujourd’hui. Ces vastes espaces abandonnés par la science et les industries de l’époque moderne deviennent de plus en plus des lieux d’expression alternatifs qui sont propices aux échanges entre l’art, l’industrie et la science de l’époque contemporaine. Ainsi, ces lieux de mémoires incarnent par leurs caractéristiques particulières l’entité des sociétés occidentales contemporaines. A commencer par leurs infrastructures, le modèle d’organisation de travail, et l’approche de production industrielle qu’ils reflètent ; ces usines, laboratoires et centrales sont au croisement de plusieurs questionnements artistiques. L’objectif principal de la présente thèse est d’analyser la possibilité d’une interaction entre l’art, la science, l’industrie mais aussi avec l’ institution académique au sein d’un projet de friche culturelle particulier réalisé à Istanbul en Turquie en mettant l’accent sur les retombées socio‐économiques d’une telle reconversion au niveau urbain. En partant de l’exemple unique de Santralistanbul ‐une initiative de l’université de Bilgi Istanbul qui a redonné vie à l’ancienne centrale électrique de Silahtarağa‐, il s’agit de mettreen lumière les particularités du projet et de se focaliser principalement sur ce qui concerne le domaine des arts du spectacle. / Since the 1950’s, the conversion of industrial wastelands constitute an important phenomenon in Europe. Even if it is more known as a movement of urban redevelopment, it also holds a particular meaning for today’s cultural and artistic practices. These huge (vast) spaces that were abandoned by science and industries of the modern era start to become the places of alternative expressions which are convenient for exchanges between art, industry and science of contemporary times. Thus, these memorial places‐ through their particular characteristics incarnate the entity of the western contemporary societies. Starting by their facilities, the model of organization of work, and the industrial production approach that they reflect; their factories, laboratories and centers are at the crossroads of several artistic questions. The major objective of this thesis is to analyze the possibility of an interaction between art, science, and industry but also academia within the project of a particular cultural wasteland realized in Istanbul in Turkey by putting the emphasis on social –economicalechoes of such a conversion at urban level. Observing the unique example of Santralistanbul – an initiative of Bilgi University that gave life again to the ancient electricity power station of Silahtaraga‐, the point is to highlight theparticularities of the project and to focus principally on the activities concerning the domain of performing arts.

Potential Transportation Improvements and Land Use Impacts in the Elysian Fields Corridor

This study examines potential transportation improvements in the Elysian Fields Avenue Corridor, and the benefit that these improvements may produce. Data for the study area are compiled and analyzed. Conceptual plans for the implementation of different transit technology alternatives were developed and assessed in terms of user benefits, cost, potential land use impacts, potential economic impacts, and feasibility. Case studies and relevant literature are reviewed. The intent of this thesis is to provide an overview of the study area prior and subsequent to Hurricane Katrina, develop plans for the implementation of transit alternatives in the Elysian Fields Avenue Corridor, and assess potential costs and benefits of the different alternatives developed.

Jardim Goiás I - a former invaded area in the city - illustrates the premise of the arguments presented here. Analysis of context encompasses the management and the complex process of designing and implementing projects of urbanization in such areas. Experience has proved it is possible to bring forth guidelines in accordance to the unique traits of each settlement. Policies for such areas should suit their physical, socioeconomic and cultural characteristics and should also adopt quality parameters to ensure that interventions increase people's access to adequate housing. All in an attempt to integrate "slum" areas into the city. Nonetheless, not all the proposed urban interventions have reached satisfactory levels of adequacy. There is a call for integrated management of housing policies along with social, economic and environmental issues. Combined in one strategy, they should lead to proper development of cities, ensuring that programs of urbanization, settlement and integration of slums prosper. / Este trabalho tem como objeto de estudo as experiências de intervenções urbanas em áreas de posse realizadas no município de Goiânia no período de 1997 a 2012, com ênfase na área de posse do Jardim Goiás I. A análise engloba da gestão ao complexo processo de concepção e execução de projetos e obras de urbanização nessas áreas, demonstrando, por meio do relato das experiências realizadas no período citado, que é possível a proposição de diretrizes adequadas às especificidades e características físicas, socioeconômicas e culturais dos assentamentos, baseadas em parâmetros de qualidade que garantam intervenções que ampliem o acesso à moradia adequada e à integração da “favela” à cidade. No entanto, nem sempre as intervenções urbanas propostas atingem níveis satisfatórios de adequação. Para que os programas de urbanização, regularização e integração de assentamentos precários obtenham sucesso torna-se necessária uma gestão integrada entre as políticas habitacionais, sociais, econômicas e ambientais, com uma estratégia unificada para o desenvolvimento das cidades.

Given this, would there be something that the Municipal Government could do to counter this water collapse? What could the Municipal Government have done to avoid reaching the unsustainable environmental situation that the city lives in? What can the Municipal Government do to contribute to the environmental and also the ecological balance of the city and to reverse a century of destruction of the ecosystems in which the city was erected? These are the questions that guide the dissertation. In order to answer them, we first look at the urbanization history of the Municipality of São Paulo. Next, we cover the juridical dimension of the water regime and soil management in Brazil. In the third chapter, we situate the water problem worldwide and investigate the main international documents related to water security and the right to the city. Finally, we seek to understand the specific role of the Municipal Executive of São Paulo in the management, preservation and recovery of water, for the purpose of supplying the population of São Paulo, based on the study of the main normative instruments and public policies of water resources management in the State of São Paulo and municipal urban land planning / São Paulo conheceu no ano de 2014 um colapso hídrico. Diante disso, haveria algo que o Poder Público Municipal pudesse fazer para combater este colapso hídrico? O que poderia ter feito o Poder Público Municipal para não se chegar a situação ambiental insustentável que vive a cidade? O que poderá fazer o Poder Público Municipal para contribuir para o equilíbrio ecológico ambiental, e também hídrico, da cidade e para reverter um século de destruição dos ecossistemas nos quais a cidade foi erguida? São estas as questões que orientam a dissertação. A fim de responde-las, primeiramente, percorremos a história de urbanização do Município de São Paulo. Em seguida, percorremos a dimensão jurídica do regime das águas e do ordenamento do solo no Brasil. No terceiro capítulo, situamos a problemática da água em nível mundial e procedemos à investigação dos principais documentos internacionais relacionados à segurança hídrica e ao direito à cidade. Ambient Ionization Mass Spectrometry: Advances in Monitoring Clandestine Activities, Supporting the Warfighter, and Chemical Laboratory Education Redevelopment

<p>Ambient ionization mass spectrometry enables rapid <i>in-situ</i> analysis of a plethora of analytes that are relevant to the forensic and defense communities. As the arsenal of ambient ionization techniques, aimed at solving specific targeted problems, continues to expand, the adoption of these techniques into non-academic settings has been relatively slow. At times, although the technique can provide answers in a more rapid and cheaper manner, the technique does not pass all of the required legal rules for a particular analysis when dealing with forensic evidence. This can be demonstrated with the rapid detection of drugs by paper spray ionization mass spectrometry. Paper spray ionization mass spectrometry can have drugs deposited onto the paper substrate, the paper can wipe a surface for trace analytes, and there are commercial and automated ionization sources for this process. While analysis by paper spray is rapid, the Scientific Working Group for the Analysis of Seized Drugs (SWGDRUG) states that a minimum of two instrumental techniques need to be utilized. Utilizing paper substrates that have nanoparticles embedded for surface enhanced Raman spectroscopy, that can also be utilized for paper spray ionization mass spectrometry, makes ambient ionization more appealing as it completes that first legal requirement. </p> <p>Other times, the slow adoption of these new ambient ionization techniques is due to specific communities not being aware of ambient ionization, and specific applications have not yet been demonstrated. Swab touch spray ionization mass spectrometry follows similar processes as paper spray ionization, as the swab acts both as the sampling substrate and the ionization source and can swab for analytes in a manner where the paper substrate may be damaged and unable to perform the ionization for analysis. This can be seen for the swabbing of organic gunshot residues and explosives, both of which current methods already use a swab for sampling but then need lengthy extraction techniques. The applicability of paper spray ionization and swab touch spray ionization for these forensic and defense analyses is only furthered by the fact that they both couple extremely well with portable mass spectrometers for analysis in the field.</p> <p>There are also many fields that ambient ionization is just starting to take its place in the analytical toolbox. Two such defense fields that are just beginning to expand into ambient ionization are the analysis of pyrotechnics and microelectronics. Pyrolysis gas-chromatography mass spectrometry methods have been developed and utilized for environmental tests for pyrotechnic formulation, but they are slow and there is an abundance of cleaning steps between analyses to prevent carry over and contamination. Using paper and swabs as the collection device and ionization source for environmental analysis of these pyrotechnics allow for them to be functioned at ambient conditions at the scale at which will be utilized in the field by the Warfighter. Similarly, authenticating microelectronics by desorption electrospray ionization mass spectrometry removes the subjectivity of the current methods, while rendering the integrated circuit intact enabling future use if deemed as a genuine part. By taking slower or more subjective tests, in a field that has not utilized ambient ionization heavily in the past and adding these new capabilities to their tool chest expands the acceptance and future applications of the technique.</p> <p>As acceptance and utilization of ambient ionization grows, the next generation of scientists need to have hands on training in these techniques. Through the development of new teaching laboratories that couple both the fundamentals of the technique at hand, while also examining an interesting application to better engage the students, a number of laboratory exercises have been developed. The creation of new laboratory exercise utilizing the next generation of instrumentation and analytical techniques is vital for the future and rapid application of these techniques. The work discussed herein chronicles the utilization and demonstration of ambient ionization mass spectrometry in monitoring clandestine activities, supporting the Warfighter, and redeveloping chemical laboratory education. </p>

Dozens of major cities around the world have launched large-scale waterfront redevelopment projects over the past fifty years. Absent from this list of noteworthy achievements, however, is Toronto, a case of grand ambitions gone horribly awry. Despite three extensive revitalization plans in the second half of the 20th century, Toronto’s central waterfront, an area roughly double the city’s central business district, has remained mired in political gridlock for decades. The purpose of this dissertation is to explain why this came to pass. Informed by extensive archival and interview research, as well as geospatial data analyzed using Geographic Information Systems software, the thesis demonstrates that above and beyond political challenges typical of any major urban redevelopment project, in Toronto, issues of land ownership — specifically, public land ownership — were pivotal in defining the scope and pace of waterfront planning and implementation. Few, if any, waterfront redevelopment projects around the world have been attempted amidst the same degree of public land ownership and jurisdictional fragmentation as that which plagued implementation efforts in Toronto. From 1961-1998, no less than 81% of all land in the central waterfront was owned by one public body or another, dispersed across a patchwork of public agencies, corporations, and special purpose authorities nestled within multiple levels of government. Such fragmentation, specifically across public bodies, added a layer of complexity to the existing intergovernmental dynamic that effectively crippled implementation efforts. It created a “joint-decision trap” impervious to conventional resolution via bargaining, problem solving, or unilateral action. This tangled political history poses a considerable challenge to conventional liberal, structuralist, and regime-based theories of urban politics derived from US experiences. It also highlights the limits of conventional implementation theory in the study of urban development, and calls into question longstanding interpretations of federal-provincial-municipal relations and multilevel governance in Canada.
