Subject: The Teacher Training Programme, Degree Project in Educational Sciences Södertörn University College Autumn Term, 2006 This study titled, Those who feel worst, need help to feel better, is a Degree Project in Educational Sciences for the Teacher Training Programme at Södertörn University College. The purpose of this study is to find out how school introduction for newly arrived refugee children is organized in two schools, considering the fact that many refugee children can suffer from PTSD, Post Traumatic Stress Disorder. The study is qualitative, based on interviews with principals, teachers and students in one junior high school and one high school. The study also reviews literature and research on how to work with children who suffer from PTSD. The results show that lack of national policy for the school introduction and education of refugee children, leads to the fact that school introduction can vary from school to school. The lack of co-operation between the different units around the refugee child makes the school introduction much more difficult than it needs to be. But this is also a matter of resources, and how they are divided. Thus, many of the children in this study seemed to be happy with their time in the preparatory class. The results also show that problems occurred when the children started in their new class, where they had difficulties in catching up with their new classmates.

In this study the semi structured interview method was used to explore what kind of knowledge one In State Authority: The Migration Board, and three Non Governmental Organisations: Red Cross, Save the Children and ISS- International Social Service have about the situation for separated children. Another purpose in this study was to explore if people who are close to the children are working for the best of the children and if their cases were treated with legal security. The result shows that the children’s cases are not treated with legal security and some of the children suffer psychologically from separations from the families and other children need new families because they were maltreated. The result also shows that there are signs that separated children are discriminated compared to children with a Swedish background.

Setting the Tone: A Newspaper Analysis on Canada’s Decision to Impose a Visa Requirement on the Czech Republic

This thesis examines Canada’s imposition of a visa requirement on visitors from the Czech Republic. By analyzing articles in three major Canadian newspapers, I conduct an Althusserian (theory that “culture ventures” are part of the Ideological State Apparatus), analysis. The thesis demonstrates that a dominant ideological viewpoint – a pro-capitalist ideology supported by a racist ideology – was evident in the coverage in all three newspapers. Additionally, this thesis addresses the presence of more ‘even-handed’ discussions of the conditions of the Roma, including experiences of racism and discrimination in the Czech Republic. I conclude that the newspapers present ideological views, with occasional exceptions.

"The kind of people Canada wants": Canada and the Displaced Persons, 1943-1953

In 1947 the federal government of Canada began a program to move European Displaced Persons (DP) out of the International Refugee Organization (IRO) camps in Germany and Austria. This program, designed to fill chronic labour shortages in Canada’s resource industries and contribute to a solution for Europe’s refugee crisis, occurred in a transitional moment in Canadian society. Canadians emerged from World War Two with a new sense of Canada’s role in the world, but despite a changed international climate, a new discourse of human rights and a potentially robust economy, old perceptions of race, immigration and economic management lingered in the postwar years complicating the work of a new generation of civil servants, politicians and industry operators. This is a history of the transition. It demonstrates the ways that old and new ideas of the nation, citizenship, race and immigration co-existed. It highlights the significance of the beginnings of a debate on the elimination of discrimination based on race in Canada’s immigration policy; shows the link between economic prosperity and popular support for immigration; and demonstrates the importance of individuals within industry, the civil service and in government in national decision-making. This is an international history, spanning the Atlantic and bringing a global perspective to local experience in Canadian industries. Chapters on the federal decision making process are supplemented by evidence from the United Nations Relief and Rehabilitation Administration (UNRRA), the IRO, the Ontario Ministry of Education and forestry, mining and hydro industries. It uses a variety of methodologies including policy history, oral history, public opinion polling, gender, ethnicity and labour studies to investigate the implications of these decisions for Canadian society. It demonstrates that the 1947-1951 movement of DPs was initiated primarily under dual pressure from Canadians who had served abroad and industry leaders who had previously used POW labour to solve on going shortages in the bush. These decisions were strongly informed by both the crisis in Europe and Canadian assumptions about race, labour and citizenship. By examining the expectations Canadians had for the behaviour of its newest arrivals and future citizens this study highlights the foundations of Canadian citizenship in 1947: community participation, contribution to the development of the economy, and political loyalty to the nation.

The Wisconsin Hmong Resettlement Taskforce: An Ethnographic Analysis of Public Policy as a Cultural Process and Product

This thesis focuses on the Governor of Wisconsin’s Hmong Resettlement Taskforce that was charged in 2004 with making policy recommendations for the State about a large resettlement of Hmong refugees. Through participant-observation, interviews, and document analysis, the process of policy formation by the Taskforce is examined. This empirical, ethnographic study depicts this taskforce as a group of cultural agents and its work as a cultural process. Findings in this thesis center on the taskforce report and the constraints on the narrative that limited possible recommendations.

Canadian Refugee Policy Paradigm Change in the 1990s: Understanding the Power of International Social Influence

This dissertation explores the factors which contributed to a change in the paradigm that framed Canadian refugee policy over the course of the 1990s. This change is characterized in the dissertation as a shift from a refugee protection paradigm that dominated policy-makers’ thinking in the 1970s and 1980s, to a security-control paradigm by at the end of the 1990s. This change is puzzling because it occurred prior to the events of 9/11 rather than in response to them and because domestic motivations for change do not provide a complete explanation of the shift. The dissertation argues that although factors in the domestic and international environments may have enabled paradigm change, a more complete explanation of shift needs to consider the process through which Canadian policy-makers were socialized into a developing international norm. This process of international socialization occurred through bureaucrats’ international interaction in bilateral and Regional Consultative Processes akin to Anne-Marie Slaughter’s global government networks. Using data generated from primary document analysis and a series of interviews of key policy-makers this dissertation maps paradigm change over the two periods. This data is then used to provide evidence of the importance of bureaucratic socialization through a global government network for migration in explaining this change.

Chronic Conditions of US-Bound Cuban Refugees: October 2008-September 2011

Background: Historically, most refugees have originated from countries with high rates of infectious diseases. However, non-communicable diseases are becoming increasingly more common in refugee populations resettling in the United States. Purpose: Examine the prevalence of selected chronic conditions among newly arriving adult Cuban refugees and compare the results to the prevalence of the same chronic conditions among the other top five incoming refugee populations: Burmese, Bhutanese, Iranians, Iraqis, and Somalis Methods: Data used in this study were derived from the Department of State’s Medical History and Physical Examination Worksheet and included all adult (≥20 years) Cuban, Burmese, Bhutanese, Iranian, Iraqi, and Somali refugees identified through the Center’s for Disease Control and Prevention Electronic Disease Notification Center, and who entered the United States during October 2008-September 2011. Data were analyzed using SPSS version 19.0. Descriptive statistics, chi-square analysis, and logistic regressions were performed to assess the prevalence of chronic conditions, check for associations between country of origin and outcome of interest, and to estimate the relative risk for Cubans compared to the remaining top five incoming refugee populations. Results: A total of 99,920 adults were included in the study. The largest population was Iraqi (27.6%), followed by Bhutanese (26.2%), Burmese (24.4%), Iranian (8.6%), Cuban (7.9%), and Somali (5.3%). All outcomes of interest were significantly associated with country of origin. Cubans were at a greater risk for asthma but were not the greatest at-risk population for the remaining outcomes of interest. Conclusion: The prevalence of non-communicable diseases was higher among the incoming refuges than has been traditionally assumed. These findings point to the need for a better understanding of the health status of refugee populations and the development of culturally appropriate health programs that include education on prevention and treatment of chronic conditions.

Climate refugees, refugees or under own protection? : A comparative study between climate refugees and refugees embraced by the United Nations Refugee Convention

Global warming is a current topic on the international agenda. The rise of temperature in the atmosphere threatens populations living on island, deltas and coastal areas, and people living nearby the Arctic and areas covered by permafrost are threatened. In turn this leads to the people in these areas being projected to be homeless or displaced due to climate change and the rising numbers of natural disasters. Those people are what you can label as climate refugees. According to IOM and Brown (2001) climate refugees are persons who for compelling reasons of change in the environment which change their living conditions have to escape their homes, either within their country or abroad.The United Nations Refugee Convention is the binding legislation followed by 147 (in 2008) of the UN member states. Either the UN Refugee Convention or any other international law recognizes climate refugees, and those people are due to that not granted any legal status. Who will protect these people when they have to escape their homes? This paper aims to explore what distinguish climate refugees from the refugees embraced by the UN Refugee Convention by a comparative literature review, for in this way be able to recognize the assumptions that make the United Nations to not classify climate refugees with refugee status. Both groups of refugees has in common that they live under the pressured decision they have to make as they flee their native homes to ensure their own and their families survival according to Grove (2006).In the long run both climate refugees and the UN Refugee Convention embraced refugees face the same traumatic experiences escaping their homes and have due to that the similar right to get the same mental help and be protected under international law. But populations facing the effects of global warming do not want to leave their land and believe it is an issue of human rights.
