This thesis attempts to apply the Representative Bureaucracy theory established and developed within the Public Administration scholarship addressing the lack of formal accountability of bureaucratic bodies on the case of the largest international bureaucracy in the world - the United Nations Secretariat. It builds on the normative presumption that it is necessary to staff the bureaucracy proportionally from all the societal groups so that it reflected the values of the society in whole and the policy outcomes corresponded to those produced if all the society participated in the process. Accordingly, we aspire to find out whether the UN Secretariat is a representative sample of the world population in terms of its bureaucrats' national affiliation, and, if not, what are the factors associated with a better relative representation of a Member State in the UN Secretariat. Through the usage of descriptive statistics tools and Ordinary Least Squares Multiple Linear Regression, we find out that the per capita representation of different Member States in the UN Secretariat is by no means equal and, thus, the UN Secretariat is not a representative sample of the world population. Previous issue date: 2016-10-14 / The present study analyses the interaction between two functions of public administration, controlling and management, within the Sao Paulo city hall. The starting point is the perception that municipal public officials and controlling officials have a difficult relationship. It this vision, ex post auditing prevails, overemphasizing the compliance focus of controlling which inhibits the managers’ capacity to innovate in public service delivery. The study’s results point out that several visions of public management are simultaneously found within the City Hall. The public administration reform agendas of the 19th, 20th and 21st centuries overlap, since none has been completed at the municipal level. Multiple visions on management models shape multiple visons on controlling, essentially influenced by a restrictive or a collaborative approach regarding controlling public management. This study shows that the tension between controlling and management in Sao Paulo City Hall is due to the collision among three types of control: conformity to the rules, efficiency and performance. The present study advises the city hall to adopt liaison measures to coordinate public management and controlling officials with a view of reaching better policies’ design and implementation. / O presente trabalho analisa a interação entre as funções controle e gestão na Prefeitura do Município de São Paulo. Parte-se da percepção de que existe uma relação de tensão entre os agentes de controle e os gestores municipais, em que prevalece o viés fiscalizatório e reativo do controle, que tem por consequência inibir a capacidade de inovação dos gestores públicos. A partir do diagnóstico realizado, foi observada a existência concomitante de vários modelos de gestão na PMSP, reflexo da sobreposição das agendas de reforma da administração pública dos séculos 19, 20 e 21. O imbricamento dos modelos de gestão se deve ao fato de que as reformas não foram plenamente concluídas no plano municipal. Às diferentes abordagens gerenciais correspondem diferentes modelos de controle, essencialmente influenciados pela oposição entre uma visão restritiva ou colaborativa da função controle com relação à gestão pública. O estudo constatou que o cerne da tensão entre as funções controle e gestão na PMSP deriva do embate entre três visões distintas sobre o objeto de controle: controle de conformidade, controle de eficiência e controle de desempenho. O trabalho recomenda a adoção de medidas que visem articular os agentes de controle e os gestores públicos para alcançar um melhor desenho e implementação das políticas públicas municipais.

Previous issue date: 2015 / Resumo: Saúde é um direito social conquistado, e a efetivação deste direito só se cumpre com o enfrentamento dos seus dois principais entraves: financiamento em saúde e gestão dos recursos humanos em saúde. O Brasil tem lidado com a questão dos recursos humanos em saúde através de programas governamentais que têm por finalidade o provimento de profissionais e a melhoria da qualidade da formação destes. O PROVAB ¿ Programa de Valorização do Profissional da Atenção Básica e o Programa Mais Médicos são os dois mais recentes programas na área. O presente trabalho objetiva refletir e analisar, a partir da experiência do Sujeito-Pesquisador como Supervisor do PROVAB e do Programa Mais Médicos, sobre o papel da supervisão prática nestes programas, e também sobre suas potencialidades e limites como ferramenta pedagógica. Trata-se de um estudo de natureza qualitativa e exploratória, baseado em relatos de experiências do Sujeito-Pesquisador, ocorridas no período de 2013 a 2015. Realiza-se um estudo descritivo dos programas, em seguida são relatadas as experiências selecionadas de supervisão, e por fim realiza-se a construção de categorias de análise. São delimitados três grupos de categorias: supervisão em contexto, papel da supervisão e ferramentas de supervisão. A pesquisa encontra seus limites na contemporaneidade aos fatos, que dificultam o encontro de dados e fontes distintas às fornecidas pelo governo federal, além da própria escolha metodológica, que remete os achados ao olhar implicado do autor. Com este trabalho, verifica-se que a prática de supervisão no PROVAB e no Programa Mais Médicos tem grande potência pedagógica, e que uma melhor definição do papel do supervisor, assim como a incorporação de novas ferramentas, tal qual o Grupo Balint-Paidéia e a Supervisão Ampliada, são algumas das propostas para o avanço dessas políticas. Novos estudos são necessários, para ampliar o olhar dos profissionais, gestores, equipe, usuários sobre os programas e, verificar as mudanças ocorridas, e a influência/potência da supervisão nestas mudanças / Abstract: Health is a conquered social right, and the fulfillment of this right only occurs with the confrontation of its two main obstacles: financing and management of the health workforce. Brazil deals with the issue of human resources for health through government programs to provide professionals and improve the quality of training. The PROVAB - "Professional Enhancement Program Primary Care" (Professional Improvement Program Primary Care) and (More Medical Program) "More Doctors Program" are the two most recent programs in this field. This article aims to reflect and analyze, from the experience of the subject-researcher as a Supervisor on the role of practical supervision in these programs on their potential and limits as a pedagogical tool. This is a study of qualitative and exploratory nature, based on reports of subject-researcher experience, during the period from 2013 to 2015. The author develops a descriptive study of the programs and reports selected supervisory experiences, and finally performs the construction of analysis categories, organized into three groups: supervision in the context, the role of supervision and supervision tools. The research finds its limits in the contemporaneity to the facts, making it difficult to collect different data and sources provided only by the federal government, also in from the specific methodological choice, referred the findings to the implicated author's look. With this work, it seems that the practice in supervision on the PROVAB "More Doctors Program" has great educational power, and that a better definition of the role of the supervisor as well as the incorporation of new tools, such as Balint-Paideia¿s Groups and the "enhanced supervision" are some of the proposals for the advancement of these policies. EU Actorness with and within Southeast Asia in light of Non-traditional Security ChallengesMaier-Knapp, Naila January 2013 (has links)
Nearly four decades of the Association of Southeast Asian Nations (ASEAN)-European Union (EU) relationship have witnessed the importance of ideas and identity alongside the economic interests in shaping the behaviour of the two sides. The study takes interest in understanding the EU’s actorness and the EU as a normative actor with and within Southeast Asia through a reflectivist lens. The thesis is an attempt to provide a new perspective on a relationship commonly assessed from an economic angle. It outlines the opportunity of non-traditional security (NTS) challenges to enhance EU actorness and normative influence in Southeast Asia.
Against this backdrop, the study explores the dialogue and cooperative initiatives of two regions, which attach relatively little salience to each other. The study employs a NTS lens and draws upon the case of the Asian Financial Crisis of 1997-98, the haze in relation to forest governance, the Bali bombings of 2002 and the political conflict in Aceh. The study assumes that these NTS issues can stimulate processes of threat convergence as well as threat ‘othering’. It argues that these processes enhance European engagement in Southeast Asia and contribute to shaping regional stability in Southeast Asia. Furthermore, NTS crises present situations, where norms can become unstable, contested and substituted. This allows us to better examine the EU as a normative actor.
To establish an understanding of the EU’s actorness and the EU as a normative actor, the empirical evidence will focus on the threat perceptions, motivations of action and activities of the EU and its member states. For the purpose of differentiating the EU as a normative actor, the study will also include the discussion of the normative objectives and behaviours of the EU and its member states and apply a reflectivist theoretical framework.
Hypothetically, NTS crises trigger external assistance and normative influence and thus, they offer an opportunity to establish a more nuanced picture of the EU in the region. At the same time, the study acknowledges that there are a variety of constraints and variables that complicate the EU’s actorness. The thesis seeks to identify and discuss these. So far, scholarly publications have failed to apply the NTS perspective systematically. This thesis provides the first monograph-length treatment of the EU in Southeast Asia through a NTS and reflectivist lens.
