The diploma thesis deals with the topic of insurance system in the Czech Republic and its transformations since 2009. Analysis of social and economic effect that was brought by alternation in legislation in code 187 / 2006 has become the objective of this work. The reasons for issuing the legislation alternation were struggles to change negative trends in sick insurance, to avoid unjustified costs and to ensure financial stability of the system. The introduction mentions theoretical concepts concerning the topic of the work and methods and procedures used while composing this diploma thesis. The area of the sick insurance is characterized by basic principles, terms and conditions in claim system and brief history of social protection institute in Czech Republic is also covered. The empiric part describes individual changes as a part of public finance reform. Specific impact on selected actors was subsequently analyzed. Three possible sceneries of resolving sick insurance issue are designed in the final part of the work.

The welfare state is ideally about guaranteeing citizens welfare and social security. This thesis describes how the embodied experience of austerity politics and reforms of national health insurance in Sweden is lived along the links of what I call “the chain of precarity”. In 2008 the duration of the entitlement to sickness benefit was limited to 2.5 years. The majority of people on sick leave and passing the benefit limit were women. Using qualitative in-depth interviews and drawing on feminist phenomenology, theories of recognition and crip perspectives, the analysis shows that the chain of precarity orients women with long-term illness towards increased vulnerability and risk. This (dis)orientation is the result of a lack of recognition and respect within the fields of social insurance, health care, work life, discourse and politics as well as close relations.

The aim of this dissertation is to provide the readers with as comprehensive view of the issue of sickness and accident rate of workers in relation to work attendance as possible. The dissertation deals with both absenteeism of sick individuals, i.e. the incapacity for work, and presenteeism, that is the performance of gainful employment despite acutely impaired health condition. Due to the different nature and level of knowledge of the examined phenomena, each of them is devoted a different level of attention. The issue of the incapacity for work due to disease or injury is analyzed in more detail. Development of the parametric values is set in the context of administration and legal changes, which have occurred in the Czech Republic since the early 1990s, and conditionality of the occurrence of the incapacity for work due to disease or injury are further investigated based on individual anonymized data. In the part dealing with presenteeism, the dissertation introduces the readers to the basic findings that have been published so far about this type of addressing health incapacitation. Attention is also paid to the mutual comparison of the incapacity for work and presenteeism, both on the basis of theoretical and empirical knowledge. Posuzování zdravotního stavu v České republice a ve státech Evropské unie / A health state assessment in the Czech Republic and in states of the European Union

The diploma thesis titled "A health state assessment in the Czech Republic and in states of the European Union" is a theoretically conceived work that offers comprehensive information on assessment activities focused on the sickness insurance in the Czech Republic and other five selected countries of the European Union. A choice of the selected states has been affected both geographical and historical linkages to the Czech Republic as well as differences in the social security systems. The most attention has been devoted to the assessment activities under the sickness insurance of the Czech Republic. For other countries there has been particularly given a course of the health state assessment due to the illness, pregnancy and maternity or care for a household member. The aim of the thesis is to analyze the process of the health state assessment in the Czech Republic and a subsequent comparison of those results with a situation in the selected countries of the European Union, namely the Slovak Republic, Poland, Austria, Great Britain and France. To identify differences and to focus on strengths and weaknesses of the systems or to suggest a more efficient solution within the Czech Republic. The results of the thesis show that in all researched countries a medical certificate of the incapacity for work is the legal condition for an acquisition of claims to sickness benefits and the procedure for an obtaining of the certificate is similar in all six countries. It is the examination and health state assessment by a physician authorized by a body administering the social security in the given country. Despite differences of the social security systems in individual countries, a connecting element for the claim to the benefit is the participation on the social insurance. This thesis may also serve the general public as a summary of findings on the issue of the health state assessment under the sickness insurance in the Czech Republic and selected countries of the European Union and for a better orientation in the given systems.

The main aim of this thessis is to analyze the evolution of legal rules and structures of organization of public administration connected with social insurance between years 2004 - 2014. The first part of the thessis provides the intro of problem. The second part sumarises main crosspoints within the evolution of social insurance and sickness and pension insurance and its covering organization - Českou správu sociálního zabezpečení. The crucial changes are written down in surveillance tables. There are also mentioned changes in social benefits of passive policy of employment and evolution of Employment Department. These are also specified in surveilance tables. There are also analized: impact of legislative changes on amount of social benefits, administrative burden of byrocratic workers and total operating expenditures. These makroekonomics data are graphicaly pictured in the second part of the tessis. Crucial is the enumeration of changes that had real impact on the national economic.

Presented diploma theses evaluates the sickness insurance system in the Czech Republic and Europe from the point of view of the Czech Republic citizens. The aim of the work is to analyze the sickness insurance system in the Czech Republic regarding the system changes and also to find out the reform impacts on insured. Simultaneously the aim is to compare the impacts of the Czech insured with the impacts on those migratory workers who draw a claim to the insurance benefit from foreign systems of Europe. The theory of the social capital focused on the social policy and the social security and its legitimacy, theory of the inequality and poverty, the theory of the human capital and the theory of the bureaucracy were the basis of this work. In order to acquire the objective data at first it was made the comparative analysis of the chosen sickness insurance systems in Europe. Other part of this work is focused on the reform of the sickness insurance system in the Czech Republic and it analyses and compares some chosen indicators of the system focusing the years 2008 and 2009. The thesis is focused on the development of health insurance benefits under the social security system in the Czech Republic. Aiming to secure people for future social events, which may be predictable (age) or unpredictable (disability, funeral, sickness, widowhood, etc.) and prevent poverty or the worst consequences. This thesis briefly describes the system of social security. More specifically focuses on health insurance, health insurance benefits and their development. It also contains the characteristics of the selected business entity and cost analysis of selected companies of employing workers and their absence from work, which is associated with the payment of sickness benefits. Finally, it presents the identification of direct and indirect costs associated with health insurance benefits and their impact on the profit of the selected business entity. The conclusion describes the effect of the payment of health insurance benefits for profit companies, including negative and positive impacts.

The diploma thesis called The comparison of medical assessment service (MAS) aim and activities within the health insurance system in the Czech and Slovak Republic and it is focused on the pieces of information related to the system of social security aiming its attention to the health insurance during both the time of Czechoslovakia and its current arrangement of the Czech and Slovak Republics in its theoretical part. Related to that there is also elaborated the issue of the medical assessment service. There is a conclusion of the most important services of the MAS and particular competences of bodies involved into the health insurance. There is also a mention of the body adjusting the public health insurance including the related area of the review medicine to get a more comprehensive view. The diploma thesis main aim is to compare the tasks and activities of the MAS in the Czech and Slovak Republics. There are determined partial aims to get a more comprehensive elaboration. One of them is focused on the benefits that are awarded based on a health condition within the health insurance in these two countries and the other one is the comparison of Czech and Slovak health condition of citizens based on the statistics of temporary sick leaves taking into consideration the conditions while awarding them. The document analysing method is used to reach the aims mentioned above. This method follows Mayring´s proposed plan and the sources where the information was taken from were firstly evaluated from a criteria relevance viewpoint. After that the gained data was compared within a comparative method in a synchronous way. The empiric diploma thesis part contains data organized in well-arranged tables with comments and in the following Chapter 5 Discussion there is data compared according to the methodology mentioned above. The basic system comparison of social security and health insurance in the Czech and Slovak Republics belongs among the topics of the final discussion. The possibility of consolidation of health and social insurances in both countries also taking into consideration the opinions of the involved experts is largely covered here. The most significant discussion focus is the comparison of the aim and activity of the MAS in the Czech and Slovak Republics. The results show that the aim and activity of the MAS are very similar in both countries; which is logical regarding the common historical base. Czech and Slovak main MAS activity within the health insurance is the auditing activity; i.e. the audit of evaluation of the health condition by the involved medical doctor as well as the inspection if the treatment mode of people on sick leave is being followed. It is also possible to notice some nuances in the elaboration in both MAS systems; which are separated today. Regarding the legislation it is possible to say that the Slovak medical assessment service work in a more consistent way that is also supported by the statistic data containing more performed audits of the treatment mode following and a more frequent usage of sanction means towards insurers which is the result of the more detailed strategic planning of inspections. The diploma thesis offers a comparison of health insurance systems and tasks and activities of the MAS in the Czech and Slovak Republics. It can be used as a study document for students of social politics and a social security law. It can also be used as an impulse to other explorations in this area and to start thinking of various possibilities how to arrange the social security system of these two countries.

This diploma thesis focuses on changes in the system of sickness insurance in the Czech Republic since 2009. Based on the analysis of the development of social security in the context of neoliberal capitalism and economic globalization, the aim of the thesis was to reflect the ideological and factual basis and the legitimacy of the institutional change in the sphere of sickness insurance in connection with adoption of Act No. 187/2006 Coll., On sickness insurance and the discovery of socio-economic consequences of these changes. The theoretical basis of this thesis has been the institutional change in the sphere of sickness and the (non) legitimacy of the policy in this sphere of public finance reforms. Other theories have included the relationship of economic and social policy that they have been closely related to the theory of social state. The social state has been the beginning of the subject of aging, globalization and the recession of economic development in the last decades. Analysis of work incapacity in the Czech Republic: trends and determinants Abstract The thesis addresses trends of work incapacity in the Czech Republic after the establishment of the independent Czech state on 1st January 1993 up to the present. In the theoretical part it focuses on the legislative changes affecting work incapacity during the period under study. Furthermore, it describes work incapacity using demographic indicators of work incapacity and focuses on the structure of work incapacity according to the international classification of diseases (MKN-10), according to the age, region, seasonal trends and occupational classification (CZ-ISCO). This part mainly shows the development of the average percentage of incapacity for work, terminated cases of incapacity for work per 100 000 insured people and the analysis of the average length of incapacity for work. The next chapter is based on the advanced data analysis of the Labor Force Survey. The last chapter is dedicated to the international comparison of work incapacity.
