Povinná vojenská služba v soudobé Evropě - jak a proč jí státy stále využívají? / Military Conscription in contemporary Europe - how and why states still use it?

Hoppe, Dominik January 2020 (has links)
This thesis addresses issues regarding military conscription within the European geographic area. It reflects lengthy and complicated evolution of military conscription, as well as its use case and eventual suspension or abolishment as a military recruitment tool in a post- Cold war Europe up until this day. Thesis also addresses academic and non-academic debate related to conscription and its development, typology, use-cases while it tries to uncover and summarize principal reasons, why was the concept of military conscription abandoned. Furthermore, it tries to evaluate those reasons against the current state of security environment in Europe, compare them and based on that, answer the question whether the relevance of those reasons is still valid or not. Especially in relation to the fact, that some of the countries that abolished conscription in the past, are bringing it back in form of mandatory military or civilian service, contrary to above mentioned reasons. Thesis comes to conclusion, that the relevancy of the issues with conscription from the past are less relevant in current European security environment.

Misgendering z perspektivy filosofie jazyka / Misgendering from the perspective of philosophy of language

Fikejzová, Michaela January 2021 (has links)
Misgendering as a phenomenon is currently analyzed mainly from the perspective of gender studies, where it is generally considered a hostile and morally contestable practice. The aim of the presented work is the analysis of misgendering from a completely different position - misgendering as an issue of reference. This type of analysis brings novel insights both to the debates in the field of gender studies and to the debates concerning reference as such. As an interpretative framework I am using Récanati's account on mental files; I am using this conceptual base for evaluating whether given reference and/or coreference may be considered (un)successful. In this framework I examine several model situations, where misgendering takes place, and based on this inquiry I propose a two-level typology of the misgendering phenomenon. The first level takes place only at the perceptual level, where the speaker forms singular thoughts about an object she's perceiving. At the second level, which includes interpersonal reference, I distinguish between three types of misgendering - unintentional, considerate intentional, and hostile intentional misgendering. In the text I oppose the conception of misgendering as only a hostile practice, as it is inevitable or even desirable in certain situations from a reference...

Úloha a možnosti nestátních neziskových organizací při řešení krizových situací a systém spolupráce mezi nimi a orgány krizového řízení / The role and options of nongovernmental nonprofit organizations in dealing with crisis situations and a system of cooperation between these organizations and emergency management.

NĚMEC, Petr January 2012 (has links)
I chose the topic of my diploma thesis ?Role and Compass and Potential of Non-government Non-profit Organisations when Solving Crisis Situations and System of Co-operation between them and Bodies of Crisis Management? because I believe that non-profit organisations play a key role at providing help to people in distress. I pay high attention to the non-profit organisations which, within their compass, try to help people in distress. They attempt to mitigate the consequences of emergencies or crisis situations, which can affect any human being at any time. It was only when I started studying at the University of South Bohemia and when working for the police that I found out that the non-profit organisations which operate in the Czech Republic depend mainly on the grant policy, sponsorship and human approach of the people who are employed in these organisations or support them in whatever way. Having chosen the topic of my diploma thesis, I have tried to summarize and submit as much information for the readers of this paper to absorb as many data as possible on the non-profit organisations which work within the South-Bohemian region and are available when preparing and solving emergencies and crisis situations. I have made an attempt to describe their role, compass and employment at emergencies. The other objective of my thesis is to describe their communication within the Emergency Services and with the bodies of Crisis Management. The objective of my diploma thesis is to analyse the activities of non-government non-profit organisations when dealing with crisis situations and emergencies. Based on qualitative research, this goal was met. Nowadays, in the time of economic crises both in the Czech Republic and in the world, I must state that to secure funding, material and human resources, which would enable their workers to perform the activities given by their mission, represents for the non-profit organisations a superhuman task. The hypothesis that the system of co-operation of the bodies of Crisis Management and non-profit organisations is sufficient has been confirmed. The hypothesis that the activities of non-profit organisations when dealing with crisis situations and emergencies represent an important factor has been confirmed as well.

Využití koordinované rehabilitace v organizaci Fokus / The Use of a Coordinated Rehabilitation in the Organisation of the Focus

HÁVOVÁ, Markéta January 2019 (has links)
The diploma thesis is dedicated to the way of using and way of functioning of the coordinated rehabilitation and the multi-disciplinary team in the organization Focus in Pelhřimov which works with the people with mental disorders. The thesis is divided in the theoretical and practical part. The theoretical part describes the history and function of the coordinated rehabilitation, mental health care history, psychiatric reform and multi-disciplinary cooperation functioning. There is used the strategy of quality analysis in the research part. It was done by the questionnaire and the technique of half-structured interview. The results coming out of the interview were focused on the functioning of multi-disciplinary team in the institution and the cooperating subjects in the first part. The second part was dedicated to the basic parts of the coordinated rehabilitation provided in the organization in view of the fact that there were other participating professionals and non-formal participants during the care of the person with mental disorder. The aim of the research was to map the sectors of the coordinated rehabilitation used by the individuals with mental disorders in the organization Focus in Pelhřimov. The research team was created with the help of the method of the snow ball and basic criteria was employment of an "communication partner" in the particular organization. Their ability to evaluate their job and take part in the lead interview depended on their experience in Focus. In connection with the thesis aim there was also set the main research question: What parts of the coordinated rehabilitation are used in the organization Focus in Pelhřimov? Partial questions were devolved from that which were connected to the particular parts of the coordinated rehabilitation and the function of the multi-disciplinary team. The first contact and the next cooperation is developed by the seriousness, necessity and wishes of the client. The work with the client with mental disorder is based on the philosophy of recuperation, not recovery. In the relationship and the concentration, the work is done in all sectors of the coordinated rehabilitation. The client has the closest relationship to the key worker who provides the care in the multi-disciplinary team and other professionals in the organization. There is the conclusion from the results that there was an agreement that the coordinated rehabilitation is used in this institution and no other from the basic sectors can be omitted. The results of the diploma thesis can be used as feedback for the organization Focus in the practice where it can be useful for mapping of the sectors of coordinated rehabilitation and making clear the needs of the individuals with mental disorder. Taking into consideration the recommendation to use the feedback of the respondents about information sharing, to prefer common space of the whole team and bigger promotion.

Činnost Policie České republiky jako základní složky integrovaného záchranného systému u vybraných mimořádných událostí. / Aktivity of the Police of the Czech Republic as a besic unit of the Integrated Rescue Systém for extraordinary incidents.

JILEČEK, Michal January 2011 (has links)
The thesis at hand analyzes the activities of the Police of the Czech Republic, a fundamental component of the Integrated Rescue System, on the level of tactical control while intervening in selected emergency situations. The theoretical part includes an analysis of available legal standards and documents related to the activities of the police while carrying out rescue and salvage operations. The empirical part comprises of qualitative and quantitative researches done in a specific sample of respondents. The first research corpus was involved in structured interviews that were held with chiefs of the executive bodies of the police; the second research corpus was involved in a questionnaire survey that was carried out in a sample of policemen performing the direct service. The survey reveals the level of awareness of the policemen with the issues relating to the Integrated Rescue System. The outcomes of the survey are shown in graphs. The thesis concludes that there is no systematic training of the police officers and police employees working for the Police of the Czech Republic and it offers alternative solution of the training method to be employed when explaining issues associated with the Integrated Rescue System at the workplace and while the work is in progress

Porovnání vybraných metod výpočtu základního odtoku na malém povodí a zhodnocení vlivu základního odtoku na koncentrace fosforu v celkovém odtoku. / Comparison of selected methods of calculating baseflow in a small basin and evaluate influnence of baseflow to concentrations of phosphorus in total runoff.

ŠVARCOVÁ, Eliška January 2013 (has links)
This thesis is focused on the methods of separation of baseflow and comparing of these metods. It is analyzing concentrations of total phosphorus in the total runoff and influence of baseflow to concentrations of phosphorus in total runoff. The studied area is subcatchment P52 in the catchment Kopaninský flow. Subcatchments P52 is small (64,93 hectares), drained agro-forestry catchment in Českomoravská vrchovina (Czech-Moravian highlands), with a large proportion of forest area (64% forest and 31% of arable land). Studied the period is hydrological period 2009 - 2011. To obtain the necessary results are used daily flow, daily concentrations, daily precipitation of rain gauge station Velký Rybník and monthly precipitation from rain gauge stations of the ČHMŮ (Czech Hydrometeorological Institute) in Humpolec. For the separation of the baseflow and comparison of methods were selected five methods: - method of digital filter according to Chapman (1999), - method UKIH designed by Institute of hydrology (1980), - method RDF proposed by LINE AND Hollick (1979), - method FUKIH proposed by AKOSY AT. AL. (2009) and - method of Kille (1970). All methods are simple to perform and not challenging to input data. When comparing methods, the main problem is that, the results obtained by different methods are very different. Another point of this work is to evaluate the concentrations of total phosphorus in the tatal runoff. Here is analyzed series of daily concentrations of total phosphorus and monthly and annual average concentrations. Low and high concentrations are compared with the values ??of precipitation and clinks are searched between these values. The main problem is that, the concentration of phosphorus are not dependent only on precipitation. The last point is solution of influnence of baseflow to the amount of total phosphorus in the runoff. Here is used the procedure which described BYSTŘICKÝ in its work (2012). There are determined values concentrations typical of baseflow, for direct runoff and total runoff. Groups of values ??are mutually tested and compared. The results show that, the baseflow is negligible contributor of phosphorus to the total runoff, but to achieve more accurate results would be needed to analyse a longer time period (eg 10 years) and compare the results with several different river basins.

Modely pro data s nadbytečnými nulami / Models for zero-inflated data

Matula, Dominik January 2016 (has links)
The aim of this thesis is to provide a comprehensive overview of the main approaches to modeling data loaded with redundant zeros. There are three main subclasses of zero modified models (ZMM) described here - zero inflated models (the main focus lies on models of this subclass), zero truncated models and hurdle models. Models of each subclass are defined and then a construction of maximum likelihood estimates of regression coefficients is described. ZMM models are mostly based on Poisson or negative binomial type 2 distribution (NB2). In this work, author has extended the theory to ZIM models generally based on any discrete distributions of exponential type. There is described a construction of MLE of regression coefficients of theese models, too. Just few of present works are interested in ZIM models based on negative binomial type 1 distribution (NB1). This distribution is not of exponential type therefore a common method of MLE construction in ZIM models cannot be used here. In this work provides modification of this method using quasi-likelihood method. There are two simulation studies concluding the work. 1
