Globalization and Small Countries - Unique Challenges, Universal Solutions

This work focuses on globalization, more closely on the economic aspects of this process. Small countries, especially developing ones are in the spotlight, as they face unique challenges that have been addressed by the international community for decades at least. The success rate of the intervention is very questionable and leaves room for improvement, which may be a platform to elevate millions out of poverty, solve crippling problems, provide access to technology and improve the global economic system. The uniting hypothesis is that that small developing nations are functioning in a hostile environment when it comes to trade, intellectual property protection and debt, which makes it extremely difficult for them to globalize competitively. Economic history, trade and technology are the main filters of this research. Conventional economic theory like market fundamentalism, and international trade theories will be discussed. A holistic literature review, will try to depict the many sides of the argument. The data used will be from the World Competitiveness Report, World Bank's World Development Indicators, other World Bank data, apropriatiate statistical offices. Cozzens This dissertation has studied the role of institutional environments on the building of agro-biotechnological capabilities in small countries, through a comparative case study design. The key question was whether the institutional environments in Costa Rica, New Zealand and Uruguay have evolved in a way that have fostered or hindered the transition towards modern biotechnology at the level of firms and sector. Biotechnology provided a particularly interesting area of study because of the dramatic changes it has undergone since the 1970s and consequently, it facilitated to study the transition from second generation to third generation biotechnology. Innovation studies have trend to focus on pharmaceutical biotechnology. This research however, attempted to understand the dynamics behind biotechnology applied to agriculture, in countries with agricultural-based economies. In this context three small countries were selected: Costa Rica, New Zealand and Uruguay, based on some commonalities in terms of size (population), their reliance on agriculture, and some historical features that inter-connect them. The choice of biotechnology applied to agriculture enabled to study the extent to which the institutional environments have changed and processed change vis a vis fundamental technological development. The institutional environment was defined as composed by institutions (rules of the game), the web of organizations (players of the game), and policies. Technological capabilities were defined as composed by skills, processes and resources. Primary data was collected based on in-depth interviews to research organizations, hybrid research-related organizations, firms, and policy-making agencies in each country. These findings suggest that institutional thickness (number and variety of organizations and institutions), cohesiveness (shared sense of strategic purpose), and coherence between institutions and policies with regard to their goals and means are crucial for strengthening more complex, cumulative, encompassing (different biotechnologies with multiple focuses), and expanding biotechnologies.

Success nonetheless : making public utilities work in small-scale democracies despite social capital difficulties

A large part of the study of politics is dedicated to identifying the circumstances under which democracy will flourish. Putnam made a major contribution to this field through his concept of social capital as developed in Making Democracy Work. Putnam found that communities with a high number of civic associations –i.e. social capital- had a better chance of developing an effective style of democratic government. This definition of social capital sparked much subsequent research and policy activity. It is argued here, however, that this work ignored the immediate needs of societies which do not have the required stock of social capital. There is still little guidance available on how effective government can be achieved even if the right societal circumstances are absent. This thesis hopes to find inspiration from government agencies that were successful despite their challenging social capital conditions. It specifically looks at sixteen public utilities on the Caribbean islands of Aruba, Curacao and St. Kitts between 2005 and 2009. The thesis then systematically investigates the relationship between the performance of the agencies and the behaviour of their senior officials. It emerges that in the absence of social capital, governance is in these cases mainly hampered by a deluge of irrelevant data. Successful utilities overcame this flood by constantly upgrading the quality of information, implementing a strict yet inclusive style of governance, and allowing strong leaders the space to translate words into actions. These outcomes suggest that social capital forms an important tool for ordering information, and that, in its absence, there are still alternative strategies available to secure success nonetheless.

The Specter of Scarcity : Experiencing and Coping with Metal Shortages, 1870-2015

In spite of an ever-growing supply of metals, actors have long feared metal shortages. This thesis – departing from an understanding that metals scarcity is not an objective geological fact, but an experience, a fear of a shortage – explores why business and state actors have experienced metals as scarce and how they coped with scarcity from 1870 to 2015. The underlying reasons for scarcity experiences originated in high prices, a lack of substitutes, domestic unavailability, limited infrastructure and increased demand. In the view of businesses and the state, a shortage of metals could hinder successful industrialization. Defining metals as scarce was a first step in their attempts to ensure access through exploration, recycling, substitution, and trade agreements. This dissertation presents five case studies which provide insights into three selected aspects of metals scarcity that have been overlooked in previous studies. First, while small countries experienced and coped with metals scarcity in a similar way to large nations, they were more vulnerable because of their dependence on transnational flows controlled by larger countries. Yet if they remained neutral in international conflicts, they could enjoy other opportunities to import resources than their larger rivals. Second, industries experienced metals scarcity before World War I; with the onset of the Second Industrial Revolution, at the very latest, new technologies were often dependent on metals which had never before been used commercially – there were not yet any extraction systems in place. However, once these metals began to circulate, state actors became aware of the international traffic and began to classify certain metals as critical. Thirdly, technological change has affected – and been affected by – metals scarcity. If a metal was scarce, manufacturers were likely to embark on a different path to production.
