The Protection of Cultural Property during Occupation Cultural property represents an integral part of every nation, it completes the identity of the individual as well as that of humanity as a whole. Because of its specific character, it represents a unique and valuable source for the understanding of history, and creates a sense of belonging to a community, either in its national or in its worldwide sense. Cultural property has a special, irreplaceable meaning for society; its character, existence and continuity and must therefore be protected. The risks that cultural property faces are of two different kinds: either independent of human will or, on the other hand, connected with human activity. Dangers for cultural property are naturally present even during the time of peace. On the other hand, cultural property represents especially vulnerable objects during the time of armed conflict or occupation. Even though during the time of armed conflict the protection of human lives, especially of persons not involved in actual fighting, plays the paramount role, it is nevertheless important to provide protection to cultural property as well. Výběrový experiment - preference horolezců při výběru lezeckých oblastí / Choice Experiment - The Preferences of Climbers for the Individual´s Decision Making about the Choice of Recreation Area

This diploma thesis is concerned with the use of the choice experiment method for modelling the demand for recreation of rock-climbing in Czech Republic. The main scope of this diploma thesis is to find the main atributes for the individual's decision making about the choice of recreation area and derivation of their implicit prices. The next point of this diploma thesis is to find out a socioeconomic sctructure of the respondents. The theoretical part involves an explanation of the main economic terms, a detailed description of the choice experiment method and a list of papers concerned with a rock climbing. The practical part describes the procedure of the aplication choice experiment method step by step -- the questioning preparation, the data survey, the data analysis and the interpretation of results. The conditional logit is used to the choice experiment analysis.

The theme of thesis is to analyze the effectviveness of public- private partnership. The thesis consists of theoretical and practical parts. The theoretical part defines public goods and means of their security. The following defines the public-private partnership. Than there is the evaluation of public procurements and Public Private Partnership projects in a legal and financial aspects. The practical part describes legal security and financing of Public Private Partnership project Aquapark Olomouc along with SWOT analysis and risk analysis. The analysis above leads to the identification of problematic points of the project. Finally, suggestions are formulated to solution of identified problems and evaluate whether, in this particular case, public-private partnership has been effective.

The aim of this diploma thesis is the estimation of the influence of green areas on real estate prices in Bratislava, SK. Being not a public good green areas are not market valuated which makes the decision about its size and placement in urban areas problematic. This thesis was written with an aim to evaluate the benefit of greenery and help future decision making concerning green urban areas in Bratislava. Theoretical part points out current situation of green urban areas in Bratislava and real estate market development. It also demonstrates some of the benefits coming from urban greenery and defines hedonic pricing method. Practical part is focused on greenery value estimation using HPM. It analyzes geografical data altogether with real estate data and based on five regression models using various groups of environmental variables estimates the impact of different types of greenery on the real estate prices in Bratislava.

Radko Hokovský Border Security of the Schengen Area from the Perspective of the Public Goods Theory Abstract In the context of increasing illegal immigration to the European Union, doubts arise whether Schengen Area is fit to face this challenge, or whether it needs to be reformed. The aim of this dissertation thesis is to clarify questions surrounding functionality of the Border Security System of the Schengen Area by applying the theory of public goods. The main inquiry of the thesis is, whether it is necessary to further strengthen the EU competences in order to improve the functioning of the Schengen Border Security System (SBSS). First, a model of an ideal- type border security system is constructed in order to identify core functions of border security in relation to protection from illegal immigration: (a) deterrence of illegal immigrants, (b) prevention of illegal border crossings, (c) interdiction of illegal immigrants, (d) apprehension of illegal immigrants, (e) apprehension of illegal residents, and (f) removal of illegal population. The thesis aims to familiarize readers with the basic concepts of environmental migration at such a pace as to enable discussion and reflection on the subject. The first chapter is introductory and defines basic concepts such as migration, environmental migration, refugee. The second chapter deals with environmental migration. Environmental migration is nothing new. Natural and human-induced disasters have been the cause of migration in the past and are likely to be the cause of migration. The third chapter deals with legislation on environmental migration. It examines refugee law, human rights law, or international humanitarian law. It points out that the existing legislation is not sufficiently developed. So far, there is no legally recognized definition of an environmental migrant. The fourth chapter looks at migration as a moral question, primarily in the optics of the social doctrine of the Church, the universal determination of goods, solidarity, and the direction towards the integral good. Analýza zabezpečování veřejných služeb na municipální úrovni / The Analysis of Public Services Provision on Municipal Level

This master thesis deals with analysis of providing of public services at the municipal level. Thesis is evaluated on the basis of information gathered in 10 municipalities from which 7 are situated in the Jihočeský kraj region and 3 are situated in the Vysočina region. Since the law not specifies strict variant of providing the services, municipalities may choose the most suitable alternative. Data were gathered in the period from the year 2001 to 2006. Five chosen services were the object of the analysis. The services were: Municipal solid waste disposal, public green foliage maintenance, local communications maintenance, streetlight maintenance and funeral services. The results of thesis are the ways of providing examined services by municipalities and whether there are possibilities to raise the effectiveness of providing these services.
