Essa política, subsidiada pelo governo brasileiro através do Programa de Alimentaçao do Trabalhador (PAT), é estudada aqui com base em dados consolidados no período compreendido entre 1977/95 e na avaliaçao de atores relevantes. Políticas de suplementaçao alimentar para trabalhadores urbanos foram implementadas em nosso país desde o Estado Novo. Melhorias nas condiçoes de vida e saúde dos trabalhadores e aumento da produtividade sao objetivos recorrentes na definiçao dessas poíticas ao longo da história. Observa em cada mudança nos contextos político e econômico, as características dos programas foram alteradas, satisfazendo a interesses do Estado, a interesses das classes dominantes e a pressoes dos movimentos sociais. O PAT alcança maior abrangência a partir de meados da década de 80. O paradoxo de uma política que se expande em um contexto mundial de retraçao da política social do Estado é examinado à luz das particularidades da conjuntura de redemocratizaçao no Brasil, a saber, da presença de um forte movimento operário-sindical, lutando por objetivos econômicos, sociais e políticos específicos. / The proposal of this work is to analyze the performance of a specific social policy – the food supplementation of the worker in the formal labor market. This policy subsidized by the Brazilian government trough the Worker’s Feeding Program (PAT), is studied here based on data consolidated on the period between 1977 and 1995 and on the valuation of relevant actors. Feeding supplementation policies for urban workers have been implemented in our country since the New State. Improvements in the worker’s living and health conditions and increase of productivity are appealing objectives on definition of these politics throughout the history. We can observe that, in each change in the political and economical context, the characteristics of the programs were altered, meeting the interests of the State, the interests of the dominant classes and the pressures of the social movement. The PAT reaches a higher extension as of the mid 80’s. The paradox of a policy that expands itself in a world context of retraction of the State social policy is examined in the light of the particularities of the redemocratization conjecture in Brazil, namely, the presence of a strong worker-union movement, fighting for economical, social and political specific objectives.
