Současná zahraniční politika Spojených států amerických vůči Evropské unii / Contemporary U. S. Foreign Policy towards the European Union. Negotiation of the Transatlantic Trade and Investment Partnership

Transatlantic relations have a long tradition but their current state has recently come into question. This thesis is concerned with the contemporary foreign policy of the United States of America towards the European Union, focusing mainly on the Transatlantic Trade and Investment Partnership (TTIP) which has been under negotiation since July 2013. The first chapter provides the theoretical and methodological framework, explaining how the American political system and foreign policy construction work and suggesting how these can be analyzed. The following chapters deal with the TTIP itself, using mainly the sub-state level of analysis. Chapter 2 explains the overall agenda of the TTIP, analysing America's goals in the negotiations and the TTIP's possible impact on transatlantic relations. Chapter 3 investigates the role and goals of state actors in the ongoing negotiations, namely of the president of the United States; Congress and the United States Trade Representative and State Department. Chapter 4 is based on analysis of non-state actors involved in or affected by the TTIP negotiations.

Poslední kapitola popisuje vývoj transatlantických vztahů včetně charakterisktiky jejich současného stavu.

Pomocí analýzy vývoje jejich energetických politik se práce snaží najít odpověď na otázku, jakým směrem se bude ubírat jejich vzájemný vztah s ohledem zajišťování jejich energetické bezpečnosti. Pole zkoumání je zúženo pouze na zajišťování si přístupu k dodávkám ropy a zemního plynu.

The thesis focuses on changes in economic policy in the United States and on their external economic relations, with emphasis on transatlantic relations in the end of 20th and early 21st century. Against the backdrop of the most important domestic policy and foreign affairs in last two decades, it monitors and compares the economic and political realities of U.S. society while trying to capture significant changes in U.S. economic policy. It does so not only with basic macroeconomic indicators, fiscal and monetary policies, but also in conjunction with the traditionally problematic systems of social and health care. Internal developments are then put into the context of changes in the external relations of the United States with an emphasis on the economic side. On this count, the thesis focuses on transatlantic relations and the emerging strategic partnership between the U.S. and China. Hand, it does not leave even the processes of globalization, the economic crisis of 2007 - 2009, or the position of the U.S. dollar in the global economy.

The aim is to examine the economic and geopolitical implications that could come out of this deal. Closer look on this issue should bring a complex overview on the most discussed trade agreement in international relationship in the 21st century. Comparative approach will be used for detail analysis. Thesis deals with the comparison with current state of bilateral trade between EU and US. In more details TTIP negotiations are being described in this thesis as well its basic concept, advantages and disadvantages for both parties and impacts on Europe and US markets.

The aim of this thesis it to offer a complex overview of the Transatlantic Trade and Investment Partnership (TTIP). This international agreement is being negotiated between the United States and the European Union. The main goal of this agreement is to create the largest free trade area to date. I wish to claim that the TTIP does not merely concern trade, but there is a clear geopolitical underlining for it too. When the communist world collapsed, the United States became the sole remaining superpower. Nowadays, the West is facing a different world that fosters new challenges as well as opportunities. The rise of China and Russia puts pressure on the West again. The TTIP seeks to reflect new challenges in world politics. A successful agreement would clearly demonstrate that countries across the Atlantic are still the closest partners. In this thesis I aim to find a causal link between this agreement and the current situation ushering in a shifting balance of power in world politics. I intend to employ two main branches of theories of international relations to verify my hypotheses. The first theory, realism, is equipped to answer questions about power and national interests. Topics associated with the United States' foreign policy towards the European Union have become increasingly intense in expert discussions since the turn of the millennium. This is due to several factors, primarily including the strength of the two clusters, on two shores of the Atlantic ocean. The work on the topic of transatlantic relations is divided into four chapters, where the first chapter deals with the theory of regionalism, the historical development of relations between the United States and the European Union, and the European Community. The conclusion of the chapter then anchors foreign policy actors from the US perspective. However, the thesis aim is to compare two US presidents and their relations with the EU. The selected presidents are Barack Obama and Donald Trump, when the 2012-2018 period is a crucial time for work. The aim of the thesis is to find answers to several questions, when the main one is whether and what difference is in the approach of Barack Obama and Donald Trump towards the EU. The paper sets out several criteria by its research, which will then be compared from the perspective of two presidents in order to show whether and how the policies of two consecutive presidents differ in EU relations.

This diploma thesis is focused on deepening of the transatlantic economic relations between countries, which form European Union nowadays and USA, since the end of the Second World War until the present time. Result of these deep transatlantic relations on every level is negotiation of unique agreement TTIP. Thesis analyses current state of bilateral trade between EU and USA, with subsequent utilization of three different, but closely interconnected economies of Slovakia, Czech Republic and Germany and their trade with USA, which will be then compared with projected impacts of TTIP agreement on these economies and their trade, GDP and unemployment. TTIP agreement is being presented in detail in this thesis as well its basic draft, motives of both negotiating sides and also the critical topics, which slow down the whole negotiations.

This thesis focuses on analysis of the strategic decisions of the automobile manufacturers related to the current trade agreements and estimates the impacts of the upcoming agreements, especially of the Transatlantic Trade and Investment Partnership and free trade agreements with Japan and India.

The theme of this thesis is the impact of the EU internal market on its external relations - firstly, it asks to what scope can we use the knowledge gained from establishing the internal market and if it can improve the current negotiations and, secondly, whether the already established internal market and its institutions can affect the establishment of relations between the European Union and the United States. The work focuses on the economic level of relations and specifically on the importance of services, both in the economies and the global value chains. It shows that the services sector is politically very sensitive and that the problems which the European Union had to deal with when trying to gain the approval of the Services Directive, are similar to the situation that evolves around negotiating the Transatlantic Trade and Investment Partnership, with the negotiations being further complicated by internal interactions between the EU institutions.
